1 2018 Amendments to the UCT Constitution changes are highlighted in red. Submitted by Past International President Thomas Smith, a member in good standing of Columbus, Ohio Council 1, and Past International President Gerald Thomas, a member in good standing of Columbus, Ohio Council 1. Explanation: The constitution needs to be revised to minimize the number of years required for local council members who serve as line officers, executive committee members or chaplain to receive Past Counselor honors, or for Grand council members who serve as line officers, Grand treasurer or executive committee members to receive Past Grand Counselor honors. Throughout the Supreme domain, local and Grand councils are having difficulty filling these positions for a six (6) year term. These constitutional revisions propose moving to a four (4) year term that will allow all officer positions to be in line with each other in receiving their local or Grand UCT honors. Amendment No. 1 any past senior counselor who shall have served for a term of one full year; any secretary-treasurer who shall have served for three full years; and any member of the executive committee or chaplain who shall have served for six full years. Also, anyone who has served as a line officer, chaplain and/or a member of the executive committee for a total of six years in the member s own or another council, as long as they are a council member, may receive, by a majority vote of the members present and voting at a meeting of the council, the title of past counselor. Amend Article II, Section 2, Page 6, Lines 31-40, to read: The title of past counselor shall be conferred on: any past senior counselor who shall have served for a term of one full year; any secretary-treasurer who shall have served for three full years; and any member of the executive committee or chaplain This change shall not affect the local or regional who shall have served for four full years. References to the Manual of Operations for a Traditional Local Council should be changed to Local Council Guidelines. References to the Handbook for the Secretary of a Local Council should be deleted since this document is no longer used and contents are part of the Local Council Guidelines. All changes are applicable except where otherwise specified.

In cities having a population of 50,000 or more, a new council may be established without such consent.
