1 CONSTITUTION OF The Purdue Electronic Dance Music Committee PREAMBLE The members of the Purdue Electronic Dance Music Committee (Purdue EDM Committee) do hereby authorize and support this constitution in order to establish a group of dedicated individuals, to promote the auditory and visual arts, encourage a drug-free environment, instill leadership within students, and support a charitable cause within West Lafayette and surrounding communities. Electronic dance music is a genre that is characterized by electronic instrumentation, synthesizers, heavy bass, and catchy drumbeats. However, many electronic festivals and concerts are extremely expensive. The Purdue EDM Committee seeks to fulfill the student body s desire to attend such an event and experience the electric atmosphere of an electronic dance music festival at a reasonable price. ARTICLE I Name The name of this organization is The Purdue Electronic Dance Music Committee ARTICLE II Purpose The Purdue Electronic Dance Music Committee will serve two main purposes. First and foremost, as a committee we wish to provide the student body with a safe, drug-free alternative during what is commonly known as Grand Prix Week. Through hosting a concert featuring local and possibly national electronic DJ s, the Purdue student body will have the opportunity to the exciting environment of an electronic music festival in a safe, sober environment. As the committee grows, we also wish to make the concert a growing event. Secondly, the Purdue EDM Committee will support a local and/or global charity that will benefit West Lafayette and surrounding communities. As a non-profit organization, the Purdue EDM Committee is volunteer-based. In principle, the maximum percentage of revenue possible will go to the selected charity. Revenue that does not go to the selected charity is solely reserved to ensure the funding and growth of the committee. ARTICLE III Definition of Membership
2 Statement of Equality: The Purdue Electronic Dance Music Committee is an equal opportunity student organization. Membership and participation are free from discrimination on the basis of race, religion, color, sex, age, national origin or ancestry, genetic information, marital status, parental status, sexual orientation, gender identity and expression, disability, or status as a veteran.* Participating members must be officially recognized as students of Purdue University to be eligible for regular or active membership. Purdue University staff and faculty are eligible for adjunct membership within the committee. Purdue University faculty and staff committee members will possess all the rights and privileges that student committee members hold, excluding the right to vote or hold office. In the event that the Purdue EDM Committee feels it necessary to remove an officer or committee member, a vote held by the committee members may take place to remove the office or member in question. An authorized expulsion is warranted given that no part of Statement of Equality (previously listed within Article III) is violated. An officer or committee member may be expelled if he/she acts unlawfully, untruthfully, or in such a way that is detrimental to the name or welfare of the Purdue Electronic Dance Music Committee. The issue must be brought to the executive officers. If at least two officers feel the member/officer should be expelled, a vote will be held. A majority vote (51%) by the committee members is necessary to finalize any authorized expulsion. Following the expulsion of any officer, a new election must be held within one week to fill the open position. This election will follow the rules defined in Article IV. In the event that an officer or committee member is expelled, he/she may plead his/her case to the executive officers at least one month after the expulsion. If at least two officers believe that the expulsion was unnecessary or unwarranted, another vote will be held. A majority vote (51%) by the committee members is necessary to finalize a reinstatement of a committee member. However, any officer that is expelled may only be reinstated as a committee member. The previous position held by that officer will have already been filled. In the event that an officer resigns, the same protocol for a new election applies.
3 ARTICLE IV Officers The Purdue Electronic Dance Committee will consist of four officer positions: President, Treasurer, Vice-President, and Concert Committee Chair. Each officer must be fully devoted to and supportive of the committee s purpose listed in Article II. Officers should be loyal, trustworthy, dedicated, and enthusiastic in order to adequately fulfill their roles. They must show outstanding organizational skills, marketing experience, or accounting skills. All officer positions must be held by an active Purdue Student. All officers must have at least a second semester freshman standing within the university. Also, no officer may be considered to be on probation by Purdue University, be it academically or disciplinary. The committee advisor s term lasts one full school year (June-May) and has no restrictions on how many terms the position may be held. The committee is to host elections each March. ARTICLE V Officers and Duties Presidential duties are as follows: Lead the Purdue Electronic Dance Music Committee with loyalty, integrity, and enthusiasm. Formalize final decisions, generate compromises, and settle disputes within the committee. Ensure that each officer and committee member completes his/her duties in an ethical and timely manner. Actively participate and offer advice in all committee activities and events.
4 Complete all event planning forms in accordance with the Treasurer. Treasurer duties are as follows: Keep accounts, deposits the organization s funds, and makes expenditures in a manner approved by the Business Office for Student Organizations.* Organize and keep track of all committee spending and estimate yearly spending. Assure that the maximum possible revenue reaches the selected charity while ensuring that are sufficient funds are available to host the next concert. Assure that sufficient funds are available for activities and that those funds are spent wisely and prudently. Collects member dues each semester Vice-President duties are as follows: Sets up exec and group meeting room reservations Assists Secretary with grant apps Works with president on negotiations and agreements in meetings Assists President on other tasks if needed Concert Committee Chair duties are as follows: In charge of Artist: booking, hospitality, and final selection process (in conjunction with President, VP, and Treasurer)
5 Oversees PR Chair, Greek Relations, and Concert Panel Responsible for pitching show to student organizations and any other required presentations Responsible for obtaining local sponsorships Guides and assists Concert Panel initial artist listing process ARTICLE VI Amendments Be it necessary to change or alter the constitution, amendments may be made at any given time. Amendments will be written by the President, VP, or CCC and must have the support of at least two executive officers. Once this measure has been completed, the committee will vote on the proposed amendment. The amendment will be added to the constitution if and only if two-thirds of the committee votes in favor of the proposed amendment. Otherwise, voting procedures will follow the guidelines stated in Article IV. The President may make changes if necessary to insure that the club operates efficiently and effectively due to the rapidly changing demands of having an EDM concert on campus. The President must present these changes to committee, they can be vetoed by a two-thirds vote upon proposal if the committee agree to put the changes to a vote. All amendments to the constitution and bylaws are subject to the approval of the Office of the Dean of Students. They MAY NOT take effect until they have been approved.* BYLAWS Voting Procedure
6 Firstly, to be considered for any open officer position, the committee member must submit a 500+ word essay explaining why he/she will adequately fulfill the specified role. If the essay is approved by at least one executive officer, the committee member may run for office. Elections for officers must be announced at least two weeks prior to holding an official election. Elections will be held every standard March. All committee members may place one vote per officer position available. Only active student committee members are eligible to vote or hold officer s positions. At least 50% of active committee members must be present to hold a vote. Votes will be cast on a secret ballot. Due to the complexity of having an EDM show on campus, officer position terms last one year (June- following May). A mandatory transition training period will occur by all offices from the day of election results to the last day of the current term (last day of school in May). In addition, only student members who are present at the time of the election may cast a vote. However, non-present student members may still be elected into office. All votes will be tallied by the Treasurer and a non-office holding member. In the event that a miscount may be of concern, the President and one non-office-holding committee member may recount the votes. A majority vote (51%) is necessary to vote any member into office. Definitions and Terms Committee a group of individuals working together with defined objectives to achieve a common goal. Committee Advisor A Purdue University faculty or staff member in charge of overseeing the well-being of the Purdue Electronic Dance Music Committee. He/she ensures that the committee will meet all the regulations of Purdue University. Executive Officers officers within the committee including the President, Treasurer, Public Relations Director, Marketing Director, and Risk Management Director.
