ORDINANCE BE IJ ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO: SECTION (h) of the Municipal Code of Chicago is hereby amended by deleting the language struck through and by inserting the language underscored, as follows: Residential parking permit. (a) Subject to the approval of the city council, the commissioner of transportation is authorized to erect and maintain signs on any block of any residential street in an R1, R2, R3, R4 or R5 zoning district indicating resident permit parking only when all of the following conditions have been met: (Omitted text is unaffected by this ordinance) (h) A not-for-profit organization one-day residential parking permit pilot program ("pilot program") is hereby created as provided in this subsection. Any not-for-profit organization licensed to conduct affairs in the State of Illinois and located within a residential permit parking zone, or on either side of a business, or commercial block immediately adjacent to that residential permit parking zone, shall qualify to purchase not more than 30 one-day residential parking permits for each of up to five of its employees per month to park in such zone. The city clerk shall sell one-day residential parking permits to such not-for-profit organization, upon presentation of evidence by such organization, in a form satisfactory to the city clerk, including, but not limited to, a letter signed by the alderman of the ward where such organization is located, confirming that the organization is in compliance with the requirements of this subsection, and, ifthe organization has vehicles, unless exempted under Section of this Code, that the organization has already purchased a wheel tax license emblem. The fee for such one-day residential parking permits shall be as specified in subsection (d) of Section of this Code. Any one-day residential parking permit issued pursuant to this subsection shall only be used by employees of the not-for-profit organization in the course of their employment. The city clerk is authorized to adopt such rules and regulations as he or she may deem appropriate for the proper administration and enforcement of this subsection. This subsection shall apply only in the following wards ward: 1, 25, 26, 35, A3 and 44. This pilot program shall expire on December 31,

9 Inspector general - Appointment and authority. The mayor shall create a Blue Ribbon Panel of five members to diligently search out qualified candidates who have relevant education or work experience for the position of inspector general and make recommendations to the mayor. The Blue Ribbon Panel shall consist of members of the community who have exhibited the highest moral character and integrity, who have demonstrated a commitment to public service, including but not limited to, deans of colleges, retired judges, and directors of neighborhood, civic or community organizations. The inspector general shall be appointed by the mayor from individuals recommended by the Blue Ribbon Panel, subject to approval of the city council, and shall have responsibility for the operation and management of the office of inspector general. The inspector general shall be appointed for a term of four years, which may be renewed at the discretion of the mayor, subject to approval of the city council. The inspector Reneral shall have independent authority over the operation and management of the Office of Inspector General, including independent expenditure authority. That authority includes but is not limited to the authority to establish personnel and procurement procedures, as well as the authority to appoint, hire, employ, contract, and remove such deputies, assistants, consultants and personnel, including, but not limited to legal counsel, as deemed necessary for the efficient and effective administration of office activities. In exercising this authority, the inspector general's actions will comport with existing legal regulations, restrictions and requirements.

13 Cooperation in investigations. It shall be the duty of every officer, employee, department, agency, contractor, subcontractor and licensee of the city, and every applicant for certification of eligibility for a city contract or program, to cooperate with the inspector general in any investigation, audit, program review, or hearing undertaken pursuant to this chapter. Cooperation includes making all Citv department, agency, contractor, subcontractor, and licensee's premises, equipment, personnel, books, records and papers shall be made available as soon as practicable to the inspector general. Every city contract and every bid, proposal, application or solicitation for a city contract, and every application for certification of eligibility for a city contract or program shall contain a statement that the person and/or entity understands and will abide by all provisions of this chapter. Communications by and between any citv attorney or other attorney hired to represent the citv (in any capacity except individual, non-official capacity representation) and a city official, employee, or appointee which shall be are provided to the inspector general pursuant to the provisions of this section shall retain appropriate privilege restrictions as to any outside entity.

17 Subpoena issuance and contents - Objections. The inspector general shall issue subpoenas only if (a) he is conducting an investigation, audit, program review, or hearing authorized by this chapter; and (b) the investigation, audit, program review, or hearing relates to misconduct, inefficiency, or waste within the programs and operation of the city government by any person described in Section ; and (c) the inspector general has a reasonable belief that such misconduct, inefficiency, or waste, has occurred; and (d) the testimony of the witness or the documents or items sought by the subpoena are relevant to the investigation, audit, program review, or hearing. A subpoena shall be served in the same manner as subpoenas issued under the Rules of the Illinois Supreme Court to compel appearance of a deponent, and subject to the same witness and mileage fees fixed by law for such subpoenas. A subpoena issued under this chapter shall identify the person to whom it is directed and the documents or other items sought thereby, if any, and the date, time and place for the appearance of the witness and production of the documents or other items described in the subpoena. In no event shall the date for examination or production be less than seven days after service of the subpoena. No later than the time for appearance or production required by the subpoena, the person to whom the subpoena is directed may object to the subpoena, in whole or in part. The objection shall be in writing, delivered to the inspector general, and shall specify the grounds for the objection. For seven days after receipt of a timely objection to a subpoena, the inspector general shall take no action to enforce the subpoena or to initiate prosecution of the person to whom the subpoena is directed. During this seven-day period, the inspector general shall consider the grounds for the objection and may attempt to resolve the objection through negotiation with the person to whom the subpoena is directed. The seven-day period may be extended by the inspector general in order to allow completion of any negotiations. The extension shall be in writing addressed to the person to whom the subpoena is directed, and shall specify the date on which the negotiation period will end. Negotiations may include such matters as the scope of the subpoena and the time, place and manner of response thereto. The filing of an objection to a subpoena, and negotiations pursuant to an objection, shall not constitute refusal to comply with the subpoena, or interference with or obstruction of an investigation. In the case of a refusal to obey a subpoena issued to any person under this section, the inspector general mav independently take such action as is necessary to enforce the subpoena through applk;ation<o a court of appropriate jurisdiction
