1 U.S. General Services Administration Office of Government-wide Policy Federal Transportation and Logistics Management elearning Knowledge Portal Welcome to the Federal Transportation & Logistics Management elearning Knowledge Portal training site presented by U.S. General Services Administration, Office of Government-wide Policy. U.S. General Services Administration (GSA) helps agencies meet their mission requirements through their adoption and implementation of laws, policy and procedures. Development of transportation and logistics management training programs provides a government wide standard set of knowledge that will assist agencies in achieving improved operational efficiencies, effectiveness and best practices. In collaboration with interagency councils, GSA s Office of Government-wide Policy (OGP) developed the courses structure and content. The courses are being offered through the U.S. Office of Personnel Management s (OPM) elearning site at no charge to federal agencies. All courses are Section 508 compliant and meet federal infrastructure security requirements. Program offerings include the Federal Transportation Officer Program and the Federal Mail Management Program. Read more about the courses and the sessions that support these programs on the next page. To begin any course or session, select it on the Course Menu screen. Training Program Course Structure The courses are structured to address the informational needs of individuals working in transportation and logistics management. Session objectives and Knowledge Review questions are provided for each session. After completing a session, a session completion certificate is issued. This provides flexibility and training recognition for those individuals who may not want to complete a course. Each course and session has a CLP rating. The Final Exam is a separate activity in each course. The student must score at least 70% to pass and receive a course completion certificate We welcome any comments and suggestions on new transportation and logistics management offerings or areas for improvement, send them to GSA-OGP-Transportationpolicy@gsa.gov.
2 Federal Transportation & Logistics Management Program Offerings Federal Transportation Officer Training Program Comments and questions are welcomed, The Federal Transportation Officer Training Program was developed for individuals at various levels in their transportation career and is composed of three courses, Basic (Level 1) 12 sessions and a final exam. The course is structured to provide an overview of federal transportation and to serve as an introduction to those federal employees who just entered or have been working in the transportation field for three or less years. Basic (Level 1) can also serve as an introduction to other federal employees who may interface with the agency transportation activities such as contracting officers and others in the acquisition field, management and program analysts, mail and logistics personnel, program managers, and budget and financial analysts. Intermediate (Level 2) 9 sessions and a final exam. This course provides content specific subject matter appropriate to the responsibilities of an individual who may be a first-line supervisor, a mid-level, or have 3+ years of transportation experience. Intermediate (Level 2) can also provide enhanced information to other federal employees that actively engage with the agency transportation activities. Advanced (Level 3) 5 sessions and a final exam. This course provides content specific subject matter appropriate to the responsibilities of a senior Transportation Officer with over 5 years of transportation experience. The course is not intended to provide answers rather the content was developed to start dialogue both within the agency and with other federal professional transportation colleagues. Agency senior management as well as individuals in management and leadership positions would benefit from the material presented in the sessions.
3 Federal Transportation Officer Basic Course (Level 1) (22.5 CLPs) Session 1 Introduction to Federal Transportation Management. This session overviews federal transportation and introduces topics that will be covered in the subsequent sessions. (2.0 CLP) Session 2 Roles Associated with Federal Transportation. This session identifies the role and responsibilities of the transportation officer, GSA and other federal agencies, and the transportation service provider. (1.5 CLP) Session 3 Modes of Transportation. This session introduces the five different modes of transportation, how to choose the right mode and best value. (3.0 CLP) Session 4 Domestic Transportation. This session identifies what is domestic transportation, what is involved in planning, and the different types of transportation commonly used. (1.0 CLP) Session 5 International Transportation. This session presents the policies, regulations and requirements involved with shipping outside of the continental United States (OCONUS). (1.5 CLP) Session 6 Hazardous Materials Transportation. This session explains what are hazardous materials and the regulations involved in their transportation. (2.5 CLP) Session 7 Payments and Audits of Transportation Services. This session presents the transportation payment process, what is required for a prepayment audit and postpayment audits, and the responsibilities of the agency and GSA. (1.5 CLP) Session 8 Temporary Nonuse, Suspension and Debarment. This session explains what and who is involved for filing temporary nonuse, suspension or debarment against a transportation service provider. (1.5 CLP) Session 9 Claims. This session introduces and overviews the steps involved in filing a claim. (3.0 CLP) Session 10 Laws, Rules and Regulations. This session presents an overview of the transportation laws, regulations by mode of transportation and transportation administrative law. (3.0 CLP) Session 11 Sustainable Transportation. This session introduces the concept of sustainable transportation, why agencies are interested, and what resources are available to assist the transportation officer. (1.0 CLP) Session 12 Household Goods. This session identifies what household goods (HHG) are and the regulations that govern their transportation. (1.0 CLP) Federal Transportation Officer Intermediate Course (Level 2) (21.0 CLPs) Session 1 Determining Best Value in Transportation. This session reviews the concept of best value and how to determine best value in transportation. (1.5 CLP)
4 Session 2 Tenders of Service. This session focuses on tenders of service and explores when tenders may be the best procurement and identifies other situations when tenders may not be advantageous. (2.5 CLP) Session 3 One-Time-Only Rates. This session reviews the One-Time-Only (OTO) procurement, terms and conditions, and determining when an OTO may be the best choice for transportation service procurement. (1.5 CLP) Session 4 Transportation Contracts. This session reviews transportation contracts as a means to procure transportation services. (3.0 CLP) Session 5 International Freight Shipments and Customs. This session reviewing international freight shipments and customs for both export and import shipments. (5.0 CLP) Session 6 Small Package Transportation. This session discusses the small package transportation activities. (2.0 CLP) Session 7 Packing and Marking Shipments. This session reviews the importance of proper packing and marking shipments. (2.0 CLP) Session 8 Special Requirements and Accessorials. This session explores the difference between requirements and accessorials, and the fuel surcharge. (2.0 CLP) Session 9 Customer Relationships. This session reviews customer relationships in the transportation area and introduces customer relationship management. (1.5 CLP) Federal Transportation Officer Advanced Course (Level 3) (16.5 CLPs) Session 1 Ownership and Title Transfer, Liability, and Insurance. This session presents information on the importance of the shipment ownership and title transfer; insurance factors, and discusses the Government Losses in Shipment Fund program. (4.0 CLP) Session 2 Transportation Analysis. This session provides guidance on the use of key performance indicators (KPIs) for effectively managing your organization s transportation operations. (2.5 CLP) Session 3 Financial Issues. This session reviews obligations, and pre-payment and post-payment transportation audits. (3.5 CLP) Session 4 Managing the Agency Transportation Program. This session provides guidance for the transportation manager to improve efficiency and effectiveness of their agency s transportation program. (3.5 CLP) Session 5 Carrier Management and Rating. In this session, the factors will be highlighted that influence availability, price, and performance in the marketplace. The focus will be the information that transportation officers (TOs) need to determine eligibility and compliance, and then outline a means of comparing carriers for selection and continued use. (3.0 CLP)
5 Federal Transportation & Logistics Management Program Offerings Federal Mail Management Questions and comments are welcomed, Federal Mail Clerk Basic Course (Level 1) (15 CLPs ) Federal Mail Clerk Basic (Level 1) provides a comprehensive overview of Federal Mail Management to any Federal (including contractor) employee performing mail related functions at a Federal facility, and contains specific subject matter appropriate to the duties and responsibilities at the Mail Clerk level. Basic (Level 1) course is composed of 9 sessions and a final exam. Upon successful completion of a session, a certificate of session completion is created. When you successfully the final exam, the Basic (Level 1) course certificate of completion is issued. Session 1 Federal Mail Management Overview. This session overviews federal mail and introduce topics that will be covered in the subsequent sessions. (CLPs 1.5) Session 2 Federal Mail Policies and Procedures. This session identifies the current policies and mail procedures for a mail center worker. (CLPs 1.0) Session 3 Service Providers- Small Package Shipping. This session, you will learn the definition of small package services as it applies to domestic and international shipments, and when to consider using small package services. (CLPs 2.0) Session 4 Mail Center Safety and Security. This session defines mail security, what is involved in developing a security policy, security plan, and the different types of security terms commonly used. (CLPs 2.0) Session 5 Mail Center Operations. This session presents the Mail Center, how the mail is received, processed, and delivered. (CLPs 2.0) Session 6 Permit Mailings, Business Reply Mail, Presort Bureaus. This session will teach the user how to use permit mailings, business reply mail, and presort mail. (CLPs 1.5) Session 7 Mail Center Technology. This session explains what and who is involved in integrated planning, design, operation and control of technological products, processes and services. (CLPs 1.5) Session 8 Mail Records Management (Records/Forms and Retention Periods). In this session, you will learn the definition of a record; who Federal records belong to; the purpose of a Records Management Program; your responsibilities with regards to records management; disposition of Federal records; and what items handled by the Mail Center may be considered records. (CLPs 1.5) Session 9 Mail Center Orientation Training. This session provides the employee training needed to operate in a Mail Center. This session also will provide all mail clerks with the knowledge, training, and the essential tools to conduct official business for Federal mail customers. (CLPs 2.0)
