3 RESOLUTION NO. RESOLUTION OF COMMENDATION FOR VALUABLE SERVICE TO THE CITY OF ST. FRANCIS CONFERRED ON LAWRENCE PASSAFARO At a regular meeting of the Common Council of the City of St. Francis, Milwaukee County, Wisconsin, held the 6th day of May, 2014, a quorum being present and a majority of the Council voting therefore, said Council does resolve as follows: WHEREAS, LAWRENCE PASSAFARO began his career with the City of St. Francis on September 28, 1984 as a Paid on Call Fire Fighter; and WHEREAS, LAWRENCE PASSAFARO became a Full Time Firefighter with the St. Francis Fire Department on April 15, 1991 was promoted to Driver Operator on November 20, 1992; and WHEREAS, LAWRENCE PASSAFARO was promoted to Lieutenant on October 1, 1999 and to Captain on March 4, 2005; and WHEREAS, LAWRENCE PASSAFARO earned an Associate s Degree from Milwaukee Technical College in Fire Science and a Bachelor s Degree from Upper Iowa University in Fire Administration; and has been Lead Fire Inspector from 2005 through NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of St. Francis, Milwaukee County, Wisconsin, on behalf of itself and all the residents of the City of St. Francis and the St. Francis Fire Department, recognize and honor the retirement of LAWRENCE PASSAFARO for Thirty years of serving the City of St. Francis and Citizens. 4 RESOLUTION NO. RESOLUTION CONGRATULATING MISS BRYNN WEINZIRL ON BEING SELECTED MISS ST. FRANCIS 2014 AND TENDERING HER THE BEST WISHES OF THE CITY OF ST. FRANCIS IN HER COMPETITION FOR THE TITLE OF MISS WISCONSIN FOR 2014 WHEREAS, Miss Brynn Weinzirl was selected Miss St. Francis 2014 by reason of her talent, beauty, personality and general demeanor; and WHEREAS, she will be the fiftieth Miss St. Francis title holder to compete in the Miss Wisconsin Pageant for the coveted title of Miss Wisconsin, 2014; and WHEREAS, it is fitting and proper that she carry with her the best wishes of the entire City of St. Francis for success in such statewide competition; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of St. Francis that it does hereby congratulate Miss Brynn Weinzirl for her success in her competition for the title of Miss St. Francis 2014 and it does hereby tender to her the best wishes of all the residents of the City of St. Francis and the official administration of the City for continued success in the Miss Wisconsin Pageant. 5 MINUTES OF THE CITY OF ST. FRANCIS COMMON COUNCIL MEETING HELD APRIL 15, 2014 The meeting was called to order at 7:00 p.m. by Mayor St. Marie-Carls. Following the Pledge of Allegiance and a moment of silence for the community, roll call was taken. Present: Mayor St. Marie-Carls, Alderpersons Bostedt, Alderman Wattawa, Brickner, McSweeney, Fliss and Klug Also Present: City Administrator Rhode, City Attorney Alexy, City Clerk/Treasurer Uecker, Police Chief Kaebisch, Fire Chief Lockwood, City Engineer Dejewski, Public Health Administrator Scott and interested citizens Vote for Council President by paper ballot resulted in 5 votes for Alderman Brickner and 1 vote for Alderwoman Fliss. Alderman Brickner has been elected by the Council to the position of Council President. Moved by Alderwoman Fliss, seconded by Alderwoman Bostedt to destroy the paper ballots for Council President. Motion carried with City Clerk/Treasurer Uecker destroying the ballots. Moved by Alderman Brickner, seconded by Alderwoman Fliss to suspend the agenda to Item #1 under Correspondence. Motion carried. FRANCIS MILWAUKEE COUNTY ORDINANCE NO AN ORDINANCE TO REPEAL AND RECREATE SECTION 17-14, ENTITLED "ECONOMIC DEVELOPMENT COMMITTEE, OF THE CITY OF ST. FRANCIS CODE OF ORDINANCES WHEREAS, Chapter 17 of the City of St. Francis Code of Ordinances, establishes certain Boards, Commissions, and Committees pertaining to the City of St. Francis; and WHEREAS, of the City of St. Francis Code of Ordinances establishes an Economic Development Committee; and WHEREAS, the Mayor has recommended revision of of the Code of Ordinances to more specifically describe the functions and duties of the Economic Development Committee; and NOW, THEREFORE, the Common Council of the City of St. Francis, Wisconsin do ordain as follows: SECTION 1. Chapter 17, entitled Boards, Commissions, and Committees, Section 17-14, entitled Economic Development Committee, is hereby repealed and recreated to read as follows: Economic Development Committee. A. How constituted. The Mayor, City Engineer, Building Inspector, and City Administrator are de facto members of the Committee by virtue of their office. The Mayor shall appoint 10 citizen members who are either residents of the City or representatives of businesses located within the City (regardless of whether such representatives are residents of the City or not). Two of the 10 citizen members shall be appointed by the Mayor from the membership of the St. Francis Civic Association, or any successor organization. Appointments of residents and business representatives shall be for staggered two-year terms. B. Powers and duties. (1) To study and make recommendation on all items referred to it by the Common Council and/or the Community Development Authority. (2) Provide the business community with a public forum for providing input into the development of policies and programs affecting business growth and development within the City and assist in the education and information exchange on economic development issues and opportunities in the City

(4) Make recommendations to the Common Council and/or Community Development Authority concerning initiatives and strategies intended to promote economic development within the City of St. Francis and, upon request by the Community Development Authority or the Council, assist in the implementation of initiatives and strategies for the promotion and marketing of the City and its businesses and industry within the limits of budgets and policies established by the Council. (5) Nominate a Business of the Year and cooperate with the Community Development Authority for review and coordination of a recognition event/dinner. (6) Propose and make nominations concerning other awards that will promote awareness of the City s business community and arrange for appropriate public functions to recognize and promote business within the City. SECTION 2: SEVERABILITY. The several sections of this ordinance are declared to be severable. If any section or portion thereof shall be declared by a court of competent jurisdiction to be invalid, unlawful or unenforceable, such decision shall apply only to the specific section or portion thereof directly specified in the decision, and shall not affect the validity of any other provisions, sections or portions thereof of the ordinance. The remainder of the ordinance shall remain in full force and effect. Any other ordinances whose terms are in conflict with the provisions of this ordinance are hereby repealed as to those terms that conflict. SECTION 3: EFFECTIVE DATE. law. FRANCIS MILWAUKEE COUNTY ORDINANCE NO AN ORDINANCE TO REPEAL AND RECREATE SECTION 435-3(A)(4) OF THE CITY OF ST. FRANCIS CODE OF ORDINANCES ESTABLISHING PARKING RESTRICTIONS ON EAST BOLIVAR AVENUE IN THE CITY OF ST. FRANCIS WHEREAS, Section 435-3(A) of the City of St. Francis Code of Ordinances establishes certain restrictions on the parking, and the leaving while operating, of vehicles on certain specified streets within the City of St. Francis including, but not limited to East Bolivar Avenue; and WHEREAS, the Traffic Safety Committee of the City of St. Francis Staff has recommended modifying the existing parking regulations on East Bolivar Avenue; and WHEREAS, the Common Council finds that the establishment of the aforementioned recommended parking restrictions will promote the health, safety, and welfare of the public; NOW, THEREFORE, the Common Council of the City of St. Francis, Wisconsin do ordain as follows: SECTION 1. Chapter 435, entitled Vehicles and Traffic, Section 435-3, entitled No parking, subsection (A), paragraph (4), entitled East Bolivar Avenue, is hereby repealed and recreated to read as follows: (4) East Bolivar Avenue. (a) North side, in front of Willow Glen School. (b) North and south sides, from alley behind station east to Nicholson and Bolivar. (c) South side, between South Brust Avenue and South Kansas Avenue. (d) From a point approximately 477 feet west of the westerly right-of-way of South Vermont Court (also known as the easterly edge of the driveway of Willow Glen School) to a point approximately 377 feet west of the westerly right-of-way of South Vermont Court. SECTION 2: SEVERABILITY. The several sections of this ordinance are declared to be severable. If any section or portion thereof shall be declared by a court of competent jurisdiction to be invalid, unlawful or unenforceable, such decision shall apply only to the specific section or portion thereof directly specified in the decision, and shall not affect the validity of any other provisions, sections or portions thereof of the ordinance. FRANCIS MILWAUKEE COUNTY RESOLUTION NO PRELIMINARY RESOLUTION DECLARING INTENT TO LEVY SPECIAL ASSESSMENTS UNDER MUNICIPAL POLICE POWER PURSUANT TO , STATS. The Common Council of the City of St. Francis, Milwaukee County, Wisconsin, DO RESOLVE AS FOLLOWS: SECTION 1: INTENT TO LEVY SPECIAL ASSESSMENTS 1. The Common Council hereby declares its intention to exercise its police power under , Stats., to levy special assessments upon property in the assessment district hereafter described for benefits conferred upon such property by reason of the following public work and improvements: Roadway reconstruction; curb and gutter, driveway approach sidewalk construction, carriage walk repair/construction, and drainage improvements including but not limited to planning, design, construction, materials, labor, and equipment to perform the described improvements. 2. The property to be assessed lies within the following described assessment district: ASSESSMENT DISTRICT All property fronting upon both sides of S. Kansas Avenue from its intersection with E. Layton Avenue to its intersection with S. Whitnall Avenue. 3. The total amount assessed against the properties in the described assessment district shall not exceed the total cost of the improvements. 4. The Common Council hereby determines that the improvements constitute an exercise of the police power for the health, safety and general welfare of the City and its inhabitants. 5. The City Engineer shall prepare a report, which shall consist of: a. Final plans and specifications for the proposed improvements. b. An estimate of the entire cost of the proposed improvements. c. A schedule of the proposed assessments. d. A statement that the property against which the assessments are proposed is benefited. 6. When the report is completed, the City Engineer shall file a copy of the report with the City Clerk for public inspection.

FRANCIS COMMON COUNCIL MEETING HELD APRIL 15, Upon receiving the report of the City Engineer, the City Clerk shall cause notice to be given stating the nature of the proposed improvements, the general boundary lines of the proposed Assessment District (including a small map thereof), the time and place at which the report may be inspected, and the time and place of the public hearing on the matters contained in the preliminary resolution and the report. This notice shall be published as a class 1 notice under ch. 985, Stats, and a copy shall be mailed, at least 10 days before the hearing, to every interested party whose address is known or can be ascertained with reasonable diligence. 8. The hearing shall be held in the City of St. Francis Municipal Building at the following address: 4235 S. Nicholson Avenue, St. Francis, WI a date and time set by the City Clerk in accordance with , Stats. 9. The assessment against any parcel may be paid in cash or in annual installments the number of which shall be determined by the Common Council and shall be determined at the public hearing and incorporated in the final resolution in this matter. SECTION 2: SEVERABILITY. The several sections of this resolution are declared to be severable. If any section or portion thereof shall be declared by a court of competent jurisdiction to be invalid, unlawful or unenforceable, such decision shall apply only to the specific section or portion thereof directly specified in the decision, and shall not affect the validity of any other provisions, sections or portions thereof of the resolution. The remainder of the resolution shall remain in full force and effect. Any other resolutions whose terms are in conflict with the provisions of this resolution are hereby repealed as to those terms that conflict. SECTION 3: EFFECTIVE DATE. The Committee reconvened at the current City Hall at 6:30pm. Minutes of the January 22, 2014 Meeting A motion was made by Committee Member Raclaw, seconded by Alderwoman Fliss to approve the minutes of the January 22, 2014 meeting. Motion carried. 3. Discussion and Possible Action Update on Historical Society Displays The Historical Society stated that they were working on the display cases with a person recommended by Bray. There will be 6 areas of focus for the displays life on the farm, pioneers, education, business, military and municipal. They are working on what to include in the displays and working with different groups such as We Energies to obtain St. Francis artifacts. The Historical Society then stated their annual lunch/dinner was being held April 24 at the St. Francis Brewery and the author of the book Town of Lake will be at the lunch/dinner. Also, Carol Wojtecki stated that the Historical Society was having a rummage sale fund raiser on May 10 at Superior Equipment. There will be refreshments at the rummage sale. Dennis Wojtecki stated that the tapestry is being redone and that there will be a limited number for sale once it is completed. 4. Discussion and Possible Action Community Information/Public Participation Timeline Mayor St. Marie-Carls stated that there have been photos on the website and newsletter articles about the progress of the building. Alderwoman Bostedt stated that the 4 th of July Committee will be having a pipe as a symbol of the new building that the kids can sign to be included in some part of the building. Mayor St. Marie-Carls stated that there will be a sneak peak event at which those who tour the building will have an opportunity to write on a piece of drywall to be installed in the new building. The sneak peal is an all access tour of the building. There was general discussion regarding a time capsule and corner stone. The question was asked if the current building had a cornerstone. The question will be researched by staff. Also, the Buy-a-Stone was discussed and the deadline for purchase was moved back to after July 4 so it can be included in the July 4 celebration. 6. 17 MINUTES OF THE PLANNING COMMISSION MEETING HELD MARCH 26, 2014, 7:15 PM The meeting was called to order by Mayor St. Marie-Carls at 7:22 PM. Members present: Mayor St. Marie-Carls, Alderperson Sue Bostedt, Commission Members Eric Stemwell, Charles Buechel, John Vugrinovich, Tom Kiepczynski, and Eric Manders. Also present: Alderman Mike McSweeney, City Administrator Tim Rhode, City Engineer/Director of Public Works Melinda Dejewski, Building Inspector/Zoning Administrator Craig Vretenar, Attorney Scott Langlois representing Lake Drive Ventures (Stark) and citizens PJ Early and Rick Grubanowitch. 1. Public Comment None. 2. Minutes of the January 22, 2014 meeting. A motion was made by Alderwoman Bostedt, seconded by Commissioner Buechel to approve the minutes as presented. Motion carried. 3. Discussion and Possible Action Lake Drive Ventures Site Mayor St. Marie-Carls requested that City Administrator Rhode give an overview to the Commission. City Administrator Rhode stated that there was information in the packet and that Start is transitioning their business to another location and looking for a new tenant or owner for the building. The PUD documents were not updated when Stark took ownership of the building. If the documents do not reflect the current ownership, Stark will not be able to get a new end user for the property. Attorney Langlois added that after much discussion with both the former owner Harnischfeger (now Joy Global) and the City, it was determined that existing PUD could be amended to update the information to reflect the current owner and conditions on the property. Commissioner Vugrinovich asked if there were any other changes, if the recommendation would have to be contingent upon. The response was no more changes. Commissioner Stemwell questioned if the agreement was the building or did it include the vacant land to the north. City Administrator Rhode responded that it was just the building area. The vacant land was not being sold at this time. Commissioner Kiepczynski asked if the cost to prepare the document was still within the $1000 budget. Administrator Rhode stated yes. Alderwoman Bostedt questioned the stability of the LLC. Attorney Langlois replied that the LLC took title to the property and there had been no change in the LLC through the process so until the property is sold, the LLC will operate the property as it is today. A motion was made by Commissioner Buechel, seconded by Commissioner Kiepczynski to recommend to the Common Council to approve the proposed resolution amending the PUD. Motion carried. 4. Discussion and Possible Action St. Francis Current City Hall Site Mayor St. Marie-Carls stated that some information had been provided in the packet as well as some more handed out from the study performed on the building to determine if a new building was warranted. The most pressing question is what to do with the existing building keep it or raze it. Building Inspector Vretenar stated he thought that the estimate to raze the building was approximately $140,000-$160,000 not including asbestos removal. There was discussion on what the site could be used for if the current building was razed. Some ideas were: parking for library, single family homes, park with parking for park and library. There was discussion on if the building was kept and the City tried to sell or lease it. One concern was that whoever leased the building would not keep it in good order. Another concern was a shared parking agreement for the library. A third concern was that the building may need to be sprinkled prior to selling. Another issue discussed was the existing cell tower

18 area on the property and the warning siren. The discussion continued about the next steps. The consensus was more information was needed on costs for razing and existing values before any decisions or recommendations could be made. A motion was made by Commissioner Vugrinovich, seconded by Alderwoman Bostedt to table the item and have staff bring more information at a future meeting. Motion carried. 5. Discussion and Possible Action Update on Comprehensive Plan Mayor St. Marie-Carls explained that copies of the economic development section of the Comprehensive Plans were handed out. She was requesting that the Commission look over the section and provide comments at the next meeting. Also the results of the surveys were discussed. There were 167 respondents to the residential survey due to extra effort by Mayor St. Marie-Carls to have people take the survey. To date, only 7 businesses had responded. 2 commissioners stated that they would contact some of the businesses to try to get them to take the survey. Also, Graef was requesting that the plan update be extended until May to be able to include the airport information discussed at the last meeting. A motion was made by Alderwoman Bostedt, seconded by Commissioner Kiepczynski to extend the deadline to May for the draft Comprehensive Plan. Motion carried. 6. FRANCIS INVESTMENT POLICY POLICY: It is the policy of the City of St. Francis, Wisconsin to invest public funds in a manner which will provide the highest investment return with maximum security while meeting the daily cash flow demands of the City and conforming to all State and local statutes governing the investment of public funds. SCOPE: This Investment Policy applies to those funds that are under the authority of the City of St. Francis. These assets are accounted for in the City s Annual Financial Report within the following funds and account groups: Capital Projects Fund Civic Center Funds Debt Service Fund Enterprise Funds General Fund Special Revenue Funds TIF #3 TIF #4 This Investment Policy shall also include any new fund(s) created by the Common Council of the City of St. Francis, unless specifically exempted. This Investment Policy shall exclude assets held by the Wisconsin Retirement System and assets held by the City s designated deferred compensation plan providers. Those assets are not owned by or under control of the City of St. Francis. OBJECTIVES: The Investment Policy of the City of St. Francis seeks to attain the following goals: Safety Investments by the government of the City of St. Francis shall be undertaken in a manner that seeks to ensure the preservation of capital in the overall portfolio. The objective will be to mitigate credit risk, interest rate risk and custodial risk. a) Credit Risk and Concentration of Credit The City will minimize credit risk, which is the risk of loss due to the failure of the security issuer or backer by: - Limiting investments to the types of securities permitted under Wisconsin Statutes Chapter The City Council shall by resolution approve the public depositories that are deemed appropriate for use under Wisconsin and Federal law - Diversifying the investment portfolio so that the impact of potential losses from any one type of security or from any one individual issuer will be minimized b) Interest Rate Risk The City will minimize interest rate risk, which is the risk that the market value of securities in the portfolio will fall due to changes in market interest rates by:

23 - Structuring the investment portfolio so that securities mature to meet cash requirements for ongoing operations, thereby avoiding the need to sell securities on the open market prior to maturity c) Custodial Risk The City will minimize custodial risk which is the risk that in the event of a financial institution failure, the City s deposits may not be returned to it by - Maintaining a list of public depositories, financial institutions and broker/dealers authorized to provide deposit and investment services Legality Investments by the City shall be made in accordance with Federal Law, Wisconsin Statutes, the Municipal Code of the City of St. Francis and this Investment Policy. Liquidity The investment portfolio shall remain sufficiently liquid to meet all operating requirements that may be reasonably anticipated. Investment portfolios will be structured so that securities mature concurrent with cash needs to meet anticipated demands. Alternatively, a portion of any portfolio may be placed in money market mutual funds or local government investment pools authorized and permissible under Wisconsin Statutes which offer same day liquidity for short term funds. Yield Investment portfolios shall be designed with the objective of attempting to attain a market rate of return throughout budgetary and economic cycles, taking into account investment risk constraints and liquidity needs. Return on investment is of secondary importance compared to the safety and liquidity objectives described above. Securities shall generally be held until maturity with the following exceptions: a) A security with declining credit quality may be sold prior to maturity to minimize loss of principal b) Liquidity needs of the City require a security or securities are sold prior to maturity With the exception of cash accounts, all investments will be selected on the basis of competitive quotations; at least two qualified institutions will be contacted each time an investment is placed. STANDARDS OF CARE: Prudence The standard of prudence to be used by investment officials shall be the prudent person standard, which states investments shall be made with judgment and care, under circumstances then prevailing, which persons or prudence, discretion and intelligence exercise in the management of their own affairs, not for speculations, but for investment, considering the probably safety of their capital as well as the probable income to be derived and shall be applied in the context of managing an overall portfolio. Investment officers acting in accordance with written procedures and this Investment Policy and exercising due diligence shall be relieved of personal responsibility for an individual security s credit risk or market price changes, provided deviations from expectations are reported in a timely manner and the liquidity and the sale of securities are carried out in accordance with the terms of this policy. Notwithstanding any other provision of law, the Clerk/Treasurer (or their designee) who deposits public money in any authorized public depository, in compliance with Wisconsin Statutes Section is, under the provisions of Wisconsin Statutes Section relieved of any liability for any loss or public monies which results from the failure of any public

24 depository to repay the public depositor the full amount of its deposits, thus causing a loss as defined in Wisconsin Statutes Section 34.01(2). Ethics and Conflicts of Interest City officers and employees involved in the investment process shall refrain from personal business activity that could conflict with the proper execution and management of the investment program, or that could impair their ability to make impartial decisions. Officers and employees shall refrain from undertaking personal investment transactions with the same individual with whom business is conducted on behalf of the City. Delegation of Authority Management and administrative responsibility for the investment program for the City of St. Francis is entrusted to the Clerk/Treasurer under the direction of the Common Council. Individuals authorized to engage in investment transactions on behalf of the City are the Clerk/Treasurer or those designated by the Clerk/Treasurer. Authorized and Suitable Investments Authorized investments include any investment stipulated in Wisconsin Statute (1m) a) In accordance with Wisconsin Statutes 34.01(5) and all Wisconsin banks, state or federal chartered, as well as the Wisconsin Local Government Pooled Investment Fund are authorized depositories. INTERNAL CONTROLS: The Clerk/Treasurer shall establish a system of internal controls designed to prevent losses of City funds arising from fraud, misrepresentation by third parties, unanticipated changes in financial markets, employee error or imprudent actions by employees. Internal Controls shall address: Separation of transaction authority from accounting and record keeping Clear delegation of authority to subordinate staff members Written confirmation of transactions for investments and wire transfers Development of a wire transfer agreement with the lead bank and third-party custodian Investment and interest earnings will be recorded in the City account records based on generally accepted accounting principles A monthly summary of all investment transactions will be prepared by the City Clerk/Treasurer for review by the Common Council INVESTMENT PARAMETERS Diversification Investments shall be diversified by: a) Limiting investments to avoid over concentration in securities from a specific issuer, industry or business sector, excluding US Treasury obligations b) Investing in securities with varying maturities c) Continuously investing a portion of the investment portfolio in readily available funds such as local government investment pools, money market accounts or money market mutual funds permissible under State Statutes COLLATERALIZATON OF FUNDS Under Wisconsin Statutes (1) (a), the State of Wisconsin has pledged funds for the payment of losses of public deposits from authorized public depositories until the balance of the State s

25 appropriation is exhausted. No payment for a loss will be made by the State in excess of $400,000 for any one public depositor in any individual public depository. Because of the FDIC, insures deposits up to $250,000 a public depositor is insured for up to $650,000 in any one public depository. Wisconsin Statutes provides that a surety bond or other security may be required of a public depository for any public deposit that exceeds the $650,000 amount insured. Under this Statute the City will allow the placement of public deposits in excess of $650,000 in any financial institution identified as an authorized public depository without the effect of collateralization or insurance if the following standards are met: Capitalization Capital adequacy, as a percentage of total assets, must meet three tests as follows: 1. Primary capital (capital stock, preferred stock, capital surplus, undivided profits and capital plus subordinated debt) must be at 6.0% or more 2. Total capital must be 7.0% or more 3. City funds to be deposited must not exceed 75% of the financial institution s capital stock and surplus Deposits Dependence on large Certificates of Deposit must not exceed 25% of total deposit base Profitability and Earnings 1. The ratio of net income as a percentage of assets must be.5% or better for the previous twelve months 2. Return on equity must be 10.0% or more for the previous twelve months Quality of Assets 1. Non-performing loans (loans more than 60 days past due, or are non-accrual of interest or are renegotiated) must not exceed 30.0% of primary capital 2. Net loan charge-offs must be 0.5% or less of gross loans 3. Loan reserves must be 1.0% or more of gross loans Each financial institution designated a public depository by the City of St. Francis will be required to certify to the Clerk/Treasurer all foregoing requirements. Financial institutions holding City deposits in excess of $650,000 may be required to provide quarterly call reports and income statements, including all schedules. Authorized public depositories which do not meet the foregoing requirements shall fully collateralize all certificates of deposit or other time deposits of the City of St. Francis, by obligations of the US Government or its agencies (if principal is guaranteed by the United States). Such securities shall be delivered to the City or a Custodial Bank with which the City has entered into such Custodial Agreement. All collateral agreements will be written so as to preclude release of the assets without the approval of the City of St. Francis. The market value of the collateral shall at all times be equal to or exceed 102% of the principal amount of the time deposit. Value of the collateral shall be monitored monthly. The Clerk/Treasurer shall be authorized to sign for agreements with the Custodial Bank for the receipt for any pledged securities.

26 As a further matter of policy the City of St. Francis must take delivery of securities under a repurchase agreement if the repurchase agreement is for a period greater than fourteen days. Repurchase agreements for less than fourteen days will require that the repurchase agreement collateral be transferred to a third party safekeeping account and held in the City s name. The City will require from all public depositories the original documents of all certificates of deposit and will hold these documents until maturity. The City will require from all depositories a safekeeping receipt for all US Treasury securities purchased. The City reserves the right to invest in an auto repurchase agreement. The City of St. Francis will not authorize as a public depository any financial institution unwilling or incapable of posting required collateral for funds in excess of insured or guaranteed limits. REPORTING The Clerk/Treasurer shall present a monthly report on the investment program and investment activity to the Common Council. The report shall include a management summary displaying the status of the investment portfolio and transactions made over the previous month. POOLING OF CASH Except where otherwise provided by the Common Council, the Clerk/Treasurer is authorized to pool the cash of various funds to maximize investment earnings where it is advantageous and prudent to do so. Investment income will be allocated to the various funds based on the pro rata portion of each fund. ADOPTION AND APPROVAL By resolution, the Investment Policy shall be formally approved and adopted by the Common Council and reviewed as needed but at least every three years. 29 April 15, 2014 Honorable Planning Commission City of St. Francis Subject: ATT U-verse Proposed Location Dear Planning Commission Members: ATT has contacted the City of St. Francis requesting permission to obtain an easement for equipment to provide ATT U-verse to the residents of the City. Their proposed location for the utility box is on the current City Hall site just to the north of the existing cell tower easement area. Attached is the proposed drawing. Building Inspector Vretenar and I have both reviewed this location and have no concerns with it. We believe that since the area is already encumbered by the cell tower, that the U-verse utility box does not impede the use of the site in the future. Please let me know if you have any questions. City Inspector, Craig Vretenar explained his recent visit to the Civic Center site with up to date details. Two build out options were always part of the original Bray plans. The current City Hall site was discussed. Information being asked for by the Plan Commission was brought forward. The Plan Commission is looking into potential plans for the building and collecting information at this time. The committee gave some of their thoughts such as a parking lot for the Library. REMINDER: Was handed out for the Buy a Stone program. Deadline: July 7, Goal amount: 50 per size in the Seating Wall leading to the entrance (100 total) Additional Goal for Garden Wall: 50 (Garden Wall an appropriate place for Business/Contractors/Sponsors) 2. Advanced curriculum We offer all eight tracks of our curriculum in a one-week period. This unique structure allows our curriculum to be progressive in nature. As you return each year, your courses and topics will increase in complexity, allowing us to offer advanced topics in the upper division tracks. UW-Green Bay's Institute is one of the few in the country with this format. Library of learning materials Each course provides take home materials that serve as a reference for you back in your office. Most of our past students consider this book indispensable. Networking opportunities The Institute creates a multitude of formal and informal opportunities for networking and exchanging of ideas conducive to your professional growth. These contacts are invaluable to you in performing your duties. Scholarships The Municipal Treasurers Association of Wisconsin (MTAW) provides $50 scholarships to members who are first year students. There are no forms to fill out. UW-Green Bay sends the student's names to MTAW upon completion ofthe Institute. Checks will be issued to the municipality ofthe student. In addition, WMCA and MTAW awards scholarships from their association and affiliated professional organizations. Scholarships range from $100 to all expenses paid.
