The session was called to order at 9:18 o clock in the morning with the Honorable Vice-Mayor Shirlyn L. Bañas- Nograles presiding. After the roll has been called and there being a quorum, the chair thereupon declared the 127 th regular session open for business. F. READING AND ADOPTION OF MINUTES OF THE 126 TH REGULAR SESSION: On separate motions, Councilor Lagare moved for the dispensation of the reading and approval of the minutes of the 126 th regular session, duly seconded by Councilors Llido-Pestaño, Dinopol and Kindat. There being no correction manifested, said minutes was then ruled adopted. MINUTES OF THE 126 TH REGULAR SESSION ADOPTED G. PRIVILEGE HOUR: Hon. Atendido availed of the privilege hour after having been reconsidered. He took issue of the present EL NIÑO or drought phenomenon that affects the farmers of the city and the possibility of declaring the city under the state of calamity. On suspended rules, Dr. Dacera of CDRRMC and Ms. Donasco of City Agriculturist Office took turns in responding to queries by members of the council. Dr. Dacera explained that the IRR on the declaration of state of calamity requires at least 20% of total land area dedicated for agriculture are affected. In the case of General Santos, it s only 2%, hence it cannot be declared under state of calamity. Ms. Donasco further informed that of the total 19, hectares of the city s agricultural land area, only hectares were damaged. 2 City Veterinary will present to this council next session during the privilege hour the complete actual data as to the effect of this drought to the city as a whole. Cloma resolved to have this proposed resolution deferred and be referred to the City Mayor s Office for the facilitation of traffic during the conduct of the said parade. Hon. Melliza then suggested that the DepEd be informed immediately on the action of the council regarding this matter for them to have an alternative means on how to address the situation. Further, Hon. Bagonoc suggested, so as not to be misinterpreted for not acting positively on this request, for the Committee of Hon. Cloma to make a follow up and ensure that corresponding permit for the purpose be issued, which was duly noted by the sponsor. Melliza raised the peace and order situation at Purok 10 Lanton, Barangay Apopong, this city, wherein residents of the said relocation site were allegedly being harassed by some armed men. During the period of discussion, Hon. Melliza suggested that a signage be placed there stating that said area is the property of the city and that it is an official government relocation site. Further, Hon. Bagonoc suggested that a police outpost be placed there. Hon. Nuñez even suggested to file the necessary case/charge against the claimant. After some exchange of ideas, the body decided to invite Ms. Ann Bacar of the City Housing and Land Management Office next session to respond to inquiries or shed light on this matter. K.
