Secretary to the Sanggunian Board Secretary IV Stenographic Reporter III -do- -do- -do- -do- A prayer song and the community singing of the Philippine National Anthem and the General Santos City Hymn led by the General Santos City Performing Arts Choir Division signaled the opening of the session. The Honorable City Vice Mayor Shirlyn Bañas-Nograles before calling the session to order acknowledged the presence of the city s Junior Officials who were selected from among the different schools and likewise informed that the invited guests in today s Privilege Hour was Atty. Zapatos and Mr. Rico Cabanit, the City Accountant. Thereupon the chair called the session to order and the roll call followed. There being a quorum, the chair ruled to proceed to the next business. F. READING AND ADOPTION OF MINUTES : 10 TH REGULAR SESSION On separate motions Councilor Bagonoc moved to dispense with the reading of the minutes of the 10 th regular session and its eventual approval jointly seconded by Councilors Nuñez, Pacquiao, Acharon, Yumang, Casabuena, and Kindat. Before its final adoption, Councilor Lagare, Jr. manifested that he was not late last session but was tasked to attend the ralliers downstairs. The chair took note of the same and thereupon ruled the said minutes adopted. G. PRIVILEGE HOUR: MINUTES OF THE 10 TH REGULAR SESSION ADOPTED (1.) Hon. Lourdes F. Casabuena In her privilege speech Councilor Casabuena informed the body that the General Santos International Airport is already wifi-free and for more details, she yielded the floor to Mr. Melvin Lacuña, the head of the PLDT Gensan-Cotabato Zone. 2 Under suspended rules Mr. Lacuña informed that the installation of hi-speed free wifi internet at the GSC International Airport was on September 1, 2016, in view of the MOU between the DOTC and the PLDT-Smart. It is a 1gigabyte internet service and passengers can log The free internet is accordingly not only on selected airports nationwide but some other terminal places that were requested by DOTC Secretary Tugade and the President, Rodrigo Roa-Duterte. Its duration was said to be unlimited. Some issues and concerns ventilated by the honorable members were addressed and discussed and after which both the chair and the privileged speaker thanked Mr. Lacuña for his valuable presence. The chair before recognizing the next speaker informed that the honorable members are requested for a briefing on the city s financial status on Friday, October 7, 2016, and therefore the schedule today of Mr. Cabanit to this effect was cancelled. (2.) Hon. Elizabeth B. Bagonoc The privilege speech of Councilor Bagonoc concerns the continued use of the open dumpsite in Prk. Banualan, Brgy. Tambler. Accordingly, the Environmental Management Bureau (EMB) had already notified the city government through the city mayor that its continued existence is a serious violation of Sec 37 of RA It was said that this dumpsite was supposedly closed in 2013 and its operation should have stopped. In the recent consultative hearing conducted, it was learned that the UNIDO (United Nations Industrial Development Organization) has allocated 59Million for the physical closure of the dumpsite in which the city is required to have an equal counterpart. She asked if there is a funding to this. She warned then her colleagues that if the continued use of the open dumpsite by the city government will not be stopped, reportedly the Ombudsman herself will file a case not only against the city mayor, city vice mayor but also to the city councilors as well. The privilege speaker suggested that in order to raise awareness against the continued use of the dumpsite, a notice must be sent to all barangay captains in the city. There must be also a Material Recovery Facility (MRFs) in every barangay. Lastly, she thanked and the body applauded Councilor Jose Orlando Acharon for lending his land for many years without cost to be used as temporary dumpsite. A resolution to this effect is just proper. A quite lengthy discussion then followed where suggestions, issues and concerns were raised particularly as to the collection, segregation of garbage and garbage fees and how to do with the waste energy taking advantage then of the presence of Mr. Nonoy Pareja, the Acting Department Head of the Waste Management Office. He was made to answer issues and concerns brought to his end and thereupon equally ventilated their office s lack of logistics and technical persons to deal with the enormous tasks for effective operation of the landfill. After an exhaustive deliberation, the privileged speaker thanked Mr. Pareja and her colleagues and the chair acting on the motion thereupon ruled for the resumption of the house rules. H.
