1 CITY OF AURORA OHIO Architectural Board of Review Meeting Minutes August 24, 2017 The Architectural Board of Review met in a scheduled meeting on Thursday, August 24, 2017, in Council Chambers of City Hall. Mr. Barrett, Mr. Shrout, Ms. Broderick, Mr. Packard Abstentions: Ms. Coleman OLD BUSINESS: JARVIS INSURANCE, 49 E GARFIELD RD SIGN Richard Taylor, of Jarvis Insurance was on hand to answer questions. The project was postponed at the February 23, 2017 meeting. The previous design was abandoned and the new design includes a kidney shaped groundcover bed, with two 1 x 3 x 2 smaller boulders and a large 4 x 6 x 5 boulder with signage on both sides. The lettering size was reported as 6-8 for the smaller lettering and for the larger lettering. In accordance with the variance approved by the Board of Zoning Appeals the sign may be constructed 5 feet from the right-of-way. The stone will be from a quarry. Landscape lighting is planned. The board stated that the sign was very tasteful. To approve the plans, as revised Ms. Coleman moved; Mr. Packard seconded and the motion carried, 5-0, on a roll call vote. Ms. Coleman, Mr. Packard, Mr. Barrett, Ms. Broderick, Mr. Shrout NEW BUSINESS: ROBERT EMRICK, 432 EGGLESTON RD ADDITIONS Ted Rusnak, architect for the project was in attendance at the meeting along with homeowners Robert and Charlotte Emrick. He was seeking approval for a four part project which included a dormer on the rear elevation, a breezeway to create a covered

3 City of Aurora Meeting Minutes walkway from the home to the detached garage, a two part addition on the garage, and an addition on the outbuilding located in the woods. The dormer on the rear elevation of the house was discussed first. This is an expansion of a loft. Currently this area has a low ceiling and has very little function. The renovation will allow the space to be used as a reading room. There was no front elevation drawn to show how this dormer would look from the front of the house. The dormer will be visible from the front elevation. There was no roof plan included in the drawings. The breezeway was discussed next. Mr. Rusnak explained that the window closest to the home will complement the house and the materials closest to the detached garage will complement the garage. He stated that the stone on the breezeway will not be stone from the property. He will use a cultured stone. He did not have a sample of the stone with him. He further stated that the entire roof and the additions be re-roofed with a grey metal roofing material that looks like slate. There were questions on the design of the breezeway roof. Board members expressed their desire to postpone the project and give the applicant time to revise the drawings to include more complete elevations. They further requested additional photographs with the revised drawings. It was suggested that the project be split into separate submissions for easier review. To postpone the project Ms. Broderick moved; Mr. Shrout seconded and the motion carried, 5-0, on a roll call vote. Ms. Broderick, Mr. Shrout, Mr. Barrett, Ms. Coleman, Mr. Packard SCOTT HASELTINE, 332 EGGLESTON RD PERGOLA Ted Rusnak, architect for the project, was on hand to answer questions. Scott Haseltine, homeowner was also present. They were seeking approval to construct a 12 x 12, 144 square foot pergola over a deck on the right side elevation, attached to the house. Construction of the pergola was discussed. Sealant of a natural color from the manufacturer will be used. Wood lattice screen will be constructed on the bottom. Ms. Broderick moved; Mr. Packard seconded and the motion carried, 5-0, on a roll call vote. Ms. Broderick, Mr. Packard, Mr. Barrett, Ms. Coleman, Mr. Shrout

He was seeking approval to erect a 20 x 20, 400 square foot attached pavilion to the rear elevation of his home. The structure will have white vinyl siding, a black roof, white trim and gutters to match the house. The home is 30 feet wide and the pavilion will be 20 feet wide attached off center. Access onto the pavilion will be from the west side. There will be no access to the pavilion from inside the home. Mr. Packard moved; Mr. Shrout seconded and the motion carried, 5-0, on a roll call vote. Mr. Packard, Mr. Shrout, Mr. Barrett, Ms. Broderick, Ms. Coleman MARK CONSTANTINO 805 BIRDSONG CT SINGLE FAMILY RESIDENCE Mark Constantino, homeowner was on hand to answer questions. He was seeking approval to construct a 3,500 square foot 2-story house within the Hawthorne subdivision. This home features two 2-car side-load garage doors, a rear elevation double deck, and sunroom. It also features a front porch. The project was reviewed for residential guidelines. There are no shutters planned for this home. The plans show top half window grids on all 4 sides and no fireplace. There were no other units within the similarity comparison area. The color schedule was presented and noted on the plans including Storm siding, Midnight Blue shake, County Road brick, and Echo Ridge Country ledgestone. Mr. Shrout moved; Mr. Packard seconded and the motion carried, 5-0, on a roll call vote. Mr. Shrout, Mr. Packard, Mr. Barrett, Ms. Broderick, Ms. Coleman RAYMOND KILLIAN 320 S PARK DR COVERED FRONT ENTRY Ernest Zajac, of EZ Construction was in attendance to represent the project. He was seeking approval to replace an existing front entry with a 12 x 10, 120 square foot covered front entry. With the steps, it will extend to the driveway. It will have railings, white siding, white soffit, and a roof to match the home. The contractor will remove the top existing step and cover the remaining steps with the new structure. The homeowner will stain the structure white at a later date. The peak of the roof will be in the same place as the existing.

She was seeking approval to construct a 4,912 square foot 2-story, elevation B Fairborn model home within the Hawkin subdivision. This unit features a 2-car front-load tandem garage, and a front porch. The project was reviewed for residential guidelines. There will be a rear elevation fireplace. There are no shutters planned for this home. The window muntins are full grids on the sides and rear elevation with half muntins on the front elevation windows. Brick wraps were reviewed. The right elevation brick will wrap 2 feet at wainscot height. The left elevation brick will wrap 2 feet at wainscot height. There were no other units within the similarity comparison area. Colors and materials were presented and noted on the plans including Fieldstone Flint siding, Blue Bayou board and batten, and Swan Creek brick. She was seeking approval to erect a 5,457 square foot 2-story, elevation B Northwood model home within the Hawkin subdivision. This unit features a 2-car front-load garage, front porch, finished basement and rear elevation sunroom and deck. This home was reviewed for residential guidelines. There will be a rear elevation fireplace. No shutters are planned for this project. The window muntins are full grids on the sides and rear elevation with half muntins on the front elevation windows. Brick wraps were reviewed. The brick wrap on the left elevation will return 2 feet at wainscot height. The brick wrap on the right elevation will return to the window at full height. A window will be added to the left elevation bedroom #2. There were no other units within the similarity comparison area. Colors and material were presented and noted on the plans including Stone Clay siding, Mountain Briarwood board and batten, and Hamburg brick. She was seeking approval to construct a 4,400 square foot 2-story, elevation H Chester model home within the Hawkin subdivision. This home features a 2-car front-load garage, a first floor master suite, a front porch, and a rear elevation sunroom and deck. The unit was reviewed for residential guidelines. The plans show a rear elevation fireplace. Three sets of front elevation shutters are planned. The windows have full grids on the sides and rear elevation with half muntins on the front elevation windows. The stone wraps were discussed. The stone on the left elevation will return 4 at garage door height with an additional wainscot height wrap to the man door of the garage. The right elevation will return wainscot height to the window. There were no units within the similarity comparison area. Colors and materials were presented and noted on the plans including Lake Shore Gray siding and board and batten, Fieldstone Flint shake, Swan Creek brick and Kentucky Ledgestone. She was seeking approval to erect a 4,121 square foot 2-story, elevation F Chester model home within the Hawkin subdivision. This unit features a 2-car front-load garage, a first floor master suite, a finished basement, and a front porch. The unit was reviewed for residential guidelines. There is no fireplace with this home. No shutters are planned. The windows have full grids on the sides and rear elevation with half muntins on the front elevation windows. The board requested an additional window on the right elevation in bedroom #4. The stone wraps were reviewed. There were no units within the similarity comparison area. Colors and materials were presented and noted including Cordoba Olive siding, Island Palm shake, Tawas brick, and Bucks County Cutstone. To approve the plans, with a window added to the right elevation bedroom #4 Mr. Barrett moved; Mr. Packard seconded and the motion carried, 5-0, on a roll call vote. Mr. Barrett, Mr. Packard, Ms. Broderick, Ms. Coleman, Mr. Shrout MARK POLOMSKY 165 GREENBRIAR DR ADDITION Ron Lowe, architect for the project was on hand to answer questions. He was seeking approval to construct a 16 x 18, 288 square foot addition on the rear elevation of the home. There is an existing deck on the single-story section of the rear elevation that

7 City of Aurora Meeting Minutes will be replaced by the addition. A deck on the 2-story section of the rear elevation will be removed completely. The sliding door on the 2-story deck will be replaced with a window. Colors and materials will match existing including tan vinyl, grey roof, and reddish-brown face brick. Ms. Broderick moved; Mr. Packard seconded and the motion carried, 5-0, on a roll call vote. Ms. Broderick, Mr. Packard, Mr. Barrett, Ms. Coleman, Mr. Shrout MCMASTER CARR 1200 S CHILLICOTHE RD NEW INDUSTRIAL BUILDING Kevin See, of Scanell Properties LLC, along with Mike Sullivan, of Peak Construction Corporation and Mike Rausch, of McMaster Carr attended the meeting. They were seeking approval to erect a 1280 x 325 industrial building. Board of Zoning Appeals approved a front setback variance for this project on July 12, The developer has worked with the U.S. Army Corps of Engineers to reduce the impact on the wetlands located on the rear of the parcel. The building will be constructed to allow a total of 6 tenants; however McMaster Carr will be the only tenant presently. This distribution/fulfillment center will have all truck activity behind the building. The structure will be 40 feet high. Vision glass will be installed around the entire building to allow natural light to penetrate the building. Panels of the building will be staggered to give a more pleasing design. Colors and materials were presented and noted as Pewter Cast SW7673, Peppercorn SW7674, March Wind SW7668, and Fleur de Sel SW7666. There was a conversation about the rear elevation egress doors with refuge platforms and the turning lane off of state route 43. Signage will come at a later date. Mr. Packard moved; Mr. Barrett seconded and the motion carried, 5-0, on a roll call vote. Mr. Packard, Mr. Barrett, Ms. Broderick, Ms. Coleman, Mr. Shrout VFW 1033 N AURORA RD ACCESSORY STRUCTURE Dan Molnar, officer for the VFW was in attendance to answer questions. He was seeking approval to construct a 36 x 24, 864 square foot detached garage/ shed pole barn structure. Zoning approval is pending until the parcel consolidation is complete. There are no other accessory structures located on their properties. The structure will have one man door, one sliding door, and 3 overhead doors. The northeast side elevation will not have any windows or doors. This elevation is blocked by a tree that the group would like to save, if possible. The colors and materials were presented as beige metal siding, a brown metal roof, white metal doors, and brown skirting. Mr. Molnar state that no additional paving is expected with the project, as no vehicles will be stored in the building.

Mr. Packard, Ms. Coleman, Mr. Barrett, Ms. Broderick, Mr. Shrout RICHARD WASHBURN DEER ISLAND DR SCREENED PORCH/COVERED DINING AND DECK Matt McCue, of McCue Design Group, LLC and Robert Shearer, of RWS Architectural Consulting LLC were in attendance. They were seeking approval to construct a 329 square foot screened porch, 364 square foot covered dining area, and deck. It was reported that this project was approved by the Deer Island HOA and also the Walden Association. Off the master suite, they will erect over a crawl space a screened porch with heated floor and wood-burning fireplace. This will lead to a screened dining area with non-heated decking. The final section will be a new deck. Colors and materials were presented as Gray cedar siding to match existing, roof to match existing along with black membrane roof, gray composite decking, and Glen Grey Adirondack squared fieldstone. Horizontal skirting will be installed. Beams were reported as 8 x 8 white oak. Mr. Barrett moved; Mr. Packard seconded and the motion carried, 5-0, on a roll call vote. Mr. Barrett, Mr. Packard, Ms. Broderick, Ms. Coleman, Mr. Shrout There was a short recess in the meeting at this time. It lasted 6 minutes. To take a short recess Mr. Barrett moved; Mr. Packard seconded and the motion carried, on a unanimous voice vote. There was a change in the order of the agenda at this time. To consider 155 Brighton Dr S/L 87 Color Change Revision at this time Mr. Barrett moved; Mr. Packard seconded and the motion carried, on a unanimous voice vote. PULTE HOMES 155 BRIGHTON DR S/L 87 RESCIND COLOR CHANGE Jamey Heinzman and George Pelesky, both of Pulte Homes along with Gloria Longo, homeowner was in attendance. This project was before the Architectural Board of Review on May 25, 2017 and did not pass similarity comparison. Color package 11 was

9 City of Aurora Meeting Minutes too similar to sub lot 88 color package 14. The project returned on June 22, 2017 with a new color schedule 10 and was approved. The homeowner has since seen color package 10 on another structure and does not like it. She was asking for approval to return to color package 11. Ms. Broderick stated that given that development and the similar colors and options available, along with the difference in stone application and upgraded garage door, she would agree to allow the original color package. Ms. Coleman stated that it was too similar in her opinion. Mr. Shrout agreed that they were similar; however, given the available palates, he did not have an objection to allowing the original selection. Mr. Barrett asked why all the garages were on the same side. Mr. Pelesky stated that it was due to the water lines and sewers. They try to avoid locating those lines under the driveway. To approve the plans, returning to the original color schedule Ms. Broderick moved; Mr. Packard seconded and the motion carried, 4-1, on a roll call vote. Ms. Broderick, Mr. Packard, Mr. Barrett, Mr. Shrout Ms. Coleman THE PRESERVE AT BELJON FARMS 0 BELJON WAY MONUMENT SIGN Richard Sommers, of East Pioneer Development was in attendance to present the sign application. He was seeking approval to erect a 21 square foot monument sign at the entrance to The Preserves at Beljon Farms subdivision. This subdivision will be located in the 500 block of East Pioneer Trail. He described the sign as a sandstone sign on a masonry base with chardonnay colored cultured stone. There will be three 8 foot sections of white vinyl fence with another small column. Mr. Barrett asked why the fencing did not attach to the sign. Mr. Sommers was not certain. Mr. Sommers stated that he did not believe the sign would be illuminated. He further stated that evergreens would be planted to block vehicle headlights from neighboring dwellings. Mr. Shrout moved; Ms. Coleman seconded and the motion carried, 5-0, on a roll call vote. Mr. Shrout, Ms. Coleman, Mr. Barrett, Ms. Broderick, Mr. Packard PULTE HOMES 0 BELJON WAY S/L 381 SINGLE FAMILY RESIDENCE Jamey Heinzman and Keith Filipkowski, of Pulte Homes presented this project. They were seeking approval to construct a 5,894 square foot, 2-story elevation CR2G Allison II model home within the Preserves at Beljon Farms subdivision. This will serve as the model home. Plans for this unit show a 1-car and 2-car side-load garage, a front porch, a gathering room with fireplace, and a rear elevation sunroom. The unit was reviewed

10 City of Aurora Meeting Minutes for Residential Guidelines. There are no shutters planned for this home. The windows on all sides have half muntins. There was a conversation about the orientation of the house on the parcel. This parcel was not part of the original subdivision plat. It was not possible to turn the unit to face Beljon Way and comply with setbacks and the side-load garage guidelines of the Residential Conservation Development. Therefore, the unit will be erected with a driveway off East Pioneer Trail. This would be consistent with the established homes on East Pioneer Trail. Mr. Filipkowski stated that they would not be building the sunroom on the rear elevation to compensate for the additional cost of the longer driveway and utilities. Colors were presented and noted on the plans including Brownstone siding, Weathered Gray shake, and Vintage White Oak stone. There were no other units for similarity comparison. To approve the plans, PENDING the approval of a revised topography map demonstrating a side-loading garage accessible from East Pioneer Trail and without the rear elevation sunroom Ms. Broderick moved; Ms. Coleman seconded and the motion carried, 5-0, on a roll call vote. Ms. Broderick, Ms. Coleman, Mr. Barrett, Mr. Packard, Mr. Shrout PULTE HOMES 70 BRIGHTON DR S/L 72 CONDO Jamey Heinzman and Keith Filipkowski, of Pulte Homes presented this project. They were seeking approval to construct a 5,752 square foot, 2-story elevation 20 Reflection model home within the Clubside Manor section of the Barrington subdivision. This unit features a 2-car front-load garage, front and rear porches, and a front elevation dormer. The unit was reviewed for Residential Guidelines. There are no shutters planned for this home. The windows on all sides have half muntins. There will be a fireplace with chimney. Color package one was presented and noted as Mega Greige siding, Backdrop shake, and Vintage White Oak Ledgestone. This unit passed similarity comparison. Mr. Barrett asked Ms. Heinzman if she can bring display boards with actual color samples on them when she begins to present the Beljon Farms homes. He anticipates several submissions at a time and suggested ways to decrease the time it takes to review each project. Ms. Heinzman stated that she would attempt to present in that fashion. They were seeking approval to erect a 4,408 square foot, 2-story, elevation C Milan model condo within the Forest Ridge subdivision. This unit features a 2-car front-loading garage, and a rear elevation morning room. The condo was reviewed for Residential Guidelines. There is no fireplace planned for this unit. The condo will have shutters on the front and side elevations. Stone wraps were reviewed. Colors and materials were presented including Silver Mist siding and Conestoga Ledgestone. There was one other home within the comparison area and they were not similar. Mr. Barrett moved; Mr. Packard seconded and the motion carried, 5-0, on a roll call vote. Mr. Barrett, Mr. Packard, Ms. Broderick, Mr. Coleman, Mr. Shrout RYAN HOMES 215 LAKELAND WAY S/L 75 SINGLE FAMILY RESIDENCE Phil Wendzicki and Stu Kocian, of Ryan Homes were present at the meeting. They were seeking approval to erect a 4,508 square foot, two-story, elevation B Castleton model condo within the Forest Ridge subdivision. This unit features a 2-car frontloading garage, front porch, and rear elevation sunroom. The condo was reviewed for Residential Guidelines. The plans show shutters on the front and side elevations. The windows will have muntins on all four elevations. The great room will have a fireplace with chimney. Colors and materials were presented including Flint Gray siding and Dakota ledgestone. There was one other home within the comparison area and they were not similar. To approve the plans, with a stone clad chimney Mr. Barrett moved; Mr. Packard seconded and the motion carried, 5-0, on a roll call vote. Mr. Barrett, Mr. Packard, Ms. Broderick, Ms. Coleman, Mr. Shrout RYAN HOMES 235 LAKELAND WAY S/L 73 SINGLE FAMILY RESIDENCE Phil Wendzicki and Stu Kocian, of Ryan Homes were present at the meeting. They were seeking approval to erect a 4,598 square foot, two-story, elevation C Castleton model condo within the Forest Ridge subdivision. This unit features a 2-car frontloading garage, rear sitting room, and great room with fireplace. Mr. Wendzicki explained that there is a change to elevation C of the Castleton model. In the past, there was a rectangular transom window above the front door. They are now selling this elevation with an arched window and arched stone in that area. This unit will be constructed with the arched window and stone. The condo was reviewed for Residential Guidelines. The plans show shutters on the front and side elevations. The

Colors and materials were presented including Wedgewood Gray siding and Dakota ledgestone. There were no other units within the comparable area. They were seeking approval to erect a 4,154 square foot, 1-story, elevation M Brentwood model condo within the Forest Ridge subdivision. This unit features a 2-car frontloading garage, rear elevation sunroom, and a great room with fireplace. The condo was reviewed for Residential Guidelines. There are no shutters planned for this unit. The windows will have muntins on all four elevations. The great room will have a direct vent fireplace. Colors and materials were presented including Sandy Tan siding, Stone Mountain Clay shake, and Bucks County ledgestone. This unit passed similarity comparison. 14 City of Aurora Meeting Minutes Residential Guidelines At the May 18, 2017 work session, Chairman Barrett was absent and Mr. Packard was not yet a member of the ABR board. Therefore, the guidelines were reviewed at this meeting. Direct vent chimneys were discussed. Topics included the vent for a flush fireplace and the bump-out type of direct vent fireplace locations. The board would like discretion over whether to allow the flush fireplace vent boxes on the rear portion of a side elevation. Wording for this section will be reconsidered. Industrial Guidelines and Commercial Guidelines The only changes to this document were added pictures.
