1 BOARD OF GOVERNORS NORTHEAST COMMUNITY COLLEGE AREA MINUTES of REGULAR MEETING Thursday, March 13, The Northeast Board of Governors met for its regular session Board Meeting on Thursday, March 13, Notice of the Regular Meeting was published in the Norfolk Daily News on Friday, March 7, Chairperson Betty Curry declared the meeting convened at 3:03 p.m., in Suite G of the Lifelong Learning Center, with a quorum present. Voting Yes: Curry, Echtenkamp, Harvey, Lingenfelter, McIntosh, Oelsligle, Poessnecker, Schmitt, Warrick, and Winkleblack 9256 Ken Echtenkamp MOVED to approve the Minutes of the meetings of February 13, Clarence Schmitt advised that an amendment to the February 13, 2003 Regular Meeting Minutes is needed to reflect his comment that the Board of Governors had met with the Classified Staff Association for the annual information sharing session. With the amendment so noted, Clarence Schmitt SECONDED the motion to approve the Minutes. Ken Echtenkamp modified his motion to include the amendment to the Regular Meeting Minutes as indicated by Mr. Schmitt; and therefore, approve the Minutes of the meeting of February 13, 2003 as follows: 1. Regular Meeting with amendment 2. Educational Services Committee Meeting 3. Finance Committee Meeting 4. Facilities Committee Meeting 5. Legislative Committee Meeting 6. Student Senate members introduced themselves and Larry Godel recognized other guests to the meeting. Marcy Reis, Student Senate secretary, reported that the Student Senate is working on elections for next year. She advised that the Student Senate is showing support to students who were called to active duty and had to withdraw from college by sending them cards. Ms. Reis expressed her thanks to Dr. Bill Path for asking Student Senate members to participate on the Strategic Plan Taskforces. Dr. Karen Severson reported that the Region IX Tournament was held March 7-11 at the Cox Activities Center Gym. She indicated that many recruiters were on campus scouting during the tournament. The overall traffic on the NECC website increased 10% over the tournament weekend, and reported over 6,600 page views during the tournament. Larry Godel announced that the Jazz Festival is scheduled for March 25. More than 3,000 students are expected to participate. NECC hosted the Ag Education Contest on March 5 with more than 1,100 students from Northeast Nebraska attending. The NECC Forensics Squad attended the Novice National Forensics Tournament at Cameron University in Lawton, OK, February 28 March 2. Every member of the NECC Forensics Squad placed 1 st or 2 nd in the preliminary round. On March 12, seven D-2 district schools will bring approximately 100 students to campus to participate in the district high school speech contest. NECC s drama department will present the Northeast Players in four production of All I Really Need to Know I Learned in Kindergarten on March 13-16, 2003 in the Cox Activities Center Theatre. In conjunction with Women s History Month and co-sponsored by the NECC Art Department and the American Association of Women in Community Colleges, artist and business person, Nan Wilson, will give a noon presentation on March 27 about her work.

4 BOARD OF GOVERNORS March 13, 2003 Page 4 Larry Godel thanked John Skogstoe and his students who did live broadcast of the games of the Region IX tournament that was held on campus. An invitation was extended to board members to attend Discover Northeast on Sunday, March 16. This is an opportunity for Northeast Community College to showcase the campus to prospective students The Education Report for March was introduced by Larry Godel and was provided by John Blaylock and Mickie Mueller on the Technology Academy of Northeast Nebraska (TANN). The school districts of Battle Creek, Madison, Norfolk, Pierce, and Stanton, along with Northeast Community College have joined to offer advanced level technology classes to juniors and seniors. Students will be learning on state of the art equipment from teachers who are passionate about technology. Students are also able to earn college credit Keith Harvey and J. Paul McIntosh, NCCA representatives, reported that the NCCA Annual Meeting was reviewed and summarized at their last meeting. J. Paul McIntosh, NETV representative, reported that he recently attended the NETV Annual Meeting in Washington, DC Steve Schram, Vice President of Administrative Services, presented the Monthly Financial Report after which J. Ratify the report of Full-Time Faculty Overload and Adjunct Faculty Assignments for March 13, 2003; 2. Ratify the report of New Part-Time Employees for the Month of February 2003; and 3. Ratify the employment of Ms. Andrea D. Kirchhoff as horticulture instructor effective August 13, 2003 at a salary of $29,500 (based on a 175-day contract) plus a twenty-five day cooperative at a daily rate of $ Voting Yes: Lingenfelter, McIntosh, Oelsligle, Poessnecker, Schmitt, Warrick, Winkleblack, Curry, Echtenkamp, and Harvey 9262 Jack Warrick, Chair of the Facilities Committee, MOVED to approve the preparation of the final plans and specifications and the development of the necessary bid documents for the Student Housing Addition Project with the bids for the project to be received no later than the May 2003 Board meeting. Voting Yes: McIntosh, Oelsligle, Poessnecker, Schmitt, Warrick, Winkleblack, Curry, Echtenkamp, Harvey, and Lingenfelter 9263 Jack Warrick, Chair of the Facilities Committee, MOVED to approve the preparation of the final plans and specifications and the development of the necessary bid documents for the Agriculture and Technology Education Complex with the bids for the project to be received no later than the May 2003 Board meeting. Ken Echtenkamp SECONDED the motion. Voting Yes: Poessnecker, Schmitt, Warrick, Winkleblack, Curry, Echtenkamp, Harvey, Lingenfelter, McIntosh, and Oelsligle 9265 Nanci Lingenfelter, Chair of the Policies and Procedures Committee, MOVED to approve deletion of the following from the Northeast Community College Policy and Procedure Manual: 1. Code 5025, Instructional Evaluation; and 2. Code 5032, Entry in College. Jack Warrick SECONDED the motion. Voting Yes: Schmitt, Warrick, Winkleblack, Curry, Echtenkamp, Harvey, Lingenfelter, McIntosh, Oelsligle, and Poessnecker 9266 Nanci Lingenfelter, Chair of the Policies and Procedures Committee, advised that the FIRST READING was had of revisions to Code 5035, Resident Housing Regulations and Code 5035.a, Resident Housing Regulations Procedures.

7 BOARD OF GOVERNORS March 13, 2003 Page Mrs. Lingenfelter also advised that the FIRST READING of Code 5026, Academic Amnesty and Code 5026.a, Academic Amnesty Procedures was TABLED and that the FIRST and SECOND READING and approval of these policies will be considered at the April meeting Ken Echtenkamp, Chair of the Finance Committee, MOVED to recommend tuition, fees, student housing, and meal plan rates for the academic year as follows: Resident tuition be increased $5.00 per credit hour, from $47.00 to $52.00 Non-resident tuition be increased $5.00 per credit hour, from $58.75 to $63.75 The facility fee be increased $1.00 per credit hour, from $1.50 to $2.50 Student housing be increased $38.00 per term Student five-meal plan increase $17.00 per term, and the eight, ten, and 14 meal-plans increase $25.00 per term Initiate a late payment fee of $50.00 Initiate a re-enrollment fee of $25.00 J. Paul McIntosh SECONDED the motion. Prior to voting, Ken Echtenkamp explained that, although he made the motion to recommend the resident tuition increase, his motion came as the recommendation of the Finance Committee; however, he philosophically is opposed to the increase and can not vote in favor of the increase. Voting Yes: Winkleblack, Curry, Harvey, Lingenfelter, McIntosh, Oelsligle, Poessnecker, and Schmitt Echtenkamp and Warrick 9269 In other business, Clarence Schmitt reported that the Board of Governors met earlier today for a very fruitful information sharing session with the Professional/Managerial staff. Mr. Schmitt stated that the Board of Governors appreciates the opportunity to meet with the employee groups during the information sharing sessions. Don Oelsligle congratulated Clarence Schmitt for receiving the NCCA Governors Award at the NCCA Annual Meeting in Lincoln in February. This award has been received by a member of the Northeast Community College Board of Governors for the past three years and it is indicative of the outstanding Board that we have!

Congratulations were extended to Betty and Darrel Curry for their upcoming 50 th wedding anniversary At 3:56 p.m., it was UNANIMOUSLY PASSED BY VOICE VOTE to adjourn the meeting.
