1 Archdiocese of Boston Boston Catholic Athletics (CYO) Athletics Board of Coordinators Constitution and By-Laws Art. I Title The name of this body shall be The Archdiocese of Boston Office of Lifelong Faith Formation and Parish Support Boston Catholic Athletics (CYO) Athletic Board of Coordinators, hereafter referred to as the Coordinators Board. The Coordinators Board reports to the Director of Family Life and Ecclesial Movements (OLFFPS) as part of the Secretariat for Evangelization and Discipleship (SED). The Cabinet Secretary for SED and the Assistant Cabinet Secretary for Evangelization and Discipleship (SED) are exofficio members of the Board and represent the Cardinal Archbishop and reserve the right to approve or veto decisions made by this Board. Art. II Reporting responsibility The Coordinators Board reports and is under the authority of the Archdiocesan Boston Catholic Athletics (CYO) Governing Board. Art. III Purpose The purpose of the Coordinators Board shall be to provide a single unification of effort for the common good of Boston Catholic Athletics (CYO) by assuring that all entrants eligible for Archdiocesan athletic competition will participate under the basic guidelines established and administered by the Coordinators Board including both the General Rules and the Specific Rules for competitive activities. Art. IV Composition The Coordinators Board shall usually consist of at least one (1) but nor more than two (2) athletic coordinators or representatives from each of the athletic leagues within the Archdiocese of Boston, the Boston Catholic Athletics (CYO) Athletic Director, and the Archdiocese of Boston Director, Family Life and Ecclesial Movements, Office of Lifelong Faith Formation and Parish Support. Art. V Duties of the Coordinators Board The Coordinators Board shall be a regulatory body coordinating eligibility and conduct of all Archdiocesan Boston Catholic Athletics (CYO) events. The Coordinators Board shall: 1. Govern Boston Catholic Athletics (CYO) for boys and girls 1

2 2. Implement policies and regulations that can be uniformly and consistently applied throughout the Archdiocese. 3. Assist and work with the Boston Catholic Athletics (CYO) Archdiocesan Athletic Director whenever possible in matters concerning athletics by establishing Christ-like guidelines. Art. VI Duties of the Director of Family Life and Ecclesial Movements 1. Appoint the Archdiocesan Athletic Director 2. Work with the Archdiocesan Athletic Director to oversee the Catholic identity of the program 3. Report to the Governing Board of Boston Catholic Athletics (CYO) 4. Review Collaborative Parish Team Petitions and work with the Cabinet Secretary and Assistant Secretary for Evangelization and Discipleship to approve. Art. VII Duties of Archdiocesan Athletic Director 1. Preside at all meetings of the Coordinators Board. 2. Prepare an agenda for all Coordinators Board meetings. 3. Supervise and expedite all functional policies of the Coordinators Board 4. Appoint all committees and supervise the activities thereof. 5. Be the designated representative of the Coordinators Board. 6. Receive and deposit all monies from Archdiocesan fees and financial programs of the Coordinators Board. (i.e. tournament, registrations) 7. Keep financial records and report financial status at the spring meeting of the Coordinators Board. 8. Submit an annual report at the annual meeting each spring. 9. Serve as the chairperson of the Advisory Board. 10. Institute Play Like a Champion Today coach s certification clinic as a required certification method for all coaches and Area Coordinators within the Archdiocesan CYO. Host clinic at least 2 times a year within one or more of the regions of RCAB 11. Manage all Boston Catholic Athletics (CYO) online registration software and information 12. Attend Region I CYO meetings Art. VIII Area Athletic Coordinator A. The duties of the Area Coordinator shall be: 1. Attend all Coordinators Board meetings or appoint a representative to attend, who is knowledgeable of league business. 2. Oversee and govern Boston Catholic Athletics (CYO) events within their area. 3. Actively solicit participation of all parishes and parochial schools within their area. 2

3 4. See that the local area league adheres to the rules and regulations and policies of the Boston Catholic Athletics (CYO) Archdiocesan Coordinators Board. 5. Notify athletic directors and host an area meeting at least one month prior to the registration for each activity. 6. Appoint an area advisory board as per General Rule Art. IV, K. and generate a contact list of members of the Advisory Board. 7. Record and transcribe the minutes of all area meetings. 8. Distribute entry forms, roster forms, multi-parish forms, collaborative parish team petition forms, etc. to all parish and school athletic directors and/or coaches and referees. Make all of these forms available on the Boston Catholic Athletics (CYO) Archdiocesan website. 9. Collect and verify the accuracy and validity of the following forms: CORI forms of the parish athletic directors, coaches and referees CORI forms that were verified by the parish athletic director, verification that each coach attended Protecting God s Children Training (Virtus) and noted on the parish entry form where and when the Virtus training was attended, entry forms, fees, roster forms, multi-parish forms, Non-Territorial Parishioner Forms etc. and submit to the Archdiocesan Coordinators Board Athletic Director. 10. Develop a league schedule and distribute to parish directors, and coaches, and submit to the Archdiocesan Athletic Director. 11. Assign rated officials, whenever possible, to all games. 12. Supervise the area league playing schedule. 13. Distribute all publicity of the league to newspapers and other media. 14. Notify the Tournament Committee of the qualifying teams to represent the local area in the Archdiocesan Tournament no later than the end of the last weekend in February. Art. IX Committees A. Advisory Board 1. This Board shall be made up of the Archdiocesan Athletic Director as chairperson and at least two (2) other members of the Coordinators Board. 2. Duties of this Board shall be: a. To hear and adjudicate all protests of violations of the Archdiocese General and Specific Rules. The decision of the Advisory Board shall be final. b. To waive birth certificate requirements in accordance with Art. II, C.3 of the General Rules. c. To establish a hearing date for subsections a above. d. To distribute and publicize said hearing date. e. To rule on any point not specifically covered in the Archdiocese General and Specific rules. 3

4 f. To conduct and supervise the Archdiocese Coaches Certification clinic through Notre Dame University s Play Like a Champion Today Program. Administer this certification throughout the various regions of the Archdiocese at least 3 times per year. B. Tournament Committee This committee should consist of a chairman and at least four (4) other members. This committee shall supervise and conduct the Archdiocese Tournament in accordance with the General and Specific rules. They shall also have the authority to rule on any point not specifically covered in the activity playing rules. 1. The Tournament Committee shall: a. Invite qualified teams to represent their local vicariate in the Archdiocese Tournament. b. Establish and distribute a schedule for tournament games to all tournament qualifying teams, directors and coaches. c. Establish and distribute specific tournament rules to all tournament qualifying teams, directors and coaches. d. Assign qualified officials to tournament games. e. Hear protests as defined by Art. V, E of the General Rules. f. Provide a tournament program for the Archdiocese Finals Tournament. g. Keep tournament game statistics and distribute publicity of the tournament games to newspapers and other media. h. Keep financial records of the Tournament and deposit monies with the Director of Family Life and Ecclesial Movements. C. Other Committees: Other committees may be appointed when deemed necessary. Appointments shall be made in accordance with Art. VI of this constitution. Art. X. Meetings A. The Coordinators Board shall conduct at least three (3) meetings a year, in the fall, winter, and spring of each year. B. Special meetings may be held at the request of any local vicariate coordinator and shall be held at the request of two (2) or more area coordinators. C. The order of business and agenda for each meeting shall be prepared and distributed prior to the meeting by the Archdiocesan Athletic Director. Art. XI Rules of Procedure 4

5 A. Quorum: A quorum for the transaction of business shall be those of the voting membership which are present. B. Voting: Each area shall have one vote, and such vote may be cast by the coordinator or representative. The Archdiocesan Athletic Director, shall have one vote. The Director of Family Life and Ecclesial Movements shall vote only in case of a tie but has veto right over any decision or ruling made by the Coordinators Board. Art. XII Area Configuration The individual area shall be made as nearly as possible to the configuration of the vicariate outline dictated by the Bishop. However, for athletics only, the Coordinators Board may alter the area or boundaries for more compatibility. Art. XIII Amendments This Constitution and By-Laws may be amended by a two-thirds vote of the voting membership present at any meeting. 5
