1 CHELMSFORD COMMISSION ON DISABILITIES CHELMSFORD COMMISSION ON DISABILITIES C.C.O.D. DATE ISSUED: December 9, 2015 The Commission held its regularly scheduled meeting On Tuesday November 19, 2015 at 7:00 P.M. At the Town Offices Attendees: Lisa DeLaria, Jad Duggan, Bill Favreau, Francis Gilroy, Joe O Neill, Anne Smith, Ed Turner and Chuck Upton. The meeting was presided by Ed Turner. PUBLIC INPUT SESSION None SECRETARY S REPORT/Anne Smith Anne Smith presented the October 20, 2015 minutes. Jad Duggan made a motion to approve the October 2015 minutes, Lisa DeLaria seconded the motion. Motion approved. TREASURERS REPORT/Francis Gilroy Francis Gilroy presented the current 2015 Treasurer Report. Also, Francis Gilroy let the Committee know that he would like to replenish

2 toner and postage for the year, not to exceed $ Lisa DeLaria was concerned which account it would be charged to. Francis advised that it would come from the allowed Office Materials account as done every year. Anne Smith made a motion to authorize Francis to allow the purchase of toner and Postage for the year, not to exceed $ Jad Duggan seconded the Motion. Motion approved. Anne Smith moved to accept the current Treasurers Report. Joe O Neill seconded the motion. Motion approved. Old Business: Social Media: Ed Turner Ed Turner reported that everything was running fine. Anne Smith discussed the conversation with Trish Dzuris, the Town Managers assistant. She advised that there is a third web site that Len Olenchak needs to give Ed Turner authorization to update this web site or at least to give him authorization to submit any updates. Access Issues:/Len Olenchak: Because Len Olenchak was not available to attend the meeting, this segment is to be re-addressed at the December 2015 meeting. Len Olenchak m et with Eagle Scouts regarding various projects to be completed next year - Outside Class room at the McCarthy school - Wooden benches at the McCarthy school - Project on Mill Road Len Olenchak spoke of the McCarthy school still not having a way of entering the side entrance using a wheel chair. Len Olenchak went to see a lift, but the construction of the lift was not acceptable to Len Olenchak who is the town A.D.A. Coordinator. All Chelmsford schools.are to update all bathrooms to become handicapped accessible. Beep Ball:

3 Joe O Neill brought in a regulation beep ball. It was powered low on battery so we could not actually hear the sound it made. Jad and Joe tried to explain some of the rules of the game. Ed Turner did do some internet surfing on the game and found pricing of items (gear) that we would need to purchase for the presentation. The purpose of the presentation to let the town s people of Chelmsford is to see how the blind can participate and enjoy baseball without using their eyes. The game is played blind folded. Of course we would take safety measures by making berriers for the public to observe and rules to be followed. We would like to do this at the Country Fair in July, Additional materials would be a net, which Ed Turner is planning to design. Ed Turner is presenting his design at the January meeting. Disclaimer against personal injury will also be discussed at the January 2016 meeting. Lis DeLaria asked if the Committee could contact the Planning people of the fair to see how much area we would allowed. Annie Smith recommended that subject should Correspondence: A letter from the Board of Selectmen was received regarding the a application of license renewals. Because Len Olenchak was not at the meeting and Ed Turner had no knowledge of the process. Anne Smith made a motion that we should this subject until the January meeting. In the meantime she will be in contact with Len Olenchak. Chuck Upton seconded the motion. Motion approved. Handicapped Parking Ticketing Program Francis Gilroy brought up the subject the Douglas MacArthur would not be able to continue with the Ticketing program because of his illness. Francis asked if any remaining C.A.M. certified members would like to take over his position. Jad Duggan, Francis Gilroy and Anne Smith all certified C.A.M. trained declined participation in the program due to physical or personal reasons. The only remaining C.A.M. certified

4 member is Chuck Upton who now only has one day a week he could volunteer. Chuck was the next scheduled member for this position and the only reason he could not serve for the last few years was that Douglas MacArthur procrastinated with his resignation letter. The Committee could not approve the appointment until recently after receipt of MacArthur s resignation letter. This leaves no one to take over the position. The original agreement with the Chelmsford police was that only two C.A.M. certified members would participate in the program. Lisa DeLaria wanted to know why members had to be C.A.M. certified and that only two members would be carrying the process working directly with the Police Department. Jad Duggan and Anne Smith explained that this was the agreement made by the Committee and the Chelmsford Police Department. It was suggested by Anne Smith that Len Olenchak and Ed Turner discuss the situation by the January 2016 meeting. Again, Lisa DeLaria wants individuals to be allowed to talk to the Police Chief. The complete consensus from the Committee is for Len Olenchak and Ed Turner to discuss this together before the January 2016 meeting. Also, Ed Turner wants a clear definition of who approves these candidates? Do the Chelmsford Selectmen have to approve a candidate? Does the Police Chief also have to approve the candidate? Lisa DeLaria s proposal was not seconded by the. A motion by Anne Smith called for tabling this discussion until Ed and Len have a chance to answer all the questions above. The motion was approved by Joe O Neill. Motion approved. Old Business to be brought up after September 2015 Outstanding Citizen Award Beep Ball Booths for 4 th of July Discuss money raising More direction on achieving objectives and goals. Ed Turner Volunteered to present a quarterly report on projects on goals,. Review Check list for members to follow when heading up an event Contribution letter

5 Fund Raising: Lisa DeLaria asked Len if he had talked to the Town Accountant regarding Fund raising and if we could give Company s receipt for tax exemption of taxes after donations. New BUSINESS: New Badges: Anne Smith passed out the new badges she made for the Committee. Ed Turner requested that these badges be worn by all member s at all public functions. Holiday Party: Ed Turner asked everyone to suggest a restaurant for our Holiday gathering. It was voted that we would go to 110 Grill at 116 Chelmsford Street, Chelmsford, MA (978) Reservations are being made by Anne Smith for Tuesday, December 15, Time 7:30 PM. Scholarship Program: Francis Gilroy requested a motion so he could start the fact finding process for the Scholarship Program. Anne Smith made a motion for Francis to go ahead to go ahead and see what schools would participate and their contacts. Joe O Neill seconded the motion. Motion approved.
