2 1) EARLY VOTING We have expanded our popular Early Voting to four locations for 2008, bringing an Early Voting location to the Leon County Fort Braden Library, the Leon County Northeast Library, and the new Leon County Woodville Community Ctr Library, in addition to the Leon County Courthouse Rotunda. You can cast your ballot at any location that is convenient to you two weeks prior to Election Day. Voting dates are Monday through Friday, October 20-24, 2008, and Sunday through Saturday, October 26-November 1, Voting hours at Early Voting sites once again include Sundays and Saturdays, with hours of operation to meet your busy schedule. The new locations hours will be from 10:00 a.m. until 6:00 p.m., while the Leon County Courthouse Rotunda will be open from 8:00 a.m. until 4:00 p.m. 2) BY MAIL BALLOT If you are unable to make it to your polling place on Election Day, and have no means of transport to an Early Voting location, by all means we still want you to vote! Simply call our office at (850) 606-VOTE, or (850) , and press 2 to be connected to our Absentee Ballot Team. Please be sure to allow plenty of time for mail delivery, even within Tallahassee. The deadline to request an absentee ballot is 5:30 p.m., Wednesday, October 29, I Voted 3) AT YOUR PRECINCT Voting at your precinct on Election Day is your last option to cast your ballot in an election. Voting hours are 7 a.m. until 7 p.m. Be sure we have your current residence address so that you appear at your proper polling location and bring a picture ID with your signature to present to the poll worker. To avoid congestion at your precinct, vote in the non rush hour time frames of the day. We expect record breaking turnout for this historic General Election, so please do your part by studying this sample ballot, researching the candidates and issues via the newspaper, web sites or other means, and make your vote count. Once again, the Leon County Board of County Commissioners has approved the first hour free for parking downtown at one of two parking garages to ease the parking shortage for downtown early voting. Those two parking garages are operated by Republic, and are the Kleman Plaza, 306 S. Duval Street, and the garage directly behind the Leon County Courthouse, 215 S. Calhoun Street. Simply affix your I VOTED sticker to your parking pass and the first hour is paid for by the Leon County Commissioners. 1

6 PREPARE FOR RECORD TURNOUT Record turnout at the polls is expected on Election Day, November 4, from 7 a.m. until 7 p.m. The hours of commuter traffic traditionally have the heaviest lines for voting, 7 9 a.m. and 5:30 7 p.m. Usually, the mid-morning and mid-afternoon times are your best times to avoid lines at your polling precinct. If you wait until Election Day to cast your vote, please be patient with the poll workers, for they are working a 14-hour day to serve you. Your photo identification is used for identification purposes only and having it ready to show the precinct register inspector will really keep the lines moving quickly. Once you receive your ballot, review it to make sure you see the races on the front and the amendments on the back. Be sure to vote both sides of your ballot before moving to the voting machine. You will place your voted ballot into the machine, where it takes just two seconds to be read. Remember, it is too late to make any changes on your ballot once it has been accepted by the voting machine. RUMORS ABOUND FOR THE GENERAL ELECTION It seems in every election, false information is circulated that attempts to keep voters from going to the polls. This year, the rumors started early. If you ve heard that your photo identification, such as your Florida Driver s License, must have the same address on it as where you are registered to vote, or that if your signature on the precinct register page doesn t match that on your photo identification you will not be permitted to vote, you have been a victim of false rumors. Another false rumor is the one saying that you will not be allowed to vote if you are wearing partisan attire or paraphernalia whether for a candidate or issue on the ballot, or for a political party. Your constitutional right to Freedom of Speech includes being able to show your support for anyone or anything. You will not be stopped from admittance to an early voting site or your polling precinct on Election Day due to wearing political or partisan attire. Our poll workers are not allowed to wear political or partisan attire, but you the voter are certainly permitted to do so. We ll continue to post the correct information on our web site s home page, under Important Notices, as it is perhaps our fastest way of reaching you prior to an election. MOVED WITHIN LEON COUNTY OR THE STATE OF FLORIDA? The State of Florida now has a state-wide voter database that permits any voter registered in the state on or before October 6, 2008 to simply update their residence address, even on Election Day. If you have moved since the last time you voted, please be sure to call our office at 606-VOTE (8683) so we have a chance to update our records with your new address. We would like to send you a new voter information card to use in studying this Sample Ballot booklet. 5

10 PROVISIONAL BALLOT A provisional ballot is given: when the Precinct Clerk is unable to determine a voter s eligibility; a challenge against the voter s eligibility to vote has been filed; the voter s identification has not yet been verified by the State Division of Elections; the voter did not bring his/her voided absentee ballot to the precinct; the voter did not provide the required picture identification to vote; or the hours of voting have been extended by order of the Governor of Florida. The ballot given to the voter must correspond to the voter s residence address, so it is important to be at the proper polling location. The voter places her or his voted ballot inside a secrecy sleeve, and then inside the affidavit Provisional Ballot Envelope, provided by the Precinct Clerk. The voter must complete the voter s certificate portion of the envelope, remembering to sign the oath. Two more items must be signed by the provisional ballot voter: the Provisional Ballot Disclosure Form and the Florida Voter Registration Application. The Precinct Clerk will provide the voter with the copy of the Provisional Ballot Disclosure Form, as with this form the voter is able to visit the Supervisor of Elections web site and determine if her or his provisional ballot was accepted by the Leon County Canvassing Board. Most provisional ballots are accepted by the Leon County Canvassing Board, and the most common reason is when voters who received an absentee ballot through the mail didn t bring it with them when they decided to vote at the polls. The recognition by the Election Center for best practices in innovation just affirms the extra steps taken by the Elections Office in serving the voters of our county. 9 The project was a year in preparation between the postal service, voter registration software vendor and the mailing services vendor. Use of the United States Postal Services Intelligent Barcode on outgoing mail, such as absentee ballots, permits the Elections Office to track the voter s mail from the time the Elections Office delivers its mail to the Post Office until the postal carrier places the mail in the voter s mail box. Leon County is the only jurisdiction in the state utilizing this advanced technology. The Election Center is a non-partisan national organization of election administrators.
11 Voter s Bill of Rights Each registered voter in this state has the right to: 1. Vote and have her or his vote accurately counted. 2. Cast a vote if he or she is in line at the official closing of the polls in that county. 3. Ask for and receive assistance in voting. 4. Receive up to two replacement ballots if he or she makes a mistake prior to the ballot being cast. 5. An explanation if her or his registration or identity is in question. 6. If her or his registration or identity is in question, cast a provisional ballot. 7. Written instructions to use when voting, and, upon request, oral instructions in voting from elections officers. 8. Vote free from coercion or intimidation by elections officers or any other person. 9. Vote on a voting system that is in working condition and that will allow votes to be accurately cast. Voter Responsibilities Each registered voter in this state should: 1. Familiarize himself or herself with the candidates and issues. 2. Maintain with the office of the Supervisor of Elections a current address. 3. Know the location of his or her polling place and its hours of operation. 4. Bring proper identification to the polling station. 5. Familiarize himself or herself with the operation of the voting equipment in his or her precinct. 6. Treat precinct workers with courtesy. 7. Respect the privacy of other voters. 8. Report any problems or violations of election laws to the Supervisor of Elections. 9. Ask questions, if needed.
