1 CLIFTON (WITHOUT) PARISH COUNCIL Minutes of The Clifton (Without) Parish Council Meeting held on Wednesday 12th February 2014 At Canon Lee School at 7.15pm PRESENT Councillor Mrs J S Ellis, (Chairman), Councillors V Paylor, L C Dennett, C A Crouch, P Murray, N Naylor, J Cartwright IN ATTENDANCE L Pink (Clerk to the Council) Councillor J D Watt (City of York Council) APOLOGIES Apologies for absence were submitted from Councillors R W Binns and S R Rawlings and Councillor L Cunningham-Cross (City of York Council) MINUTES The Minutes of the Parish Council meeting held on 8 th January 2014, were considered; confirmed and signed by the Chairman as a correct record. REPRESENTATIVES Cllr Ellis in attendance at the Clifton Backies Management meeting. Issues raised with beer cans in the snicket on Blatchford Mews. Clerk to ask PCSO to do additional patrols in this area where possible. COMMUNITY POLICING PCSO Danny Stannard could not attend the meeting. Clerk to request his presence at the next meeting. PCSO 5987 Danny Stannard can be contacted on phone number 101, or address Daniel.Stannard@northyorkshire.pnn.police.uk. For the month of January 2014 there were 39 crimes reported. However, this figure covers Rawcliffe, Clifton Moor, Clifton Without and Skelton.

2 The 39 reported crimes were made up of 3 burglaries of dwellings, 4 burglaries (other), 6 acts of criminal damage, 3 drug offences, 3 thefts of cycles, 5 accounts of shoplifting, 5 x TUMV, 4 accounts of violence and 6 theft (others). PLANS Applications:- Eight planning applications were submitted for the consideration and observations of the Parish Council:- 14/00173/FUL 27 Bransholme Drive, York Two storey side extension 14/00108/FUL Bootham Junior School, Rawcliffe Lane, York Single storey extension 14/00039/LHE 7 Rishworth Grove, York Erection of singe storey extension 14/00179/FUL 15 Tamworth Road, York Single storey front and side extensions Re submission Original planning application (13/03563/FUL) was withdrawn following a neighbour complaint. Previously was requesting a detached garage, re submission now for an attached garage. 14/00250/FUL 4 Surrey Way, York Single storey pitched roof rear extension Re-submission Original planning application (07/00038/FUL) was approved in Feb 07 and expired in Oct 10. This new application is for full planning permission. Design to dimensions previously approved but revision to remove side windows. 13/03879/FUL 3 Chelkar Way, York Single storey side extension 13/03863/FULM Wicks Building Supplies, 1 Stirling Road, York Variation of conditions 2 & 4 13/03115/FUL Evans Halshaw Vauxhall, Centurion Way, York Retention of building for use as paint shed. Approvals:- 13/03631/FUL 71 Rawcliffe Lane Two storey side and rear extensions and alterations to existing single storey roof.

3 Refusals:- No refusals received this month. CORRESPONDANCE Letter dated 5 th February 14 from Cllr N Raw to tender his resignation as Councillor from Clifton (Without) Parish Council with immediate effect. Letter dated 29 th January 14 from VW Garage, York following letter of complaint from Parish Council regarding floodlighting on their car forecourt. from City of York Councillor L.Cunningham-Cross to request a representative from the Parish Council at their ward team meetings. Discussed under Any Other Business. MATTERS ARISING Newsletter Cllr Dennett produced a draft copy newsletter and distributed to the Parish Council. Clerk to arrange printing of the newsletter. Resignation of Cllr Raw to be added to newsletter. Memorial Clerk provided costs for a memorial tree for Mr Cheetham. RESOLVED - It was agreed to purchase a Prunus Kanzan, flowering cherry tree at a cost of from Vertigrow. It was discussed that rather than a plague, the best option may be to add a memorial note onto the noticeboard. Storage It was agreed that the best solution for the old documents was to move them from Cllr Paylor s garage to the temporary storage facility provided by City of York Council until the new storage facility is available as outlined in the from Victoria Hoyle. Cllr Paylor advised that the documents will need to be indexed prior to the move. A date for the indexing and move to be discussed and agreed at the next meeting. Website Clerk advised that due to the age of the website she was unable to upload any documents onto the website as it wasn t compatible with Windows 8. Clerk advised that an upgrade from the website design company, Visionict to version V5.5 is available at a one off cost of to

4 cover the cost of moving all of the website content to the new site. The annual fee from 2015 would then increase from to per year. RESOLVED It was agreed to go ahead with the upgrade to V5.5. Clerk to arrange. YLCA Representative Due to the resignation of Cllr Raw the Parish Council needed to appoint a new representative for YLCA. The Clerk advised she was happy to do so. ACCOUNTS The Clerk submitted the following accounts for payment:- L Pink Clerks Salary L Pink Clerks Expenses British Telecom Phone Line 10 Jan-9 Apr The accounts listed for payment were accepted and the signing of the cheques therefore authorised. The following income was noted:- NIL Following agenda item 8.3 To discuss and agree on the appointment of a payroll operator it was agreed by the Parish Council that payroll operator, Autela Payroll Services could be appointed at a cost of VAT per month. Clerk to organise appointment. ANY OTHER BUSINESS City of York Councillor L Cummingham-Cross requested a representative from the Parish Council to attend future ward team meetings. RESOLVED Clerk to attend meeting on 19 th March 14, pm and Cllr Ellis to attend meeting on 7 th May 14, pm. Future meeting dates to be discussed nearer the date. Following the letter from the VW Garage regarding the brightness of the floodlighting on their car forecourt, Chairman requested other Councillors to visit the area at nighttime to gauge their opinion of the lighting to see whether the issue should be taken further. Councillor Dennett advised that due to personal circumstances he will now only be in a position to attend half the yearly Parish Council meetings in the future. Parish Council are happy to accept apologises for all unavailable months and Cllr Dennett to advise Clerk as and when he is unable to attend.

5 ITEMS FOR NEXT AGENDA Storage for archive documents Memorial for Mr Cheetham DATE OF NEXT MEETING The date of the next meeting of the Parish Council was fixed for Wednesday 17 th March The Annual Parish Meeting will take place at 6.45pm, followed at 7.15pm by the monthly Parish Council meeting. There being no further business the meeting closed at 8.25 pm.
