This fall report is intended to help regional media in their coverage of Election Day The Bisig Impact Group has been a leader in political consulting in the state of Kentucky since Note INTRODUCTION We are in the final days of Election The latest Cash on Hand figures (per filed reports) are at the end of each description, however they are not given for unopposed candidates. Disclosure: Bisig clients for Fall 2014 are Judge King, Judge Karem, Clerk Holsclaw, & David Stengel McConnell s troubles came earlier with the departure of his campaign chair, Jesse Benton, on loan from the Rand Paul organization, under a cloud of controversy stemming from a vote-buying investigation in Iowa. McConnell appears to be untouched by the scandal. In their only televised debate on 10/13/14, each rehashed their strong points and attacked their opponent s weaknesses in what might have been called a duh bate as nothing new, good or bad, came from it. With the exception of a recent poll, McConnell has held a slight but steady lead throughout the campaign. This includes a one-point lead in the latest Bluegrass Poll dated 10/16/2014. This is a close race and the only true factor at this point is what affect David Patterson, a peace officer and Libertarian candidate, might have on the slim margins held by McConnell one week and Grimes the next. Patterson was denied a spot in the televised debate and has been reaching out to voters across the spectrum, playing a spoiler for both major candidates. Still, as we stated in the past, incumbency is the most predictable outcome of an election and that bodes well for Senator McConnell, now in his fifth term, Kentucky s longest serving United States Senator. The undecided vote goes through fits and spurts but will ultimately land on the Senator. FEDERAL RACES McConnell $5,200,000 United States Senate ALISON GRIMES / MITCH MCCONNELL Alison Lundergan Grimes and Mitch McConnell have spent the summer and fall spending heavily on the airwaves both from their own coffers and from many outside PACs and other organizations, as both crisscross the state for this top-of-the-ballot race. Each camp has had hiccups here and there Grimes more recently with her reluctance to state whom she voted for in the 2012 presidential election, along with a controversial ad on immigration which has some on the left upset. Grimes $4,400,000 Note: Insiders speak of a four million dollar get outthe-vote effort by Grimes to come. (There is no recent filing. These numbers are taken from a 10/15/2014 article in the Lexington Herald-Leader.) 1

2 FEDERAL RACES Third Congressional District JOHN YARMUTH / DR. MACFARLANE / PUCCETTI Four-term incumbent Congressman John Yarmuth faces opposition from his challengers, Dr. Michael MacFarlane, a urological surgeon and Republican Party leader, as well as Independent Gregory Puccetti. The two have appeared, mostly without Puccetti, in several debates including KET, the Louisville Forum, and with the League of Women Voters, reliably disagreeing on Minimum Wage, the Affordable Care Act, and poverty in Louisville. Dr. MacFarlane has taken his campaign west of 9th Street in an effort to mobilize some voters in Louisville s West End who feel overlooked by Democratic administrations locally and nationally. A third candidate, Independent Gregory Puccetti is also in the race. But again, as in the Senate race, incumbency will play a big role in this race and Yarmuth should win rather handily. MacFarlane $27,024 Yarmuth $691,404 ELIZABETH JENSEN / ANDY BARR Democrat Elizabeth Jensen of Lexington faces the incumbent, Andy Barr, also of Lexington, in the race for the Sixth Congressional District. This is Barr s first re-election campaign. It has a very small potential for upset and Barr s incumbency should easily prevail. Jensen $113,139 Barr $759,494 PETER NEWBERRY / THOMAS MASSIE Democrat Peter Newberry of Berry in Harrison County faces the incumbent, Thomas Massie, of Garrison in Lewis County in the race for the Fourth Congressional District. This is Massie s first re-election campaign, which he will win handily. He, along with Congressman Justin Amash of Michigan, has become a favorite of the libertarian branch of the Republican Party nationwide. Massie $265,879 Newberry Puccetti Other Federal Races in KY All incumbents in the Congress outside of Louisville, all Republicans, are expected to win. 2

3 RON LEACH / BRETT GUTHRIE Democrat Ron Leach of Brandenburg faces the incumbent, Brett Guthrie of Bowling Green, in the race for the Second Congressional District which should be a walk for Congressman Guthrie. Leach $9,355 FEDERAL RACES Guthrie $1,553,223 KENNETH STEPP / HAL ROGERS Democrat Kenneth Stepp of Manchester faces the incumbent (again), Hal Rogers of Somerset, in the race for the Fifth Congressional District. Stepp $298 Rogers $1,166,084 Note: Congressman Rogers, first elected in 1980, is chairman of the powerful House Appropriations Committee. Rogers is the longest serving Kentucky Republican ever elected to federal office and won his last race with 78% of the vote CHARLES HATCHETT / ED WHITFIELD Charles Hatchett of Benton is the Democrat facing the incumbent, Ed Whitfield of Hopkinsville, in the race for the First Congressional District. Whitfield $2,212,966 Hatchett 3

4 HOUSE DISTRICTS Democrats currently control the State House by a margin KENTUCKY GENERAL ASSEMBLY IN JEFFERSON COUNTY CHARLIE MILLER 28 th LD (SW Jeff. Co.) Long-term incumbent Democrat Charlie Miller faces no opposition. KEVIN BRATCHER / DAVE STENGEL 29 th LD (SE Jeff. Co.) Long term incumbent Republican Kevin Bratcher has an uphill battle against Democrat Dave Stengel, who formerly held the seat before moving onto the Commonwealth s Attorney position, where he did not seek re-election in Both have worked the summer festivals and are engaging voters door-to-door. Stengel s name recognition will play a large role in this race against Bratcher s incumbency. Bratcher $32,190 Stengel $67, STEVE RIGGS / NICK SIMON 31 st LD (Hikes Point, J Town) Democratic incumbent Steve Riggs faces Republican Nick Simon, in a rematch of the 2012 race. As this is a moderate district, Riggs, a consummate moderate, should beat Simon a second time. Each has been campaigning through the summer. Simon $4,502 Riggs $36,523 Note: Simon is one of the wealthiest men in Kentucky, yet he does not pour money into his own race! A rare gem. TOM BURCH / BRIAN KRUEGER 30 th LD (Newburg, Buechel, Hikes Point) Jefferson County s longest serving legislator, Democrat Tom Burch, faces Republican newcomer Brian Krueger. Burch should win easily. Krueger $0 (reported) Burch $44,082. 4

5 HOUSE DISTRICTS Democrats currently control the State House by a margin KENTUCKY GENERAL ASSEMBLY IN JEFFERSON COUNTY cont d ASHLEY MILLER / PHIL MOFFETT 32 nd LD (Lyndon, St. Matthews) This is an open seat being vacated by popular incumbent Republican Julie Raque Adams who is running for the State Senate. The Democrat is the current Ms. Kentucky and former Miss U of L Ashley Miller. She faces Tea Party leader Phil Moffett, the Republican. Moffett was a 2011 candidate for governor and carried much of the 32 nd in that Primary. Moffett may be a little to the right of this heavily but moderate Republican district. Both are campaigning vigorously bringing in their respective Party s big names for support but the lean goes to Moffett. MARY LOU MARZIAN /MICHAEL MCNAIR 34 th LD (Highlands, Buechel, St. Matthews) Long term Democratic incumbent Mary Lou Marzian faces newcomer Michael McNair in this heavily Democratic district. There is little sign of a campaign by either side. McNair $100 Marzian $37,718 Miller $59,693 Moffett $21,631 RON CRIMM 33 rd LD (Middletown, Anchorage, Old Henry) Long term Republican incumbent Ron Crimm is unopposed for re-election. Note: This district also has precincts in Oldham and Shelby counties. 5

6 HOUSE DISTRICTS Democrats currently control the State House by a margin KENTUCKY GENERAL ASSEMBLY IN JEFFERSON COUNTY cont d JIM WAYNE / CARL BENJAMIN NETT 35 th LD (Germantown, Camp Taylor, Airport, Okolona) Long-term Democratic incumbent Jim Wayne defeated Democrat Carl Nett in the Primary in 1991 to take this seat. His opponent is Carl Benjamin Nett, a Republican, and son of the older Nett. Wayne has been largely unopposed over the years and this could be a difficult race despite leaning Democratic. Nett, like other Republicans seeking a House seat this year, is garnering support from the State Republican Party in their efforts to take the lower House of the General Assembly for the first time since the 1920s. Both candidates are walking the district and each have yard sign support throughout the district. JERRY MILLER / DEBBIE BARBER 36 th LD (E Jeff. Co., J Town, Eastwood) This is a new district to Jefferson County with no incumbent. It is heavily Republican. Metro Council Member Jerry Miller should have no trouble with Democrat Debbie Barber. Barber $23,459 Miller $51,873 Note: This district also has precincts in Shelby County. Note: Nett filled his coffers early with personal money to make it a real challenge. Nett $5,378 Whayne $19,601 (It s unclear where the money is that Nett loaned his campaign earlier) JEFF DONOHUE / MARK WILSON 37 th LD (South Louisville, Fairdale, South Okolona) Democratic incumbent Jeff Donohue wins by default as the Republican, Mark Wilson, recently withdrew from the race. DENVER BUTLER 38 th LD (South Louisville, SW Jeff. Co.) Democratic incumbent Denver Butler is unopposed for re-election. 6

7 HOUSE DISTRICTS Democrats currently control the State House by a margin KENTUCKY GENERAL ASSEMBLY IN JEFFERSON COUNTY cont d DENNIS HORLANDER / RON SEITER 40 th LD (Old Louisville, UL, St. Joseph s, Shively, PRP) Long-term incumbent Dennis Horlander should easily defeat Republican Ron Seiter in this heavily Democratic district. However a question has been raised, for the second time in two years, as to Horlander s residency and the case went to court in mid-october as our press deadline approached. Barring his removal from the ballot, Horlander should win easily. Seiter $929 Horlander $21,671 TOM RINER 41 st LD (Horizontal district extending from Chickasaw Park in the west, through Downtown and Clifton Heights, to St. Matthews) Long-term Democratic incumbent Tom Riner is unopposed for re-election. REGINALD MEEKS / JAMES HOWLAND 42 nd LD (Horizontal district extending from Rubbertown in the west, through California and Old Louisville, to Cave Hill and Clifton) Long term Democratic incumbent Reginald Meeks faces Republican James Howland in this very heavily Democratic district. Meeks has been putting out yard signs. There is little evidence of a Howland campaign. Howland $686 Meeks $13,753 DARRYL OWENS / CORLEY EVERETT 43 rd LD (Horizontal district extending from Chickasaw and Shawnee in the west, hugging the Ohio River through Portland, Main Street downtown, River Road, then Mockingbird Valley to St. Matthews) Long term incumbent Darryl Owens faces Republican Corley Everett in this changing, but still Democratic district. Owens is favored even though redistricting has extended the district almost to the St. Matthews Mall, a point Everett has used in his only campaign mailing to date. Owens $56,080 Everett $407 Note: Everett is a hard campaigner. 7

8 HOUSE DISTRICTS Democrats currently control the State House by a margin KENTUCKY GENERAL ASSEMBLY IN JEFFERSON COUNTY cont d JONI JENKINS 44 th LD (Vertical district extending from Shively and Lake Dreamland south, hugging the Ohio River through Cane Run, Lower River Road, and south to West Point) Longterm incumbent Joni Jenkins is unopposed for re-election. LARRY CLARK / DAVID RAINEY 46 th LD (Okolona, Highview) Speaker Pro-Tem Larry Clark faces Republican David Rainey, who doesn t appear to be campaigning. Clark should win this conservative but Democratic district; however, when Clark retires, this one will likely switch from D to R. Clark $114,182 DR. BOB DEWEESE / GRETCHEN HUNT 48 th LD (Prospect-Worthington-Norton Commons) Long term Republican incumbent Dr. Bob DeWeese faces Democratic newcomer Gretchen Hunt. Hunt is in an uphill battle in this heavily Republican district. Hunt has brought in all the big hitters and is making an aggressive challenge. DeWeese appears to be relying on incumbency and the Republican voting advantage. Hunt $67,117 DeWeese $51,832 Note: DeWeese is one of a kind. Rainey $3,365 8

9 SENATE DISTRICTS Republicans currently control the State Senate by a margin. JEFFERSON COUNTY SENATE DISTRICTS The Jefferson County Senate Districts boundaries were largely redrawn by the Republican-led Senate but the changes tended to help the Jefferson Democrats in presidential election years. This year s elections are for even-numbered seats, held by five Republicans and one Democrat, all of whom represent districts mostly outside of Jefferson County and all of whom are expected to win. Note: Republicans currently control the State Senate by a margin. DENNIS PARRETT 10 th SD (Hardin County, SW Jeff. Co.) Democratic incumbent, the conservative Dennis Parrett of Rineyville, is unopposed for re-election. JIMMY HIGDON 14 th SD (Casey, Marion, Nelson, and Spencer counties, and part of SE Jeff. Co.) Incumbent Republican Jimmy Higdon, of Lebanon, is unopposed for re-election. JULIE RAQUE ADAMS / SIDDIQUE MALIK 36 th SD (NE Jeff. Co.) 32 nd District House member Julie Raque Adams, a former member of the Metro Council, opted to run for the redrawn 36 th Senate District, a largely Republican district. Her Democratic opponent is Siddique Malik. Adams, a rising star in the Republican Party, should easily win in her climb up the Republican state political ladder. Adams $36,812 Malik DAN SEUM 38 th SD (Bullitt County, Okolona, Fairdale, Highview) Long-term Republican incumbent Dan Seum is unopposed for re-election and is helping a number of Republican candidates in their own races in Jefferson County. PAUL HORNBACK 20 th SD (Carroll, Henry, Shelby, and Trimble counties, and part of E Jeff Co.) Incumbent Republican Paul Hornback easily defeated Tony McCurdy in the Primary and is unopposed for re-election. ERNIE HARRIS 26 th SD (Oldham, NE Jeff. Co.) Republican incumbent Ernie Harris, of Crestwood, is unopposed for re-election. 9

10 HOUSE DISTRICTS Democrats currently control the State House by a margin MAYOR OF LOUISVILLE-JEFFERSON COUNTY METRO GREG FISCHER / BOB DEVORE Little has changed in the race for Louisville Mayor since our last report. Greg Fischer, running for reelection to a second term, has done little other than raise money. His opponent, Bob Devore of Okolona, has done even less. This one is a walk for Fischer, allowing him to offer assistance to other candidates with whom he is comfortable. As we said before, Hal Heiner should have given a second thought about this race; he lost four years ago 51% to 48%. DeVore $0 (reported) Fischer $860,278 Note: Fischer is coming into his own and Louisville is lucky to have him. 10

11 LOUISVILLE METRO COUNCIL RACES Odd numbered seats only JESSICA GREEN 1 st District (SW Louisville, St. Denis, Shively) Democratic incumbent Attica Scott lost her bid to run again to the Democratic challenger Jessica Green, daughter of the late Dr. Judy Green who formerly held the seat. Green is unopposed for election. MARY WOOLRIDGE 3 rd District (Shively-Algonquin area-7th Street Road) Long-term Democratic incumbent Mary Woolridge handily defeated former Constable Dave Whitlock in the Democratic Primary. No Republican filed in this heavily Democratic district. ANGELA LEET / BRUCE MAPLES 7 th District (Indian Hills, Rudy Lane, Bancroft, Lyndon) An open seat being vacated by Ken Fleming, a Republican in a Republican-leaning district. Angela Leet, a community activist and Republican, faces Bruce Maples, a Democratic activist and Humana employee. The district leans heavily Republican. Both candidates have begun campaigning but given the voting history, Leet is favored in November. Leet $44, Maples (reported but not yet recorded) CHERI HAMILTON / JOHN OWEN 5 th District (Shawnee-Chickasaw-Portland) Long-term Democratic incumbent and former Aldermanic Clerk Cheri Hamilton easily won her Primary challenge from former city employee Keith Morgan. John Owen, a long-time Portland area activist, is the Republican candidate in this heavily Democratic district. Hamilton $8 Owen $63 Note: Hamilton is an inspiring individual. LAURA RICE / BILL HOLLANDER 9 th District (Generally the neighborhoods along either side of Frankfort Avenue from Butchertown to St. Matthews) Democrat Bill Hollander, with the backing of Mayor Greg Fischer, won a crowded primary and faces Republican Laura Rice, like Hollander, an attorney. They are seeking to fill the seat being vacated by long-term Democratic councilwoman Tina Ward-Pugh. The district is heavily Democratic. Hollander $19,485 Rice $42,582 11

12 LOUISVILLE METRO COUNCIL RACES cont d Odd numbered seats only KEVIN KRAMER / LARRY HUJO 11 th District (J Town, Hikes Point) Long-term Republican incumbent Kevin Kramer, who is the current Republican Council Caucus Chair, is running in a largely redrawn district, which made it a bit more Republican with pockets of Democratic strength. Kramer faces Democratic challenger Larry Hujo, a longtime member of the Jefferson County School Board - that service will likely be the source of any negative campaigning against him. This is the only district the Democrats have a possible, but not probable, chance of winning. Both candidates have been working through the summer making appearances at festivals and picnics, calling on voter s doorsteps, and scattering yard signs throughout the district. Based on incumbency, the nod goes slightly to Kramer. Kramer $15,871 Hujo $21,601 GLEN STUCKEL / SUSAN JOHNS 17 th District (Springhurst, Ford Motor plant area, Anchorage) Long term Republican incumbent Glen Stuckel faces the former Senator, Democrat Susan Johns, in November in this largely Republican district. There has been little evidence of campaigning until just a few days ago when Johns began posting a variety of endorsements on Facebook. Stuckel wins. Johns $8,450 Stuckel $27,656 JULIE DENTON 19 th District (Middletown, Eastwood, Lake Forest) This is an open seat in a heavily Republican district. Long term Republican State Senator Julie Denton, who chose not to run for re-election to the Senate, is unopposed in her race for the 19th District. VICKI AUBREY WELCH 13 th District (S Louisville, Fairdale, Jefferson Memorial Forest, Okolona) Democratic incumbent Vicki Aubrey Welch is unopposed for re-election. MARIANNE BUTLER 15 th District (St. Joseph s, UL, Churchill Downs, Iroquois) Democratic incumbent Marianne Butler has no Republican opposition. 12

13 LOUISVILLE METRO COUNCIL RACES cont d Odd numbered seats only DAN JOHNSON / DAN JOHNSON / JOHN WITT 21 st District (S Louisville, Airport, N Audubon, Edgewood, Lynnview, Chateau Village) Louisville s longest serving municipal official, Democratic incumbent Dan Johnson faces Independent John Witt and Write-In candidate Bobby Brooks. Johnson $1,241 Witt Brooks JAMES PEDEN 23 rd District (Hollow Creek, Highview, Okolona, McNeely Lake) Long-term moderate Republican incumbent James Peden is unopposed for re-election in this slightly Republican leaning district. DAVID YATES 25 th District (Auburndale, Waverly Hills, Valley Station, Prairie Village) Democratic incumbent David Yates is unopposed for re-election in this Republican leaning district. 13

14 JEFFERSON JUDICIAL RACES All races county-wide For the most part, judicial races are pretty simple. If one candidate is on TV and the other is not, the TV candidate wins. If they are both on TV, it s a horserace. If neither are on TV, it s a horserace unless there is a prominent last name involved. Digital and Radio are not enough to carry a race against TV. Lots of candidates are about to learn a cruel lesson via bad advice. JUSTICE LISABETH ABRAMSON Supreme Court JUDGE IRV MAZE Appeals Court, 1 st Division Judge Maze is unopposed for re-election to a full term. He was previously appointed and elected to complete a term. JUDGE DENISE CLAYTON / STAN WHETZEL Appeals Court, 2 nd Division Judge Denise Clayton faces challenger Stan Whetzel. Clayton is favored in this very quiet race. Each candidate has only recently begun to campaign. JUDGE BARRY WILLETT / STUART PERLMAN Circuit Judge, 1 st Division Judge Barry Willett faces challenger Stuart Perlman. Perlman $0 (reported) JUDGE JIM SHAKE Circuit Judge, 2 nd Division JUDGE MITCH PERRY Circuit Judge, 3 rd Division Willett $16,701 JUDGE CHARLIE CUNNINGHAM Circuit Judge, 4 th Division Whetzel $103 Clayton $3,490 JUDGE MARY SHAW Circuit Judge, 5 th Division JUDGE OLU STEVENS Circuit Judge, 6 th Division 14

JUDGE ANN BAILEY SMITH / SANDY BERMAN Circuit Judge, 13 th Division District Judge Ann Bailey Smith faces Sandy Berman for this open seat. Mr. Berman has run for office in the past and is waging an active campaign. Smith is well known from her service on the District bench. Berman $1,583 Smith (No reports for Smith were filed for the November race) JUDGE ANGELA MCCORMICK BISIG Circuit Judge, 10 th Division Note: Awesome judge! JUDGE BRIAN EDWARDS Circuit Judge, 11 th Division JUDGE SUSAN GIBSON Circuit Judge, 12 th Division JUDGE ANNETTE KAREM / NICHOLE TAYLOR COMPTON District Court, 1 st Division Incumbent Judge Annette Karem faces challenger Nichole Taylor Compton. Karem, with both a well-known name and incumbency, is the favorite. Comptom $590 Karem $4,389 Note: Judge Karem is an outstanding candidate. 15

16 JEFFERSON JUDICIAL RACES cont d All races county-wide JOSH SCHNEIDER / AMBER WOLF District Court, 2 nd Division (open seat) Josh Schneider faces Amber Wolf, both newcomers to the elective process although Schneider s late father previously served in the Jefferson courts. Wolf $1,906 Schneider $3,760 JUDGE SANDRA MCLAUGHLIN / MATTHEW ECKERT District Judge, 3 rd Division Judge Sandra McLaughlin faces challenger and former Judge Matthew Eckert, whose father previously served on the Jefferson bench. These are two well-known names to the judicial community. McLaughlin has been criticized for some comments made in the court on an open microphone, sparking a late surge from Eckert. McLaughlin $8,602 Eckert (No reports for Eckert were filed for the November race) JUDGE MICHELE STENGEL District Judge, 4 th Division Unopoosed for re-election JUDGE DONALD ARMSTRONG / JENNIFER LEIBSON District Judge, 5 th Division Judge Donald Armstrong faces challenger Jennifer Leibson. Judge Armstrong has been in office for several terms but is facing an active campaign from Ms. Leibson. Leibson $9,160 JUDGE SEAN DELAHANTY District Judge, 6 th Division JUDGE JENNIFER WILCOX District Judge, 7 th Division Armstrong $24,939 JUDGE DAVID BOWLES / JOSEPHINE BUCKNER District Judge, 8 th Division Judge David Bowles faces challenger Josephine Buckner. Bowles is favored but Jefferson County loves to vote for women judges. Buckner $635 Bowles $15,153 16

JUDGE SHEILA COLLINS District Judge, 10 th Division JUDGE GINA KAY CALVERT / SUSAN JONES District Judge, 11 th Division Judge Gina Kay Calvert faces challenger Susan Jones. Calvert, like McLaughlin, has been criticized for some off-therecord comments in the courtroom. Calvert will be helped by incumbency. Calvert $2,168 Jones $1,086 JUDGE ERIC HANER / JAMES MICHAEL GREEN Disctrict Court, 12 th Division Incumbent Judge Eric Haner faces former Judge James Michael Green. Green seems to be relying on the name Green, a very popular one for Jefferson voters. Green $1,613 Haner $19,938 Note: TV carries the day for Haner by a nose. ANN SCHIAVONE DYKE / ANNE DELAHANTY District Judge, 13 th Division (open seat) Ann Schiavone Dyke and Anne Delahanty have filed. Schiavone Dyke has a strong legal background and experience as a prosecutor. Delahanty is one of the more popular names amongst Jefferson County voters. Dyke $2,215 Delahanty $3,440 Note: Dyke has a future. 17
