1 Council and Mayor Compensation Proposal NOTICE OF MOTION I, Councillor Stephen Kitras hereby intend to introduce a motion at the August 27 council meeting as follows, THAT, the Council of the Township of Centre Wellington reconsider the matter of Council and Mayor Compensation previously dealt with at June 25, 2018 Council meeting, AND THAT, these 2 options and sub-options within be considered for debate and one be chosen for compensation for the years 2019 to OPTION 1 Section 1(A) AND FURTHER, THAT the base pay be established for the position of Councillor to be $22,500 and Mayor be $45,000. This would give the Mayor a complete income of $83,512 (County salary $38,512 plus Township base salary of $45,000) and the increase be implemented over 2 year period ($7, annually) Section 1 (B) AND FURTHER, that the base pay be established using the 2018 market adjusted rates for the position of Mayor at $38,009 and for the position of Councillor to $20,892, and the increase to the Mayor base salary be implemented over a two year period ($4,466 annually) Section 2

2 AND FURTHER THAT, all adjustments to the compensation of Elected Officials be made effective Dec.1, 2018 at the start of the new term of Council, Section 3 AND FURTHER THAT, the one third tax exemption allowance currently provided to elected officials, be removed as of January 1, 2019 as per Bill C-44 Budget Bill Implementation Act, 2017 and the resulting loss in net pay from the removal of the exemption treatment for Elected Official Positions be offset by an increase to the base salary for these positions effective January , Section 4 AND FURTHER THAT, an annual Health Care Spending Account of 50% of the current employee cost (approx. $3,000) be introduced for Elected Officials as part-time employees of the Township of Centre Wellington AND an opt-out of the Health Spending Account be given, of 12% of the Health cost be added to the Elected officials base salary not wanting the Health care benefits. Notification of intention each year must be given by the Elected Official before Oct 1 of the previous budget year, Section 5 AND FURTHER THAT, a Compensation Review be conducted approximately every four years but no later than 8 months before the end of the four year term using a Community Advisory Committee and in house HR staff and no consultant. Section 6

3 AND FURTHER THAT, the Township Compensation Consultant and any affiliated company not be used by the Township of Centre Wellington for a period of 10 years. Section 7 AND FURTHER THAT, a letter be sent to members of the Council Compensation Review Committee to recognize their valuable contribution, Section 8 AND FURTHER THAT, an elected Official By-law is created which incorporates elements of compensation and provides for payment of meeting compensation, expenses and allowances for the members of Council. OPTION 2 Section 1 (A) AND FURTHER THAT, the base pay be established for the position of Councillor be $22,500 Section 1 (B) AND FURTHER THAT, the Councillor current base pay of $19,384 have $3,000 added to compensate for possible future tax payments for the loss of the 1947 tax exemption of $6,000, for a base salary of $22,384. Section 2 (A) AND FURTHER THAT, (A) the base pay be established for the position of Mayor be $45,000. This would give the Mayor a complete income of

4 $83,512, (County salary $38,512 plus Township salary $45,000) and the increase to be implemented over 2 year period ($7, annually) Section 2(B) AND FURTHER THAT, (B) the base pay be established for the position of Mayor be 100% more than Councillor ($22,884) at $45,768. This would give the Mayor a complete income of $84,280 with County of Wellington and Township of Centre Wellington salaries combined and the increase be implemented over 2 year period ($8,345.50) Section 3 AND FURTHER THAT, a position of Deputy Mayor be established and elected by the new Council to help the Mayor Chair meetings, be on staff and standing Committee meetings with the Mayor and represent the Mayor sometimes at County meetings. The Deputy Mayor has access to all the same information the Mayor has. Deputy Mayor is to receive a $5,000 bonus above the Councillor pay and serves for 4 years. Section 4(A) AND FURTHER THAT, (A) the base pay for Elected Officials be adjusted in a form of a yearly raise by the same adjustment applied to the Staff Association rates of pay for January Section 4(B) AND FURTHER THAT, (B) the base pay for Elected Officials be given a raise based on a Citizen Accountability feedback and Performance assessment survey by 1% of Ward members on the voters list in the 2018 election and 1% township members on the voters list in the 2018 election. Councillors and the Mayor that score 75% or more on the

5 performance survey receive a $1000. Raise, scores of 60-75% receives $500 raise and 59% or lower receive no raise. (See Appendix A for elaboration) There will be 3 reviews in the 4 year term executed by a citizen Committee supervised by staff HR. Experienced councilors and Mayors of many terms and years can transfer their cumulative raises to the next term. New councilors start at the base salary and experienced Councillors are compensated for their experience. This is to address the accountability deficit to citizens that longer Councillor Terms have created.
