DISTRICT WATER QUALITY TECHNICIAN REPORT Chad A. SRF We have received an application for more SRF funding and will be applying for more funds. A general meeting will be held in November to review funding availability. B.Ditch Inventory / Tile Camera - There have been some requests for tile maps. Have been doing some tile camera work with the County Commissioners and the Hiway Dept. C. Septics Have been busy working with septic contractors and doing final inspections on septic systems. 4. DISTRICT MANAGER REPORT - Michele A. Area VI (Sept. 10) This was a good meeting with good discussion. Gregg Thompson, Assn. of Metropolitan SWCD, did a Rain Garden presentation similar to the one he gave in Winnebago earlier this year. It was interesting to hear the discussion and interest from around the area on Rain Gardens in response to urban stormwater reduction. Election and committee assignments were discussed. B.GBERBA Policy (Sept. 12) Much of the meeting was spent discussing the morning meeting in regard to pollution trading. The Basin is involved with the CIG Grant in cooperation with MSU, Mankato. GBERBA will be hiring a staff person to work on trading trying to understand the concept, doing inventory of potential facilities, who may need to look at buying trades and assessing what trades may be available throughout the watershed. More on trading to come. C. B.E. City Council (September 15) Met with the council on the Emerald Ash Borer Grant opportunity through GBERBA. Jesi and I discussed the need for protection and awareness of the potential outbreak. This is just a proposal at this point, but needed buy in from communities to move forward. 6 D. County Commissioners (Sept. 16) Bruce and I gave an update on P&Z activities so far for this year. Discussed the Urban Outreach Position, gave a review/update from GBERBA and talked about the Turbidity TMDL. E. Turbidity TMDL (Sept. 17) Discussion was held on the Turbidity TMDL and how the project will move forward. Talked about other projects that are ongoing in regard to turbidity and sediment. F. TMDL Conference (Sept. 23 & 24) Was a good two day meeting. The first day we heard from many of the individuals that are involved with projects working on trying to determine the amount and source of the sediment that is reaching Lake Pepin. My personal feeling is that this TMDL will be driving a lot of activity in the Le Sueur Basin as it appears that is where most of the testing is being done. G. GBERBA Tech. (Sept. 29) Regular monthly meeting. There was much discussion on the CIG Grant in regard to Nutrient Trading. H. Drainage Meeting (Oct. 6) Discussed the Drainage Records Management Grant application process. I.SCMACDE (Oct. 7) Employees met in New Ulm. Staff discussed the current happenings in the area as well as focused on necessary training that may be needed within the area. J. GBERBA Policy (Oct. 10) Met in the morning to get an update and review the Nutrient Trading CIG Grant. It appears that GBERBA will be moving forward with hiring a person to take the lead on this concept. There are still many fears, concerns, etc., about the whole trading concept, but the policy board will continue to discuss our role as we move forward. Mr. River will act as the driving force behind it. 5. DISTRICT ASSISTANT MANAGER REPORT Brandee A. GIS Meeting (Sept. 10) The County GIS Committee met to discuss next steps in the development of a GIS program. Bolton & Menk will put together a Needs Assessment proposal for the next Board Meeting. At this time this proposal has not been approved. B. GIS Conference (Oct. 1-3) This was a good conference with several sessions on local government, including working with cities, web mapping, parcel mapping, and a panel discussion from rural counties. 6. URBAN OUTREACH TECHNICIAN REPORT Jesi A. Area V Environmental Days (Sept. 23 & 24) Presented /lead the Rain in the Drain activity with groups of sixth-graders at the Area 5 Environmental Days. 7 B.Master Gardener s Rain Barrel Program Tim Peterson and Cathy Thiesse (Martin County) came to B.E. to do a rain barrel assembly demonstration for Faribault County s Master Gardeners. The Master Gardeners will be assembling rain barrels to sell next summer. They also plan to lead several DIY rain barrel classes in the spring. C. Bricelyn Projects Met with the City of Bricelyn to discuss possible stormwater projects for the community. Two project possibilities include a rain garden neighborhood project and an inflow disconnect project. D.Broadway Apartments Rain Garden, Wells The Broadway Apartments Rain Garden is nearly completed for the year and planting will be finished next spring. III. MISCELLANEOUS 1. The November Board Meeting will be held on Monday, November 10, 2008, 8:30 AM at the SWCD office. 2. Vouchers were signed. 3. Resolutions for the 2008 MASWCD Convention were reviewed. IV.
