1 ORDINANCE NUMBER 35, 2007 Tenth 2007 General Fund Budget Supplemental Appropriation For Six Mile Creek Boundary Survey and Creation of a New Line Item BE IT ENACTED by the County Council of the County of Erie pursuant to Article II, Sections 3 B (1), 3 B (2) (f) and Article VIII, Section 8 of the Erie County Home Rule Charter and certified by the County Executive that this 2007 General Fund Budget supplemental appropriation of $4,200 for a boundary survey of Six Mile Creek Park as well as the creation of a new line item for that purpose is hereby approved as outlined on the attached Exhibit A. 4 COUNTY OF ERIE Claudette Terrill Sixmile Creek Park Tom Fuhrman Chair Advisory Committee Vice-Chair February 21, 2007 Mark DiVecchio County Executive Erie County Courthouse 140 West 6 th Street-Room 114 Erie, PA Re: Marking Boundaries of Sixmile Creek Park Dear Mr. DiVecchio: At the last Sixmile Creek Park Advisory Committee meeting, held in January, the Committee discussed marking the boundaries of Sixmile Creek Park as was recommended in the Management Plan, completed in Marking the park's boundaries will inform visitors when they are on County property vs. a neighboring landowner's property. Visibly demarcating the boundary will also reduce conflicts between the County and its neighbors. The PA Game Commission has also informed the Committee of a program titled the Public Access Program. This program was developed to provide increased protection to large forested tracts of land open to the public for hunting. Game Commission signs are provided to establish safety zones around occupied dwellings. Trails that may be damaged or misused by ATV's are considered officially closed when posted with signs provided by the Commission. The Game Commission will also patrol and enforce codes that may be violated, such as ATV use and littering. The Game Commission will also furnish food and cover seedlings beneficial to wildlife and may perform wildlife habitat enhancement projects at the County's discretion. The property would be marked by painting lines on trees. The paint color could be either blueigreeni or white and would be marked on trees that are iocated on the property iine, approximately every 100 feet. Signage could also be posted on the marked trees, informing the visitor that they are on County Park's property. Lynn Hofius of Benchmark Sun/eying has provided a cost estimate on marking the boundaries (see enclosed). Benchmark Surveying would charge an approximate cost of $1,050 a day, not to exceed four days or $4,200. Benchmark Surveying is very familiar with the property as they completed a boundary survey in 2000.

5 We would like to present this to County Council at their Finance Committee meeting in March for their approval of the expenditure.
