PRE-MEETING - COUNCIL CONFERENCE ROOM - 4:30 P.M. AGENDA REVIEW STAFF PRESENTATIONS 1 Receive a briefing regarding a proposal to develop a Strategic Facilities Plan for the Mesquite Public Library System. Council directed staff to prepare a consultant contract for preparation of a Strategic Facilities Plan for the Mesquite Public Library System for consideration at a future Council meeting. 2 Discuss the Mesquite Police Department s purchase of body worn cameras. 3 Receive briefing regarding a pending residential development known as High Country Estates in the Mesquite extraterritorial jurisdiction. CANVASS OF SPECIAL BOND ELECTION - CITY COUNCIL CHAMBER - 6:45 P.M. 4 Canvass results of Special Bond Election held November 3, 2015, for the purpose of presenting a proposition for the issuance of general obligation tax bonds for improving two-lane residential streets. Mayor Pickett expressed appreciation to the members of the Citizens Street Bond Committee and City staff for their efforts in offering public education through various communication platforms to Mesquite citizens. Mayor Pickett stated that the will consider a reimbursement resolution at the December 7, 2015, meeting that will allow the City to begin street repairs earlier than expected. In January 2016, the will review and approve the first list of Grade 4 streets and the Public Works Department will begin advertising bids to prospective contractors with bid awards occurring in February In March, the Finance Department will host a bond meeting to re-confirm the City s AA+ bond rating and the Public Works Department anticipates repairs to begin on the first set of streets. Sonja Land, City Secretary, read the results, according to the canvass reports supplied by the Dallas County Elections Department and the Kaufman County Elections Department, of the Special Election held November 3, 2015, for the Page 1

2 purpose of presenting a proposition for the issuance of general obligation tax bonds for improving two-lane residential streets. 5 A resolution canvassing returns and declaring results of November 3, 2015, bond election. Mr. Noschese moved to approve Resolution No , A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF MESQUITE, TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF NOVEMBER 3, 2015, BOND ELECTION; PROVIDING AN EFFECTIVE DATE; AND CONTAINING PROVISIONS NECESSARY AND INCIDENTAL THERETO. PLEDGE OF ALLEGIANCE Members of the Mesquite Citizens Police Academy Alumni Association. SPECIAL ANNOUNCEMENTS (1) Mr. Porter thanked Police Chief Derek Rohde and the Mesquite Police Department for their work on presenting the CSI (Choices Shaping Individuals) program to 7th grade Mesquite Independent School District students. (2) Mr. Archer thanked the Family Cathedral of Praise Hispanic Ministry for their participation in the recent cookout in the Rollingwood Hills neighborhood. (3) Mr. Archer announced that a Rollingwood Hills neighborhood meeting will be held tomorrow night, November 17, 2015, at 7:00 p.m. at West Mesquite Baptist Church, 2808 North Scyene Road, and invited citizens to attend to learn more about City services. (4) Mr. Archer invited everyone to attend a ribbon cutting, hosted by Historic Mesquite, Inc., at the Opal Lawrence Historical Park next Tuesday, November 24, 2015, at 5:30 p.m. to celebrate the renovation of the Range House. The Range House now serves as the offices of Historic Mesquite, Inc., and provides a base of operations for the park. (5) Ms. Roberts announced that Christmas on the Square will take place on Tuesday, December 1, 2015, from 6:00 9:00 p.m. in Heritage Square and invited everyone to bring friends and family for cookies, hot cocoa and pictures with Santa. 3 (6) Ms. Roberts invited the community to attend the 29th Annual Christmas in the Park to be held Thursday, December 3, 2015, and Friday, December 4, 2015, from 6:00 9:00 p.m. and Saturday, December 5, 2015, from 3:00 9:00 p.m. at Westlake Park, 421 Gross Road. Admission and parking are free. On Saturday, pet pictures with Santa will be taken from 3:00 5:00 p.m. (7) Mr. Tarpley announced that Windsor Florist, 201 W. Main Street, will be hosting the Mesquite Chamber of Commerce Business After Hours and Santa Cop Toy Collection on Tuesday, November 17, 2015, from 5:30 7:00 p.m. Canned goods will also be collected for Mesquite Social Services. (8) Mr. Tarpley announced that yesterday, November 15, was his wife Beth s birthday. SPECIAL RECOGNITION 6 Recognize Citizens Street Bond Committee Co-Chairmen David Belt and Dr. James Terry and members of the Committee for their service. CONSENT AGENDA Councilmembers recognized Citizens' Street Bond Committee Co-Chairmen and members for their service. Those present to receive certificates include Ron Abraham, Donna Adams, Barbara Dunn, Marvin Haar, Joe Hicks, David Hollingsworth, Barbara Rojas for Fernando Rojas and Ron Ward. A special presentation was made to Co-Chair David Belt. Those not present include Co-Chair Dr. James Terry, Sid Agent, Larry Allen, Karen Dyer, Helen Ethridge, Tony Franklin, Art Greenhaw, Christina Hall, Keith Johnson, Debbie Massey, Terry Tosch and Kelly Wagoner. Approval of the Consent Agenda Mr. Noschese requested that Item Nos. 13 and 18 be removed from the Consent Agenda to be considered separately. Mr. Archer moved to Ordinance No. 4403, AN ORDINANCE OF THE CITY OF MESQUITE, TEXAS, WAIVING THE IMPACT FEES FOR A SPECIFIED TIME ON TAX-FORECLOSED PROPERTIES LOCATED AT 907 JARDIN DRIVE, 1004 GRANDE DRIVE AND 810 LEYENDA DRIVE TO DALLAS AREA HABITAT FOR HUMANITY, INC., FOR THE CONSTRUCTION OF SINGLE FAMILY AFFORDABLE HOUSING ON THOSE PROPERTIES; PROVIDING FOR A REPEALER CLAUSE; AND PROVIDING FOR A SEVERABILITY CLAUSE. Motion was seconded by Mr. Casper. On call for a vote on the motion, the following votes were cast: Ayes: Archer, Casper, Pickett, Porter, Roberts, Noschese Nayes: Tarpley Motion carried. (Ordinance No recorded on page of Ordinance Book No. 106.) 13 Approve Amendment No. 1 to the Police Seizure Budget in accordance with Title 28, Section 524 of the United States Code and Chapter 59 of the Texas Code of Criminal Procedure in the amount of $654, Police Chief Derek Rohde stated that when the police department is involved in certain investigations, generally narcotics investigations, it is allowed to seize assets believed to be involved in the illegal activity. The assets are reviewed by State or Federal Courts and are awarded to the City if they are deemed to be illegal proceeds. Awarded funds must be held in a separate account and can only be used for law enforcement purposes that are not regularly budgeted. Chief Rohde provided an overview of the following items to be purchased: cameras for the Department of Public Safety airport hangar, R.A.P.I.D.S. etching system for vehicle accessories, driving simulator to teach beginning drivers the dangers of impaired and distracted driving, software modules to enhance the ability to quickly recover computer evidence, NOPTIC thermal imaging cameras mounted to squad cars to assist with night-time searches, body cameras and storage center and binoculars for the narcotics unit. Chief Rohde added that no taxpayer Page 5

6 dollars will be utilized for these purchases. Mr. Noschese moved to Approve Amendment No. 1 to the Police Seizure Budget in accordance with Title 28, Section 524 of the United States Code and Chapter 59 of the Texas Code of Criminal Procedure and reducing the amount of Item No. 6 in the memo regarding body cameras and video storage system from $550, to $500, thereby reducing the total amount of Amendment No. 1 from $654, to $604, Motion was seconded by Mr. Casper and approved unanimously. 18 Bid No Body Worn Cameras. (Staff recommends award to WatchGuard Digital In-Car Video in Allen, Texas, through BuyBoard Contract No , sponsored by the Texas Association of School Boards, in the amount of $216, ) END OF CONSENT AGENDA Chief Rohde stated that the Texas State Legislature mandated that body worn cameras are to be implemented by law enforcement agencies by September 1, The body cameras operate in conjunction with in-car cameras. Mr. Noschese moved to award Bid No , Body Worn Cameras, to WatchGuard Digital In-Car Video in Allen, Texas, through BuyBoard Contract No , sponsored by the Texas Association of School Boards, in the amount of $216, Motion was seconded by Mr. Casper and approved unanimously. PUBLIC HEARING 20 Conduct a public hearing and consider an ordinance for Application No , submitted by Kathy Zibilich for Verizon Wireless, for a rezoning from R-1, Single-Family Residential to R-1, Single-Family Residential with a Conditional Use Permit to allow a telecommunications tower with less than the required separation from a residential subdivision on property located at 3300 LaPrada Drive. (Three letters in favor and 29 letters in opposition to the proposed amendment have been received. Six persons appeared in opposition to the proposed amendment before the Planning and Zoning Commission. The Planning and Zoning Commission recommends denial of the application. This item was postponed at the March 16, 2015, April 6, 2015, May 18, 2015, July 20, 2015, and September 21, 2015, meetings.) THE APPLICANT HAS REQUESTED FURTHER POSTPONEMENT UNTIL DECEMBER 21, STAFF RECOMMENDS APPROVAL OF POSTPONEMENT. A public hearing was scheduled to be held for Application No At the request of the applicant, Mr. Casper moved to postpone consideration of Application No until the December 21, 2015, meeting.
