CALL TO ORDER Victoria Daniels, called the meeting to order at 5:30 p.m. and read the opening remarks statement. II. FORMAL APPROVAL OF THE December 12th, 2018 MINUTES Bob Raker moved to approve the minutes of December 12th, Motion was seconded by Scott Durham and unanimously approved by the Board. IV. RECOMMENDATION FOR INJUNCTIVE ACTION A. Authorizing Court authority to order owner to make necessary repairs to secure substantial compliance with the Des Moines Municipal Housing Code and for such other relief as the court deems equitable at the following location(s): 2318 E 38 th Ct / Andrew Mohrfeld CD HRC Owner, Andrew Mohrfeld, was not present. Pursuant to Chapter (e)(6) Victoria Daniels moved to refer the case to legal with the full penalty fine of $4, Motion was seconded by Bob Raker and was unanimously approved by the Board. Page 1

Pursuant to Chapter (e)(6) Victoria Daniels moved to refer the case to legal with the full penalty fine of $4, Motion was seconded by Sarah Heggen and was unanimously approved by the Board. 600 Porter Ave / NTHB Properties, LLC, Attn: Heath Baker JCR HRC Property representative, Brad Neal, was present. The Board discussed the listed violations. Scott Durham moved to give an extension to February 6 th, 2019 to have the property complied or be referred to legal with the full penalty fine of $1, Motion was seconded by Carole Jones and was unanimously approved by the Board University Ave / RRC Investment Holdings LLC JCR HRC Attn: Renters Warehouse Property representative, Brad Neal, was present. The Board discussed the listed violations. The Board discussed the listed violations. Carole Jones moved to refer the case to legal with the full penalty fine of $5,000. Motion was seconded by Scott Durham and was unanimously approved by the Board E 18 th St / Wendell Bailey SL HRC Owner, Wendell Bailey, was present. The Board discussed the listed violations. Bob Raker moved to give an extension to May 1 st, 2019 to have the property complied or vacated, or be referred to legal with the full penalty fine of $ Motion was seconded by Victoria Daniels. Bob Raker and Victoria Daniels voted yes, and Sarah Heggen, Carole Jones, and Scott Durham voted no. Motion failed. Sarah Heggen moved to refer the case to legal with the full penalty fine of $ Motion was seconded by Carole Jones. Carole Jones, Scott Durham and Sarah Heggen voted yes, and Victoria Daniels and Bob Raker voted no. Motion was approved by the Board with a vote of E Grand Ave / Linda Jones & Randy Karaidos SL HRC D/B/A L&R Real Estate, LLC Owner, Randy Karaidos, was present. The Board discussed the listed violations. Bob Raker moved to give an extension to April 3 rd, 2019 to have the property complied or be referred to legal with the full penalty fine of $ Motion was seconded by Sarah Heggen. Bob Raker, Sarah Heggen and Scott Durham voted yes and Carole Jones and Victoria Daniels voted no. Motion was approved by the Board with a vote of 3-2. V. REQUESTS TO BE HEARD th Ave / BJB Company Inc. Attn: Guy Varble SB HRC Property representative, Guy Varble, was present. The Board discussed the appeal. Bob Raker moved to reduce the penalty fine to $2, Motion was seconded by Sarah Heggen. Bob Raker Page 3

Victoria Daniels, Scott Durham, Carole Jones and Bob Raker voted yes and Sarah Heggen voted no. Motion was approved by the Board with a vote of Capitol Ave / Christina Huynh, Tinh Huynh and Thinh Huynh SB HR Owner, Tinh Huynh, was present. The Board discussed the appeal. Bob Raker moved to reduce the penalty fine to $ Motion was not seconded. Carole Jones moved to uphold the $ penalty fine. Motion was seconded by Scott Durham. Victoria Daniels, Carole Jones, Sarah Heggen and Scott Durham voted yes and Bob Raker voted no. Sarah Heggen moved to reduce the penalty fine to $1, Motion was not seconded. Victoria Daniels moved to reduce the penalty fine to $1, Motion was seconded by Sarah Heggen. Victoria Daniels, Scott Durham and Sarah Heggen voted yes and Carole voted no. Motion was approved by the Board with a vote of Easton Blvd / Patriot Partners, LLC SL HRC Attn: Mitch Kressin, Mgmt. Agent VI. Owner, Caleb Fritzler, was present. The Board discussed the appeal. Victoria Daniels moved to deny the appeal for the siding violation pursuant to Section Motion was seconded by Scott Durham and was unanimously approved by the Board. Victoria Daniels moved to grant the appeal for the foundation violation requiring a licensed contractor to inspect floor joists pursuant to Section Motion was seconded by Bob Raker and was unanimously approved by the Board. VII. STATUS REPORT ON PROPERTIES REFERRED/TIME EXTENSION(S) Aurora Ave Board gave until February 6 th, 2019 to have the property complied, or be referred to legal with the full penalty fine of $ A.
