1 Washington County EMS Advisory Council Meeting Minutes September 1, 2016 Attendance Members: Larry Boxman, Mark Chandler, Jonathan Chin, Michael Duyck, Mark Frankum, Tara Hipps, Michael Kinkade, Gail Madsen, Scott Magers, Matthew McCoy, MD, Ron Morgan and Ritu Sahni, MD Members Absent: Wes Girardi Other Interested Parties/Staff: Kristen Hoover, Tamara Hudson, Holly Love, Tricia Mortell, Louisa Partain, Brent VanKeulen and Deric Weiss Facilitators: Jeff Aprati and Erik Jensen Summary of Actions and Decisions 1. Motion passed to adopt the CART subcommittee s policy statement as presented 2. Motion passed to direct the CART subcommittee to move forward with the design of the countywide CART study 3. Question was brought up regarding allowing non-council members to serve on subcommittees. Chin will look into county guidelines and follow up with the group 4. Chief Kinkade was elected Chair of the EMS Advisory Council 5. Mark Chandler was elected Vice Chair of the EMS Advisory Council 6. WCEO will look into teleconference options for future meetings 7. 2 Welcome Jonathan Chin, Washington County EMS Program Administrator, opened the meeting acknowledging the positive atmosphere in the room. Erik Jensen, facilitator from Jensen Strategies, introduced his associate, Jeff Aprati. Chin continued with quick updates since the last meeting noting that an was sent out prior to the meeting giving updates. Online Medical Control (OLMC) section in Administrative Rule (AR) has been reviewed by County Counsel and will be moving through the process to amend the rules. The 18 month assessment for Metro West Ambulance (MWA) has been completed and the report is on the website. Ambulance Resource Management Utilization Program (ARMUP) discussion has been put on hold. Community Appropriate Response Times (CART) subcommittee met and the summary of the meeting was discussed later in the agenda. Jensen Strategies contract has been extended and will continue to work with the Advisory Council and subcommittees until the end of this year and possibly into the beginning of Chin handed the meeting over to Erik Jensen. Work Plan Update, Minutes Jensen distributed an updated work plan and reviewed the current meeting agenda. The agenda originally had an ethics briefing as a topic for this meeting, but it was moved to a later meeting due to time. Chief Michael Duyck, Tualatin Valley Fire & Rescue (TVFR), asked if the ethics briefing will include the Oregon laws around serial meetings, s, etc. since this is a formal council. Dr. Ritu Sahni, Washington County Medical Director, asked to also include what constitutes a meeting since a number of members meet for other reasons. Minutes were distributed electronically prior to the meeting as well as handed out. Chief Duyck made a motion to approve the minutes and Ron Morgan, field provider with TVFR, seconded the motion. There was no opposition and the motion to approve the minutes was passed. CART Subcommittee Update Mark Chandler, Washington County Consolidated Communications Agency (WCCCA), gave a brief summary of the CART subcommittee meeting held August 30, The subcommittee came to a consensus to move forward with a countywide CART pilot study and a motion was made by Chief Michael Kinkade, Forest Grove Fire and Rescue (FGFR). The subcommittee makes a recommended policy statement to the EMS Advisory Committee that a countywide CART pilot program be designed and implemented to evaluate the efficacy of this program. This program will include WCCCA AVL and MDT implementation on all ambulances assigned to emergency response in Washington County EMS Advisory Council, Page 2

3 Washington County. The subcommittee will continue to meet to work on the design components of the study to identify operational, technical and financial components required for a successful study. Jensen displayed the motion on the screen for the council to review. Edits were made to spell out the abbreviations. I move that the Advisory Council adopt the recommended policy statement submitted by the CART (Community Appropriate Response Times) Subcommittee on August 30, A countywide pilot study will be designed and implemented to evaluate the efficacy of the CART program. This study will include WCCCA (Washington County Consolidated Communications Agency) AVL (Automatic Vehicle Locator) and MDT (Mobile Data Terminal) implementation on all ambulances assigned to emergency response in Washington County. Timeframes have not yet been determined for the study. Chief Duyck made a motion to adopt the subcommittee s policy action as amended and Larry Boxman, MWA, seconded the motion. There was no opposition and the motion passed. Jensen displayed a follow up motion to direct the subcommittee to move forward. I move to direct the CART Subcommittee to continue to design and develop a plan for the countywide CART pilot project, including all necessary logistical, financial and technical considerations, partner roles and responsibilities, and timelines. Once completed, the pilot project plan will be submitted to the full Advisory Council for approval. Chief Kinkade suggested that this item be a standing agenda item to report out on. Chief Kinkade made the motion as shown on the screen and Dr. Sahni seconded the motion. There was no opposition and the motion passed. Member Interview Summary Jensen distributed and reviewed the Stakeholder Interview Summary created from the interviews prior to the first council meeting (document attached). Jensen commented that based on the interviews, everyone wants to have the best, most productive, most efficient EMS system for Washington County and everyone sees the need for the system to be more comprehensive than it is now when looking at the EMS system as a whole. EMS Advisory Council Role Jensen reviewed Article II of the bylaws which states the purpose of the advisory council and the duties of its members. Chief Duyck asked for clarification regarding process to make recommendations to the County Board of Commissioners. Tricia Mortell, Washington County Public Health Administrator, addressed Chief Duyck s Washington County EMS Advisory Council, Page 3

4 question. The policy development process for almost all advisory councils (in Public Health) she is aware of involves the council coming to a conclusion regarding a policy statement, policy change, or ordinance change, which would then be taken before the Board by the Health and Human Services Director and the program leads. In some instances, council members may engage in a conversation with the Board at work sessions before decisions are made regarding the policy, but the policy process is ultimately directed through the director of the department. It is possible that a department or program may not recommend Board approval of an advisory council policy, but that is rare and she does not anticipate that happening. Chin commented that if a recommendation comes from this council, it will be taken to the Board. If the Washington County EMS Office (WCEO) staff has any issues or concerns with the recommendation, that concern will also be carried to the Board. Dr. Sahni asked for clarification of subcommittees. There is one reference in the bylaws regarding subcommittees (Article VI) which states, The Chair will identify such subcommittees required for the Council's operation and shall appoint the subcommittee chairpersons. As subcommittees are created, the terms, timelines and goals can be established. Dr. Sahni asked for clarification regarding subcommittee membership, noting that a non-council member was named to the CART subcommittee. He felt that non-council members could bring in expertise that the current members may not have. Chin commented that he does not believe there are any county restrictions on having non-council members on a subcommittee, but he will look into it and follow up with the council members. Chief Duyck asked if alternates are allowed for council members if they are unable to attend the meeting. County staff looked into this option when the bylaws were being created and were told that because this is a Board appointed council, there is not an option for alternates. If a member is unable to attend, they may send someone else. Although they would not take a seat at the table; the Chair may recognize them and allow them to participate in the meeting. Jensen continued the meeting and asked the members what they would like to discuss moving forward as a council. A brainstorming list was created. 5 o Other resources available Patient care innovation o Patient care centric measurables Overcoming obstacles o What are the obstacles? Washington County EMS work plan review o Question asked if the WCEO has a 5 or 10 year work plan. Chin responded that there is not a formal plan currently. Continue pursuit of public/private resources (partnerships) Begin with the end in mind o Where do we want to end up? Reviewed mission and vision statements created with the previous strategic plan o The mission of Washington County EMS is to maintain and enhance a safe, reliable and effective EMS system through leadership, oversight, facilitation and education for the citizens and EMS community we serve. o The vision of Washington County EMS is to provide a high performance patient-centric health care system, within a Just Culture, through improved resource utilization, expanded education, system development and collaboration. Revise the performance metrics County government documents need to be revised/updated EMS role in Public Health and Public Safety What is our scope? Bookends? Define our sandbox. This will be discussed again at a future meeting to give the group some time to think more about what they want to discuss. Chair Selection Process & Nominations Jensen reviewed the role of the Chair and Vice Chair per the bylaws as well as the terms of office. The Chair attributes listed on the Stakeholder Interview Summary sheet was reviewed. Chief Duyck pointed out that it will be hard to find someone that doesn t have an interest (neutral), but since the Chair is not a tie-breaker or has an additional vote, it should not be an issue. Jensen reviewed the process to take place; 1. Nominations will be made and the person can choose to accept the nomination, 2. There will be an online ballot sent out after the meeting to vote, 3. The results will be sent out. Chief Kinkade asked if we are allowed to vote online (secret ballot) or if the vote must be public and should take place at this meeting. Jeff Aprati, Jensen Strategies, agreed that the vote needs to be public. Washington County EMS Advisory Council, Page 5

6 Jensen continued with nominations for Chair. Gail Madsen, consumer representative, nominated Mark Chandler, WCCCA, and he accepted the nomination. Chandler nominated Chief Kinkade and he accepted the nomination. Dr. Matt McCoy, hospital emergency department physician, nominated Dr. Sahni and he accepted the nomination. No additional comments were made by the nominated parties. The vote took place by a show of hands and the results were as follows: Larry Boxman voted for Chief Kinkade Mark Chandler voted for Chief Kinkade Chief Duyck voted for Chief Kinkade Mark Frankum voted for Dr. Sahni Tara Hipps voted for Chief Kinkade Chief Kinkade voted for Chief Kinkade Gail Madsen voted for Mark Chandler Chief Magers voted for Chief Kinkade Matthew McCoy, MD voted for Dr. Sahni Ron Morgan voted for Chief Kinkade Ritu Sahni, MD voted for Mark Chandler There were two votes for Mark Chandler, seven votes for Chief Kinkade, and two votes for Dr. Sahni. Chief Kinkade was elected as Chair of the EMS Advisory Council. Jensen asked for nominations for Vice Chair. Chief Kinkade nominated Mark Chandler and he accepted the nomination. There were no additional nominations. All voting members agreed with no opposition. Mark Chandler was elected as Vice Chair of the EMS Advisory Council. Chief Kinkade noted that the bylaws allow teleconferencing for the meetings and he would like options looked into for the October meeting. The WCEO will look into options and inform the group. Public Comment No comments made. Next Steps Section 3, Article III of the bylaws was reviewed regarding attendance of members at the meetings. Chief Kinkade suggested we review and possibly amend the bylaws as necessary. Chin commented that the original intent was to have the Advisory Council Washington County EMS Advisory Council, Page 6

7 meet every other month, but we have been meeting monthly and would like to continue that through He asked the group if it has been or will be a hardship to continue monthly meetings through the year. Chin will work with Chief Kinkade and Chandler regarding the next meeting agenda. Meeting was adjourned at 11:30am with the next meeting set for Thursday, October 6 th at 10:00am at Hillsboro Main Library in the Community Room.
