Rodriguez, Steinberg and Spear A revision to the Student Body Statutes BE IT ENACTED BY THE SEVENTIETH STUDENT SENATE THAT: A revision is made to the Student Body Statutes Chapter (See attached). 2 Chapter 622 College Leadership Council Funding Committee Purpose History: Revised by the 68th Senate Bill 57. To create the College Leadership Council Funding Committee, hereinafter referred to as the CLC Funding Committee, and establish a funding process for these Councils Definition A CLC shall be defined as a leadership council formed within each academic college that operates as an entity of the Executive Branch that promotes academic, personal and professional growth within each college CLC Funding Process A. CLC Funding Committee 1. The CLC funding committee shall allocate funds to CLCs, from a block amount decided by the Budget committee allocation, for the next fiscal year. 2. The CLC Funding Committee shall be comprised of two (2) students appointed by the Student Body President, two (2.:t-) student Senators appointed by the Student Senate President, and the Student Body Treasurer. The Committee shall be formed after July 1st, but no later than eight (8) weeks prior to Budget Week by the second week of the spring semester. 3. The Chair shall be the Student Body Treasurer. In the absence of the Student Body Treasurer, the Student Body Treasurer may appoint a proxy. B. CLC Funding Procedures 1. The Student Body Treasurer shall promptly issue a letter to the CL Cs' Chair. Treasurer. and Advisor by on July 1st, the last week of classes in the fall semester. informing them that they need to begin preparing a packet containing their budget requests for the following academic upcoming fiscal year, as well as their plans for the upcoming current fiscal year. At this time, the CLCs will also be informed of how the funding process works, and what they should expect from it. a. This announcement will also be made public on SGA's website. A link will be provided that allows for the CLC's budget requests to be received.

3 b. The CLC Funding Chair shall remind the CLCs' Chair, Treasurer, and Advisor of the budget request deadline one (1) week prior to the deadline. 2. Once the dates of Budget VVeek hearings are determined, and the committee is established, each College Leadership Council must book a hearing date with the Committee to present the above information. CLCs shall submit their requests to the provided link by the second Friday of the spring semester. 3. If a request is submitted after the deadline, but before the hearing, the committee will vote by majority on whether or not the request shall be heard. a. If a CLC misses their hearing, the committee will review the submitted request. 4. The CLC Funding Committee shall hold hearings during which budget requests are defended by the third Friday of the spring semester. Each CLC shall have a separate hearing. a. The CLC Funding Committee Chair shall inform the CLCs' Chair, Treasurer, and advisor of when hearings will take place as soon as the committee is formed. b. The hearings shall be administered by the Chair of the CLC Funding Committee and shall require a minimum of (3) members. The CLC Funding Committee will in good faith obtain quorum. c. If a CLC does not make a good faith effort to submit their budget request packet, and/or schedule a hearing date time with the committee, by September 15#\, they ',viii not be eligible to receive funds from the committee. 5. After hearings have taken place, the CLC Funding Committee will determine how much they will request from the Senate Budget Committee, and how those funds will be allocatea to the CLCs from the Budget Committee's block funding. Deliberations shall be completed by the third Friday of the spring semester. 6. The CLC Funding Committee Chair shall then present their findings to the Budget Committee, during Budget VI/eek, to request the entirety of the Block Funds then be distributed to the CLCs the following academic yeai:,... Two Senators from the CLC Funding Committee shall draft a resolution to recommend approval or disapproval in whole or part. The resolution must be submitted for Student Senate hearings no later than one (1) school week after hearing the proposed allocations. 7. Approval of the allocation requires a {2/3) vote of the Budget Committee. 8. Any amendment to the resolution on the Senate floor must specify which part of the resolution (line item) to amend. The amendment requires a (2/3) vote.

4 9. All reasoning of the reapportionment of funds by the CLC Funding. Budget Committee. or Senate as a whole shall be made available to any student upon request.,

5 6. If the Budget committee reduces the entirety of the Block Funds, the CLC Funding Committee will adjust the funds with the following procedure: 111 a. The CLC Funding Committee will reconvene after the Budget is passed and before the start of the Summer Senate Session. The original CLCs who requested shall be invited back to present new requests from what was allocated to the CLC Block Fund. Tho committee will deliberate and adjust tho funds according to the new CLC requests. 7. All reasoning of the reapportionment of funds budget cuts either by the CLC Funding Committee or Budget Week shall be made available to any student upon request. 8 Tho Student Body Treasurer will report tho funds budgeted by the end of the Fall semester, unless the Budget is still pending approval.
