Another good place to start is the Secretary of State s website ( There you can find your polling place, check your voter s registration, check the status of your absentee ballot, print out a sample ballot, and other voting information. Candidates seeking office are listed with active links to their website included. You can check candidate s issue statements, where they may be speaking, as well as how to volunteer time or money for your favorite candidate.
2 Information You Need! A: No. Absentee ballots are counted, regardless of the outcome of the election. Accepted absentee ballots are counted just as are other ballots in each precinct, and vote totals include all of the accepted absentee ballots. Q: Is it true that if I don t vote on a constitutional amendment, it is the same as a no vote? A: Yes, that is true. Constitutional amendments by law must be passed by a majority of all of the voters who vote on Election Day. Therefore, if you don t vote on this question the effect is the same as a no vote. Q: Where can voters find a sample ballot? Selected FAQ s on Voting and Elections! (That s FAQ s - Frequently Asked Questions) A: For most elections, voters can find a list of candidates or a sample ballot on the Secretary of State s Polling Place Finder. Some counties or cities may also have candidate lists or sample ballots on their websites. Q: Are candidates always in the same order on the ballot? A: Major partisan candidates are listed in reverse order of their average vote in the last election. Minor party partisan candidates are listed by lot. The nonpartisan candidates list is randomly determined by statutory formula, and rotated according to the Candidate Rotation Algorithm found in Minnesota Rules , Subp. 3. Q: In different races, may I vote for candidates of different political parties? A: In a general election, voters can vote for any candidate of their choice on the ballot. Voters often vote for a variety of candidates of differing parties on their general election ballot, including write in candidates. Each vote on the ballot is counted for the candidate of the voter s choice regardless of party affiliation. In a state primary, voters may only vote for candidates from one political party. They are free to choose any of the political parties on the partisan primary ballot. Q: If I vote in only one race will my ballot be counted? A: Yes. If you vote in only one race and decide to leave all others blank, your vote will still be counted. The Minnesota Letter Carrier page 2 April-July 2012
3 What is a residential facility? Residential facilities are defined as: Transitional Housing Supervised Living Facilities Nursing Homes Group Residential Housing Veterans Homes Voting When Your Home is in Foreclosure There are many Minnesotans currently feeling the pain of a home foreclosure. While the housing crisis has raised important questions about America s economic health, it has also raised questions about where Minnesotans can vote when facing the foreclosure of their home. Here is what voters need to know. In Minnesota, all voters must decide where they reside before they can vote in an election. They must provide this information when pre-registering to vote in advance of an election or when registering to vote on Election Day. The fact that a home may be in foreclosure is not sufficient evidence that homeowners no longer reside at their address. The act of home foreclosure is a drawn-out process. An entire foreclosure procedure can take at least 8½ months from start to finish and may take even longer if homeowners pursue legal action. Voters may continue to reside at their property and still have rights to their property for some time during foreclosure. In fact, homeowners are allowed to live in their homes for at least 6 months after a sheriff s sale. No one can legally challenge the registration of a voter in a precinct simply because he or she knows a voter s property is in foreclosure. State law requires that challengers must have personal knowledge that an individual is not eligible to vote, which in this case would be personal knowledge that the individual does not reside in the precinct. To bring a challenge, a challenger would have to personally know that a voter has indeed vacated their residence through either a voluntary move or eviction proceeding and the voter does not intend to return. Only upon this basis can a challenger then legally challenge a voter s residency and sign a sworn statement under oath that he or she has personal knowledge that the individual in question is not eligible to vote in the precinct, in accordance with Minnesota Statutes, section 204C.12. Voters who vacate their property in foreclosure with no intention of returning to that residence must not vote from that address. To do so is a felony. Instead, they must vote from where they currently reside. Minnesota law allows voters to vote from their current residence, even if they just moved there, as long as they have resided in Minnesota for 20 days. Minnesota allows voters to register on Election Day at their polling location if they can provide proof of residence. Decide Where You Reside Voting for Students You can only vote from the address where you reside. Your residence is the place you consider your home, from which you have no current intent to move. As a college student, if you consider your campus residence as your home, you may vote at that address. If you consider your parents residence, or some other address as your home, you must vote from that address. You can only vote from one address in each election. FAQ s about Residential Facility Employee Vouching Residential alcohol and chemical treatment programs Residential facilities for persons with developmental disabilities Housing with Services, including assisted living facilities Battered Women s Shelters Homeless Shelters What is vouching? Vouching is one of the ways that a voter can prove their residence in a precinct, for the purposes of registering to vote on Election Day. Vouching entails having an employee of a residential facility sign a legal oath stating they personally know that the resident resides in the precinct. (If the individual stayed in the facility the night before and intends to remain there, that is sufficient to establish that they reside in the precinct. For more information, please see the statutory definition of residence found in Minnesota Statutes, ) What s required of residential facilities? Minnesota Statute , subd. 3, para (b) requires residential facilities to provide a certified list of the names of current employees and the address of the facility to the appropriate county auditor at least 20 days before each election. 5 Who s in the game? My question is Who s in the game? I am referring to the game of politics. Now I know some folks dislike it when I say politics is a game. Politics is more than just legislation and government. Politics occur in our everyday lives with every personal interaction we have whether it s the boss, the partner or even the kids. We just don t use the label Politics for those interactions. Instead we describe these personal exchanges as doing what is necessary to get along or getting what we want or even just keeping peace in the family! Most letter carriers want no part in the politics game. They just want to watch others play from the sidelines because after all, it should be enough that I pay my Union dues. Like it or not, politics will determine the future role of the Postal Service for America and like it or not, politics is a reality in our work life. I call it a game simply as an analogy for what we do is serious work that will affect many people, whatever the outcome. So why ask now? It is estimated that H.R (Rep. Issa s bill) will be on the floor of Congress for debate and a possible vote as early as July 23. Coincidently, that is the first day of our national convention. Each congressman and congresswoman will have to decide on what they want the future role of the Postal Service to be for American citizens and businesses. These legislators will discuss the bill, perhaps add amendments if allowed and vote accordingly. It is anyone s guess as to the final decision of Congress. Can we affect the decision Congress will make? ABSOLUTELY! Politicians are influenced by their constituents who voice their opinions. So if you want to make a difference in your career, call and have a conversation with your member of Congress or their staff. Provide information on how you will be directly affected by their vote on H.R Tell them how your family will be affected. Oh and don t forget to mention how your friends, your neighbors and every citizen alike will be affected by this one piece of legislation. Don t leave this to someone else. You are the best representative for you and your future. If you value your pay and benefits, get over whatever the reason(s) for not making the call. There are almost 300,000 individual you calls that can be made so just think of the impact WE can make if everyone makes the call. Make the call and make a difference! What are our options? We can say the heck with it. or let someone else spend their time being involved. We re busy! But, if we do that and someone else doesn t step up, then what? The amazing thing is, we don t need many people to make a difference. We just need me and you. If me and you call and write our representatives about issues that will affect our family and work life, then we have a greater chance to influence our representatives. And just maybe change some minds. Or, me and you can just sit back and let somebody else spend time saving our benefits, our jobs and our future. What do you think? Food for Thought Thanks to all the hard work from our letter carriers and volunteers for the 20th Annual Stamp Out Hunger Food Drive. Even though the numbers were somewhat down, we made a difference to our local food shelves/banks! Its hearting to see the impact these contributions make to our community! We had some new partcipation from outer branches that had not done the drive before and what great response. Great job everyone! Last Sunday we received a call from our Union President Fred Rolando. If you did not hear his message please consider going to the NALC website. Contact information is there so you may make your voice heard! We all have our jobs to do and being a member of the union body we all have voices that need to be heard at this CRITICAL time. We are our best and worst enemy. Many members do the work that is needed and others think this situation is not to a dire point and that we will always have our benefits, pay and job security. 7 This may be the most important e-activist message we have ever sent. Next week, the House of Representatives will return from the Independence Day recess and is planning to make huge decisions about your job, your pay and benefits and the future of the United States Postal Service. While we were not happy with the passage of S in the Senate, Rep. Darrell Issa s postal reform bill in the House, H.R. 2309, is much, much worse. It will dismantle the USPS and destroy 200,000 jobs perhaps including yours. Sometime in the next three weeks, the speaker of the house must decide whether to bring H.R to a vote and Congress must decide whether to support it or not. Out most urgent goal is to prevent this devastating bill from ever becoming law. To do that, letter carriers across the country need to convince their family members, friends and neighbors to weigh in with members of Congress against H.R Businesses and communities across America would be devastated by this bill and members of Congress need to hear this message from their constituents. Members of Congress Need to Know: H.R would needlessly eliminate Saturday delivery, the USPS largest competitive advantage, to save a fraction of their annual operating budget. This senseless cut would damage millions of small businesses and result in major volume losses that have not been accounted for. H.R will eliminate 90 percent of all door-to-door home and business delivery--a cut that is widely unpopular among the 35 million Americans who currently receive it. This change alone would hurt advertising mailers, small business mailings, ebay and Amazon.com deliveries, just to name a few -- not to mention the inconvenience to the business or resident who will now have to leave their residences or places of business to retrieve their mail from a cluster box location. H.R would downsize the USPS invaluable networks by closing thousands of post offices and mail processing plants in a haphazard manner that would result in massive delays in mail processing and simply destroy the current USPS service standards that customers have come to rely on. Worst of all, H.R does nothing to reduce the crushing annual payments to fund the future retiree health benefit that no other agency or business have to make, despite the fact that the retiree health fund already has nearly $45 billion in it -- enough to cover health care costs for retirees for decades to come. As a matter of fact, the bill actually INCREASES the congressionally mandated payments to the fund, which will all but guarantee a collapse of the Postal Service in the future. H.R is not a bill to save the Postal Service; it is a bill to destroy it. We need to make sure every member of Congress receives this message loud and clear to ensure that H.R never makes it to the floor. Beginning Monday morning, July 9th, the NALC will activate a toll-free number ( ) to help NALC members contact their members of Congress. We need to generate as many calls as possible into every congressional office until this bill is stopped. Please keep in mind that this toll free number will not be active until Monday morning when Congress has returned to Washington. Please also check the NALC website on Monday morning for further updates. And finally PLEASE do your part to protect the future of the Postal Service by calling your representative in Congress and urging you co-workers, families and friends to do the same. 8 Treasurer s Report The 2012 Minnesota State Association of Letter Carrier state convention is right around the corner. The CALL letter will be sent out during the month of July, each branch should receive one copy. Instructions concerning the sending of your convention documents will be in the CALL letter. Reservations with Ruttgers can be made anytime, the form is available on the state website at the password is protect6day. Someone from each branch should forward a list of members who have passed away since last years state convention to Reen Alves the state secretary. You can her at secretary@msalc.org. The registrations forms for delegates and MDA golf will be available on the site also. You can also find the resolution and bylaw submission forms there also. If you haven t attended a state convention before, this a great place to catch the latest from the visiting national officer, as well as information about upcoming elections on the national political level. There are two days of business sessions of the MSALC and some presentations by the national business agent. The PIX SIX contest is in full swing, with a couple of entries only needing 1 number. We had 190 entries for a total of $950. The handmade quilt that was raffled off at last years state convention was donated back to the MSALC. MDA MSALC State chairman Warren Wehmas will have tickets available at the National Convention in July. I also had the pleasure of attending a Department of Labor (DOL) seminar in the Twin Cites. There were about 50 other union members in attendance. The DOL had excellent presentations and I had some one on one time with two of the DOL investigators. A couple of items came up. One was, it is a good idea to have cancelled checks with your records. If your group is subject to an audit, the DOL will want to see the cancelled checks for the audit period in question. The Credit Union the MSALC uses only displays the checks online for 60 days and then they are archived. If one suddenly needs them later, the credit union charges $5 per check to provide a copy out of archives. I now print each check as it clears and the copy is filed away in case it is needed later. Please send to Reen Alves, An introduction to the Eighth Congressional District Candidates Tarryl Clark moved up from the sixth district, where she had run against Michelle Bachman. She is supportive of letter carriers and some of you will remember meeting her at a state convention at Rutgers. Tarryl is popular and has raised a lot of money, and has several TV commercials that have been run in the 8th district. Rick Nolan has the DFL endorsement and served as the Sixth District Representative from 1975 to Rick s father, a postal worker, told him to never forget three things: 1) Always be honest. 2) Remember the little guy. 3)Never vote against the Postal Workers. Jeff Anderson was born on the Iron Range and other than serving in the military has lived in the Eighth district all his life. He served four years on the Duluth City Council, one year as City Council President. Jeff understands the issues facing letter carriers and postal workers. He spoke well at the hearing for possible closure of the Duluth Mail Processing Plant. All three of these candidates are supportive of letter carriers and our issues, and are fairly similar on most other issues as well. Any one of them, in my opinion, would be an improvement over our current Congressman. Representative Cravaack has never co-sponsored any of our legislation. When I have talked face to face with Congressman Cravaack, telling him we could use the overpayment in pension funds to pay off the pre-payment of retiree health care, he kept saying that it was wrong that our pension funds were threatened and that they were very important to protect. I tried telling him a couple of times that there was actually a $50-75 Billion surplus in one of our pension funds and about $8 Billion surplus in the other, but he never seemed able to grasp that. I would like a Representative, in the Eighth District, who represented his/her constituents by listening to them and understanding them. 9 By the time this goes into print, the Duluth flood will be old news. Between the afternoon of June 19th and the morning of June 20th, the Duluth area received upwards to 10 inches of rain in a 24 hour period. Just about every major road had water running over it or was totally washed out. As I m writing this article, a week after the flood, some residents in the Fond du Lac neighborhood are just seeing what s left of their property for the first time. Needless to say, on the morning of the 20th the city looked like a disaster zone. Any travel at all was not recommended, and everyone was encouraged to stay at home if it wasn t under water. Even with the conditions, most postal employees made it to work. Once we were at work, the direction from management was to attempt delivery whereever you can and safely, the same procedures during the winter during snow storms. Remarkably, no one was injured and no vehicles got washed away that day. I may be mistaken, but comparing this with a 10 to 15 inch snow storm is wrong. During the snow storms, you can at least just follow the snowplow and worst case, you get stuck and call for a tow, unless the city has pulled all the plows off the street, then you are on your own, and this has also happened. I m just wondering at what point our safety will come before delivery. That is my two cents worth on that and if you would like to see images of the flood, there is a Duluth flood 2012 face book page. As far as Federal political news, on May 10th the House approved the 2012 Sequester Replacement Reconciliation Act. This is a fancy name for phasing in a five percent employee contribution increase for both It is election time again. We will all be delivering lots of mailings from candidates, political parties and issue groups trying to make the case for why they are the best choice for your vote this fall. Letter Carriers are a diverse group and we do not all agree with each other politically, however there is one issue that I think we should all be able to agree is important to our standard of living and quality of life. I am speaking of the importance of collective bargaining. Without the right to collectively bargain our union would have much less ability to effectively advocate for all of us. It is for this reason that I plan to vote for President Obama because he supports collective bargaining. President Obama upset many of us by supporting 5 Day delivery and this was a huge disappointment. However I think that his support for collective bargaining should not be ignored or discounted because Mitt Romney is against The Day After the Storm! The Choice is Yours FERS and CSRS over five years. This bill would also eliminate the FERS Social Security supplement for new employees hired beginning in If the post office hires anyone after 2013 is yet to be seen. According to Postmaster General Donahoe, If we don t do something about the costs of this organization, we will look like Greece. Does that mean they re going to start growing olives in L Enfant Plaza? Maybe instead of stamps, the USPS will start using old Greek Drachmas (the old Greek currency). Just remember the three Minnesota Representatives who helped pass this bill, John Kline, Michele Bachmann, and Chip Cravaack. They are all up for re-election in November. For those of you who do not know, Chip Cravaack represents the 8th congressional district. Soon after he was elected in 2010, his wife moved to the east coast for her job. So we now have a representative whose family doesn t even live in the state. So you would think that this would be an easy seat for the DFL to pickup. It probably would be if we didn t have a primary in August. And of course it s not two, but three running in the primary: Rick Nolan, Jeff Anderson, and Tarryl Clark. This is going to make it very difficult to unseat the incumbent. If there is a silver lining to this, all three DFL candidates are very close when it comes to postal issues. They all agree that the Postal Service is just that a service, not a for profit enterprise that congress can use to help balance a budget. We ll see what happens in November. Shawn Hansen MSALC Executive Board it. Romney is on the record as a supporter of passing a National Right to Work Law that would eliminate the ability of Letter Carriers to collectively bargain. If you think this could not happen take a look at Wisconsin. Without collective bargaining, we could see our wages cut significantly. Would you want to deliver mail for $12 dollars an hour? Would you want to deliver mail if you were re-classified as an at-will employee who could be fired without any reason? Would you want to deliver mail if you were informed that your pension was no longer a guaranteed benefit based on your years of service?
