5 Allen Independent School District To the Allen ISD Board of Trustees and the Taxpayers of Allen ISD: The 2016 Schools FIRST Rating is being presented for your information. FIRST stands for Financial Integrity Rating System of Texas. It is the annual rating performed by the Texas Education Agency (TEA) to test the financial performance of school districts as required by Title 19, Texas Administrative Code, Section 109. The District is required to hold a public meeting, which can be part of a regular school board meeting, to distribute a financial management report that explains the district s performance under each of the 15 indicators and the resulting district s rating. The 2016 rating is based upon analysis of staff and student data reported for the school year, along with budgetary and actual financial data for the fiscal year ended June 30, Per direction from the Texas Legislature through Section 49 of HB5, TEA is in the process of combining the Financial Solvency Review program into the Schools FIRST financial accountability program. To allow school districts time to prepare for and transition to the new financial indicators, TEA used a reduced version (7 indicators) of the Schools FIRST program for the 2015 year. For this year s rating, 15 indicators are now used to score the districts. A points total in the 70 to 100 range will receive a Superior designation. A points total in the 50 to 69 range receives Above Standard. A points total in the 31 to 49 range receives Meets Standard while any lesser total is Substandard. For 2016, Allen ISD has received a Superior rating, reaching a score of 96 out of 100 possible points. We feel that reaching the goal of Superior is significant due to the complexity of accounting associated with the Texas school finance system. The Schools FIRST accountability rating makes sure that Texas school districts are accountable not only for student learning, but also for achieving these results both cost-effectively and efficiently. The information provided by the Schools FIRST system will guide us in our continued efforts to make the most of each taxpayer dollar. 40 Required Supplemental Disclosures Superintendent s Contract Per Texas Administrative Code Title 19 Part 2 Chapter 109 Subchapter AA Division 1 Rule , a copy of the superintendent s current employment contract at the time of the School FIRST hearing is to be provided in the financial management report. In lieu of publication in the report, the school district may post the superintendent s employment contract on the school district s internet website. If published on the website, the contract must remain accessible for twelve months. Allen ISD has posted the current superintendent employment contract on the district s website and it will be accessible for at least twelve months. The contract may be found on the home page under Office of the Superintendent then Superintendent s Contract.
