7 As of January 10, 2018, Mary Canales is not employed with the City of Del Rio, therefore creating a vacancy for a Civil Service Director. Alma Lori Venegas Interim Human Resources Director Bio/Work Experience Lori Venegas has been appointed by City Manager, Henry Arredondo, as Interim Human Resources Director. Lori has a Bachelor of Science in Management. She has relevant experience as she has served as HEB Human Resources Champion for six years and HEB Regional Human Resources Champion for two years. While employed at HEB she handled complaints, oversaw Risk Management, New Hire Processing, Background Checks, Drug Testing, Job Fairs, Recruitment, Interviews and Safety Training. Lori has worked with the City of Del Rio for a combination of 9 years with the following positions held: Safety Coordinator, Interim Transportation Director, Management Analyst, Tax Assessor/Collector, Utility Billing Supervisor, Administrative Assistant for the Police Department, and Interim Community Services Director. She has proven herself during her tenure with the city and possesses the tacit knowledge required.

AN ORDER IN ACCORDANCE WITH CHAPTER 143 OF THE LOCAL GOVERNMENT CODE AND THE LOCAL CIVIL SERVICE RULES AUTHORIZING THE REAPPOINTMENT OF A POLICE OFFICER TO THE CITY OF DEL RIO POLICE DEPARTMENT WHEREAS, Chapter 143 of the Texas Local Government Code and the Local Civil Service Rules set policies for the reappointment of Police Officers; and WHEREAS, Chief of Police Fred Knoll requests the reappointments of Miguel Mijares and Dulce Gonzalez to positions in the Del Rio Police Department be approved by the Commission; and WHEREAS, Miguel Mijares had resigned his position as Police Officer of the Del Rio Police Department under voluntary conditions and on good terms and was reappointed on June 30, 2014; and WHEREAS, Dulce Gonzalez had resigned her position as Police Officer of the Del Rio Police Department on under voluntary conditions and on good terms and was reappointed on June 11, 2014; and WHEREAS, Miguel Mijares and Dulce Gonzalez were previously reappointed and met all the conditions for reappointment and that the staffing needs and conditions at that time and currently require these reappointments as per the certifications of the former Police Chief filed with the Commission dated June 2, 2014 (for Dulce Gonzalez) and June 14, 2014 ( for Miguel Mijares); and WHEREAS, Chief of Police Fred Knoll supports and is requesting the approval of the reappointments of Miguel Mijares and Dulce Gonzalez by the Commission; NOW, THEREFORE, BE IT ORDERED BY THE FIRE FIGHTER S AND POLICE OFFICER S CIVIL SERVICE COMMISSION OF THE CITY OF DEL RIO, TEXAS, THAT: 1. Re: Retroactive Appointment of Police Officer Dulce Gorualez Mrs. Venegas, As you and I have discussed recently, there was a civil service matter that I had been working on with Mrs. Canales prior to her departure eadier this month. The matter pertains to Sr. Police Offrcer Dulce Gorualez,who was rehired onjune l2,20l4,bythen Chief of Police, James Debrow, whom had submitted a letter to the then Civil Service Director, Mary Canales, asking for Officer Gotaalezto be reappointed and rehired as a police officer, due to staffneeds at the time. A recent file audit had determined that Ms. Gonzalez information had never been submitted to the Civil Service Commission for approval; all available agenda's and minutes published were reviewed, which showed that the matter was never placed on the Agenda for their review and tentative approval. This employee has been working since the date mentioned, and I am respectively asking that this matter be entertained and retroactively approved so that we may btirg her status into proper compliance as per Texas Local Govemment Code 143, as well as per City of Del Rio, Texas Local Civil Service Rules.
