DISCUSSION A list of names is provided to Commission in closed session of candidates that were certified to the Police Department and not selected for appointment. Based upon their non-selection and in order to provide the hiring department with a list of viable candidates, staff is requesting Commission approval to remove the identified candidates from the following lists: Police Officer - Recruit (Open/Promotional), Police Officer Trainee (Open/Promotional), and Police Officer - Academy Graduate (Open/Promotional) eligibility lists. AUTHORITY Rule VI, Section 12(d) of the Civil Service Rules and Regulations for Miscellaneous Employees and Rule V, Section 4(a)(6) of the Civil Service Rules for Police and Fire Employees allow for the Commission to remove candidates from the eligible list for failure to complete and/or successfully pass a background investigation. Rule VI, Section 12(d)(5) of the Civil Service Rules and Regulations for Miscellaneous Employees and Rule V, Section 11(d)(4) of the Civil Service Rules and Regulations for Police and Fire Employees allows for the Commission to remove candidates from the eligible list when the records of the Personnel Officer show the candidate has requested in writing that his/her name be removed. DISCUSSION Mr. Rodrigues voluntarily resigned in good standing as a Collection Systems Operator in the Municipal Utilities Department on January 13, On February 28, 2018, Mr. Rodrigues submitted a request to be reinstated as a Collection Systems Operator. There is a current full-time vacancy in this classification in the Municipal Utilities Department and the City Manager has authorized filling this vacancy. AUTHORITY Rule VII, section 7(a) of the Civil Service Rules and Regulations for Miscellaneous Employees provides that a regular employee who has resigned in good standing may be reinstated to a vacant position of the same class within a period of two (2) years from the effective date. I am formally requesting to be reinstated to my former position of Collection Systems Operator for the City of Stockton. I had left the City Of Stockton for employment at Oro Loma in San Lorenzo. They offered me a similar position within their establishment with an increase in pay and fully paid benfits. I have come to realize that it is not just about money. You have to be happy with your job and enjoy coming to work. I really enjoyed coming to work every day here in Stockton and would like to be reinstated to Collections Systems Operator for the City of Stockton. Thank you, Peter Rodrigues February 28,

18 CIVIL SERVICE COMMISSION Resolution No. CS RESOLUTION REINSTATING PETER RODRIGUES TO THE POSITION OF COLLECTION SYSTEMS OPERATOR, REGULAR STATUS Peter Rodrigues was hired to the position of Collection Systems Operator in the Municipal Utilities Department on December 17, 2012; On January 13, 2018 Peter Rodrigues voluntary resigned in good standing as evidenced by the record on file; On February 28, 2018, Peter Rodrigues submitted a written request for reinstatement to the position of Collection Systems Operator in the Municipal Utilities Department; and with the recommendation of the Personnel Officer and consent from the Director of Municipal; There is an available vacant Collection Systems Operator, which the City Manager has approved for filling; Rule VII, section 7(a) of the Civil Service Rules and Regulations for Miscellaneous employees provides for reinstatement of an employee who has resigned in good standing; now, BE IT RESOLVED BY THE CIVIL SERVICE COMMISSION OF THE CITY OF STOCKTON, AS FOLLOWS: 1. 20 City of Stockton Legislation Text File #: , Version: 1 REQUEST TO CONDUCT A PROMOTIONAL EXAMINATION - FIRE FIGHTER / ENGINEER RECOMMENDATION Adopt a resolution approving the weights of the examination and the contents of the job announcement for the promotional position of Fire Fighter/Engineer. DISCUSSION Civil Service Rule VI, section 4(b) of the Police and Fire Employees Rules and Regulations provides, The scope and content of the examination requirements, the weight of each portion of the examination, and whether seniority points will be allowed for the examination will be announced in the job announcement as authorized by resolution of the Civil Service Commission. Listed below are the requirements for the position of Fire Fighter/Engineer: MINIMUM QUALIFICATIONS Equivalent to graduation from high school and three and one-half (3 ½) years of experience as a Firefighter as of April 25, EXAMINATION The examination will consist of a written test and a manipulative test, each weighted 50%. In order to obtain a passing score, candidates must receive a minimum score of 70% in each portion of the examination. Written test: passing may be other than an arithmetic seventy percent (70%). Manipulative test: if a safety violation occurs or equipment damage is incurred, the candidate will receive an automatic failure, or zero (0). Candidates must successfully complete all drills to receive a passing score. In keeping with the Civil Service Rules and Regulations for Police and Fire Employees, a score of less than 70% on either portion of the examination will result in failure of the entire examination process. Only candidates who have passed the written test will compete in the manipulative test. SENIORITY POINTS Candidates must pass all portions of the examination to be eligible for seniority points at the rate of 0.25 percent (0.25%) per year (or fractions thereof) of sworn service not to exceed a maximum of five (5.0) seniority points. Said points shall be added only to the eligible applicants total passing score. SCOPE OF THE EXAMINATION The written and assessment portion of the examination may include, but may not be limited to, the following areas: City of Stockton Page 1 of 2 Printed on 3/7/ powered by Legistar

21 File #: , Version: 1 Knowledge of: Principles, practices, techniques and apparatus required for fire prevention and suppression; Principles and techniques of fire apparatus hydraulics; Principles and practices of providing emergency medical care at the basic life support level; Operation and maintenance of practices and methods for a variety of fire apparatus and equipment; Applicable local, state and federal laws, codes, ordinances and regulations; Safety practices and precautions pertaining to the work; Geographical layout of the City and location of various fire suppression utilities. A recommended reading list will be published on the promotional employment announcement. The most recent eligible list for Fire Fighter Engineer list is exhausted, and the Fire Department requests that a new list is established. The City Manager has approved the establishment of the above listed position, and staff will move forward with the recruitment and examination process for the position. Upon completion of the process, the examination summary and eligible list will be provided to you for your review and adoption at a future meeting. AUTHORITY Rule VI, sections 3 and 4 of the Civil Service Rules and Regulations for Police and Fire Employees requires the Civil Service Commission to approve by resolution the weights of examinations and the contents of the job announcement for all promotional examinations. 22 CIVIL SERVICE COMMISSION Resolution No. CS RESOLUTION APPROVING CONDUCT OF THE RECRUITMENT AND EXAMINATION PROCESS FOR THE POSITION OF FIRE FIGHTER/ ENGINEER IN THE FIRE DEPARTMENT In accordance with Civil Service Rule VI, section 4(b) of the Police and Fire Employees Rules and Regulations, which provides, The scope and content of the examination requirements, the weight of each portion of the examination, and whether seniority points will be allowed for the examination will be announced in the job announcement as authorized by resolution of the Civil Service Commission ; and In accordance with the Personnel Requisition of the City Manager dated September 25, 2017, where the current eligible list is currently exhausted, and the critical nature of this position, it is necessary to hold a promotional examination for the position of Fire Fighter/Engineer in the Fire Department; and It is also necessary to determine the contents of the job announcement, set the weights of each component of the examination, determine the method of ranking and weigh ting of scores, and set the date of the examination; now, therefore, BE IT RESOLVED BY THE CIVIL SERVICE COMMISSION OF THE CITY OF STOCKTON, AS FOLLOWS: 1. That the Human Resources Department is hereby appointed as Chief Examiner and is authorized to open the recruitment and examination process for the position of Fire Fighter/Engineer. 2. That the qualifying requirements for the examination, the minimum passing score, weights, and other details of the examination as referenced below: MINIMUM QUALIFICATIONS Current service in the Stockton Fire Department as a Fire Fighter with at least three and one-half (3 1/2) years of service as of April 25, EXAMINATION The examination will consist of a written test and a manipulative test each weighted 50%. In order to obtain a passing score, candidates must receive a minimum score of 70% in 22

23 each portion of the examination. Written test: passing may be other than an arithmetic seventy percent (70%). Manipulative test: if a safety violation occurs or equipment damage is incurred, the candidate will receive an automatic failure, or zero (0). Candidates must successfully complete all drills to receive a passing score. In keeping with the Civil Service Rules and Regulations for Police and Fire Employees, a score of less than 70% on either portion of the examination will result in failure of the entire examination process. Only candidates who have passed the written test will compete in the manipulative test. SENIORITY POINTS Candidates must pass all portions of the examination to be eligible for seniority points at the rate of 0.25 percent (0.25%) per year (or fractions thereof) of sworn service not to exceed a maximum of five (5) seniority points. Said points shall be added only to the eligible applicants total passing score. SCOPE OF THE EXAMINATION The written test may include, but may not be limited to, knowledge of material fro m the following areas: Principles, practices, techniques and apparatus required for fire prevention and suppression; Principles and techniques of fire apparatus hydraulics; Principles and practices of providing emergency medical care at the basic life support level; Operation and maintenance of practices and methods for a variety of fire apparatus and equipment; Applicable local, state and federal laws, codes, ordinances and regulations; Safety practices and precautions pertaining to the work; and Geographical layout of the City and location of various fire suppression utilities. A recommended reading list will be published on the promotional employment announcement. 3. That the Human Resources Department is hereby directed to give notice of said examination as required by the Rules and Regulations of this Commission. No action is necessary. SUMMARY This report is to inform the Civil Service Commission of action taken by the Interim Director of Human Resources approving the classification specification of Supervising Crime Analyst. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications and file them with the Secretary of the Commission. City Council, at its February 27, 2018 meeting, approved resolution creating the represented classification of Supervising Crime Analyst for the Stockton Police Department and approving the proposed salary range. DISCUSSION Stockton Police Department requested the establishment of a new classification of Supervising Crime Analyst to be placed within the classified service of the civil service system and represented by the Stockton Mid-Management C bargaining unit. This civilian single-incumbent, supervisor level position will lead assigned staff and work activities for the City s Crime Analyst and ensure that the Division is conforming to national standards for the Police Department. Establishing a new Supervising Crime Analyst classification will assist the Police Department in hiring a well-qualified employee to perform the complex duties of supervising the City s Crime Analysis Division. The Mid-Management bargaining unit reviewed and supports the new specification. The new class specification is attached for your information as Attachment A. AUTHORITY Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.
