7 Realtor Volunteers Why and how you were chosen? Some were elected by a local board Some were employed by a local board Some were elected by the MAR board of directors Some were employed by MAR Some were selected by the MAR leadership team Each one of us here today have one group that we have responsibility to and for that is the: Massachusetts Association of Realtors

8 What is best for our state association and for our membership? Fiduciary Duty - In your role as a volunteer, you have a fiduciary duty to act in the best interests of MAR. Your fiduciary duties are owed to MAR, not to any local association that may have selected you to serve in your position. You must never act in a way that would be detrimental to MAR or for your personal benefit or for the benefit of a third party.

9 What is best for our state association and for our membership? Our Conflict of Interest Policy must be front and center before we make any decision. Conflict of Interest Policy A member of any of MAR's decision-making bodies will be considered to have a conflict of interest whenever that member: 1. Is a principal, partner or corporate officer of a business providing products or services to MAR or in a business being considered as a provider of products or services ("Business"); or 2. Holds a seat on the board of directors of the Business unless the person's only relationship to the Business is service on such board of directors as MAR's representative; or 3. Holds an ownership interest of more than 1 percent of the Business.

10 Leadership Team The Leadership Team is defined in the MAR Bylaws as: SECTION 3. There shall be a Leadership Team consisting of statewide elected officers and EVP. Said team shall not act in any capacity for the State Association or the Executive Committee, but may make recommendations to the Executive Committee.

21 MAR Committees Snapshot 2017 MAR Committee Descriptions and Mission Statements Association Executives Committee - To provide a forum for Association Executives to be informed on Association issues and procedures. In addition, the AEC works to foster cooperation in the exchange of information and experiences among its members and between the local Boards/Associations and the Massachusetts Association of Realtors. Membership is limited to all chief executive officers of all REALTOR Associations in Massachusetts. As appropriate, the AEC shall provide recommendations to MAR leadership on issues of concern to the local Realtor Boards/Associations. Audit Committee - To engage with outside auditors for the purpose of conducting an annual MAR audit. Meetings: Approximately 2 per year.

44 Bylaws & Policies Bylaws Committee Definition of Bylaws: Rules adopted by an organization in order to regulate its own affairs and the behavior of its members. Definition of Policy Manual: The manual details the specific methods employed to express policies in action in day-to-day operations of the organization. They ensure that a point of view held by the governing body of an organization is translated into steps that result in an outcome compatible with that view.

64 Tax Reform NAR is engaged with key members of the tax writing committees in the House and Senate, on both sides of the aisle, outlining our positions on Tax Reform PwC Study will estimate the macro and microeconomic impacts of potential tax reform proposals Republicans likely to use reconciliation to pass tax reform Blueprint based on three goals: (1) job growth, (2)simplicity, and (3) reforming the IRS Future of tax extenders such as mortgage debt forgiveness in limbo

65 Tax Reform Blueprint Key Elements House Ways and Means Committee produced Blueprint in June Doubles the Standard Deduction to $12,000/$24,000 (currently $6,300/$12,600) Eliminates the deduction for state and local taxes, including property taxes. NAR opposes these provisions because they take away the tax benefits of homeownership.

66 NFIP Reauthorization Republican members of HFSC issued principles for flood insurance reauth and reform. NFIP is $23 billion in debt Current reauth period expires on September 30 th NAR continues to be engaged with members/staff on HFSC and Senate Banking, outlining the importance of an effective and solvent NFIP NAR s Insurance Committee is developing state tool kit to offer alternatives to/reduce reliance on NFIP

67 Regulatory Reform Establishing and building relationships with new Federal Agency and Trump Administration staff early on. HUD: Explain the importance of FHA lending to HUD Secretary Carson CFPB: NAR working group to discuss new structure and make recommendations to appropriate policy committees Dodd-Frank: maintain exemption from CFPB supervisory authority that REALTORS currently enjoy GSE reform: Fannie and Freddie put $10-$12 billion back into the Treasury.

68 Massachusetts Delegation Members Upon Whom NAR will be Relying Heavily in the 115th Sen. Elizabeth Warren: Senate Banking Committee member and extremely involved with student loan debt issue Rep. Richie Neal (MA-1): Ranking Member on Ways and Means and has a very deep understanding of NAR issues Rep. Jim McGovern (MA-2): Senior member on House Rules Committee, which will play an important role during reconciliation Rep. Mike Capuano (MA-7): Senior member on HFSC and extremely active on housing finance related issues
