5 January 24, 2018 REGULAR MEETING OF THE COMMON COUNCIL JANUARY 24, 2018 Mayor Erin E. Stewart called the Regular Meeting of the Common Council to order at 8:03 p.m. on Wednesday, the 24th day of January 2018 in the Common Council Chambers, City Hall. Fourteen members were present at roll call: Ald. Magnuszewski, E. Sanchez, Reyes, Smedley, Rosado, Albert, Ayalon, Breslin, Giantonio, Naples, Pabon, Salerno, I. Sanchez, and Santiago. One member was absent: Ald. Carlozzi who is ill. The invocation was given by City Clerk, Mark H. Bernacki: O God, our Heavenly Father, with the break in the weather please give us an early spring. Soon the buds will populate our trees and seedlings will grow. Instill in us a compassionate resolve to face the challenges and uncertainties that lay ahead. Turn these challenges into bi-partisan opportunities and empower our faith to serve others through your presence. We ask this in Thy name. Amen. The pledge to the flag was led by Yvonne Muniz. A moment of silence was observed in memory of three young men who died in a motor vehicle accident on Sunday morning Moses Negron, a New Britain High School student, Kerion Rogers of Bristol, and Taahir Harris of Southington. Mayor Stewart asked for prayers and strength for their families. Ald. Smedley was granted a point of personal privilege and reminded everyone of a fundraiser supporting the New Britain High School Baseball team to be held on Fri. Jan. 26th at the V.F.W. Ald. Magnuszewski moved to accept and adopt the minutes of the Regular Meeting of December 13, 2017, seconded by Ald. Santiago. So voted. Ald. The property had no evidence of vandalism and appears to be in compliance. No further action is required RE: BLIGHT - 31 ACORN STREET At the request the Common Council, an inspection was conducted at 31 Acorn Street. The property contained an accumulation of trash. The property owner was notified and has complied with orders from the Health Department. No further action is required RE: BLIGHT - 39 ACORN STREET At the request the Common Council, an inspection was conducted at 39 Acorn Street. Property contains an accumulation of trash and litter. Two unregistered autos were observed on the property. The Housing Division has issued a Notice of Violation letter. The property owner has ten days to comply with the notice. 7 January 24, RE: BLIGHT ALLEN STREET At the request the Common Council, an inspection was conducted at 314 Allen Street. The property appeared to be clean and maintained. However the porch has significant chipping, peeling, and cracking paint. A notice of violation will be issued to the property owner. A re- inspection will be conducted in late April RE: BLIGHT ALLEN STREET At the request the Common Council, an inspection was conducted at 344 Allen Street. The exterior of the property appears to be clean and maintained. The inspection revealed that the structure appears to be unsafe due to fire damage. The owner was issued a notice of violation due to the following conditions: the structure is dilapidated; the structural frame is deteriorated. The owner is ordered to have the structure evaluated by a CT licensed Structural Engineer and a report made available to the Building Official for review. In addition, the repairs shall be consistent with the report regarding any corrective work to be performed. The owner was directed to provide a report within 30 day from issuance of the notice RE: BLIGHT ALLEN STREET At the request the Common Council, an inspection was conducted at 402 Allen Street. The property appeared to be clean and maintained. The front screen door was detached from the door frame. Owner will be notified to correct violation RE: BLIGHT ALLEN STREET At the request the Common Council, an inspection was conducted at 426 Allen Street. There was no evidence of chipping, peeling, or cracking paint on the exterior surface of the building. No further action is required. 7 60

The case has been assigned to a Code Official to investigate. The owner was issued a Notice of Violation to correct the defective surfaces on all porch componets. The property contained an accumulation of trash and litter. Porches were in disrepair. The property owner (Bank Owned) was notified and has complied with the order from the Building Department. The property has no evidence of severe chipping, peeling, or cracking paint. The property contains an accumulation of trash and abandon furniture. The exterior of the building appeared to significantly deterioring. A notice of violation letter was issue to the property owner. The trash and abandon furniture was removed. The property owner is schedule to vinyl side the building in April of The property will be re- inspected on May 1,
15 January 24, RE: BLIGHT - 70 LAWLOR STREET At the request the Common Council, an inspection was conducted at 70 Lawlor Street. The downspout to the gutter is in disrepair. In addition, the fence along the rear of the property was not constructed properly and without permits. The property owner was issued a notice of violation. The property owner is demonstrating progress and thus far has complied with the orders RE: BLIGHT - 76 LAWLOR STREET At the request the Common Council, an inspection was conducted at 76 Lawlor Street. The property contained an accumulation of trash and litter. One unregistered auto was observed on the property. The property owner was issued a notice of violation letter. The property contained an accumulation of litter in the front yard. One unregistered was observed on the property. The property owner was issued a notice of violation letter. 44 C I T Y O F N E W B R I T A I N N E W B R I T A I N, C O N N E C T I C U T REPORT OF : To Her Honor, the Mayor, and the Common Council of the City of New Britain: the undersigned beg ITEM #: Alderman Ayalon requested that the appropriate department [to] determine the cost of mailing Neighborhood Revitalization Zone meeting notices, agendas and pertinent information to residents of each zone by the City. The petition requested a breakdown by once a year, twice a year and every three months. In addition, the department was requested to provide information on the cost of posting flyers of Neighborhood Revitalization Zone meetings in central locations across each zone. Based on the Department of Community Development s (DCD) analysis, there is no reasonable approach that would allow the city to reach all residents within each zone via mail. However, the department believes the Alderman s intent is to reach each housing unit within the respective zone. As such, the DCD has established estimates based on this intent. The city maintains a list of all buildings containing housing units. There are, unfortunately, a number of obstacles to reaching every housing unit within the city and/or achieving the intent of Alderman Ayalon s request. The Neighborhood Revitalization Zones (NRZs) are delineated in the city s GIS database, which stems from the Assessor s parcel database. A building may contain multiple units and not all units are identifiable for mailing purposes through the Assessor s database. In order to further determine the costs associated with this form of outreach, the DCD would require assistance from the Assessor s office to cross-reference each property address. Neither the GIS nor the Assessor s databases have the ability to determine which units are occupied and which are vacant. Furthermore, any correspondence sent from the NRZ to a housing unit would be a non-descript, non-personalized letter. Experience has shown that these types of notices fall short of reaching the intended audience as they are perceived as junk mail. Mailing to non-occupied units or sending non-descript letters is typically seen as an unnecessary cost with a limited return on investment. In the interest of addressing the request, the estimated cost to print a one-sided, black and white notice; insert the notice into an envelope; and mail the notice to each unit would cost approximately $.83 per household. The estimated costs based only on identified units is as follows: Arch Street NRZ There are approximately 691 residential properties. The DCD has calculated approximately 1,211 units with an additional 61 buildings containing an unidentified number of units. 44
45 Therefore, base costs would be an estimated: Annually: 1211 X.83 X 1 = $1, Semi-Annually: 1211 X.83 X 2 = $2, Quarterly: 1211 X.83 X 4 = $4, East Side NRZ There are approximately 3104 residential properties. The DCD has calculated approximately 1506 units with an additional 114 buildings containing an unidentified number of units. Therefore, base costs would be an estimated: Annually: 1506 X.83 X 1 = $1, Semi-Annually: 1506 X.83 X 2 = $2, Quarterly: 1506 X.83 X 4 = $4, North-Oak NRZ There are approximately 712 residential properties. The DCD has calculated approximately 1462 units with an additional 89 buildings containing an unidentified number of units. Therefore, base costs would be an estimated: Annually: 1462 X.83 X 1 = $1, Semi-Annually: 1462 X.83 X 2 = $2, Quarterly: 1462 X.83 X 4 = $4, It is important to reiterate that the estimates are based on single-sided mailings. Should, as suggested, pertinent information have to be mailed, the cost would also increase substantially. The unidentified units will also make costs escalate considerably. As an example, if we assumed an average of 6 units per building, an additional 366, 684, and 534 would need to be added, respectively. This would result in an additional $1, annually, $2, semi-annually, and $5, quarterly. Therefore, the total estimated cost per year to mail to all households quarterly is approximately $19, The cost of posting flyers of NRZ meetings in central locations has been estimated based off of flyers being delivered to 7 key business locations in each NRZ. Each location would receive 25 flyers, some for posting with extras for handing out. Breakdown is as follows: 25 flyers X 7 business X 3 NRZs = 175 flyers 175 flyers X $.50/copy & paper = $87.50 Staff time at 3.5 hours X 3 NRZs X 4= 10.5 hours X Salary + Fringe Respectfully submitted, Kenneth A.
