5 Minutes of November 7, 2018 MUKILTEO WATER AND WASTEWATER DISTRICT BOARD OF COMMISSIONERS REGULAR MEETING The Regular Meeting of the Board of Commissioners of November 7, 2018 was called to order at the District office by Commissioner Johnson at 7:00 p.m. ROLL CALL/ IN ATTENDANCE Commissioners: Mike Johnson, Thomas Rainville, Tom McGrath Engineering Eric Delfel (Gray & Osborne) Legal John Milne (Inslee Best) Staff: Jim Voetberg, General Manager; Rick Matthews, Operations/Engineering Manager; Gil Bridges, Treatment Plant Manager; Kendra Chapman, Executive Assistant/HR APPROVAL OF AGENDA VISITORS AND COMMENTS FROM THE AUDIENCE MINUTES Motion by Commissioner McGrath, second by Commissioner Rainville to approve the agenda as presented. The motion passed unanimously. None. Motion by Commissioner McGrath, second by Commissioner Rainville, to approve the minutes of the regular meeting of the Board of Commissioners on October 17, The motion unanimously. CONSENT AGENDA Motion by Commissioner Rainville, second by Commissioner McGrath, to approve the Consent Agenda as presented. The motion passed unanimously. 6 Board of Commissioners Meeting Minutes November 7, 2018 Page 2 BUSINESS ITEMS 3 rd Quarter Financials General Manager Voetberg presented the item noting the District was on target with its budget through three quarters of the year, adding revenues are 4.3% higher than budget expectations and expenses are 3.5% lower than budget expectations. Mr. Voetberg highlighted the Everett sewage disposal costs noting the reduced expense is due to higher wheeling credits, and noted the higher than budgeted biosolids disposal cost was due to a change in service providers. Mr. Voetberg acknowledged Staff for their continued good job at staying under budget. General discussion occurred. Commissioner Rainville noted the District s short term laddered investment strategy is helping interest earnings and recommended Staff watch closely for changes coming in the future. Credit Adjustment Due to Leak General Manager Voetberg presented the item noting Staff reviewed and verified all of the requirements for leak adjustments were met. Voetberg noted this credit was for a sewer only commercial account and based on water consumption. General discussion occurred. Motion by Commissioner Rainville, second by Commissioner McGrath to approve a credit adjustment to Marjorie & Garry Spesock and authorize the President of the Board to sign the Leak Credit Adjustment authorization form dated 10/30/18 in the total amount of $1, The motion passed unanimously. Updating Wheeling Rates Resolution No General Manager Voetberg presented the item noting the re-adoption of service rates for water and sewer service was required to correct the sewer wheeling rate which was miscalculated during the 2018 rate study. Mr. Voetberg reported when calculating wheeling rates as a part of the rate study, administration fees were inadvertently omitted. Voetberg noted that other than correcting the wheeling rate in Section 5, all other service rates remained the same. General discussion occurred. Motion by Commissioner Rainville, second by Commissioner McGrath to Approve Resolution No , approving monthly charges for water and wastewater services. The motion passed unanimously. Page 3

7 Board of Commissioners Meeting Minutes November 7, 2018 Page 3 Disposal of Surplus Property Appraisal Bid Award Resolution No General Manager Voetberg presented the item noting on September 17 th the Board authorized staff to secure firm(s) to appraise and broker surplus District property. Staff developed and advertised a request for proposal in which three firms submitted proposals for appraising the properties. After review of the proposals, Staff recommends award to Mount Appraisal Group in an amount not to exceed $9, Mr. Voetberg noted the RFP included two phases, the appraisal phase and property brokering phase, adding since no firm submitted proposals for the property brokering phase Staff will contact local brokers to find interest in brokering the properties once the appraisals are competed and the price set. Motion by Commissioner McGrath, second by Commissioner Rainville to Adopt Resolution No , awarding a service agreement for the appraisal for surplus District properties to Mount Appraisals in the amount not to exceed $9, The motion passed unanimously. WWTF Admin- Lab Building Project Update Other Business General Manager Voetberg presented the item noting the project continues to move forward with the Snohomish County Hearing Examiner scheduled to review the project shoreline and conditional use permit on December 4 th at 10:00 am. Mr. Voetberg added with permitting nearing completion, Staff issued a request for qualifications for design of the building. Voetberg said a selection committee reviewed the proposals narrowing them down to two, then conducted phone interviews with each of the two shortlisted firms. Voetberg added that based on the proposals and phone interviews, the committed selected Page & Beard Architects as the preferred firm to design the building, noting a finalized agreement will be brought to the Board at a future meeting. None. ADDITIONAL REPORTS Management General Manager s Report General Manager Voetberg reported the Department of Ecology has issued a new National Pollutant Discharge Elimination System (NPDES) permit for the Big Gulch Wastewater Treatment Plant, maintaining the same discharge requirements and limits as the existing permit. Mr. Voetberg reported there was a Lift Station No. 5 force main break the previous week which has since been prepared. Operations/Engineering Manager Rick Matthews briefly discussed Staff s response and repair of the leak. Page 4

8 Board of Commissioners Meeting Minutes November 7, 2018 Page 4 Mr. Voetberg reported he and Mr. Matthews met with Strider on Monday to discuss the current claim in regards to the 2017 Water and Sewer Improvements Project, adding the District and Strider continue to have differences in the cost of the project. Capital Projects Status Report The Board received the report. Verbal Reports Operations/Engineering Manager Matthews reported the Lift Station 10 project is getting closer to closing out and the site is now secure. Matthews also reported Operations Staff has been working on the 2019 budget. Treatment Plant Manager Bridges reported the plant is running well. Bridges also reported there are no big changes in the recently renewed NPDES permit for the plant. Legal Engineering Commissioners Attorney, John Milne gave an update on the King County Right-of-Way rental fee as well as the City imposed excise tax happening to some utilities in Washington State. Engineer, Eric Delfel reported the 2019 Water and Sewer Improvement Project is set to advertise the following week. Commissioner Rainville asked about the Interlocal agreement with the City of Mukilteo for the road repairs on 61 st Place West. Operations/Engineering Manager Matthews reported the City is out to bid for the project with a bid open date set for November 20 th at 2:00 pm. Commissioner McGrath reported he had an excellent tour of District facilities. Mr. McGrath stated he talked with different employees at each facility and was impressed with their knowledge and the pride they have in what they do.
