2 1. The 13 th meeting of the RID Committee of Experts working group on tank and vehicle technology will be held on 11 and 12 April 2012 in Rome. Venue: Ministry of Infrastructure and Transport Via Giuseppe Caraci, 36 IT Rome The meeting will begin at on Wednesday, 11 April 2012 and will end at on Thursday, 12 April At the meeting, there will be consecutive interpretation into German and French and simultaneous interpretation into English will also be provided. A provisional agenda is attached in Annex 1. In order to take part in this meeting of the working group, you must register your attendance by no later than 30 March 2012 using the registration form attached in Annex At the 50 th session of the RID Committee of Experts (Malmö, November 2011), it was agreed that following this meeting of the working group on tank and vehicle technology, a working group would meet to look at whether the participants actions could be put into more concrete terms in RID. Firstly, this working group will look at the possibility of taking over the obligations concerning inspections from point 5 of UIC leaflet into RID and secondly, the type of reference to the CEFIC checklists for the filler and unloader in RID and (see report OTIF/RID/CE/2011-A, paragraphs 26 to 31 and paragraphs 64 to 71, documents OTIF/RID/CE/2011/1 and OTIF/RID/CE/2011/11 and informal document INF.9 from the 50 th session of the RID Committee of Experts). This meeting, which will also be held at the Ministry of Infrastructure and Transport, will begin at on Thursday, 12 April 2012 and will end at on Friday, 13 April At this meeting, German, English or French may be spoken, but there will only be simultaneous interpretation into English. 4 Annex 1 PROVISIONAL AGENDA for the 13 th session of the working group on tank and vehicle technology (Rome, 11 and 12 April 2012) 1. Adoption of the agenda 2. Detection of derailments At the request of the European Commission (informal document INF.9 from the 47 th session of the RID Committee of Experts), it was decided to defer inclusion of the provisions adopted by the RID Committee of Experts on fitting tank-wagons for certain dangerous goods with derailment detectors to the 2013 edition of RID. For the final decision at the 51 st session of the RID Committee of Experts (Berne, 30 and 31 May 2012), the European Commission announced that it would submit its position, revised on the basis of the DNV study, by March The 50 th session of the RID Committee of Experts (Malmö, November 2011) asked the working group to carry out an assessment of the European Commission s decision on the detection of derailments. 3. Accident reports At the 50 th session of the RID Committee of Experts, the representative of Italy gave an overview of the interim results of the investigation into the railway accident that occurred in Viareggio on 29 June On the basis of , he was asked to submit a final accident report to the RID Committee of Experts and the working group on tank and vehicle technology, so that those bodies could discuss the consequences of the accident for dangerous goods legislation, bearing in mind current considerations in terms of derailment detectors, and derive any measures that might be deemed necessary (see paragraphs 73 to 77 of the report of the 50 th session of the RID Committee of Experts (OTIF/RID/CE/2011-A)). 4. Handbrakes on new build tank-wagons and other dangerous goods wagons UIC was asked to check whether the requirement in UIC leaflets 573 and that tankwagons and other wagons for the transport of dangerous goods must be equipped with handbrakes that can be operated from the platform was still necessary (see paragraphs 31 to 34 of report OTIF/RID/CE/GT/2011-A). 5. Transitional provisions for old gas tank-wagons In connection with the presentation of the interim results of the investigation into the Viareggio railway accident at the 50 th session of the RID Committee of Experts, it was suggested that consideration be given to the continued operation of gas tank-wagons over 30 years old on the basis of transitional provisions (see paragraph 76 of the report of the 50 th session of the RID Committee of Experts (OTIF/RID/CE/2011-A)). 6. Carriage in bulk Based on the results of the Joint Meeting s informal working group on the BK and VW/VV provisions, it might be necessary to revise the rail-specific provisions for carriage in bulk. Before doing so, the Joint Meeting s discussions (Berne, March 2012) on the report of the informal working group must be awaited. 4

Entity in Charge of Maintenance (ECM) At the 50 th session of the RID Committee of Experts, the representative of the European Railway Agency (ERA) submitted the report of his investigation into whether the certification system for the entity in charge of maintaining freight wagons would have any repercussions on undertakings responsible for maintaining tank-wagons on the basis of RID. The representative of Belgium said that she was prepared to draft a proposal to refer to the ECM Regulation and the technical Appendices to COTIF in RID and This proposal, which will also deal with the issue of the different terms of operator and keeper, should be checked beforehand by the working group on tank and vehicle technology (see paragraphs 84 to 89 of the report of the 50 th session of the RID Committee of Experts, OTIF/RID/CE/2011- A).
