PRAYER The Chaplain, Reverend DAVID BISER, of Crosspoint United Methodist Church, Harrisburg, offered the following prayer: On this day of travel for most of us, we thank God for getting us here today and for the task that lies before us. Let us pray. Our Heavenly Father, thank You for this day, for Your blessings, Your grace, Your mercy, Your kindness. They are all more than we can measure and beyond our wildest imagination. We thank You, Heavenly Father, for this room and the way You have presented us in a place before You to make decisions for Your people who make up the Commonwealth of Pennsylvania. Thank You for the privilege, Lord, for the burden is heavy upon our shoulders this day, for there are many today, Lord, who are placing demands upon this room and upon the men and women who lead our nation and our State. Lord, those burdens are felt today. And we ask, 0 God, that You would bring a quick resolve so that Pennsylvania might lead the way and once again be seen as a leader among Your people. 0 Father, we pray for those who are far away, who are in harm's way, who are leading our nation, from our President all the way to our to the Speaker of the House and the President pro tempore of this Senate. Thank You, 0 Father, for all that You are doing in this place. And we ask, God, Your guidance today, Your leadership in our lives, and Your move that You might bring our State into a place of resolve and move us forward. 2 1160 LEGISLATIVE JOURNAL - SENATE AUGUST 10, nically flawed and cannot be viewed as a constitutionally balanced budget enacted with the best interests of the citizens of Pennsylvania in mind; therefore, I am exercising my constitutional right to line item veto all but those appropriations that will allow state employees to be paid and those serving immediate basic health and safety purposes. In those line item appropriations where I have deleted the entire line, I am listing the line item and amount below. In those line item appropriations where I have inserted a new, lesser amount, I am vetoing the amount of the appropriation removed. Where I have not eliminated or reduced an appropriation, this does not mean that I agree with the funding levels for these line items. In many cases the amounts presented in Senate Bill 850 are insufficient to meet the responsibilities of state government. However, Commonwealth employees who have worked these weeks without pay deserve to be compensated and the basic framework of government must be in place to protect the health and safety of our citizens. Senate Bill 850 is not a constitutionally balanced budget. Senate Bill 850, when combined with other General Fund (nonpreferred) appropriations included in separate appropriation bills, is more than $1.7 billion out of balance with current revenue estimates. The General Assembly has not sent me any additional pieces of legislation that would provide for additional General Fund revenues to support the total spending level contained in this bill. While the bill does include a number of inter-fund transfers that enhance general fund revenues, I have concerns with some of the proposals. For example, at the time Senate Bill 850 was introduced, there was a possibility that $174,000,000 would be available in the Oil and Gas Lease Fund for transfer to the General Fund. At this time there is not sufficient revenue in the fund to effectuate this transfer in its entirety. There are also technical problems with the bill that cause me to reduce or eliminate certain appropriations. In addition, the appropriations in Senate Bill 850 do not reflect the mandatory cost increases associated with updated caseload projections for key health care programs. Also, the bill does not include many of the appropriations required for agencies to utilize federal stimulus programs under the American Recovery and Reinvestment Act of But most of all Senate Bill 850 is not a legitimate budget because it robs the Commonwealth and its citizens of future opportunities. To continue to grow and progress, as Pennsylvania has done over the last six and a half years, we must also continue to invest in our assets. And our greatest asset is, in fact, our young people. Thanks to our work with the members of the legislature, Pennsylvania has made smart and substantial investments in education that have paid tremendous dividends. Today nearly 30% more of our children are proficient in reading and math compared to seven years ago. Today, Pennsylvania is one of only nine states that made significant progress in elementary school reading and math on the national assessment. And, today we can all exalt in our recent PSSA scores, which for the first time in our state's history show improvement in every grade level, in both reading and math. If our state is going to remain viable and competitive in the new high-technology global economy we must continue to invest in our children. I cannot and will not accept a budget that fails to do so. As I have said, Senate Bill 850 is a deeply flawed piece of legislation that I cannot accept as the final Commonwealth budget for fiscal year It is simply a statutory tool to allow me to pay our employees and protect some citizens from immediate risks to their health and safety. I am returning Senate Bill 850 with the following full and partial line item vetoes with that very purpose in mind. PART II GENERAL FUND AND FEDERAL APPROPRIATIONS FOR SUBPART A EXECUTIVE DEPARTMENT Section 202.
