1 APPROPRIATION ACTS No. 1-A. AN ACT To provide for the ordinary expenses of the Executive, Legislative and Judicial Departments of the Commonwealth, interest on the public debt, and for public schools for the fiscal year July 1, 1962, to June 30, 1963, and for the payment of bills incurred and remaining unpaid at the close of the fiscal period ending June 30, The General Assembly of the Commonwealth of Pennsylvania hereby enacts as follows: Section 1. This act shall be known and may be cited as The General Appropriation Act of Section 2. The following sums, or as much thereof as may be necessary, are hereby specifically appropriated from the General Fund to the several hereinafter named agencies of the Executive, Legislative and Judicial Departments of the Commonwealth for the payment of the salaries, wages or other compensation and travel expense of the duly elected or appointed officers and employes of the Commonwealth, for payment of fees for contractual services rendered, for the purchase or rental of goods, services, printing, equipment, land and buildings, and for payment of any other expenses as provided by law or by this act necessary for the proper conduct of the duties, functions and activities and for the purposes hereinafter set forth for the fiscal year beginning July 1, 1962, and for the payment of bills incurred and remaining unpaid at the close of the fiscal period ending June 30, 1962: I. EXECUTIVE DEPARTMENT To the Governor For the salaries, wages and all necessary expenses for the following purposes and activities, including the maintenance of the executive mansion, the expenses of entertainment of official guests, participation in the Governor s Conference, the expenses of the Executive Board and for the payment of traveling expenses of persons other than employes of the Commonwealth appointed by the Governor to represent the Commonwealth. Administration of the office of the Governor as provided in section 701 of The Administrative Code of

L. 1608) andreorganization Plan No. 1 of ,000 In addition to this amount, all moneys received from the Federal government, or from any other source as contributions for this program, shall be paid into the General Fund and credited to this appropriation. To the Lieutenant Governor For the salaries, wages and all necessary expenses for the proper conduct of the office of the Lieutenant Governor as provided in section 702 of The Administrative Code of ,500 To the Department of the Auditor General For the salaries, wages and all necessary expenses for the proper conduct of the following purposes and activities: Administration of the Department of the Auditor General as provided in sections 706 and 1001 of The Administrative Code of 1929 and The Fiscal Code for auditing requisitions by departments, boards or commissions for disbursements out of the General Fund, and in auditing annually, periodically or specially the a~airsof any department, board or commission which are supported out of the General Fund, excepting eligibility audit costs of Public Assistance recipients hereinafter provided for, and for auditing justices of the peace, other fining offices, Volunteer Firemen s Relief Association Funds and the offices of elected State officials 2,989,800 Administration of the Board of Arbitration of Claims as provided in the act of May 20, 1937 (P. To the Department of Agriculture For the salaries, wages and all necessary expenses for the proper administration of the Department of Agriculture as provided in the acts of May 13, 1909 (P. L. 520), May 28, 1915 (P. L. 587), July 25, 1917 (P. L. 1195), July 10, 1919 (P. L. 900), April 6, 1921 (P. L. 95), May 11, 1921 (P. L. 522), March 28, 1929 (P. L. 86), April 4, 1929 (P. L. 144), April 11, 1929 (P. L. 488), May 20, 1931 (P. L. 136), July 2, 1935 (P. L. 589) April 21, 1937 (P. L. 318), May 15, 1945 (P. L. 547), May 18, 1945 (P. L. 796), April 20, 1949 (P. Payment of compensation to owners of animals destroyed in disease eradication programs as provided in section 1702 of The Administrative Code of 1929 and the Dog Law of ,000 Cooperating with and matching prizes or premiums paid by agricultural associations for exhibits at annual agricultural fairs as provided in the act of July 25, 1917 (P. L. 1195) : Provided, That such associations file such reports as may be required by the Secretary of Agriculture 55,000 The following sum, or so much thereof as may be necessary, i.s hereby appropriated out of the General Fund to be paid into the State Farm Products Show Fund to stage the annual Pennsylvania Farm Show and to maintain the Farm Show Building 180,000 Development and operation of an open livestock show, including cattle, swine, sheep and horses: Provided, That the department may make allocations of this appropriation as it deems appropriate to an incorporated association whose purposes are in accord with the purposes and intent of this appropriation; the funds so allocated to be used for the development and operation of a livestock show in Pennsylvania: And further provided, That the funds allocated by the department shall only be used for the specific items approved by the department in advance of the expenditure 55,000

5 SESSION OF Promotion and holding of annual local, regional and State 4-H dairy club and Future Farmers of America dairy shows: Provided, That the department may make allocations of this appropriation as it deems appropriate to an association whose purposes are in accord with the purposes and intent of this appropriation; the funds so allocated to be used for the development and operation of Junior Dairy Shows: And further provided, That the funds allocated by the department shall only be used for the specific items approved by the department in advance $15,000 For the control of stem rust of wheat, oats, barley and rye by the eradication of rust spreading barberry bushes, and providing for payment thereof to counties making like expenditures of county funds as provided in the act of July 28, 1953 (P. L. 652) 20,000 To the Department of Banking For the salaries, wages and all necessary expenses for the proper administration of the Securities Commission in connection with the act of July 10, 1941 (P. L. 317), known as The Pennsylvania Securities Act, and performing duties as provided in section 1605 of The Admniistrative Code of ,334 To the State Council of Civil Defense For the salaries, wages and all necessary expenses for the proper administration of the State Council of Civil Defense as provided in the act of March 19, 1951 (P. L. 28), including mobilization planning 329,181 To the State Civil Service Commission For the salaries, wages and all necessary expenses for the proper administration of the Civil Service Commission as provided in the act of August 5, 1941 (P. L. 752), including administration of the merit system for employes under the provisions of the Civil Service Act supra: Provided, That, in addition to the amount hereby appropriated, any money collected by the commission by way of reimbursement under the Civil Service Act shall be paid into the General Fund through the Department of Revenue and shall be credited to this appropriation: And provided further, That the specific appropriation of one hundred twenty-five thousand dollars ($125,000) made hereby shall be used by the commission as working capital only and shall lapse at the end of the fiscal period in the full amount 125,000 To the Department of Commerce For the salaries, wages and all necessary expenses for the proper administration of the Departmentof Corn-

Supreme Court s decree of June 7, ,000 To the State Harness Racing Commission The following sum, or so much thereof as may be necessary, is hereby appropriated out of the General Fund to be paid into the State Harness Racing Fund for the use of the State Harness Racing Commission in carrying out the provisions of the act of December 22, 1959 (P. L. 1978) in order to reimburse the General Fund for as much of the appropriation herein made as is used for the administration and enforcement of said act, the sum of $55,120 shall be transferred from the State Harness Racing Fund to the General Fund in such amounts and at such times as the State Harness Racing Commission, with the approval of the Governor, shall direct 55,120 To the Department of Health For salaries, wages and all necessary expenses for the proper administration of the Department of Health as provided in the acts of April 22, 1905 (P. The expenditure of such rentals of armories and other moneys received in connection therewith is hereby authorized for the purchase of furniture, furnishings and recreational equipment which may, at the discretion of the Armory Board of the Commonwealth, be considered essential for the benefit, betterment and welfare of the Pennsylvania National Guard or the Pennsylvania Guard. Operation and maintenance of the Soldiers and Sailors Home at Erie as provided in the act of June 3, 1885 (P. L. 62) $548,637 For payment of gratuities for the education of children of certain veterans as provided in the act of December 30, 1959 (P.
