1 Fire Sector Group of Notified Bodies for the Construction Products Regulation (EU) No. 305/2011 (CPR) NB-CPR/SH02 N724rev Draft report of the 45 th meeting of the Fire Sector Group of Notified Bodies for the CPR held at the Conference Center Sparebank 1 SMN in Trondheim on 31st March 2017 Welcome and introductions The Chairman, Gary Blume, welcomed members of SH02 and expressed his appreciation to Anne Steen-Hansen and SPFR colleagues for hosting this meeting. 1 In order to assist host organisations with meeting venue arrangements and caterers, members are kindly reminded to register for meetings of SH02 within the deadline given on the registration forms which are published on CIRCABC. For note: SH02 members To approve the draft agenda, N708rev1 The draft agenda was approved, subject to addition of questions concerning FPC surveillance from Delta in Denmark, to be considered under any other business. 2 To approve the report of the 44th meeting held on 17 th November, N703 The draft report was accepted subject to removal of statement from the GNB-CPR Tech-Sec, Anders Elbek, in penultimate paragraph of Item 3. Action: Secretary 3 To consider any matters arising not dealt with elsewhere on Agenda Status of GNB-CPR database FAQ: Surveillance (N686) This topic is still pending conclusions of Task Group within GNB-AG, as reported at SH02 meeting in November EN 877 SBI tests for cast iron pipes: Question from TC203 WG3 The relevant extract from report of SH02 meeting in November 2016 had been forwarded to Renaud Subra, convenor of TC203/WG3, who subsequently requested a formal copy of the minutes. SH02 agreed that the Secretary could make the final version of SH02 November meeting report available to him. Action: Secretary EN Replies to questions from Italy, N671rev1 In the absence of any further replies to questionnaire, this item was closed SH02 Position Papers (CPR) EXAP and copper communication cables, N681rev2 This position paper has been sent to GNB-CPR Tech. Sec. for scrutiny. Once the review has been completed, it will be issued for SG comment period of six weeks prior to formal approval and publication. Yannick Le Tallec, convenor of SH02 WG10 for cables, requested that the Tech. Sec. complete the initial review of paper as soon as possible. Action: GNB Tech. Sec. Status of other draft position papers/recommendations Sampling (SH02 N558rev2), comments (N687 & N694) and conclusions (N720) 1

2 The review by SP (now RISE) had concluded that the two existing position papers which provide guidance on sampling (NB-CPR/639r1 and NB-CPR/AG/03/002r3) and which cover general guidance for all essential characteristics in AVCP 1 and AVCP 1+, apply also to "fire performance characteristics" and are sufficient for sampling from production, stock and prototypes. SH02 agreed therefore that, since they do not cover "consideration for multi-site production", SH02 should now revise these existing papers rather than issue a new position paper. The Secretary will send a formal request to the GNB-CPR Tech. Sec. for horizontal paper N639r1 to be revised, enclosing SP's letter (N720) and a copy of the comments which Ross Newman had first sent him a couple of years ago, after the position paper was first published. Once a draft revised version is available, SH02 will have the opportunity to comment prior to its publication. Actions: R Newman/Secretary/GNB-CPR Tech. Sec. Article 46 and use of facilities outside test laboratory of NBs, N559rev6 It was agreed that this paper is a good starting point for the AG to revise the horizontal position paper, not least because we now have several years' experience. This should, however, not delay progress on SH02 position paper, which is urgently needed by the sector. Further to discussion on content of Sections 2.4 and 4 Test and Classification Reports, a compromise was reached in order to move this paper forward without further delay, whereby SH02 agreed that it shall be stated in the test report only, and not in the classification report, if the test has been performed in test facilities outside the premises of the NB. Despite use of the word "can" instead of "shall" in the last paragraph of Section 1, the Chairman considered that the examples given in the following Sections are too restrictive. It has to be clear that any examples in the lists in Sections 2 to 4 of the position paper are only meant as examples to help the responsible NB with the decision making process. In conclusion, the Chairman will introduce some comments to the paper, prior to further revision by Yannick Le Tallec, after which the paper can be circulated for four week comment, prior to being issued to GNB-CPR Tech. Sec. for formal comment and approval and subsequent publication. Actions: Chairman SH02/T Le Tallec/Secretary Modification to FSG R002rev1: EXAPs and Classification reports There is nothing to report at present. Action: Secretary to keep item on agenda 4.3 EN thermocouples influenced by hot gases (N639rev3) Comments from IBS in Austria with respect to moving joints had been discussed and incorporated in this draft. A question was also raised about fixed thermocouples and whether there was a need for another example here. The position paper will be finalized and circulated for four week comment by SH02 prior to being issued to Tech. Sec.. Actions: G Wackerbauer/Secretary Proposed revisions to existing position paper: Reaction to fire testing and classification of untreated and fire retardant treated wood products (NB-CPD SH /draft 6 Philip Howard and Janet Murrell had produced draft 6 of revised document in response to comments received within the deadline agreed at last meeting. The Secretary subsequently sent a copy of this document for attention of SG18 and SG20 on 8 th March and was asked to issue a reminder that their comments are needed by end of May. Philip and Janet will then have 2

3 sufficient time to take these on board and make further revisions for circulation in September to SH02. The revised position paper can be signed off by members at next meeting for issue to GNB-CPR Tech. Sec.. Rupert Ehrlenspiel pointed out that the paper speaks of boards but not other forms of wood. This was not the intention of the authors and so he is requested to forward his comments on official template for their attention. The Tech. Sec. encourages SH02 to proceed as quickly as possible, given the need for this guidance. Actions: R Ehrlenspiel/P Howard & J Murrell/Secretary SH02 Recommendations (CPD) progress of revisions to recommendations issued under the CPD, N611rev7 No progress was reported. The Chairman now requests that all revision work be completed and uploaded for SH02 comment by September In principle, he suggested that, if all clauses in a document need to be deleted, then it is appropriate to withdraw the full document; if only a few clauses are to be deleted, it is probably best to update it. Where no volunteer had offered to revise specific documents, the Chairman has already given instructions for these to be withdrawn. CPD historical documents are filed under "SH02 withdrawn documents" in the "SH02 Recommendations" folder of CIRCABC. Action: All volunteers listed in document N611rev7 Report from SH02 Task Group (TG01) - EN and EXAPs, N713 The Chairman reported on the work done in TG1 with reference to document N713 and that there is also some work within CEN TC127/WG3/TG2 dealing with the EXAP rules for steel doors. EXAP rules in EN have to be reviewed, especially the general rule, that additional tests according to column 5 of table A1 should be carried out only from the closing face, which is debatable. A lot of test evidence in recent years shows that, in most cases, tests from the exposed opening face (door opening into the furnace) is the most onerous side for insulated steel door sets. There are approximately 20 examples from manufacturers where contradictory test evidence is available. In the attachment there are 3 examples of this evidence which were also put on the agenda of meeting on 8 th March. In addition, a proposal was made that the general rule should not be used by notified bodies until this has been corrected in the standard. In the context of Item 8 of this report, Andrzej Borowy of ITB in Poland asked the TG to consider question of external doors which are used as internal doors but are in fact two different types of construction. This is not in the hands of SH02 since the manufacturer/owner of the CE certificate for the doors is responsible for issuing the correct DoP in accordance with the hen. The owner of the building should check with the local building authorities if an external door can be used as an internal door if there are requirements for fire resistance. The draft position paper on historical data (N721) is currently under review by the TG, whose next meeting is on 13 th June in Barcelona. Action: TG1 Period of validity for test reports, N710 Only eight responses had been received to this questionnaire. However, it is clear that Denmark and Italy have a problem with their accreditation bodies, which impose a limit on the duration of validity of classification reports (Post meeting notes: i) DBI did not intend to answer "yes" to question in third column of questionnaire - Any requirement from accreditation body on validity of test/classification/exap report) ii) Reply from Istituto Giordano has been corrected and a second reply has subsequently been received from CSI (see N710rev1), both of which record that there is no additional requirement from national accreditation bodies on validity of test/classification/exap report. 3

4 SH02 pointed out that the rules for validity periods for all kinds of reports are given by the relevant standards and may not be given by accreditation bodies. For CE certificates it is the matter of the parties, NB and manufacturer, if they decide to give a period of validity. 7 8 Reaction to fire and natural smoke and heat exhaust ventilators to EN , N711 EN is the responsibility of SG07, which has received a copy of this document for discussion at their meeting next week. The Chairman will now inform SG07 of SH02 recommendation that, for reaction to fire classification, the relevant tests have to be conducted with each single material used within the NSHEV (excluding actuator) considering all relevant rules given by the test standards. The reaction to fire classification according to EN of the entire NSHEV is given by the material reaching the lowest classification. Action: SH02 Chairman SH02 Working Group 10 Cables, N718 Further to this report on activities within WG10, additional information was tabled concerning progress of round robin. 32 labs. had signed up to this but by the end of February only 21 had their commissioning verified and 14 had submitted test results. Much of the commissioning data received was not readable and a number of issues identified at several labs. e.g. - not the people who commissioned the rig - not aware that periodic re-commissioning is necessary - do not understand the commissioning needs, especially k value determinations - do not realise new requirements in 2011 standard from common practice Although the job of analysis should have been a simple yes/no job, Interscience Communications had spent ten times their allocated time on this task, with some labs. required to submit up to six different sets of data. A decision was therefore taken at meeting on 21 st February not to accept test results received after February 28 th. Although these will not be included in the final RR report, labs. can use the report to compare with their own results. Preliminary results are expected by 1 st July and draft report for presentation to the Fire Sector Group of Notified Bodies in November. The next meeting of WG10 is on 11 th April in Brussels Status of revised successor to Guidance Paper G under the CPR, N657rev1 The representative from the EC has read this document but "needs to read it again". In order to make progress, a decision was taken by SH02 for it to be sent to the AG of GNB-CPR for approval as a "For Information" paper. Actions: Secretary/AG of GNB-CPR Report from AG of GNB-CPR The only item to report since SH02 meeting in November 2016 concerned the possibility that the CPR would not be revised. Since the EC is interested in a discussion with AG about the benefits of the CPR, the GNB-CPR Tech. Sec. invited SH02 members to share with him positive points of interest.
