1 Tehama County Board of Education February 14, 2018 The Regular Meeting of the Tehama County Board of Education was held on the above date with Mrs. Betty Brown, President, presiding. Mr. Richard DuVarney, County Superintendent; Mr. Wes Grossman, Assistant Superintendent of Business Services; Mrs. Karin Matray, Associate Superintendent; Ms. NoeIle DeBortoli, Director of Human Resources; and Ms. Carol Stephens, Recording Secretary were present. Call to Order Roll Call and Pledge of Allegiance Mrs. Brown called the meeting to order at 4:00 pm. Present: Brown, Begrin, Gonzalez Wes Grossman led the Pledge of Allegiance. Due to lack of a quorum, Mrs. Brown rearranged agenda items to hear department reports at this time. Audience with Groups and/or Individuals There were no members of the public present who wished to address the Board on items not on the agenda. Department Reports Superintendent's Report Superintendent DuVarney reported on the following: Thanked members of the public for attending the meeting tonight for the Interdistrict Attendance Appeal Hearings. The Board takes this process seriously and is very sensitive to these situations. Generally, in the State of California, students are supposed to attend school in their district of residence but there are exceptions to that and family situations to consider. Tonight we will be hearing three different appeals. The appeal hearings will be held separately and in closed session. The Safety Summit was held on February 1. Mrs. Steffan attended the summit. A recap of the Rancho Tehama incident was given from Rick Fitzpatrick, Superintendent of the Corning Union Elementary School District; from law enforcement; and from mental health. Lessons learned were also shared. The latest Future in Focus video is on School Safety. It is on our Facebook page, and will be on the homepage of our website. Delivering dictionaries to all third grade students in the county with the Rotary Club. We have gone to Los Molinos, Antelope, Lassen View, and Vina. It is a fun project and the kids love the dictionaries.

2 Superintendent's Report - continued Human Resource Services Report Associate Superintendent Report We will be upgrading the lights in the building to LED lights through Proposition 39 money. This will save us money over time and reduce energy costs. Most of the work will be done in the evening when staff is gone. The work on the electrical panel should begin in May or June. Events: Temple Grandin is coming to the State Theater on February 23; the Marvin Locke Concert will be held on March 14 at the State Theater; the SERRF Highlights Show will be held on March 16 at the Fairgrounds at 6:00 pm. Shared Twitter account. Ms. DeBortoli reported that they have had more hires than resignations and that is a good thing. Ramping up for next school year and will be attending some job fairs. We mostly hire special education employees from those fairs. Mrs. Matray reported on the following: The report from ESS is in the packet. Continue to work on the Differentiated Assistance piece and are progressing nicely with both districts. Had a good session with Red Bluff High School last week. They have embraced the process and have volunteered to do the data collection themselves. We have a group called LINC at the county office, which includes people from each department. Jim Southwick presented to the group this week regarding what the dashboard looks like and what it means. We are looking at how we can support districts and schools on their implementation of the LCAP. Differentiated Assistance is a team approach. Lincoln Street School enrollment is at 90, as of today, and the enrollment at TeLA is 91. TeLA is scheduled for a WASC visit on March 13 at 8:30 am and then there will be an exit meeting at 2:30 pm. Mrs. Matray invited the Board to stop by. Juvenile Hall is settling down. Enrollment has been around kids. There was an incident last week and two inmates escaped. A few schools went into lockdown. Mrs. Gonzalez arrived at 4:28 pm. 2

3 Meeting Minutes - Mrs. Begrin moved, seconded by Mrs. Gonzalez, to January 17, 2018 approve the minutes of the meeting held on January 17, The motion was approved by the following vote: Warrants Mrs. Begrin moved, seconded by Mrs. Gonzalez, to approve the warrants ending January 30, The motion was approved by the following vote: Financial Report Mrs. Begrin moved, seconded by Mrs. Gonzalez, to approve the financial report as presented by Mr. Grossman. The motion was approved by the following vote: Closed Session - Interdistrict Attendance Request Appeal Hearing School District The Board moved into closed session at 4:31pm. The Board moved into deliberation at 4:35 pm. The Board reconvened in open session at 4:41 pm. Mrs. Begrin moved, seconded by Mrs. Gonzalez to approve the Interdistrict Attendance Request to allow William Owen Wade to attend Lassen School. The motion was approved by the following vote: School District The Board moved into closed session at 4:43 pm. The Board moved into deliberation at 4:47 pm. The motion was approved by the following vote: The Board moved into closed session at 4:53 pm. The Board moved into deliberation at 4:58 pm. The Board reconvened in open session 5:13 pm. Mrs. Begrin moved, seconded by Mrs. Gonzalez to deny the Interdistrict Attendance Request for Joshua Richardson to attend Lassen School. The motion was approved by the following vote: New Business Public Hearing - Mrs. Brown opened the public hearing at 5:17 pm. Lincoln Street School Charter and Teha ma Mrs. Matray reported that the charters were written to elearning Academy represent what the charters really are. The staff worked Charter Renewals carefully to make sure we were doing the right thing for students. The biggest obstacle was the achievement piece because both charters serve unique students and parents. Mrs. Matray thanked the California Charter Association for their assistance in data analysis. Dana reported that the Lincoln Street Charter reflects their school and who they are. It is much easier to follow and something they can track for the next five years. The entire staff wrote the charter and had input. They serve a variety of needs and kids come to school there for a variety of reasons. Mrs. Matray reported that the writing of the TeLA Charter was also a collaborative opportunity for staff. They are a unique school. Most students have experienced some sort of failure in traditional schools. Exciting things are happening there. The public hearing was closed at 5:25 pm 4

5 Lincoln Street Charter Mrs. Begrin moved, seconded by Mrs. Gonzalez to approve Renewal the Lincoln Street Charter Renewal for the term July 1, 2018 through June 30, The motion was approved by the following vote: Teha ma elearning Academy (TeLA) Charter Renewal Mrs. Begrin moved, seconded by Mrs. Gonzalez to approve the Tehama elearning Academy (TeLA) Charter Renewal for the term July 1, 2018 through June 30, The motion was approved by the following vote: Ayes: Begin, Gonzalez, Brown Application for Title IV, Part A Funding Mrs. Matray reported that under the new Federal Act (ESSA), there is a new pool of money for Title IV, which flows through the state, and then the state disburses it to eligible districts. Districts were notified of this money in early January. The requirement was to write a plan and take it to local school boards by the end of February for approval and then the money would start to flow. Last week we received notification that the state department is withdrawing the allocation. The county office is also eligible for these funds and were to receive $10,000. Ray Dinkel suggested that we take the proposal to the Board for approval in case the funding becomes available later. Mrs. Begrin moved, seconded by Mrs. Gonzalez to approve Application for Title IV, Part A Funding if it becomes available. The motion was approved by the following vote: Property Disposal Mrs. Begrin moved, seconded by Mrs. Gonzalez, to dispose of a single ram hydraulic bus lift.
