Such acts shall be considered adopted by consent, unless a single senator rises in objection thereto. All acts so objected are immediately placed on the end of the agenda for second reading.

B. 85- AN ACT TO ESTABLISH GUIDELINES FOR ASUN STOLES IN THE SENATE OF THE ASSOCIATED STUDENTS AUGUST 16 TH, 2017 SUBMITTED BY SENATOR FLANGAS TO THE SENATE OF THE ASSOCIATED STUDENTS A BILL AN ACT TO ESTABLISH GUIDELINES FOR ASUN STOLES Whereas, there has been no precedence set for which ASUN officers shall receive an ASUN stole upon graduation; Whereas, it is unreasonable and fiscally irresponsible to provide a stole to every ASUN officer that is graduating; Whereas, this legislation establishes specific criteria an officer must meet to be eligible for a stole and simplifies the process for administrative staff; Be it enacted by the Senate of the Associated Students, Addendum A is added to the Statutes of the Associated Students as the new Title XXVII; Be it further enacted, SAS II be amended to include 9) Maintain the inventory of ASUN stoles on a semesterly basis.
11 2 XXVII: ASUN STOLES CHAPTER 2801: ASUN STOLES SECTION 01: ELIGIBILITY To be eligible to receive an ASUN Stole under this section, an officer must: a) Be elected to any of the following positions while a member of the Association and serve a full term in that role: President, Vice President, or Senator. b) Be appointed by the President to any of the following positions while a member of the Association and serve a full term: Chief of Staff, Director of Programming, Director of Clubs and Organizations, Director of Legislative Affairs, Director of Sustainability, Director of Diversity and Inclusion, Director of Campus Wellness, Director of Blue Crew, Director of Campus and Public Relations, Attorney General, Chief Justice, or Elections Chair. c) Those appointed within the association for three sessions and serve those three sessions by their graduation date will be awarded a stole. SECTION 02: DISQUALIFICATION Despite satisfying one or more of the eligibility criteria contained in Section 01 of this chapter, an officer will be disqualified from receiving a stole if one or more of the following provisions apply: a) The officer did not serve the entirety of the term he, she or they was elected or appointed to due to resignation, termination, impeachment, or recall. b) The officer did not serve for a minimum of six months in his or her position. SECTION 03: MAINTAINING INVENTORY a) There shall be a minimum inventory of forty (40) stoles in the ASUN offices. b) The inventory must be replenished within three weeks after the spring and winter commencement ceremonies, if necessary. c) Stoles will be distributed no earlier than three weeks prior to commencement. SECTION 04: AUTHORIZATION OF APPROPRIATIONS There is hereby authorized to be appropriated such sums as may be necessary for the purchase of stoles. Notably, the stoles awarded to those who serve for three sessions will come from the executive account.

B. 85- AN ACT TO AMEND THE DEPARTMENT OF CLUBS AND ORGANIZATIONS IN THE SENATE OF THE ASSOCIATED STUDENTS SEPTEMBER, 2017 SUBMITTED BY SENATOR THUMMEL TO THE COMMITTEE ON GOVERNMENT OPERATIONS A Bill An Act to Amend the Department of Clubs and Organizations Whereas, The Department of Clubs and Organizations has grown substantially in the past years Whereas, some of the duties and positions listed in the Statues of the Associated Students (SAS), do not accurately reflect the current procedures of the Department. Whereas, it is important that our governing documents remain current and accurately represent our organization. Be it enacted by the Senate of the Associated Students, Addendum A is added to the Statutes of the Associated Students and serve as the new Title II. Chapter 202. Sections 1-6.
13 CHAPTER 202: DEPARTMENT OF CLUBS AND ORGANIZATIONS SECTION 01: ESTABLISHMENT ADDENDUM A a) There is hereby established a Department of Clubs and Organizations as an executive department of the Association. b) There is hereby established a Club Commission in the Department of Clubs and Organizations. SECTION 02: MISSION The primary mission of the Department is to: a) Execute the policies and functions related to the affairs of Clubs and Organizations, and those of this Department. b) Manage the affairs of Clubs and Organizations. c) Serve as a resource for Clubs and Organizations, and a clearinghouse for information. d) Other matters properly relating thereto. SECTION 03: DIRECTOR a) IN GENERAL: There is a Director of Clubs and Organizations, appointed by the President, with the consent of the Senate. b) HEAD OF DEPARTMENT: The Director is the head of Department and shall have the direction, authority, and control over it. c) DUTIES: 1) To present a new appointment to the Senate within the following two weeks of said committee or Senate meeting if an executive appointment is reported unfavorably by the Senate Committee on Oversight or if an appointee is not passed by the Senate, or in the event that he or she is unable to find a qualified candidate within those two weeks, he/she must present himself/herself to the Committee on Oversight and explain the circumstances. 2) To act as President if, by reason of death, resignation, removal from office, inability, or failure to qualify, there is no President, Vice President, or Speaker of the Senate to act as President. 3) To chair and oversee all meetings of the Department of Clubs and Organizations. 4) To manage the budget and account of the Department of Clubs and Organizations. 5) To mentor and educate the Department of Clubs and Organizations Intern(s) that may be assigned to him/her. 6) To have a report read or spoken into record at minimum every other Senate meeting. SECTION 04: ASSISTANT DIRECTOR
14 There is an Assistant Director of Clubs and Organizations to be nominated by the Director, with the consent of the Senate. a) IN GENERAL: 1) There is an Assistant Director to be appointed by the Director, with the consent of Senate. b) DUTIES: 1) The duties of the Assistant Director shall include but are not limited to the following: i) To manage operations of Association Club Support Funding. ii) iii) To manage the budget of Association Club Support Funding. To track information and data related to the requesting, spending, remittance, and status of Association Club Support Funding by individual clubs and club coalitions. iv) To assist the Director of Clubs and Organizations in account management and financial advisement of ASUN recognized clubs and organizations. v) Oversee the Department of Clubs and Organizations Internship Program. vi) To assume the duties and responsibilities of the Director in his or her absence. vii) Any other duties as assigned by the Director. c) INTERNSHIP PROGRAM The Assistant Director shall oversee the Department of Clubs and Organizations Internship Program responsibilities including; managing interns, creating and executing the curriculum for the Department of Clubs and Organizations Interns. 1) To review Clubs and Organizations Internship candidates for eligibility with the assistance of the Director and the administrative faculty of the Center for Student Engagement. 2) To plan, organize, and execute the curriculum of the Department of Clubs and Organizations Internship Program to include: i) Producing the education components twice a semester to include sentiments such as: Starting a Club, Club Renewal, Club Resources and Resource Requests, Club Support Funding Applications and Hearings, Club Funding, SEAB, Club Travel Claims, and etc. ii) iii) Presentations or guest speakers that increase the learning mission of the program. Coordinating buddy system where the Director, Club Commissioners, and Assistant Director are matched to mentor and educate the Department of Clubs and Organizations Intern(s). SECTION 05: CLUB COMMISSION COMPOSTION a) The Club Commission shall consist of a Director, an Assistant Director, and at least 5 but no more than 8 Club Commissioners. b) The Director of Clubs and Organizations will nominate the Commissioners, with the consent of the Senate: 1) The Director will establish a clear and transparent application process for the purpose of soliciting applications, interviewing, and selecting Commissioners. i) The Director will produce any and all documentation relating to this appointment process to the Senate upon request for confirmation. c) Each Commissioner may be delegated any of the following coalitions at the discretion of the Director: 1) Pre-Professional/Academic: Arts, Business, and Education
15 2) Pre-Professional/Academic: Science and Engineering 3) Multicultural & Diversity 4) Campus Life 5) Greek Life 6) Sports and Recreation 7) Social/Political Involvement 8) Faith Based 9) Service & Community Outreach SECTION 06: APPOINTMENT OF COMMISSIONERS a) The Director of Clubs and Organizations will recommend to the President appointment to any vacancies on the Commission. The Director will appoint the Commissioners. The Senate will confirm the Director s appointments.

B. 85- AN ACT TO USE CAPITAL FUNDS TO PURCHASE A NEW CAMPUS ESCORT VEHICLE IN THE SENATE OF THE ASSOCIATED STUDENTS SEPTEMBER 13 TH, 2017 SUBMITTED BY SENATOR KUYKENDALL TO THE COMMITTEE ON BUDGET AND FINANCE A BILL An Act to Use Capital Funds to Purchase a New Campus Escort Vehicle Whereas, an appropriation from the Capital Fund has been requested; Whereas, the funds are needed to pay for a new wheelchair accessible van for Campus Escort; Whereas, there is only one wheelchair accessible van in the fleet; Whereas, the current wheelchair accessible van was purchased in 2008 and is the oldest of all Campus Escort vans; Whereas, the average life for a Campus Escort van is typically 5-7 years under regular usage; Whereas, the current wheelchair accessible van is 9 years old and is nearing the end of its usability;
19 Whereas, aside from its other regular use, a student requires the vehicle 4 days out of the week every single week; Whereas, it is the duty of the ASUN to upkeep Campus Escort and ensure it is accessible for all students to use, regardless of disability; Whereas, the wheelchair accessible van will cost $55,473.25, the radio equipment will cost $916.50, and the custom graphics for the car will cost $220.00; Whereas, the total cost of the van will be $56,609.75; Whereas, the Development and Alumni Relations department on campus received an $18,000 donation from the Matley Foundation for the purchase of a new wheelchair accessible van; Whereas, after applying the donation, the remaining balance of the van to be paid by the Capital Fund is $38,609.75; Be it enacted by the Senate of the Associated Students, the Capital Fund be used to pay the $38, necessary to purchase a new wheelchair accessible van for Campus Escort;
