1 LOUISIANA FBLA FACT SHEET All Current Events, Mr. FBL, and Ms. FBL contestants are responsible for learning these FBLA-PBL facts. Other facts that could be used for testing purposes may be found in various publications that are sent to members and advisers throughout the year. Competitors are expected to be familiar with the contents of issues of Tomorrow s Business Leader, FBLA National Bylaws and the Louisiana State Guidelines. FBLA STATE CHAPTER FACTS 1. The first local chapter in Louisiana was organized at Natchitoches High School in The Louisiana State Chapter was organized in 1949 and received its National Charter in April of The Louisiana State Chapter received its corporate charter on December 6, The idea of establishing a Louisiana Foundation to help FBLA members and advisers with the cost of attending national leadership conferences began in The Louisiana Foundation was incorporated in 1997 and in operation in In the Louisiana State Chapter consisted of over 150 chapters with over 160 advisers supporting about 4,700 members. 6. The Louisiana State Chapter ranks 15 th in the nation in membership. 7. The state is divided into six (7) districts. Each district holds an annual district meeting. These are called FBLA District Conferences. 8. An annual FBLA State Leadership Conference is held each year. Seventy state conferences have been held. 9. Richard D. Clanton is Louisiana s Father of FBLA. 10. There have been nine (9) Louisiana students elected to the office of FBLA National President. They are listed below. Lisa Lawson competed in Parliamentary Procedure at the national level for four (4) consecutive years. Lisa was a member of the Natchitoches Central FBLA Chapter. Dawn Deville, a member from Sacred Heart High School, served as National Parliamentarian her junior year in high school and was a member of national championship teams the other three years of high school, a national record. 13. The FBLA State Chair is Andrew Ducote. 14. The FBLA State Adviser is Lisa Deen 15. Lisa Deen is a member of the National Awards Program Committee. 17. The Louisiana FBLA Foundation President is David Robinson, Homer High School. 18. The Louisiana State Theme for is Growing Tomorrow s Leaders. 19. There are 14 people from Louisiana currently on the National Wall of Fame at the National Center in Reston, Virginia. PBL STATE CHAPTER FACTS PBL, Phi Beta Lambda, is the postsecondary division of FBLA-PBL, Inc. PBL chapters are found in colleges, universities, vocational-technical schools, technical colleges, and private business schools in Louisiana. NATIONAL FBLA-PBL INFORMATION 1. The current President and Chief Executive Officer of FBLA-PBL, Inc. is Jean Buckley.

4 4 29-July 2, NATIONAL FBLA HISTORY 1. The Father of FBLA is Hamden L. Forkner, Columbia University, New York. 2. The first local FBLA chapter organized in the U.S. was at Johnson City, Tennessee in The United Business Education Association assumes sponsorship of FBLA in Headquarters office for FBLA is established at the National Education Association Center in Washington, D.C. 4. The first state chapters of FBLA were organized in Iowa and Indiana in Phi-Beta Lambda was created in The University of Northern Iowa formed the first PBL chapter. 6. The Professional Division was formed in The grand opening of the FBLA-PBL National Center was held in Dr. Edward D. Miller was appointed as the association s first full-time executive director. 9. Dr. Edward D. Miller retired as President and Chief Executive Officer in The National Board of Directors approves establishment of the FBLA-PBL Alumni Division in The Conrad N. Hilton Foundation purchases 1.6 acres of land in the Center for Educational Associations, Reston, Virginia, as the site for a future FBLA-PBL National Center in The FBLA-Middle Level Division was formed for students in grades 5-9 in In 2001 the National Center mortgage is retired. 14. The FBLA National President appoints the FBLA National Parliamentarian. FBLA National Vice Presidents assist in planning National Fall Leadership Conferences. The FBLA National Secretary keeps an accurate record of all business meetings of the National Leadership Conference and the National Executive Council. The FBLA National Treasurer assists the national office in keeping an accurate record of national officer travel expenses and disbursements. Should the office of FBLA National President become vacant, the National Vice President from the National President s region becomes FBLA National President. GENERAL INFORMATION The fiscal year of FBLA is from July 1 through June 30. The policy-making body of FBLA-PBL, Inc. is the National Board of Directors. There are 15 members on the National Board of Directors. The date and location of the National Leadership Conference is recommended by the national staff and approved by the National Board of Directors. The quorum for all business meetings of the National Leadership Conference is a majority of the registered voting delegates. Each state chapter in good standing is entitled to send two voting delegates and one alternate from its active membership to the National Leadership Conference.

7 7 Proposed amendments to the FBLA National Bylaws must be submitted in writing by local and state chapters or by a national officer to the association president and chief executive officer no later than April 1. Institute for Leaders (IFL) is held each year in conjunction with the National Leadership Conference and was created to prepare and equip FBLA-PBL members and advisers with skills and experiences needed to be the leaders of the future. The Business Achievement Awards include Future Award, Business Award, Leader Award, and America Award. On the national level, FBLA Competitive Events fall in these categories: Individual, Team, and Chapter. On the national level, the American Enterprise Project winner receives the Edward D. Miller Award. On the national level, the Local Chapter Annual Business Report winner receives the Hamden L. Forkner Award. On the national level, the Parliamentary Procedure winner receives the Dorothy L. Travis Award. On the national level, the Gold Seal Chapter of Merit is the Hollis and Kitty Guy Award. October 20 is the membership deadline for fall publications. November 15 is American Enterprise Day. February 3-9 is FBLA-PBL Week in February 6 is Adviser Appreciation Day/Professional Attire Day in February 7 is Career Awareness Day in February 9 Community Service Day in March 1 is the dues deadline date for eligibility for FBLA voting delegates and competitive events to the National Leadership Conference. Mission of FBLA-PBL, Inc.: To bring business and education in a positive working relationship through innovative leadership and career development programs. Each paragraph of the Code of Ethics begins with I will, and each paragraph of the Creed begins with I believe. There are eight paragraphs in the Code of Ethics and there are seven paragraphs in the Creed. The FBLA Pledge: I solemnly promise to uphold the aims and responsibilities of Future Business Leaders of America-Phi Beta Lambda, and as an active member, I shall strive to develop the qualities necessary in becoming a responsible business leader. There are four (4) divisions of FBLA-PBL, Inc.: Future Business Leaders of America, FBLA Middle Level, Phi Beta Lambda, and the Professional Division. There are nine (9) FBLA goals. 1. Develop competent, aggressive business leadership. 2. Strengthen the confidence of students in themselves and their work. 3. Create more interest in and understanding of American business enterprise. 4. Encourage members in the development of individual projects that contribute to the improvement of home, business, and community. 5. Develop character, prepare for useful citizenship, and foster patriotism.

8 6. Encourage and practice efficient money management. 7. Encourage scholarship and promote school loyalty. 8. Assist students in the establishment of occupational goals. 9. Facilitate the transition from school to work. 8 FBLA-PBL Creed I believe: (1) education is the right of every person. (2) the future depends on mutual understanding and cooperation among business, industry, labor, religious, family, and educational institutions, as well as people around the world. I agree to do my utmost to bring about understanding and cooperation among all of these groups. (3) every person should prepare for a useful occupation and carry on that occupation in a manner that brings the greatest good to the greatest number. (4) every person should actively work toward improving social, political, community, and family life. (5) every person has the right to earn a living at a useful occupation. (6) every person should take responsibility for carrying out assigned tasks in a manner that brings credit to self, associates, school, and community. (7) I have the responsibility to work efficiently and to think clearly. I promise to use my abilities to make the world a better place for everyone. Tomorrow s Business Leader is the flagship publication for FBLA and FBLA Middle Level students and advisers. Advisers receive the Advisers Hotline. The PBL Business Leader is the exclusive publication for PBL members. The Professional Division membership receives The Professional Edge publication. PARLIAMENTARY PROCEDURE Students competing in Mr. and Ms. Future Business Leader, Parliamentary Procedure, and Introduction to Parliamentary Procedure should study the following information. 1. A session is a meeting or a series of meetings which completes an organization s agenda. The meetings of a convention comprise a session. 2. The main motion is a motion which brings business before the assembly. 3. Subsidiary motions are used to help the assembly dispose of main motions and other motions as needed.

9 9 4. Corporations adopt a corporate charter which requires an attorney. Deliberative societies which are not incorporated (organizations) adopt bylaws by a majority vote. If an organization has a corporate charter, the corporate charter contains the highest ranking rules of the organization 5. An organization adopts rules which help it conduct its meetings smoothly and fairly. They include the following which are listed by rank (highest to lowest). Special Rules of Order Rules of Order Standing Rules 6. An organization adopts its rules of order by specifying a parliamentary authority (Robert s Rules of Order Newly Revised for example) in its bylaws. 7. A meeting is called to order by the presiding officer or chair. 8. The president of an organization when presiding should be referred to as Mr. President or Madam President. In debate, officers should be referred to by their title. 9. The secretary records in the minutes motions exactly as stated by the chair before taking a final vote. Seconds should not be recorded in the minutes nor should remarks made in debate. A motion to Dispense with the Reading of the Minutes if adopted only means the minutes will not be read and adopted at that time. The assembly still has that responsibility at a later time. This motion should not be used unless a particular item of business needs to be considered immediately. This is an incidental motion which cannot be debated or amended and requires a majority vote for adoption. 10. In order to make a motion or debate, members must obtain the floor. 11. The Presiding officer should stand when taking a vote. 12. When taking a vote on a motion, the presiding officer should always take the affirmative vote first. When announcing the result of a vote, the presiding officer should announce both the affirmative and negative vote with the affirmative vote announced first. Once announcing the vote, the presiding officer should announce the result of the vote. 13. The presiding officer can vote when his/her vote will make a difference in the outcome. The presiding officer can vote to make a tie, break a tie, create a two-thirds vote, or deny a two-thirds vote from being reached. Even under these circumstances, the presiding officer should use his/her right to vote wisely. 14. Although there is no specific rule, the parliamentarian should not vote in order to Maintain his/her impartiality.

10 In parliamentary procedure there are 12 ranking motions which are listed by rank (lowest to the highest). Main Motion (Subsidiary Motions) Postpone Indefinitely Amend Refer to Committee Postpone Definitely Previous Question Lay on the Table (Privileged Motions) Call for the Orders of the Day Question of Privilege Recess Adjourn Fix the Time to Which to Adjourn 16. There are two types of ordinary committees: Standing and Special. Standing Committees are listed in the bylaws and rank higher than Special Committees. 17. The following are also considered committees which an organization can use in order to help the society reach a conclusion on a matter. Committee of the Whole Quasi Committee of the Whole Informal Consideration 18. The highest ranking committee is the Committee of the Whole, and it is also a real committee. 19. All privileged motions are undebatable. The motion to Recess and to Fix the Time to which to Adjourn can be amended by a majority vote. 20. All main motions are debatable and can be amended. 21. Incidental motions have no specific rank but are used as the need arises. Most incidental motions are undebatable. 22. Motions such as Amend Previously Adopted and Rescind are classified as Motions That Bring Back Business before the assembly. 23. A convention is an assembly of delegates chosen by the organization. A convention often adopts rules specifically for the running of the convention. 24. A quorum is the number of members that must be present in order to legally conduct

11 11 business. A quorum should be set as a specific number than can reasonably be reached for meetings of the organization. 25. At a convention, the adoption of three committee reports is essential in the running of the convention. The Credentials Committee report requires a majority vote for adoption The Committee on Standing Rules report requires a two-thirds vote for adoption. The Program Committee report requires a majority vote for adoption 26. Motions that can be made even though a quorum is not present are not debatable. The motion to adjourn or to Fix the Time to which to Adjourn can be made when a quorum is not present for example. 27. A motion to Fix the time at which to Adjourn is not a privileged motion and can be debated and amended. This is actually an incidental main motion. 28. The chair should not allow a motion to close nominations after only one nomination has been made and other people wish to nominate additional candidates. When a motion to close nominations is in order, it requires a two-thirds vote for adoption. 29. A motion to Divide a Question is an incidental motion and not debatable. A motion to Divide a Question is only in order if the parts divided can stand alone as a complete motion. 30. A motion to Consider by Paragraph or Seriatim is an incidental motion and not debatable. The adoption of this motion allows for debate and amendment on different parts of a motion, but only one vote is taken on the entire motion. 31. A motion to Create a Blank is an incidental motion. It is undebatable and cannot be amended. The adoption of this motion allows members to vote on more than two choices in regard to a motion. Once a blank is created, debate is allowed on each suggestion made to fill the blank. The suggestion to first receive a majority vote fills the blank. An additional vote on the entire motion is then required to adopt or reject it. 32. In cases where a motion requires a majority vote for adoption, the chair should take the vote on its adoption by voice vote. However, if the chair is not sure which side has it, the chair can on his own take a standing vote. A member can also move for a Division of the Assembly which requires a standing vote, but it is NOT a counted vote. However, if a member is not satisfied with the chair s announcement of the result on a standing vote or even a voice vote, that member can move that the vote be counted. Such a motion is undebatable and requires a majority vote for adoption. 33. The subsidiary motion to Amend when in order and can also be amended by secondary amendment. It is debatable if applied to a debatable motion. It requires a majority vote even though the motion it is applied to requires a greater vote for adoption.

12 12 MOTIONS DURING A MEETING A motion to approve the minutes is not really necessary. The chair should take a vote on approving the minutes by unanimous consent. If a member violates a rule of parliamentary procedure, another member can raise a point of order. If a member disagrees with the ruling of the chair on a matter of parliamentary procedure, that member can appeal from the decision of the chair. This motion requires a second and requires a majority vote against sustaining the decision of the chair in order to overturn the decision of the chair. If a member is unclear on how to proceed in regard to parliamentary procedure, that member can raise a parliamentary inquiry. Before debate has started on an original main motion, a member not wanting the matter to come before the assembly, can object to the consideration of the question. This motion requires a second, cannot be debated or amended, and requires a two-thirds vote in the negative to prevent the motion from being considered. Once debate has begun, in order to avoid the assembly from taking a direct vote on the pending motion, a member can move to postpone the pending motion indefinitely. This motion is debatable and the debate can go into the merits of the pending question. It is not amendable and requires a majority vote for adoption. A motion to postpone to a certain time or to postpone definitely is used to postpone a pending motion or matter to a later time or date. However, no motion can be postponed beyond a quarterly time interval nor can it be postponed beyond the next meeting. In the course of business during a meeting, it is the normal procedure to postpone a motion to an adjourned meeting if such a meeting has been set prior to the motion to postpone being adopted. A motion to ratify is an incidental main motion and is used to approve what has been done previously by members of the organization. It requires a majority vote for adoption and can be amended. Any amendments that come before the assembly must be germane to the business at hand. An amendment to the main motion is a primary amendment and an amendment to the primary amendment is a secondary amendment. Secondary amendments cannot be amended. Amendments are debatable if applied to debatable motions but are undebatable if applied to undebatable motions. Amendments require a majority vote for adoption unless they are proposed amendments to the bylaws. Amendments to the bylaws require the vote prescribed in the bylaws for their adoption. An appeal from the decision of the chair can be made by a member when he/she does not agree with a ruling of the chair. A member cannot appeal an opinion of the chair, for example, the chair s response to a point of information or a parliamentary inquiry. An appeal is an incidental motion and requires a majority vote in the negative against sustaining the decision of the chair. A tie vote sustains the decision of the chair, and the chair can vote to create the tie that would sustain the decision. This motion is debatable when used in regard to a debtable motion but undebatable when the issue involves an undebatable motion. A motion to substitute is a motion to Amend by striking out an entire paragraph, section, article, or a complete main motion or resolution. Amendments are generally

13 13 allowed on the paragraph or motion to be struck out first and then on the substitute. Adopting the motion to substitute does not adopt the main question or resolution which at that point can only be amended by adding something that does not modify the paragraph s existing content. If the motion to substitute is lost, the original paragraph or motion can be further perfected through amendement. The motion to substitute requires a majority vote for adoption. No motion can be renewed during the same session in which it has already been before the assembly, except where its renewal is permitted by specific rule; and such a rule always implies circumstances under which the motion has in some respect become a different question. This rule prevents a member from making the same motion repeatedly after it has been defeated. If a motion to adjourn is defeated at 2:00 pm it can be renewed for example at 2:45 pm because of the passage of time it is essentially a different question.
