1 December 7, 2016 REPORT TO THE CHIEF ADMINISTRATIVE OFFICER FROM THE DEVELOPMENT AND ENGINEERING SERVICES DEPARTMENT ON ZONING BYLAW AMENDMENT PROCEDURE BYLAW AMENDMENT APPLICATION NO. ZBA00089 HOUSEKEEPING AMENDMENTS PURPOSE To seek Council s authorization to update Zoning Bylaw Amendment Procedure Bylaw No , specifically the rezoning application notification sign process and the references within the bylaw to the Local Government Act and the Transportation Act. SUMMARY Staff reviewed the current specifications and process involved with installing a rezoning application notification sign. Opportunities to improve information legibility and to simplify the installation process were identified. The proposed amendments to Schedule A of the Zoning Bylaw Amendment Procedure Bylaw are designed to deliver the following: improved staff efficiency in reviewing and processing notification signs enhanced legibility of the notification sign through simplified content (e.g. a property s legal description would no longer be referenced) clarified context-map criteria The Local Government Act was revised in 2016, and the Highway Act was repealed in Staff recommend using this opportunity to update references within the bylaw to current provincial legislation. Accordingly, the Development and Engineering Services Department requests that Council proceed as outlined in the recommendation. DISCUSSION Staff reviewed the current notification sign content (Attachment A ) with the goal of simplifying the language and layout. Opportunities were identified to enhance clarity while preserving sufficient information for the public to consider the potential effects of a proposed zoning amendment. Attachment B contains the proposed updated bylaw schedule and revised notification sign content. Staff propose the following amendments to the rezoning application notification sign template: use the civic address and rezoning context map as the primary means of identifying the subject property orient the information and graphics to be read from left-to-right include a reference to the City s website highlight the date and time of a Public Hearing, which would be added to the notification sign rather than posting a second sign with the Public Hearing information (see Figure 1 for the current notice sign with an additional Public Hearing notice) Figure 1: Current Sign Requirements S:\DCS\Jobs (c3)\257986_zba00089_rep\257988_zba00089_rep.docx

ZBA00089 Page 3 The amended sign template would improve staff efficiencies involved in reviewing application notification signs by reducing the amount of staff time and vehicle trips required to inspect and post the Public Hearing sign information. For example, in 2015, staff received 38 rezoning applications, which corresponded to 114 staff trips, 76 of which were to manage Public Hearing sign information. The amended sign template would essentially eliminate the need for staff to conduct site visits for the purpose of posting and removing the Public Hearing sign information, as the proposal would now involve the applicant adding the date of the Public Hearing to the notification sign. It should be noted that staff would still conduct a general site visit as part of the standard application review. The current and proposed processes involved with posting a notification sign are summarized in the following table.
