Special Election Proposition I replace the current Council election system, which consists of a Mayor and eight Councilmembers elected from single-member Districts, with a Council with a Mayor, six Councilmembers elected from singlemember Districts, and two Councilmembers elected at large. Proposition II change the number of Council meetings from weekly to the first and third Tuesdays of each month. Proposition III permit the election of a Mayor Pro Tem at any time there is a vacancy in the office. Proposition IV provide that City Council candidates be required to document their residence and to specify the means of making such proof. 3
