1 NOTICE TO THE PUBLIC The following lists Shasta County committees, commissions, boards, or districts. Pursuant to Government Code section the Board of Supervisors hereby announces that the following appointed positions that have vacancies, terms that have expired or will expire within the calendar year Note: The names on this list are subject to change based on term expirations and resignations that occur during the year. PSA AREA 2 AGENCY ON AGING - ADVISORY COUNCIL Five-county agency; responsible for administering of federal and state grant funds for PSA II as prescribed by state and federal law to help the elderly meet their daily living needs. FOUR YEAR TERM TO JULY Jim Livingston 6/02/09 6/13 Alan Masden 9/06/05 (service provider) 9/13 AREA AGENCY ON AGING, PSA II - EXECUTIVE BOARD Five-county agency; responsible for adopting all rules and procedures pertaining to the expenditure, obligation and use of funds by PSA II and subgrantees to help the elderly meet their daily living needs. Qualifications: 10 members, all to reside in the county from which they are appointed. Two members, plus one alternate, appointed by the respective County Board of Supervisors, represent each county. One appointee must be a member of the Board of Supervisors. The other appointee is required to have knowledge of the needs of seniors, experience in community-based programs and demonstrated leadership ability. 2 AGING, COMMISSION ON Serves as a direct communications line between older citizens and local organizations formed to render service to seniors. Qualifications: eight members, one to reside in each supervisorial district, appointed by the Supervisor from that district; one each from the cities of Anderson, Redding, and Shasta Lake, appointed by their respective city councils. (Board of Supervisors sits as APC Board) NO TERMS AIR QUALITY MANAGEMENT DISTRICT HEARING BOARD Hears compliance issues with regard to issued permits. Qualifications: The Board of Supervisors, as the Air Pollution Control Board, appoints the 5 members. The hearing board shall consist of: (1) one member admitted to the practice of law in California; (2) one member who is a registered professional engineer; (3) one member from the medical profession whose specialized skills, training, or interests are in the fields of environmental medicine, community medicine, or occupational/toxicologic medicine, and (4) two public members. 1 VACANCY (Engineer) THREE YR FEBRUARY AIRPORT LAND USE COMMISSION (ALUC) Effective Date (12/27/12) Page 2 of 25

3 Reviews and acts on proposals to amend the General Plan or to adopt or amend the Airport Specific Plan. Qualifications: 7 members, two representing the cities in the county, appointed by a city selection committee comprised of the mayors of all the cities within that county, two appointed by the Board of Supervisors, two having expertise in aviation, appointed by a selection committee comprised of the managers of all of the public airports within that county, and one representing the general public, appointed by the other six members of the commission. 4 ARTS COUNCIL Extends public awareness and participation in the arts throughout the County while encouraging the development of arts programs to serve local needs. Oversees the Old City Hall Gallery and Theatre and coordinates the various County arts groups. Qualifications: Board of Supervisors nominate one candidate from their respective districts, Chambers of Commerce (4 cities) nominate one candidate, Redding City Council nominates one candidate, and the Redding Museum & Art Center nominates one candidate. Qualifications: Must have a minimum of five years professional experience in California as either a certified public accountant or public accountant, a licensed real estate broker, an attorney or a property appraiser accredited by a nationally recognized professional organization or possess competent knowledge and experience in property appraisal and taxation. Background in banking, appraisals, and title company is encouraged. 5 BOARD OF BUILDING APPEALS Determine the suitability of alternate materials and types of construction; review, modify, affirm or reverse any decisions of the Chief Building Official, or his/her representative and make recommendations to the Board of Supervisors regarding legislation in the building field. Qualifications: Members shall include a licensed architect, engineer or certified building designer; a representative of a construction trade union; a licensed building contractor; or a representative of a financial institution and a citizen representing the public at large. Qualifications: 1/3 of the members must be chosen in accordance with democratic selection procedures to assure that the members represent the poor in the area served. 6 DEVELOPMENTAL DISABILITIES BOARD, AREA 2 Federally-funded state agency that reviews policies and practices of agencies that receive state funds to serve people with developmental disabilities and to protect civil and service rights of these individuals. Qualifications: 13 area boards consisting of eight or more counties; Board of Supervisors of each county appoints one member and the Governor appoints five members. Contact Carol Napier at THREE YR TERM TO DECEMBER ECONOMIC DEVELOPMENT CORPORATION Promotes and encourages a balanced economic growth of Shasta County; utilizes the study and survey of conditions in Shasta County relating to trade, commerce, industry, agriculture, and every other business of every kind and nature, prepared by industrial and economic consultants; sponsor, sanction, and promote the development of desirable commercial and industrial enterprise and to cooperate, assist, and advise with other organizations, public and private, to accomplish this end; publicizes the resources of Shasta County to investors of capital; encourages, assists and aids in the location of businesses in Shasta County; promotes a concerted effort toward the general welfare and development of the county. Qualifications: Appointed by each member of the Board of Supervisors, residing in their district. One member is appointed by the City of Anderson. 7 EMPLOYEE APPEALS, BOARD OF Hears County employees appeals from imposed discipline. Qualifications: Board is composed of three (3) members of the community. The Board may appoint up to six alternate members in the community to serve on a rotational basis when regular members are unable to attend. Such members shall not be County employees or relatives of County employees. The composition of the Appeals Board shall include a representative of law enforcement during a hearing at which the appellant is a sworn peace officer. TWO YR (1 ST MONDAY OF FOLLOWING THE 1 ST OF OF ODD # YRS) FAMILY SELF-SUFFICIENCY (FSS) PROGRAM, COORDINATING COUNCIL Oversees and coordinates the Family Self-Sufficiency Program, which is responsible for providing counseling and referrals to other agencies and businesses that help the participants attain their goal of self-sufficiency. The program is available to residents of unincorporated Shasta County and of the City of Anderson, and are participants in the Section 8 rental assistance program. Qualifications: One member must be an FSS participant. Other members may be individuals from agencies and businesses that may be able to assist by providing input of community agencies; and will review decisions made of individuals that were removed from the program. 8 Recommends plans and projects range development and predator control, funded by grazing leases. Qualifications: The Board is made up of not less than 6 and not more than 13 members; 5-12 shall be lessees of grazing lands, and one shall be a wildlife conservation representative. THREE YR Bob Nash 6/10/08 District 4 1/13 HISTORICAL HERITAGE COMMISSION Advises, encourages and coordinates activities of the County Historical Records Commission. Qualifications: A historical records commission shall be composed of the County Clerk (or his/her designee), the County Librarian (or his/her designee), and two or three additional members for a total of five members. 9 INDIAN GAMING LOCAL COMMUNITY BENEFIT COMMITTEE (LCBC) Facilitates the distribution of appropriations from the Indian Gaming Distribution Fund toward the support of local government agencies within the County impacted by tribal gaming. Qualifications: The Committee shall be composed of seven members: A. Two representatives appointed by the County Board of Supervisors; B. Three elected representatives from cities located within four miles of a tribal casino, appointed by the Board of Supervisors; and C. Two representatives selected upon the recommendation of a majority of the tribes paying into the Indian Gaming Special Distribution Fund in the County. The Committee shall also have six alternates. A. Two elected representatives from cities located within four miles of a tribal casino in the County, appointed by the Board of Supervisors; and B. Two representatives selected upon the recommendation of a majority of the tribes paying into the Indian Gaming Special Distribution Fund. 10 IN-HOME SUPPORTIVE SERVICES (IHSS) AUTHORITY ADVISORY COMMITTEE Provides advice and submits recommendations to the Board of Supervisors on the preferred mode(s) of service to be utilized in the County for In- Home Supportive Services. Qualifications: The advisory committee shall be comprised of eleven individuals. No less than fifty percent of the membership of the advisory committee shall be individuals who are current or past users of personal assistance services paid for through public or private funds, or as recipients of in-home supportive services. At least two members shall be current or former providers of personal assistance services paid for through public or private funds, or providers of in-home supportive services. Individuals who represent organizations that advocate for people with disabilities or seniors and individuals from community-based organizations that advocate on behalf of home care employees may be appointed to the committee. Not more than one County employee shall be appointed as a member, but the Board of Supervisors may designate any County employee to provide ongoing advice and support to the advisory committee. 11 LAW LIBRARY BOARD OF TRUSTEES Governs the Shasta County Law Library. Qualifications: The judges of the Superior Court elect either four or five of their number to serve as trustees. Any judge of the Superior Court who is an ex officio or elected member may designate a resident of the county or a member of the State Bar to act for the judge as trustee. The Chair of the Board of Supervisors is an ex officio trustee; but the Board of Supervisors, at the request of the Chair, may appoint a member of the State Bar, any other member of the Board of Supervisors, or a resident of the county to serve as trustee in place of the Chair. The appointment of the person selected in place of the chair of the Board of Supervisors shall expire when a new Chair of the Board of Supervisors is selected, and that appointment shall not be subject to the provisions of Section The Board of Supervisors shall appoint as many additional trustees, who are members of the State Bar, as may be necessary to constitute a board of at least six and not more than seven members. No more than two law library trustees may be residents of the county who are not judges of the county, members of the State Bar, or members of the Board of Supervisors of the county. 12 LOCAL AGENCY FORMATION COMMISSION (LAFCO) Reviews and acts on incorporations, creation of special districts, and adopts standards of procedures for the evaluation of proposals for the creation of cities and special districts, annexations, and boundary changes. Qualifications: City alternates serve one year only; alternate between Cities of Shasta Lake and Anderson; only one public member. LAFCO makes special district appointments. Qualifications: 20% of the membership shall be consumers; 20% shall be child care providers, reflective of the range of child care providers in the county; 20% shall be public agency representatives; 20% shall be community representatives, who shall not be child care providers or agencies that contract with the department to provide child care and development services; and the remaining 20% shall be appointed at the discretion of the appointing agencies. 13 MENTAL HEALTH, ALCOHOL AND DRUG ADVISORY BOARD The Shasta County Mental Health, Alcohol and Drug Advisory Board (MHADAB) make recommendations for appointments and oversee the programs of the Mental Health, Alcohol and Drug Department. The MHADAB advises both the Mental Health Director and the Alcohol and Drug Program Administrator in the development of mental health, alcohol, and drug programs and services. Qualifications: 19 members; appointees shall have experience and knowledge of the mental health system, shall have a commitment to or a personal interest in education, intervention, and treatment to alleviate substance abuse problems in their community; one member of the Board of Supervisors. 14 PLANNING COMMISSION Reviews and acts upon proposals to amend general plan or adopt or amend specific plans; acts as a board of zoning adjustment; approves, conditions or disapproves tentative subdivision maps; makes recommendations to the Board of Supervisors on proposals to amend zoning plans. Qualifications: Resident of County and of district of the member of the Board of Supervisors who appoints that commissioner; may not be a County employee or hold any incompatible public office. 15 PUBLIC HEALTH ADVISORY BOARD The purpose of the Public Health Advisory Board is to advise and assist the Department on the Department's efforts to address the issues affecting the health of the community, and report to the Board of Supervisors on a periodic basis. Qualifications: The Public Health Advisory Board shall consist of at least 9 and no more than 15 representatives from the following categories: health clinic, hospital, or other medical service agency; a health practitioner; a senior citizen or agency providing services primarily to senior citizens; a community-based organization; a Department of Public Health client/customer or parent/guardian of a client/customer; a representative of a local school, School District, or County Office of Education; a representative of a Community health-related coalition; an advocate for the age zero to five population, or a representative of the Shasta County Children and Families First Commission; a representative from an environmental Health Agency; a representative from a business community, faithbased community, ethnic population, partnership for the Public's Health group or other group partnering in Public Health activities; and individuals from the Board of Supervisors, one from each supervisorial district as assigned. 16 REMOTE ACCESS NETWORK (RAN) BOARD Advisory board; determines placement of RAN equipment within the County and coordinates acceptance, delivery, and installation; and develops procedures necessary to regulate on-going use and maintenance of that equipment. Qualifications: One representative of the Board of Supervisors, Sheriff, District Attorney, Chiefs of Police of the Cities of Anderson and Redding, Mayor of the City of Redding (or Councilman), and one member at large. NO TERMS SACRAMENTO RIVER CONSERVATION AREA FORUM Preserves remaining riparian habitat and reestablishes a continuous riparian ecosystem along the Sacramento River between Redding and Verona. Qualifications: Experience in providing public safety dispatch services. NO TERMS SHASTA CHILDREN AND FAMILIES FIRST COMMISSION Implements the goals and objectives of Proposition 10 (California Children and Families First Act), to establish and provide comprehensive early childhood development programs and to allocate funding from increased tobacco taxes as provided for under Proposition 10 for these programs. Qualifications: 7 members: A Board member, the County Health Officer or designee; Director of Social Services or designee, Director of Mental Health or designee; and three selected by the Board of Supervisors; representatives of community based organizations. 18 SHASTA PUBLIC LIBRARY CITIZEN S ADVISORY COMMITTEE The purpose of the Library Advisory Committee is to advise the Redding Municipal Library Board of Trustees on matters pertaining to the administration, operation, development, improvement, and maintenance of the Shasta Public Library System. The Committee shall consist of five members. Two members shall be appointed by the Shasta County Board of Supervisors, two members shall be appointed by the Redding City Council, and one member shall be appointed by the Shasta Library Foundation or its successor organization. Should the Shasta Library Foundation disestablish and there be no successor organization, the remaining members of the Advisory Committee shall select the fifth member. FOUR YEAR TERMS SOLID WASTE TASK FORCE FOR THE INTEGRATED WASTE MANAGEMENT PLAN Local task force to aid in the development of an Integrated Waste Management Plan. Qualifications: Members consist of representatives of firms that interact with the solid waste industry in the county, citizens at large, and representatives of environmental interests and agency members that deal with solid waste. 20 CEMETERY DISTRICTS Pursuant to California Health & Safety Code section 9001, Cemetery Districts provide respectful and cost-effective interment of human remains to meet the cultural, economic, religious, and social needs of California s diverse communities. The cemetery districts assume responsibility for the ownership, improvement, expansion, and operation of cemeteries and the provision of interment services from fraternal, pioneer, religious, social, and other organizations that were unable to provide for those cemeteries.
