2 CODE OF ETHICS FOR ATHLETES & COACHES Adapted from BC School Sports Handbook Code for Players Players shall: 1. Treat opponents with respect; 2. Play hard, but within the rules; 3. Exercise self control at all mes; 4. Respect the decisions of officials without gesture or argument; 5. Win with humility, lose with dignity; 6. Show that it is a privilege to represent their school and community; 7. Recognize and applaud honestly and wholeheartedly the efforts of teammates or opponents regardless of colour, creed or race Code for Coaches Coaches shall: 1. Treat their own players and opponents with respect; 2. Inspire a love of the game and a desire to compete fairly; 3. Discipline those on the team who display unsportsmanlike behaviour; 4. Respect the judgment and interpreta on of the officials; 5. In no way seek to recruit a student to a end any par cular school; 6. Remember that the athle c area is a classroom, with moral and legisla ve obliga ons required of the coach at all mes During Provincial Championships, Commissioners shall form a disciplinary commi ee to deal with any gross viola ons of behaviour or conduct considered unacceptable by the commi ee. While discipline might include banning an athlete from further par cipa on in a tournament, the coach of the player must s ll assume responsibility for the supervision of the athlete and deal with further disciplinary ac on in accordance with school or district regula ons. ii

3 OUT OF SEASON PLAY Consistent with the concept that interscholas c athle cs are a part of the educa onal system, and consistent with the established goals of health, safety, sportsmanship and equality of compe on, the following guidelines for out of season regula ons are set forth: 1. The basic responsibility of all administrators, teachers and coaches is to provide students, who are par cipa ng in interscholas c athle cs, with a worthwhile, educa onal experience 2. All sports have a defined season and no sport shall operate to the detriment of any other sport 3. A student should have the opportunity to par cipate in as many inter scholas c athle c experiences as reasonably possible, and anything that serves to prevent this opportunity is contrary to the philosophy of BC SCHOOL SPORTS and this associa on OUT OF SEASON OPPORTUNITIES FOR STUDENTS If a school coach, athlete or combina on group wishes to compete in a sport recognized by BC SCHOOL SPORTS outside the seasons of play as defined in the BCSS Handbook, the following steps must be taken and/or regula ons followed: 1. The individual or team desiring to compete must affiliate with the appropriate provincial sport organiza on 2. The individual or team must not use the school name, sta onery, accoun ng system or wear the school uniform during compe on 3. The individual, league or team is responsible for suitable and appropriate insurance coverage (medical, liability, etc.) 4. The individual or team must book school facili es in accordance with school or district policy. These facility mes must not be in conflict with in season prac ces or league play 5. The Administrators of the school shall ensure that the out of season sport not operate to the detriment of any in season sport Recommenda on: The parents of the individuals compe ng must receive no fica on from the school and acknowledge in wri ng that the compe ve experience being provided is not part of the regular interscholas c athle c program of the school. iii

4 RULES & REGULATIONS OF THE SSSAA Any discrepancies in SSSAA Rules and Regula ons will be superseded by BCSS Rules and Regula ons. Ar cle I Leagues & Championships Organized sport carried out under the auspices of the associa on shall be organized by leagues. A league or any member of a team thereof shall only be en tled to par cipate in the ac vi es of the associa on upon the adop on of the rules of compe on prac ce hereina er set out. Sec on I League Execu ve Coordinator & Website Manager a) League Coordinator shall be elected by the SSSAA execu ve and announced at the Annual General Mee ng. (Note: call for applicants will be made by the execu ve prior to the AGM should the exis ng League Coordinator vacate the posi on or the execu ve deem it necessary to look at other applicants b) The Execu ve Coordinator will have the following responsibili es for both volleyball and basketball: i) Call, organize and chair league mee ngs ii) Circulate minutes for league mee ngs iii) Create league schedules which will be posted on the SSSAA website h p:// iv) Update the website with informa on for the coaches v) Respond to SSSAA league inquiries via vi) Receive all league scores via vii) Update all league scores on the website daily viii) Provide league stats and informa on for playoff coordinators ix) Post playoff informa on (schedule, scores, etc.) provided by playoff coordinators x) A end SSSAA Execu ve mee ng to provide input xi) Post schedules, scores, informa on, etc. (provided by league coordinators) for all other sanc oned sports The Execu ve Coordinator will be selected by the SSSAA execu ve prior to the SSSAA AGM for the next year based on applica ons which must be received by May 1st. The posi on pays $150 per member school and the term is for one year. (e.g. 28 member schools = $4200) The applicant must have the following qualifica ons: i) be an educator in Surrey District #36 (Surrey) or a re red educator from School District #36 (Surrey) ii) have coordinated a SSSAA league or playoff in the past iii) be proficient with computers, website management, data entry and iv

5 RULES & REGULATIONS OF THE SSSAA c) The Website Manager will be selected by the SSSAA execu ve prior to the SSSAA AGM for the next year based on applica ons, which must be received by May 1st. The posi on pays $20 per member school and the term is for one year. (e.g. 28 member schools = $560) d) The Website Manager will have the following responsibili es: i) Liaise with all of our sport coordinators to ensure accurate informa on is on the website ii) Update, add and/or redesign por ons of the website as necessary to keep informa on about our SSSAA leagues, execu ve and senior league links current. iii) Maintain templates for our league coordinators to use for inpu ng standings on the website The applicant must have the following qualifica ons: i) be an employee of Surrey District #36 (Surrey) or a re red employee from School District #36 (Surrey) ii) be proficient with computers, website management and design and v

6 Sec on II Leagues Leagues may be organized in sports sanc oned by vo ng members at the Annual General Mee ng. Sec on III League Organiza onal Mee ngs Organiza on mee ng for the various leagues shall be called as follows: FALL SPORTS: before the third week of the fall term WINTER SPORTS: before the last week of November SPRING SPORTS: before the first week of March These mee ngs shall be called by the League Execu ve Coordinator or by the President of the associa on. Sec on IV Vo ng at League Mee ngs The vo ng members at the organiza on mee ngs of the league, and at subsequent mee ngs of the league that season shall consist of one member from each of the member schools entering a team or teams in the league. Sec on V Host schools may not charge admission for any league or championship play. The teachers of member schools shall not be charged admission. Sec on VI All league and playoff games must be played under the rules of the recognized authority for that sport, unless excep ons have been incorporated in the Rules of the League. Ar cle II Rules of Compe on & Prac ce Sec on I School Obliga on to Par cipate Schools are not commi ed to play in all sports or enter all divisions of a par cular Local Associa on League. Where the SSSAA does not offer a specific sport, the SSSAA Execu ve may, upon applica on of a member school, permit par cipa on in a league not under the SSSAA jurisdic on. Sec on II Organiza on of Leagues a) Local Associa on Leagues may be organized in more than one age division b) A second team from a school may compete if agreed upon by a simple majority of schools present at the organiza onal mee ngs of that age division c) Each recognized sport must have a League Coordinator in place at least one week before the start of exhibi on play, or no league will be established d) Established sports must have at least four (4) schools par cipa ng to maintain sanc oning status. If a sanc oned sport does not run for two (2) years, or has less then four (4) teams two years in a row, it loses its status as a sanc oned sport and must re apply as per part (e) vi

7 e) A new league may be introduced in one of two ways. A sport with at least four (4) schools and be sanc oned by the membership at the Annual General Mee ng for the following school year. Where there are less than four (4) schools wishing to par cipate in a sport, or if the request occurs mid year, the request may be made to the execu ve of the SSSAA for sanc oning as an exhibi on sport. At the next AGM the sport will provide a report for possible full sanc oning the following school year f) Member schools wishing to compete in a specific sport must register with the League Coordinators g) Only member schools may par cipate in SSSAA leagues and playoffs Sec on III Organiza on of Playoffs a) Organiza on of SSSAA schedules and playoffs is under the jurisdic on of the SSSAA b) Playoff teams must pay for the cost of cer fied officials during the playoffs on a pay as you go basis. Playoff Coordinators or host schools shall not make a profit hos ng a SSSAA playoff Sec on IV Game Rules a) All associa on games must be played under the rules of the recognized authority for the sport, unless excep ons have been incorporated in the Rules of the League b) Coaches must a end all games. No game is to be started unless a coach is in a endance c) The coach is responsible for the conduct of his/her players while they are par cipa ng in a SSSAA compe on or represen ng a Surrey school d) Coaches are responsible for the behaviour of their players prior to and a er prac ces and for the en re dura on of team trips. Unsportsmanlike conduct, as well as the use of drugs and/or alcohol by students, shall be reported to both the associa on Execu ve and the school principal as soon as possible e) If a coach is ejected from a game by an official, the game must be discon nued unless a different coach from the same school takes over the responsibili es of the ejected coach. Discon nued games shall be awarded to the team of the non offending coach Sec on V Seasonal Limits for Exhibi on & League Play a) The SSSAA follows the BC School Sports guidelines for dares and seasons of play. b) In all cases, a student registered with a seasonal sport team which is s ll par cipa ng in SSSAA League schedule playoffs, in the FVSSAA playoffs or BC playoffs, shall not take part in exhibi on games and prac ces of a sport of the following season, unless there is mutual consent between the two coaches of the sport concerned and it is within the published star ng dates. If mutual consent between the two coaches is not reached, the school principal shall decide in the best interest of all concerned Sec on VI Eligibility For detailed rules regarding eligibility, please refer to the BC School Sports Handbook. vii

8 Sec on VII Player Registra on a) To be eligible for any compe on (Gr.8, 9, Jr. Sr.) a list of team members with their birth dates shall be submi ed to BC School Sports as per Sec on VI Eligibility b) Addi ons and changes in team registra on lists must be submi ed with the required informa on to BCSS c) Playing a player or players who are ineligible according to Ar cle II, Sec on VI, results in forfeiture of game points to the other team d) The informa on required on the registra on list must be obtained from the permanent record cards on file in the school office by a coach or member of the office staff. Forms must be signed by the School Administrator e) The BCSS STARS Registra on forms will be used as official rosters in the Surrey Championships in the sports of Volleyball and Basketball. Players not on the STARS registra on will be ineligible to par cipate and any games played with ineligible players will be declared a forfeit. Players deemed ineligible will be declared eligible when the coach provides an updated STARS registra on form with the player in ques on added. Teams deemed ineligible will be ineligible to par cipate un l they have registered with BCSS Sec on VIII Defaults, Postponements & Forfeitures a) Default: Forty eight (48) hours no ce must be given to the scheduled opponent by any team intending to default a game. Full explana on of the details connected with the default must be sent to the League Coordinator who shall decide the penalty for a default. The coordinator shall be no fied immediately if a default is an cipated b) Postponements: Scheduled games may be postponed only for weather condi ons or other reasons beyond the control of the school and with the specific consent of the other school involved. The League Coordinator must be no fied within 48 hours. The game must be re scheduled at the earliest conve nience of both schools c) Forfeit: If a school, for reasons beyond its control, cannot play a scheduled game, the League Coordinator may award the game to the other team involved. This shall be called a forfeit d) Withdrawals: A school team withdrawing from a league, playoff, or champion ship compe on may be placed on proba on or may face possible suspension from further compe on in that sport. The decision shall be made by the execu ve in consulta on with the coordinator. The coach of a team or player withdrawing from playoff compe on a er qualifying shall no fy the coordinator immediately so that the next eligible team or player can par cipate e) For the purpose of this sec on, the Execu ve of the Local Associa on shall decide whether failure to play as scheduled shall be classed as "default", "postponement" or "double forfeit", i.e. loss of points by both teams viii

9 Sec on IX Protests a) Protests must be made in accordance with the rules of the sport notwith standing local associa on rules b) The protest will not be considered unless it is in wri ng and received by the associa on President within two (2) school days of compe on c) The following people shall receive a copy: Local Associa on President Student Ac vi es Coordinator/Athle c Director, principal and coach of opposing school Coordinator Coach's own principal a) The Local Associa on Execu ve shall form a protest commi ee. The protest commi ee's decision shall be binding Sec on X Coach Control a) For SSSAA league and exhibi on play and the FV Associa on playoff compe on, a coach must be in a endance. When a school fails to fulfill this requirement, it shall forfeit all rights to that game, even if the other school consents to play the game b) Referees: For the SSSAA associa on compe on, competent officia ng must be provided Coaches or sponsors are expected to maintain control of games officiated by students. Where students are needed to officiate games, they be partnered with a competent responsible adult Sec on XI Volunteer Community Coaches A community coach is defined as any individual who is not a school district employee who coaches a school team. This applies to a head coach(es) or assistant coach(es) of a school team either with or without a school district employee sponsor. a) Community coaches must be determined by the administra on (in collabora on with the Athle c Director) to have the necessary ability to work with people, and the appropriate level of training required for the sport, and age level in ques on, especially in high risk sports such as gymnas cs, rugby and wrestling. Community coaches must also undergo an annual criminal records check b) Community coaches must complete the Community Coach Applica on Form and criminal records check each year and submit copies to both the Athle c Director and School Administrator. The form will enable School Representa ves to start to determine the qualifica ons and suitability of the prospec ve community coach to supervise and coach students of school age and receive from the prospec ve community coach references and authoriza on to conduct a criminal records check faxed to the SSSAA Vice President c) Where community coaches are in place, a staff sponsor, a teaching staff member or an administra ve officer, will report to the principal on a regular basis about the program and schedules of the team ix

10 d) Staff sponsors, where a community coach is in place, are expected to be in the building during prac ces or should arrange for a designated staff contact for those mes when the sponsor is not present. Staff sponsors must be present at and visible to the organizers of all games, tournaments and travel events of that team. In a secondary school, the administra ve officer may choose to take responsibility for waiving this requirement with some community coaches at his/her discre on for games, tournaments and travel events not involving overnight travel. Parents should be advised of all travel and supervision arrangements e) Student coaches and coaches under nineteen years of age must be under the direct supervision of a teacher sponsor at all mes f) Student teachers operate, as in all other aspects of their placement, under the supervision of their sponsor teacher g) When a school s community coach fails to have a staff sponsor and/or their documenta on from the administra on, the team shall forfeit all rights to that game, even if the other school consents to play the game as per Sec on X Coach Control h) ALL community coaches must have documenta on provided by the school that cer fies them as a volunteer community coach. The volunteer community coach must have this documenta on with them at all athle c events (Sample Volunteer Community Coach Documenta on contained in District and SSSAA Forms) Sec on XII School Responsibility a) During a game, the coach and/or sponsor is responsible for the conduct of spectators that are readily iden fiable as students or supporters from his/her school b) The proper conduct of the game demands the full coopera on of members of both teams including coaches and fans from the par cipa ng schools c) Any cost incurred as a result of a team not fulfilling a commitment to a contest where there are costs incurred will result in that school being re sponsible for payment of said costs upon no fica on to the SSSAA execu ve within 5 school days of the contest Sec on XIII Uniform Dress Any member school par cipa ng in Surrey school sports compe on must have appropriate uniform dress. Appropriate uniform dress shall include: a) school iden fica on top; b) gym shorts (no cut offs); c) appropriate foot wear x

11 Ar cle III Discipline Sec on I Procedure Governing Student Athletes' conduct a) Any me a student represents a member school, he/she is under the jurisdic on of the SSSAA i) All incidents involving figh ng, gross misconduct or an ejec on MUST be reported to the League Coordinator (Discipline Report contained in District and SSSAA Forms). This must take place within 72 hours of the inci dent. Failure to do so may result in disciplinary ac on against the coach, team or school b) The following discipline ma ers in Sec on I shall be under the jurisdic on of the SSSAA and the principals: i) incidents between compe tors; ii) incidents between compe tors and spectators; iii) incidents between compe tors and game officials; iv) incidents between compe tors and adults in posi on of authority; v) incidents involving improper conduct by players of the same associa on for league games in the vicinity of the place of the game, but not during the game c) Improper conduct of players of different associa ons either during play, or in the vicinity of the place of the games, shall be dealt with jointly by the Execu ves of the associa ons involved d) Improper conduct by players while traveling to and from games or while away overnight shall be dealt with by the Execu ve in conjunc on with the administra on of the school(s) involved e) Disciplinary Ac on Penal es: i) Compe tors ejected from compe on for the following reasons are subject to a suggested minimum penalty of one league, exhibi on, or playoff game suspension to a maximum penalty of suspension for the remainder of the compe tor's current athle c season and one more complete athle c season: a. figh ng b. gross misconduct c. use of alcohol or drugs d. viola on of rules e. spi ng f. swearing g. rough play h. disrespect to a coach or official i. unsportsmanlike conduct not listed above ii) Compe tors ejected before, during, or a er compe on for the following reasons are subject to a suggested minimum penalty of suspension from compe on and prac ces a maximum penalty of suspension from the remainder of the current ath le c season and an addi onal calendar year (three athle c sea sons). The ma er will be dealt with in all possible haste but not longer than 14 days following the receipt of the Disciplinary Reports by the President of the SSSAA f) The President will convene a jury of appeal within five working days upon receipt of the applica on xi

12 Sec on II Procedure for Disciplinary Ac on Against Player a) Reports of incidents of misconduct should be submi ed on Disciplinary Report Form(s) by the coach of the offending player(s), the compe tors, the opposing coach, and the referee(s) to the President of the SSSAA b) Interim no fica on should be given to the coach, the Athle c Director and principal of the offending player(s) of suspension un l such me as wri en reports are received from the referee (s), coach(es) and student(s) involved. (The Athle c Director or principal should no fy the student of this fact.) A student may not par cipate in prac ce or compe on un l granted permission by the SSSAA Execu ve c) The Disciplinary Commi ee: i) The SSSAA Execu ve will form the Disciplinary Commi ee ii) The Commi ee shall meet at the call of the President and shall rule on disciplinary ma ers under its jurisdic on iii) The President of the SSSAA shall have the authority, upon ver bal communica on with the other members of the Execu ve, to permit a compe tor to par cipate in exhibi on, league or playoff compe on prior to a Disciplinary Hearing involving the compe tor d) A compe tor that has been involved in a disciplinary incident but not disqualified from a game may par cipate in subsequent exhibi on, league, or playoff games at the discre on of the SSSAA Execu ve. The SSSAA Execu ve should communicate with the principal to ensure consistency of disciplinary ac on. This provision is intended to be an interim measure pending a decision by the SSSAA Execu ve e) Disciplinary Hearing: i) The Disciplinary Hearing shall be held as soon as possible a er the required reports have been received by the President of the SSSAA ii) The compe tor in ques on may, if he/she wishes, a end the Disciplinary Hearing and may be accompanied by a parent, coach, and/or advisor iii) The compe tor in ques on or his/her representa ves shall advise the SSSAA President of his/her inten on to a end the Disciplinary Hearing iv) The compe tor in ques on shall be given an opportunity to present his/her explana on of the disciplinary incident. v) A er the compe tor in ques on or his/he representa ve(s) have appeared before the hearing, the Disciplinary Commi ee shall meet to consider its posi on vi) The decision of the Disciplinary Commi ee shall be communi cated to the compe tor and the coach, in wri ng, as soon as pos sible. The coach should be first no fied of the decision by telephone f) Appeals: A member may appeal the decision of the Disciplinary Commi ee by submi ng a le er reques ng an appeal, with the signature of his/her Principal, to the President of the SSSAA. The President will convene a jury of appeal within five working days upon receipt of the applica on xii

13 Sec on III Penal es for Viola ons of the Coach's Code of Conduct The role and conduct of a coach in a school sport se ng is crucial and cri cal for the posi ve development of student athletes. A strong Code of Conduct and decisive steps in dealing with viola ons supports the educa on first and student centered philosophy of the organiza on. Unless specified otherwise, all the references in this policy refer to days that school is in session. Procedures for Dealing with Incidents That Occur During a Game, Prac ce or Athle c Contest: a) Filing a Complaint: i) The offending coach ( respondent ) must be no fied in wri ng at least 24 hours (1 school day) prior to a formal complaint being filed with the applicable disciplinary body. No fica on may be affected by delivery of a fax, e mail or le er to the coach, c/o his/her school ii) The complainant and the respondent may wish to pursue informal resolu on prior to the formal complaint being filed with the local athle c associa on or sport commission, but this process will not preclude a formal complaint submission if the informal resolu on a empt affects the 5 working days meline iii) A wri en complaint for the specific incident must be filed with the president of the applicable athle c associa on (league or athle c associa on play) or sport commission (zone play offs and championships). The wri en complaint must be copied to the respondent, school athle c director, school administrator of the respondent and BC School Sports. Complaints should be filed using a BCSS code of conduct complaint form, available from athle c directors, the BCSS office, or the BCSS website iv) The formal complaint filed under this policy must be filed within 5 school days a er the situa on or incident has occurred, unless the athle c associa on or sport commission receiving the complaint determines that the period should be extended v) The complaint must cite the specific clause of the coach s code of conduct alleged to have been violated, the date of the occurrence and the par culars of the alleged viola on, including naming other par es involved (if applicable) vi) The complaint can be filed by any person who has informa on that leads him or her to believe that a viola on has occurred vii) Addi onal informa on in support of the complaint can be submi ed as wri en evidence and be a ached to the complaint. This addi onal informa on may take the form of le ers from students or spectators, reports or le ers from tournament or game/event officials, or confirming informa on from other coaches or school officials. If any of the evidence is submi ed by a minor, the le er must be co signed by the minor s parent or guardian. All submi ed informa on must be dated b) Disciplinary Hearing: i) The hearing between the athle c associa on or sport commission disciplinary commi ee, the complainant and the respondent will take place within 15 school days of the formal wri en complaint being received Contact your local Athle c Associa on President or the BC SCHOOL SPORTS office for a complete set of procedures for a Disciplinary Hearing for a complaint filed under this sec on. xiii

14 c) Discre onary Penal es: SSSAA The athle c associa on or sport commission disciplinary commi ee will rule on the complaint, with the following op ons available to them. These are not wri en as progressive penal es, but should be applied with due care taken regarding the severity of the offence and the discipline history of the respondent i) no steps taken; complaint not upheld ii) the complaint upheld, but no ac on taken iii) a le er of reprimand to offending coach iv) a le er of reprimand to offending coach and instruc ons to take a coaching cer fica on theory course within 12 months v) a le er of reprimand and a proba onary period for the offending coach of up to twelve (12) months vi) penalty as in iv) and v) but with an addi onal proba onary period for the member school of the offending coach vii) the suspension of the offending coach from coaching restricted and unrestricted school compe on in Bri sh Columbia (all sports and all levels) for a minimum period as decided by the athle c associa on or sport commission disciplinary commi ee, to a maximum permanent suspension from school sport coaching in BC viii) any coach disciplined under vii) will receive an automa c minimum twelve (12) month suspension for a second instance of a viola on of the coach s code of conduct, within a three (3) year period from the first instance d) The Ruling: The Ruling must be made within five (5) days of the Hearing, in wri ng, to the offending coach, cc: School Athle c Director, School Administrator, School District Superintendent, the Athle c Associa on President (if ruling made by the Sport Commission) and BCSS. BCSS will inform the BCTF and the College of Teachers if the offending coach is a member e) Reminder: In the case of any proba onary period or suspension that con nues past the end of a school year, prior to the next school year, BCSS will send a reminder le er of the penalty an the terms of the penalty to the Coach, the School Athle c Director, the School Administrator, the School District Superintendent, the Athle c Associa on President and the applicable Sport Commission f) Membership No fica on: At the conclusion of the hearing and any appeal period, BCSS will publish the names and applicable me period for any coach who is on proba on or under suspension for the remainder of a season of play or more, in the next issue of the BCSS report magazine xiv

15 Procedures for Dealing with Incidents Involving Recrui ng, Mul ple Athle c Associa ons or General Misconduct: a) Filing a Complaint: i) The offending coach (respondent) must be no fied in wri ng at least 5 school days prior to a formal complaint being filed with BC SCHOOL SPORTS. No fica on may be effected by delivery of a fax, e mail or le er to the coach, c/o his/her school ii) The complainant and the respondent may wish to pursue informal resolu on prior to the formal complaint being filed with BCSS, but this a empt will not preclude a formal complaint submission if the informal resolu on a empt affects the 365 day me line noted in this regula on iii) A wri en complaint for the specific situa on or occurrence is filed with the president of BC School Sports. Copies of the wri en complaint must also be distributed to the respondent, the respondent s school athle c director and school administrator, and to the president of the respondent s local athle c associa on, at least 48 hours before the wri en complaint is filed with BCSS. Complaints should be filed using a BCSS code of conduct complaint form, available from athle c directors, the BCSS office, or the BCSS website iv) The formal complaint submi ed under this policy must be filed within a 12 month period a er the situa on or incident has occurred, (12 months consecu ve me, not school in session) unless the hearing panel chairperson determines that the period should be extended v) The complaint must cite a specific clause of the coach s code of conduct alleged to have been violated, the date of the occurrence and the par culars of the alleged viola on, including the naming of other par es involved (if applicable) vi) The complaint can be filed by any person who has informa on that leads him or her to believe that a viola on has occurred vii) Addi onal informa on in support of the complaint can be submi ed as wri en evidence and be a ached to the complaint. This addi onal informa on may take the form of le ers from students or spectators, reports or le ers from tournament or game/event officials, or confirming informa on from other coaches or school officials. If any of the evidence is submi ed by a minor, the le er must be co signed by the minor s parent or guardian. All submi ed informa on must be dated. b) Disciplinary Hearing: i) Four members of the BCSS management commi ee shall act as the hearing panel, and shall select the chairperson from the panel. If four members of the management commi ee are not available due to conflict of interest or me or loca on, the BCSS president will appoint other members from the BCSS board of directors to sit on the panel ii) The hearing will take place within 30 school days of the complaint being received. 16 c) Discre onary Penal es: The hearing panel will rule on the complaint, with the following op ons available to them. These are not wri en as progressive penal es, but should be applied with due care taken regarding the severity of the offence and the discipline history of the respondent : i) no steps taken; complaint not upheld ii) the complaint upheld, but no ac on taken iii) a le er of reprimand to offending coach iv) a le er or reprimand to offending coach and instruc ons to take a coaching cer fica on theory course within 12 months v) a le er of reprimand and a proba onary period for the offending coach of up to twelve (12) months vi) penalty as in iv) and v) but with an addi onal proba onary period for the member school of the offending coach vii) the suspension of the offending coach from coaching restricted and unrestricted school compe on in Bri sh Columbia (all sports and all levels) for a minimum period as decided by the athle c associa on disciplinary commi ee or the sport commission disciplinary commi ee, to a maximum permanent suspension from school sport coaching in BC viii) any coach disciplined under vii) will receive an automa c minimum twelve (12) month suspension for a second instance of a viola on of coach s code of conduct, within a three (3) year period from the first instance d) The Ruling: The Ruling must be made within five (5) days of the Hearing, in wri ng, to the offending coach, cc: School Athle c Director, School Administrator, School District Superintendent, the Athle c Associa on President (if ruling made by the Sport Commission) and BCSS. BCSS will inform the BCTF and the College of Teachers if the offending coach is a member e) Reminder: In the case of any proba onary period of suspension that con nues past the end of a school year, prior to the next school year, BCSS will send a reminder le er to the Coach, the School Athle c Director, the School Administrator, the School District Superintendent and the Athle c Associa on President and the applicable Sport Commission (if a sport specific penalty) f) Membership No fica on: At the conclusion of the Hearing and any Appeal Period, BCSS will publish the names and applicable me period for any coach who is on proba on or under suspension for the remainder of a Season of Play or more in the next issue of the BCSS Report magazine Procedures for Dealing with a Coach Ejec on from a Game/Meet/ Tournament/Event: a) For ALL game ejec ons, the offending coach is REQUIRED to submit, within 72 hours and in wri ng, an incident report to his/her Athle c Director, School Administrator and Athle c Associa on President. The School Athle c Director and/or School Administrator may choose to take disciplinary ac on The offending coach should be no fied in wri ng of any disciplinary ac on by the school, with copies to the School Athle c Director, School Administrator and the Athle c Associa on President i) There is no BC School Sports appeal procedure regarding a school s decision to reprimand the coach b) If a complaint on the same incident is received from another source by the Athle c Associa on, Sport Commission or BC School Sports, then Procedures for Dealing with Viola ons of the Coach s Code of Conduct ) must be ini ated xvi

17 Ar cle IV Suspension Upon proof of the viola on of the Cons tu on or by laws of the associa on, the Execu ve may suspend the offending team coach, sponsor, or school from par ci pa on in ac vi es of the associa on or its leagues, or impose such lesser punish ments as it shall decide. Such suspension shall stand un l it is raised by the associa on Execu ve or by a general mee ng of the associa on. Ar cle V Jury of Appeal The Jury of Appeal shall consist of: a) the Superintendent or his/her designate who will act as chairman; b) one SSSAA member as appointed by the SSSAA Execu ve, but who is not an Execu ve member; c) one Surrey Administra ve Associa on delegate The decision of the Jury of Appeal shall be considered final. The chairman will forward the decision in wri ng to the par es involved and the Execu ve within two weeks of the appeal being filed. Ar cle VI Associa on Fees The SSSAA will levy an annual fee: a) from the member schools a fee of $ b) from each parochial and private member school an addi onal $ opera ng grant c) from the member schools, an Execu ve Coordinator fee of $150 d) from the member schools, a Special Track Meet fee of $50 e) Payment Schedule as follows: (Deadline dates) i) SSSAA Member Fee October 1 ii) Volleyball Fee December 1 iii) Basketball Fee March 1 iv) SSSAA Banquet Costs 1st Wednesday of June xvii

19 SOCIETY ACT CONSTITUTION 1. The name of the Society is the "Surrey Secondary Schools' Athle c Associa on" 2. The purposes of the Society are: a) To provide an opportunity for students enrolled in secondary schools to develop their athle c poten al through par cipa on in compe ve sports within the secondary school systems in Surrey; b) To organize and coordinate interschool athle c compe ons which will be open to compe tors of all affiliate schools; c) To ensure that compe ons are fair and equitable; d) To determine which interschool athle c compe on for the Surrey championships will take place each year; e) To determine which teams and individuals will be eligible to compete for Surrey championships each year; f) To determine and recognize secondary school championships in Surrey; g) To determine which individuals and teams are qualified to represent Surrey in the Fraser Valley or other area championship compe ons; h) To provide an ul mate authority within the secondary school athle c systems in Surrey to mediate disputes and protests; i) To foster high standards of courtesy and respect among athletes, coaches, spectators and compe ng teams and schools; j) To foster the development of high quality athle cs, coaches, and officials 3. The Society shall operate without purpose of gain or profit to its members and any profits or other accre ons to the Society shall be used in promo ng its objec ves and this provision shall be unalterable 4. On the winding up or dissolu on of the Society, the assets of the Society shall not be distributed among the members, or any of them, unless such recipient member or members are charitable ins tu ons in existence solely for charitable purposes. A er all debts have been paid, or provision for their payment has been made, the assets remaining shall be paid, transferred and delivered to one or more charitable ins tu ons in existence solely for charitable purposes, which shall be chosen by resolu on of the members of the Society, or failing such resolu on, by resolu on of the Directors of the Society. This provision shall be unalterable xix

20 SOCIETY ACT BY LAWS Part 1 Interpreta on 1.1 In these By laws unless the context otherwise requires: a) "Affiliate School" shall mean any secondary school which has applied for and to which membership in the Society has been granted and which has complied with the terms of membership; b) "Associa on" means the Surrey Secondary Schools Ath le c Associa on, the Society herein; c) "Directors" means the Directors of the Society for the me being; d) "Execu ve Commi ee" means the Directors as so defined; e) "Society Act" means the Society Act of the Province of Bri sh Columbia from me to me in force and amend ments to it; f) "Registered Address" of the member means his address as recorded in the register of members. 1.2 The defini ons in the Society Act on the date these By laws be come effec ve apply to these by laws. 1.3 Words impor ng the singular include the plural and vice versa; and words impor ng the neuter include the masculine and the feminine gender and vice versa Part 2 Membership 2.1 There shall be two categories of membership in the associa on: a) Member schools, being i. Any public secondary school operated by School District No. 36, (Surrey), shall have membership so long as it is willing to accept and abide by the obli ga ons of membership as set down in the Cons tu on and by laws of the associa on; ii. Any publically or privately funded secondary school located within the boundaries of School District No. 36, (Surrey), but not operated by School District No. 36 (Surrey) which is willing to accept the obliga ons of mem bership as set down in the Cons tu on, and has had its membership applica on approved by a two thirds majority of the vo ng b) Any teacher who is a teacher in a member school in good standing may qualify as a member teacher c) Any student who is listed on a team registra on list and meets the eligibility requirements of the associa on's rules and regula ons may qualify as a "non vo ng student member" 2.2 Every member shall uphold the Cons tu on and comply with these by laws and the rules and regula ons of the Society passed pursuant thereto 2.3 a) There shall be an annual fee for member schools which shall be a sum fixed from me to me by resolu on of the membership in general mee ng and which shall be payable on or before the 1st of October of each year b) Failure by a member school to pay the annual fee as pre scribed by the said date shall render both that school and the school representa ves there forth not in good standing xx

21 2.4 a) A member school shall only cease to be a member upon: i. Cessa on of the public or private secondary school, or; ii. Receipt of no ce by the Directors from the princi pal of that member school that the school no longer intends to remain a member of the associa on b) A school representa ve shall cease to be a member: i. At the year end for the associa on, being June 30th in the year for which the representa ve was appointed; ii. In the event that representa ve is transferred from or terminates his employment with the school from which he has been appointed, or; iii. In the event the member school at which he is employed ceases to be a member of the associa on c) A member student automa cally ceases to be a member of the associa on if: i. he/she ceases to be student in a member school; ii. the team that had the student registered has com pleted its season play; iii. the school at which the student a ends ceases to exist or ceases to be a member school; iv. the member school's administra on has removed the student s name from the team s registra on list; v. the Execu ve of the associa on, a er a disciplinary hearing, remove the student s name from the team registra on list for disciplinary reasons 2.5 a) The Execu ve Commi ee shall have the power, by a ma jority resolu on of those present, to suspend any member school of the associa on where there is deemed to have been conducted by, or on behalf of that school, or by any school representa ve or par cipant from that school, conduct which is considered improper, unbecoming or likely to endanger the interest or the reputa on of the associa on, or where there has been willful breach of the Cons tu on, by laws or rules and regula ons of the associa on. Such suspension may be on such terms and upon such condi ons as the Execu ve Commi ee shall deem fit and shall remain in force un l discon nued by the majority resolu on of the Execu ve Directors or by a general mee ng of the associa on b) No ce of inten on to suspend a member se ng forth the reasons for such intended suspension and fixing a me and place for the mee ng at which the resolu on to suspend shall be heard by the Directors, shall be sent to such mem ber not less than seven days prior to the Execu ve Commi ee's mee ng c) No ce shall be conclusively deemed to have been properly given if mailed by ordinary mail to the last known address of such member seven days prior to the date of such meet ing, or by no fica on being given to its principal; and no suspension shall be deemed improper notwithstanding such no ce has not in fact been received by such member d) Suspension of a member school shall be considered the suspension also of those school representa ves from such member school xxi

22 Part 3 Mee ngs of Members SSSAA 3.1 General mee ngs of the Society shall be held at such me and place, in accordance with the Society Act, as the Execu ve Commi ee decides 3.2 Every general mee ng, other than an Annual General Mee ng, is an Extraordinary General Mee ng 3.3 The President may, whenever she/he thinks fit, or within 21 days of the receipt by the Execu ve Commi ee of the wri en request from and on behalf of 10% of the affiliate schools, provided such a request be countersigned by the principal of such schools, convene an Extraordinary General Mee ng 3.4 a) No ce of a general mee ng shall be given at least 14 days in advance of that mee ng and shall specify the place, the day and the hour of the mee ng, and in case of special business, the general nature of that business b) No ce shall be deemed sufficiently given if sent by ordinary mail or via to the principal and/ or Athle c Director of each affiliate school c) The accidental omission to give no ce of a mee ng to, or the non receipt of a no ce by any of the members en tled to receive no ce, does not invalidate proceedings at that mee ng 3.5 The first Annual General Mee ng of the Society shall be held not more than 15 months a er the date of incorpora on and therea er an Annual General Mee ng shall be held at least once in the month of May or June of each calendar year and not more than 15 months a er the holding of the last preceding general mee ng Part 4 Proceedings at General Mee ngs 4.1 Special business is: a) all business at an Extraordinary General Mee ng except the adop on of rules of order, and b) all business that is transacted at an Annual General Meet ing, except, i. the adop on of rules of order, ii. the considera on of the financial statements, iii. the report of the Directors, iv. the report of the Auditor, if any, v. the elec on of Directors, vi. the appointment of the Auditor, if required, and vii. such other business as, under these by laws, ought to be transacted at an Annual General Mee ng, or business which is brought under considera on by the report of the Directors issued with the no ce convening the mee ng 4.2 a) No business, other than the elec on of a Chairperson and the adjournment or termina on of the mee ng, shall be conducted at a general mee ng at a me when a quorum is not present; b) If at any me during a general mee ng there ceases to be a quorum present, business then in progress shall be sus pended un l there is a quorum present or un l the mee ng is adjourned or terminated; c) A quorum is 30% of those en tled to vote on behalf of af filiate schools, but not less than 10 or such greater number as the members may determine at a general mee ng xxii

23 4.3 If within 30 minutes from the me appointed for a general meet ing a quorum is not present, the mee ng shall be adjourned for one week or such other me not exceeding two weeks as the Directors shall determine. No ce shall be sent to the affiliate schools that a quorum was not present at the general mee ng, and that the mee ng has been adjourned un l the date fixed in such no ce. On the date fixed by such no ce, the quorum shall be those present who are en tled to vote on behalf of their affiliate schools providing there are a minimum of three such persons present. 4.4 Subject to By law 4.5, the President of the associa on, the Vice President, or in the absence of both, one of the other Directors present shall preside as Chairperson of a general mee ng. 4.5 If at a general mee ng: a) there is no President, Vice President or other Director present within 15 minutes a er the me appointed for holding the mee ng, or; b) the President and all the other Directors present are unwill ing to act as Chairperson; the Members present shall choose one of their number to be Chairperson. 4.6 a) A general mee ng may be adjourned from me to me and from place to place, but no business shall be transacted at an adjourned mee ng other than the business le unfin ished at the mee ng from which the adjournment took place b) Where a mee ng is adjourned for 10 days or more, no ce of the adjourned mee ng shall be given as in the case of the original mee ng c) Except as provided in this By law, it is not necessary to give no ce of an adjournment of the business to be trans acted at an adjourned general mee ng 4.7 a) No resolu on proposed at a mee ng need be seconded and the Chairperson of a mee ng may move or propose a resolu on b) In case of an equality of votes, the Chairperson shall not have a cas ng or second vote in addi on to the vote which he may be en tled as a member and the proposed resolu on shall not pass 4.8 a) Vo ng privileges shall be restricted to those members re ferred to herein as school representa ves, to the Director of Instruc on for Physical Educa on for the School District of Surrey, and to the Physical Educa on Helping Teacher re sponsible for liaison with secondary athle cs, each of whom shall have one vote at any general mee ng of the membership b) School representa ves, of which each member school in good standing shall be en tled to three votes and who shall include an administrator, being the principal or a vice prin cipal named by the principal, together with two other votes as appointed by the Student Ac vi es Coordinator of the member school with whom they are employed c) Vo ng is by show of hands d) Vo ng by proxy is not permi ed 4.9 Any teacher in a member school shall have the right to a end and speak at mee ngs of the associa on, but such persons shall not be en tled to vote at any mee ngs of the associa on unless he is an authorized school representa ve member as provided herein.
