1 RAJYA SABHA Parliamentary Bulletin PART II Nos.: ] MONDAY, AUGUST 1, 2011 No.: IT Sections (H&S) Customized Parliamentary applications for Apple ipad2 and Samsung Galaxy Tab devices Members may recall that the Committee on Provision of Computer Equipment to Members of Rajya Sabha had enhanced the financial entitlement of Members by 50,000/- to facilitate purchase of the approved E-reader compatible devices (Apple ipad2 and Samsung Galaxy Tab) to reduce their dependency on paper copies of Parliamentary documents. In this context, Members are informed that NIC has developed a software application to facilitate easy access to daily Parliamentary Papers through Apple ipad2 and Samsung Galaxy Tab devices. Using this application Members shall be able to access the latest List of Business, Papers Laid on the Table of the House, latest Parliamentary Bulletins, Questions Lists, and Members Birthdays on their devices. Members can get this application embedded on their Apple ipad2 and Samsung Galaxy Tab devices by NIC personnel available in Computer Centre (Room No.64-G, First Floor, Parliament House). 2 2 No.: IT Sections (H&S) Amendments to the Provision of Computer Equipment( Members of Rajya Sabha and Officers) Rules, 2008 regarding enhancement in financial entitlement towards purchase of E-reader devices Members are informed that the Hon ble Chairman has approved the following amendments to the Provision of Computer Equipment (Members of Rajya Sabha and Officers) Rules, 2008 w.e.f 1 st April, 2011: Rule Existing Provision Amended Provision 4(ii) (ii) The financial entitlement of a Member for purchasing computer equipment and software under the Scheme shall be as follows: (a) Rs.1,50,000/- if he is elected / nominated to Rajya Sabha on or after 1 st April, (b) Rs.1,50,000/- if he was elected/nominated to Rajya Sabha before 1 st April, 2008 but has not been supplied any computer equipment by the Secretariat. (c) Rs.1,50,000/- minus the depreciated cost of the handheld communicator (Rs.4,800/- in the case of Nokia 9500 and Rs.4400 in the case of Nokia 9300i, if he was elected/ nominated to Rajya Sabha before 1 st April, 2008 but has not been supplied any computer equipment by (ii) The financial entitlement of a Member for purchasing computer equipment and software under the Scheme shall be as follows: (a) Rs. 2,00,000/- if he is elected / nominated to Rajya Sabha on or after 1 st April, (b) Rs. 2,00,000/- if he was elected/nominated to Rajya Sabha before 1 st April, 2008 but has not been supplied any computer equipment by the Secretariat. (c) Rs. 2,00,000/- minus the depreciated cost of the handheld communicator (Rs.4,800/- in the case of Nokia 9500 and Rs.4400 in the case of Nokia 9300i, if he was elected/ nominated to Rajya Sabha before 1 st April, 2008 but has not been supplied any computer

Members are also informed that since the purpose for enhancement of the financial entitlement is to enable Members to procure an e-reader compatible device, the following para has been included in the Procedure to Regulate the Purchase of Computer Equipment under the Provision of Computer Equipment (Members of Rajya Sabha and Officers) Rules, 2008

4 4 IV. Provision of a customized E-reader compatible device to Members 7. The financial entitlement of Members has been enhanced from 1,50,000/- to Rs. 2,00,000/- w.e.f primarily to facilitate Members to acquire a customized device, which may reduce their dependency on paper copies of Parliamentary documents and thereby achieve the goal of reduction in the use of paper. Members can purchase any model of e-reader device approved by the Committee. The Committee on Provision of Computer Equipment to Members of Rajya Sabha shall be responsible for initialising such a device with customized Parliament specific applications and making it available to Members. 8. Procurement of one such device by Members using their enhanced financial entitlement is mandatory. Cost towards the device shall be kept aside from the financial entitlement of each Member and a Member shall not be eligible to utilize this amount out of his/her due financial entitlement for purchase of any other computer equipment/software. However, out of this enhanced amount if any amount remains unutilized after the purchase of one E-reader device, that amount can be used by the Members for purchase of any other item(s) permitted under the Scheme. 9. Arrangements for obtaining warranty services, maintenance and insurance towards the computer equipment that Members purchase using their financial entitlement shall be made by Members themselves. 3. Members are also requested to take note of the following for the procurement of E-reader devices: (a) the procurement of one such device by Members using their enhanced financial entitlement is mandatory. In order to give effect to this direction, the cost towards the device shall be kept aside from the financial entitlement of each Member and a Member shall not be eligible to utilize this amount out of his/her available financial entitlement for purchase of any other computer equipment/software. However, out of this enhanced amount, if any amount remains unutilized after the purchase of one E-reader device, that amount can be used by the Members for the purchase of any other item(s) permitted under the Scheme. (b) Android based Samsung Galaxy TAB and ios based Apple ipad2 have been enlisted as approved models of these devices, which can be procured by Members, using enhanced financial entitlement.

5 5 (c ) customized parliamentary applications are being developed for both Samsung Galaxy TAB and Apple ipad2, which will be embedded on these devices to provide easy access to papers such as List of Business, Parliamentary Bulletins, Synopsis and Debates as well as the Constitution of India, Rules of Procedure, etc. to Members. (d) Members are also informed that M/s Samsung has offered a price of Rs. 25,895/- (inclusive of all taxes) with Diary Case, Bluetooth device, SD Card 8GB and Stylus for Samsung Galaxy TAB device, which if a Member desires can be procured from M/s Computer Ware(I) Pvt. Ltd., C-1/B, Green Park Extension, Aurobindo Marg, New Delhi ( Phone no , Mobile: , mail id: sales@computerware.in ). M/s Apple has offered Apple ipad2 model (with Wi-fi, 3G, 64GB) with PU cover at a cost of Rs.46,645/- (inclusive of all taxes) and Apple ipad2 (Wi-fi, 3G, 32GB) with PU cover at a cost of Rs.40,800/- (inclusive of all taxes), which, if a Member so desires, can be procured from an authorized partner of M/s Apple, M/s.Nsquare Technologies Pvt. (e) Members are also free to purchase either of the approved models of E-reader devices from any authorized retailers/dealers of Samsung and Apple anywhere in India) in the same manner as they do in case of other computer equipment, which is purchased by them using their financial entitlement. The method of reimbursement/payment towards these devices is the same as for other computer equipment. 6 6 No.: Stores Section Use of the State Emblem of India on (official/demi official) stationery Members are informed that, as per the provisions of the State Emblem of India (Regulation of Use) Rules, 2007, the State Emblem of India should be positioned in the middle top on the official/demi official stationery, visiting cards etc. It should be ensured that the State Emblem of India is depicted together with the motto Satyameva Jayate - in Devanagri Script to be inscribed below the profile of the Lion Capital. Further, it may be noted that the State Emblem of India is incomplete without the motto Satyameva Jayate. No.: G.A. Members do not turn off the volume knob of their earphones while leaving their seats, which causes disturbance in the sound system in the House. Hon. Members are, therefore, requested to turn the knob to the left while leaving their seats.

7 No.: Simultaneous Interpretation Service Arrangements for Simultaneous Interpretation of speeches made in some of the languages listed in the Eighth Schedule to the Constitution In addition to providing interpretation of the entire proceedings of the House from Hindi to English and vice-versa, arrangements exist for simultaneous interpretation in English as well as Hindi of the speeches made in the following nine languages subject to the procedure laid down hereinafter. (1) Assamese (2) Bengali (3) Gujarati (4) Malayalam (5) Marathi (6) Oriya (7) Punjabi (8) Tamil (9) Urdu Procedure (1) Speeches made in the course of debates will be interpreted from the aforesaid languages into English and Hindi. (2) Interpretation from the languages into English and Hindi will not be available during the period immediately after Question Hour, when miscellaneous matters not entered in the List of Business are raised, nor will it be available for remarks, observations or interruptions in the midst of regular debates; (3) A member desirous of making a speech in any of these languages may kindly give at least one hour s notice to that effect to the officer at the table stating also the language in which he wishes to make a speech; (4) Hindi interpretation will be transmitted on Channels 2 and 5 and English interpretation on channels 3 and 6. Channels 1 and 4 have been earmarked for the floor language.

8 No.: Simultaneous Interpretation Service Use of languages other than Hindi and English during Question Hour Members are informed of the following procedure regarding use of languages other than Hindi and English during the Question Hour:- A member in whose name a Question appears in the List of Questions for Oral Answers and who gives advance intimation for asking supplementary questions in languages mentioned in the Eighth Schedule of the Constitution (other than Hindi and English) for which arrangements for simultaneous interpretation already exist, may put supplementaries during the Question Hour in that language subject to the following conditions:- (i) This facility may be availed of only by members in whose names the Question appears in the List of Questions for Oral Answers; (ii) Advance notice on this behalf shall be given in writing by the members concerned not later than 3.00 p.m. on the working day preceding the day on which the Question is listed for Oral Answers; (iii) The facility shall not be available to members other than those in whose names the Question stands listed in the List of Questions for Oral Answers; (iv) In the printed debates (Original version) only an English version of the supplementary questions asked in a language other than Hindi, Urdu and English would be incorporated as is already being done at present in respect of speeches delivered by members in a language other than Hindi, Urdu and English while participating in debates on Bills, Resolutions, etc. No.: Publications and Who's Who Unit, LARRDIS The Legislature and the Judiciary: Judicial Pronouncements on Parliament and State Legislatures The publication titled 'The Legislature and the Judiciary: Judicial Pronouncements on Parliament and State Legislatures' has been brought out.
