1 ASHRAE MEETING MINUTES New York, New York TC Particulate Contaminants/Removal Equipment Main Committee Meeting Tuesday, January 22, :30 6:00 p.m. (Sheraton Hotel, Liberty 1&2) 2008 ASHRAE. SCOPE: TC 2.4 is concerned with the nature of particulate contaminants, both solid and liquid; the measurement of their properties; their effects on living things and materials; both solid and liquid; the means of removing unwanted particulate contaminants from gases; and the evaluation of the effectiveness, energy usage, and the economy of such purification equipment. For both ordinary and extraordinary situations including hostile acts the TC is concerned with the effects of particulate contaminants on the quality of air supplied to and exhausted from enclosed spaces, and with the sources of particulate contaminant pollution within such spaces. The scope of TC 2.4 does not include purely physiological or toxicological aspects of particulate pollution All following votes recorded as for-against-abstain-absent-total 1. Tom Justice Rolling off after summer meeting 6/30/2008: E.C. Motion to approve Membership Report by Bob Burkhead, seconded by Peter Shipp. Vote to approve: cv (Yes-No-Abstain-Absent-Total-CV or CNV) Chair recognized Mr. John Clark, ASHRAE Handbook Liaison and introduced him to Eric Brodsky, our new TC 2.4 Handbook Subcommittee chair. 5b Research Subcommittee Report Jeff Siegel Research Projects 1281-RP: Identification, Classification and Correlation of Ultrafine Indoor Airborne Particulate Matter with Outdoor Values: Final report now complete. ~180 page report. The researcher were able to do some speciation. Mass to charge ratio to breakout chemical composition I/O ratio for fine particles. Motion to accept final report by Al Veek, second by Jeff Siegel Vote to approve: cv (Yes-No-Abstain-Absent-Total-CV or CNV) Question on when report will be available? The report is essentially finished and in ASHRAE hands and on ASHRAE s schedule. Discussion on new (new for us) procedure for PMS meetings to be announced and open to all. Jeff intends to have technical details presented/discussed at PMS meetings and keeping the presentations at full TC meeting relatively short. Draft minutes of the research subcommittee meeting were distributed. Deadline for RTARS March 3 rd added. No conflict of interest rules for work statements If you work on the work statement you can still bid on it. RAC members will be on PMS Research Liaison: Iain Walker: prioritizing is internal to committee; not required. There doesn t need to be an official vote on it RP Particle Counter Specifications underway. Send information to Jim Hanley on problem examples. No PMS meeting in NYC RP Energy Implications of Filtration underway. Mark Renn summarized status and noted that there may be some surprising results. More expanded discussion will be presented at the June SLC meeting. PMS met at this meeting, project is well underway and on schedule. Contract ends April 30 th, RP Calibration Reference Device executive session Move discussion to end of meeting. See discussion at end.

3 Work Statements: Four Work Statements and RTARS are in process. Aiming for March 3 rd submission deadline if possible. Dave Pui gave presentation on nanoparticle filtration. Prioritization no vote needed #1 Neutralization broader than just 52.2 Bruce McDonald champion #2 filter loading dust Bob Burkhead champion; Don Thornburg to help. Motion to accept research subcommittee report made by Erik Kuiper, seconded by Don Thornburg. Vote passed cv (Marilyn was out of the room) (Yes-No-Abstain-Absent- Total-CV or CNV) RESEARCH SUBCOMMITTEE MEETING MINUTES ARE ATTACHED. 5c Standards Subcommittee Report.Don Thornburg If you are a liaison (official or informal) to another committee or group and cannot attend standards subcommittee, please let Don know when you do have a report so he knows you have information for the main TC meeting. New public review system. All online. Not tested yet. Going live mid March. Comments come in instantly, not all at the end. Overall plan is to withdraw 52.1 after SLC meeting. Informational Appendix to 52.2 on conditioning was approved by SSPC 52.2 committee. Addendum to 52.2 on dust holding going forward. GPC 26 going out for public review. Goes fast track. March 2008 Public review. Electronic system. 45 day Public Review. The word Informational is to be added to the conditioning appendix in the sub committee minutes. Motion made by Don Thornburg, seconded Mark Renn to move cognisant committee responsibilities for 185.1P from TC 2.4 to TC 2.9 Vote to approve: cv (Yes-No-Abstain-Absent-Total-CV or CNV) USTAG changing from IEST to ASHRAE, in process. Next USTAG meeting will be in SLC. TC142: Next meeting is in Philadelphia, with Filtration CD has been approved as a DIS. Vote on approval as an FDIS will likely occur in summer Likely published in 2008 or early 2009, if approved. NAFA meeting April. 4 th edition of NAFA Guide to Air Filtration published. TC 9.6 (Health Care Facilities) wants documentation to justify HEPA use. Motion to approve Standards Report (with minor editorial changes), by Erik Kuiper and 2 nd by Marilyn Listvan. 4 Charlie: if info in late, TC loses #1 priority in next conference. Too harsh, letter to ASHRAE to change this to be to pull free admission for speaker. Charlie wants permission to write similar letter. Some discussion. Letter circulating to some TCs. Program is trying to solve an ongoing problem with this. So both sides. Al noted that we turned away 59 programs for this meeting. So an absence is felt hard. Committee to allow Charlie to address this and to work on letter: permission given by chair. Two items tomorrow morning 8am. Conflicting time slots. Soon to be computerized to avoid this type of problem. Two Transaction sessions for Chicago: One by Miller and Pui, one by Jeff Siegel. Reviewed program submissions from this meeting for SLC. We have low backlog of topics so new ideas are needed. Contact Charlie if you have ideas. Send Erik information from committee and subcommittees; Bob wants to put as much there as we can. 5f Handbook Subcommittee Report.. Eric Brodsky New chairman, Eric Brodsky Do on incremental basis, sections for CD. Then ready for handbook. Looking for input for handbook. Needs reviewers. If you are interested in participating, contact Eric Brodsky. Currently reviewing what needs updating Chapters 24 of Systems and Equipment needs extensive work to remove dust spot and add MERV Handbook central has been created. Don Thornburg volunteered to assist with handbook Need to add GPC 26 reference. Gemma and Marilyn also volunteer to assist. Marilyn Listvan Biggest project is scanning IAQ proceedings. Nearing completion. IAQ Applications subscriptions have fallen off; publication may be cancelled due to low subscriptions sign up if interested. Also needs articles- please write one if you have an idea.

5 Insights send articles there too goes out to full ASHRAE membership good visibility. Monroe Britt wrote article for 52.1 insights. Advanced IAQ design guide - Barney Burroughs gave brief update part of series from special publications. Usually have high impact. Deals with moisture, mold control, filtration, etc. Likely published on web by end of Will be a very powerful document for setting Standard of Care. Will go out for peer review, but not public review. Reports from other TC liaisons Section 2 Liaison Report - Chuck Wilcom: he helps things run smoothly, keep communications open. Roster update forms due tonight. Keep web site clean of personal information ( , phone etc) - agenda, minutes ok; suggests Action Items from minutes. Green Building research funds available. 1M research program. Pre-proposal Jan (see their web site) MBO list Vice Chair should spearhead vision forward where will TC be in 5 years. Vision of where committee is going. 7. Old Business none 8. New Business Al Veek: heads up how to not get turned down by program o Sustainability o Leed o Green o Net Zero carbon footprint, neutral o Follow program themes Phil Winters: 5 year plan. How to put this together. Subcomimtee chairs think about what to include in 5 year plan and do at their subc meetings. Barney: Nanoparticle needs to be in 5 year plan. Executive session 12 voting members remained to discuss a research (Jeff Siegel and Jim Hanley excused from the 14 attending voting membership also two PES committee members and Iain Walker). The PES for 1466 RP has met to select a contractor. (Chair taking minutes) The PES recommended conditional acceptance of one of the proposals. ( s at the end) A.) IAQ Proceedings CD: ASHRAE publications is still expecting our document for Special Pubs. The remaining efforts include:scanning of IAQ proceedings is almost complete (?)
