1 14th PPA International Conference Special Report To All the Life Members/Regular Members/Fellow Psychologists Pakistan Psychological Association Respected Psychologists of Pakistan & Abroad Assalamu Alaikum There are some serious Facts that need to be brought in your kind attention (1) The Election Commission of Pakistan Psychological Association 2015 was not formulated according to the constitution of PPA (Section VI Elections). According to the clause the President with the consent of Executive Committee would nominate election commission 2 weeks before the commencement of the conference. Election commission would consist of 1 chairman and 5 members. The commission would be responsible for holding fair and transparent elections with right to caste vote but have no right to contest election. (See Appendix A) (2) Mr. Irfan Kisana accordingly called all the executive members of PPA vide his letter dated 7th March,2015 on Friday 13th March 2015 at 2.45 p.m sharp at the memories resturant 11 A-C2, MM Alam Road, Gulberg 3, Lahore. (see the Agenda in Appendix B). Mr Riaz Fatyana came, but did not attend the meeting intentionally. (3) After wards Mr. Riaz Fatyana called a last meeting of PPA executive members on Tuesday 19th March 2015 at pm vide E.mail message dated in Alhamra cultural complex, Qazafi stadium, Ferozpur Road, Lahore, with out the consent of Secretary General PPA Mr. Irfan Kisana which was totally illegal and not according to the constitution of PPA as far as its agenda was concerned. Moreover the E-

2 mail was sent by faizan shahid, office secretary which was also illegal (See Appendix A regarding constitution and Appendix C regarding ) The members of the commission were not at all decided by the larger forum of Executive Committee of PPA Following members were proposed. 1. Prof. Khald Saeed (chairman) 2. Dr. Farah Malik (secretary ) 3. Dr. Nadeem Ahmed Pirzada(member) 4. Prof. Asmat Ullah Cheema(member) 5. Prof. Sheeraz (member) Again the decision was not according to the constitution of PPA, which clearly says that election commission would consist of 1 chairman and 5 members. The above mentioned total members were five instead of six (See Appendix A). Therefore according to the PPA charter the committee and its decision stand null and void. (5) A big blunder can be seen vide notification letter dated 20th March 2015 issued by Mr. Riaz Fatyana. He called the meeting on 19th March i-e the 1st day of conference and issued notification of members of election commission on 20th March at 11:00 A.M i-e the 2nd day of conference.(see Appendix-D) According to the PPA charter the committee and its decision stand null and void. (6) Mr. Irfan Kisana PPA General Secretary along with the signature of few life members tried to hand over a letter to the President PPA, regarding the violation of the constitutional procedure for formation of election commission, which the president refused to accept, that clearly shows his intensions.(see Appendix-E) (7) The office set up by the election commission should have been at a neutral place instead of Dr. Farah Malik. secretary election commissions

3 personal room. The President did not took any decision regarding this issue which shows his favour with (panel I). The application filed by Mr. Irfan kisana was also not considered by the president PPA (8) Many students from the institute of Applied Psychology, Centre for Clinical Psychology, UMT, and a Lawyer from Sialkot became members of PPA on 20th march (second day of the Conference) which is illegal according to the PPA constitution which indicates that New members of PPA have right to caste vote only if he/she has obtained the membership at least on the First Day of the Commencement of Conference.(See Appendix-A) Membership can not be accepted on second day of the conference where as it was done by Dr.Farah Malik (Secretary Election Commission) (9) The election schedule issued by the President PPA was not followed which is a serious allegation. The up to date membership list was not displayed at all publically. Further from serial no 2 till serial no 12, dated 20 and 21 march 2015, election schedule was totally ignored. This shows the unethical, illegal and unconstitutional attitude of Chairman Election Commission and Chief Organizers (See Appendix F) (10) Prof. Khalid Saeed Chair Election Commission did not accept the petition filed on by panel 2 which clearly reflects his biased attitude. However two of the Members Commission Dr. Nadeem Ahmed Pirzada and Prof. Asmat Ullah Cheema accepted(see Appendix G and H) (11) The Chief Organizer of the 14th PPA International Conference of Psychology cancelled the prescheduled conference program with out any intimation to the PPA Executives, Guests and Delegates which created a severe disturbance and a very bad image on 21st March 2015, the last day of conference.so the concluding ceremony was not held. (See Appendix-I)

4 The conference rooms and venue were closed and locked at 2.00 p.m. Personal belongings of students, delegates and IT staff equipment was locked and participants had to intervene later to receive these. (12) In spite of continued requests by the PPA executive and life/regular members and other conference participants, the chief organizer refused to open conference hall for general body meeting and election. (13) The Petitioner Irfan Kisana Requested for the copy of decision regarding PPA election 2015 to the members of the election commission on 21st March 2015 before the business session. (See Appendix J) (14) A copy of reply of Petition addressed to Prof. Khalid Saeed (Chairman Election Commission) by Dr.Nadeem Ahmed Pirzada (Member Election Commission) duly addressed to the petitioner Mr.Irfan Kisana was handed over before the business session.(see Appendix K) (15) A one way, illegal and unconstitutional decision was issued by Prof Khalid Saeed (Chairman Election Commission) regarding new PPA body in favour of Penal I on (date of the first day of conference) distributed on 20th March 2015 which clearly shows favoritism and mal attitude ). This Decision was not signed by any other members of PPA Election Commission. (See Appendix- L) (16) Mr. Bilal Aslam Sufi unconstitutionally took some of the unelected members without the general body meeting and election along with Dr. Jahanzeb to a restaurant for unconstitutional oath taking which is strongly condempted by the life members and participants of PPA conference, who expressed their shock and disappointment at having being deprived of right to vote. (17) The one way decision of Prof. Khalid Saeed ignoring the members of election commission Dr. Nadeem Ahmed Pirzada and Prof. Asmat

5 Ullah Cheema is not accepted by the Secretary General, Senior Vice President, Vice Presidents, Additional Secretary and Executive Members, Life Members and Conference Participants(See Appendix-M) It Stand Null and Void. And The Body of PPA Still Exists Till The General Body Meeting and Election. (18) All the Executive Members, Life Members and Participants are requested to give their feedback immediately. 6 Election Commission would possess and may display upto-date record of PPA Membership. Each interested may examine it in the PPA office or may obtain voter s list on payment as per cost. Old Members, Life Members have a right to cast vote for all the posts of Executive Body of PPA New Members of PPA have right to cast vote only if he/she has obtained the Membership at least on the First Day of the Commencement of Conference. Full Registration for Casting Vote or Contesting Election is Essential.
