14 Federal Court of Appeal Daniels v Canada JUDGMENT The appeal is allowed in part. The declaration made by the Federal Court is set aside and is restated by deleting reference in the declaration to non-status Indians. The Court declares that the Métis are included as Indians within the meaning of section 91(24) of the Constitution Act, In all other respects the appeal is dismissed. The cross-appeal is dismissed. The issue of the costs of the appeal and the cross-appeal between the appellants and the respondents is reserved.

23 Proposal from Minister (Part 1) Minister s Proposal on First Steps on ReconciliaDon 1) Appointment of Minister s Special RepresentaDve (MSR) - announcement by Minister on June 4 at meedng with BOG; 2) Mandate of MSR (from Minister s office) We envision the MSR providing recommenda1ons on: * a framework/elements to address S.35 rights; and * a framework for addressing MMF. These would be done in the same report, but kept dis1nct. The S. 35 element would comprise the bulk of the report. With respect to S. 35, aoer the report is provided, then a more specific and granular process would follow, pending authoriza1on and willingness by respec1ve par1es.

Métis Nation Protocol 2008 supports one person one vote ballot box election of national President. Historic MéDs NaDon means the Aboriginal people then known as MéDs or Half- Breeds who resided in Historic MéDs NaDon Homeland; Historic MéDs NaDon Homeland means the area of land in west central North America used and occupied as the tradidonal territory of the MéDs or Half- Breeds as they were then known; "MéDs NaDon means the Aboriginal people descended from the Historic MéDs NaDon, which is now comprised of all MéDs NaDon cidzens and is one of the aboriginal peoples of Canada within s.35 of the ConsDtuDon Act of 1982;
