2 TAR NEWS TAR holds Public Order Maintenance Award Ceremony January 05, 2018 The TAR Party Committee, TAR People s Government and TAR People s Congress held a grand award ceremony in Lhasa on January 2, 2018 to honour and award individuals for maintaining public order. The ceremony also signed the Public Order Maintenance Responsibility Document and delegated work to concerned individuals. TAR Party Secretary Wu Yingjie, Deputy Secretary of TAR Party Committee and Chairman of TAR People s Government Choedak/Chedak (Ch: Qi Zha la), Deputy Secretary of TAR Party Committee and Chairman of TAR People s Congress Lobsang Gyaltsen, Executive Deputy Secretary of TAR Party Committee Ding Ye, Member of Standing Committee of TAR Party Committee and Secretary of the Politics and Law Committee He Wenhao, and other TAR leaders attended the ceremony. Speaking at the meeting He Wenhao said party organizations and public order management departments all over TAR have started studying and implementing the spirit of the 19 th Party Congress. This has ensured that grassroots governance has become more intricate, more effective and dynamic. Science and technology management systems are applied, intelligence methods are further improved and TAR s public law and order has reached greater heights. He added that the TAR Party Organization and Departments at all levels should take Xi Jinping s socialism with Chinese Characteristics as the guide and focus on maintaining stability and social harmony. CCP State Council s team in Lhasa for Quality Inspection January 16, 2018 The Quality Work Assessment Team under the PRC State Council headed by the Deputy Director of the State Administration on Quality Supervision, Chen Gang and some members of the Party group were on a four-day Inspection tour to TAR (January 12-15, 2018). 3 The Inspection team listened to the work reports of concerned departments, went on field inspections, and conducted verifications to check quality in organizational leadership, quality of supervision and safety of projects, coordination and cooperation between/among departments, social harmony, and awareness of party ideology etc. During their inspection tour, the Quality Assurance Team visited the Exit-Entry Inspection and Quarantine Bureau of Tibet, Construction site of Gongbu Garden Hotel in Nyingtri Prefecture, Nyingtri Food Co Ltd, Engineering Bureau of China Water Conservancy and Hydropower Ltd Company in Nyingtri, quality inspection of Nyingtri Metal Structure Plant etc. China-Tibet: Religion Radio Free Asia (RFA) reported on January 31, 2018 that Ngawang Tsomo, 51, a Tibetan nun and former political prisoner jailed for seven years after calling for an end to Chinese rule in Tibet, has died of complications arising from a chronic ailment she developed after being subjected to torture and poor living conditions during her incarceration. She died on January 27, 2018 in Phenpo Lhundrub (in Chinese, Linzhou) county in TAR s Lhasa (Lasa) prefecture after her health began to deteriorate last year. TAR holds 32 nd Publicity Day January 11, 2018 TAR held its 32 nd Publicity Day in Lhasa with the purpose of vigorously publicizing the work of Public Security Organs, enhancing people s understanding of public security, and improving intelligence mechanisms with the theme 110 (Police), towards a better life in a new era. The Vice Chairman of TAR Party Committee, Deputy Secretary of TAR Politics and Law Committee and Secretary of the TAR Public Security Bureau, Liu Jiang attended the publicity event and was asked to guide promotional campaigns. The Publicity Campaign asked Publicity Security Organs across TAR to conduct various campaigns such as the launch of a WeChat site, interacting with the masses via WeChat, sending short messages, tutorials on how to call police on 110, campaigns against citizens information leakage and anti-fraud, amongst other publicity activities. 4 Relocation and Resettlement Project in Lhasa s District January 17 & 18, 2018 On January 16, 2018, the Vice President of TAR and Vice Commander of the Outpost for Poverty Alleviation in TAR, Mei Erren, investigated the construction of a relocation and resettlement site in Chengguan District, Lhasa City. In Chenggong District's Caigongtang and Ergulin settlements, the research team learned more about its construction, occupancy and public facilities. They talked with the relocated people about their future plans. Mei Erren urged all levels of government, especially poverty alleviation departments, to conscientiously study and implement the spirit of the 19th Party Congress, study and implement General Secretary Xi Jinping's important strategic thinking on how to tackle poverty and speed up the pace of relocation to enhance quality and safety so that poor people can feel at ease. He said it is important to strengthen industrial facilities so that poor people have a source of income. In addition, we must strengthen our skills to enable poor people to achieve stable and full employment. Mei Erren and his team inspected Tsegongthang (Ch: Caigontang) and Kundenling counties of Chengguan District to examine the progress of construction and urged inhabitants to get out of poverty. TAR Public Security Bureau s meeting for Department heads January 06, 2018 The Director of TAR Public Security Bureau, Deputy Secretary of TAR Political and Legal Committee and Vice Chairman of TAR Party Committee, Liu Jiang invited over forty heads of TAR Public Security Bureau Organs, Police Chiefs and Officials of grassroots organizations, TAR Discipline Inspection Units, TAR Political Department, and TAR Police Protection Department for a meeting on January 04 in Lhasa to discuss and study the spirit of the 19 th Party Congress and on building a corruption free government. Fifty-five suggestions/opinions/problems relating to staff organizations and team management were raised at the meeting. Liu Jiang instructed all attendees that the TAR Public Security Bureau should work closely with all Public Security Organs across TAR to develop Tibet s economy and long term Page 4 of 11

5 social stability, peace and harmony. He urged the Chiefs of Police to uphold their political standings firmly, and work on their capabilities. TAR People s Congress Chairman oversees Tibet Museum Expansion Project January 23, 2018 Vice Chairman of TAR Party Committee and Chairman of TAR People s Congress, Lobsang Gyaltsen along with a group of officials, inspected the progress in the reconstruction and expansion project of the Tibet Museum on January 22. He pointed out that expansion of the Tibet Museum is one of the largest projects of the 13 th Five Year Plan of TAR and covers an area of about 60,000 sq meters. The project started in October 2017 and is expected to be completed by the end of The team emphasized that the Tibet Museum is a landmark building in Lhasa and the officials responsible for the project should not only ensure its quality and safety but also make it a global magnet. Tibet reduces number of CPPCC members; religious circles still largest number January 24, 2018 The Tibet Autonomous Region s (Chinese) People s Political Consultative Conference (PPCC) moderately reduced the number of members. The new TAR PPCC has a total of 519 members, down from 615 or a reduction by 15.6%. The new TAR PPCC has 80 religious members, constituting the largest of 16 groups. The CPPCC s TAR Committee also sent six delegations to visit more than 10 countries including India, Germany, Greece and Australia in the past five years as part of exchanges. The CPPCC of the Tibet Autonomous Region Committee also invites officials from the Consulate General of Nepal in Lhasa each year to attend its meeting and learn about the achievements of Tibet's reform and development. 6 The TAR s Saffron Cultivation Program has gained the strong support of Shanghai entrepreneur Zheng Anping. In December 2016, the Tibet Red River Valley Saffron Agricultural Technology Co. Ltd. Was registered in Jiangzi. The second phase of construction of the Red River Valley Agricultural Park started in May 2017 with a total investment of 46 million Yuan, of which the Tibetan safflower-breeding base accounts for an investment of 30 million Yuan. The plan is to construct 22,000 square meters of saffron planting smart greenhouse, which will be put into use by August. It will be Tibet s only largescale seed breeding base for saffron. Zhang Wenlong is head of newly established security department in Tibet s military January 22, 2018 An official PLA announcement said that Major General Zhang Wenlong, former head of the logistics department of the Tibet Military Region, has taken over as head of a newly formed security department. Poverty Alleviation Report January 30, 2018 By January 30, 2018 a total of 530,000 people in TAR were elevated from poverty in the past five years and their number reduced from 860,000 to 330,000 by the end of Yin Fenshui, Director of the Poverty-Relief Office of Tibet, said that per capita disposable income of poverty-stricken farmers and herdsmen in the region has increased by 16% in In 2018, Tibet plans to uplift 150,000 people out of poverty while maintaining the 16% increase in terms of per capita disposable income of below poverty income families/people. (Comment: Meanwhile, the Overseas Chinese Affairs Office of the State Council has since 2016 used its resources to promote poverty alleviation work among overseas Chinese. The number of impoverished overseas Chinese has dropped from 1.17 million at the end of 2015 to 99,000 at the end of 2017, and the poverty occurrence rate has reduced to 0.28% from 3.27%, a drop of 92%.) 7 Tibet's Ngari received over 660 thousand visitors in 2017 January 13, 2018 Ngari prefecture located in west Tibet, received a total of more than 660 thousand domestic and overseas visitors last year, with an annual growth of 20 percent. Tourism revenue totaled about 750 million Yuan as per statistics released by Ngari Tourism Bureau. Famous tourist places include the Yadrok Yumtso Lake, Gangrinpoche (Mount Kailash). TAR People's Congress Standing Committee Notice January 20, 2018 The TAR notified recently that the term of Li Mingxiao, Ngari prefecture s representative to the 10 th TAR People s Congress, is terminated. It is said that his termination was on the basis of the quality check done by the 10th TAR People s Congress on behalf of members of the Qualification Review Committee. (Comment: There are presently 430 representatives in the 10th TAR People's Congress.) SHIGATSE NEWS (Ch: XIGAZE) Deputy Director of Standing Committee of the First People's Congress of Shigatse resigns January 13, 2018 The Standing Committee of Shigatse s first People s Congress accepted the resignation letter of its Deputy Director Xia Jia during the 24 th meeting of Municipal People s Congress held on January 12, Meeting of the Representatives Heads in Shigatse Page 7 of 11

8 January 23, 2017 On January 22, the Shigatse Party Committee held a meeting of all Head representatives of Shigatse. Zhang Yanqing, Party Secretary of Shigatse and Vice Chairman of TAR Party Committee attended the meeting. Shigatse Municipal Party Committee, Municipal People's Congress Standing Committee and head of the Shigatse Municipal Party School Cheng Siqu, Deputy Secretary of the Shigatse Municipal Party committee and Executive Vice Mayor Jiang Guojie, Shigatse Municipal Committee Organization Department Minister Yang Kun, and the Shigatse Municipal Committee Commission for Discipline Inspection, Supervision Commission Chairman Ma Lingtian were among those attending. The meeting evaluated and approved the draft list of the delegation and the Secretary General of the first session of Shigatse People s Congress eleventh session. The list (in the following paragraph) was presented by the Deputy Head of Shigatse People s Congress. The list mentioned Zhang Yanqing, Head of the Shigatse delegation, Cheng Siqu and Jiang Guojie as Deputy Heads of the Shigatse delegation; Zhang Yanqing also as secretary of the temporary Party branch of the Shigatse delegation; Cheng Siqu and Jiang Guojie as the Deputy Secretaries of the temporary Party branch of the delegation of Shigatse, Yang Kun, Malin Tian and twenty members of the temporary branch of Shigatse delegation. At the meeting, the participants renewed their commitment to Party discipline. Thermal Heating Projects in Tsona County January 17, 2018 Huimin Project, part of the Thermal Heating Project that first started in March 2016 (Phase I) in Tsona County of Shigatse, reportedly with a total investment of 50 million Yuan, became operational in October the same year. The second phase of the Project started in April 2017 with a total investment of 160 million Yuan and had a trial operation at the end October The Tsona County Party and government organs, enterprises and institutions, schools, hospitals, resident units, some residential houses and employees have been able to achieve heating for an area of 200,000 square meters with an average room temperature of degrees Celsius. 10 Tibet Autonomous Region Higher People's Court Sodhar The first session of the Eleventh TAR CPPCC Committee held its Third Congress Tibet Daily, January 29, 2018 On the morning of 29 th January, Eleventh CPPCC National Committee held its third plenary meeting and elected TAR leaders. Phakpa La Gelek Namgyal was elected Chairman of the Eleventh TAR Committee of the Chinese People's Political Consultative Conference. DanKe, Gao Yang, Zhu Kang Thupten Khedup, Tsemoling, Tenzin Thinley, Lobsang Gyurmey, Zonglo Jampa Khedup, Lhalong Pelha, Rinzin, Awang, Apei, Jinyuan, Wang Yalin, Sangay Dakpa, Dolkar, Lei Guilong and Tashi Dawa were elected as the Vice Chairmen of the eleventh session of the CPPCC Tibet Autonomous Region Committee. The meeting elected Lei Guilong as Secretary General of the Eleventh TAR Committee of the CPPCC and elected another 63 members from TAR for the Eleventh CPPCC. Phagpalha Geleg Namgyal re-elected Chairman of CPPCC Tibet Committee January 31, 2018 Phagpalha Geleg Namgyal was re-elected Chairman of the TAR Committee of the Chinese People's Political Consultative Conference (CPPCC) at the first session of the 11th TAR CPPCC Committee on January 29. Phagpalha Geleg Namgyal, an ethnic Tibetan, was born in 1940 in Lithang, in Sichuan Province. He has been Chairman and Vice Chairman of the National Committee of the CPPCC since Chedak la and Lobsang Gyaltsen re-elected to their respective posts January 31, 2018 Chedak la (Ch: Qi Zhala) and Lobsang Gyaltsen were re-elected as the Chairman of TAR People s Government and TAR People s Congress respectively.
