Exhibition at the Hyatt Regency in Lisle, IL. The conference exceeded our expectations, with attendance by almost 60 collection system professionals, supported by 20 suppliers to the industry and held in a newly remodeled facility. (photo by Ted Denning) Attendees had four different topics to choose from to help them in their everyday work in the collection system of their municipality or client. The first half of the conference concentrated on private side issues, including: 1) A short review of the MWRDGC s 2) A joint presentation between the city of Wheaton and the consultant RJN, discussing a recent lateral rehabilitation project. 3) A practical presentation on the dollars and sense (see what I did there?) of Continued on page 3... 2 President s Corner By Lou Storino, IWEA President As the hopes and dreams of 2016 come to fruition, I ask you to look back and reflect on your new year s resolutions. Did any of them include water? Water is so vital to human life, so intricately woven into our daily lives, and yet so often overlooked. As the year marches forward, look into making some new resolutions that involve water. Some for consideration encourage a friend or family member to entertain a career in the water profession. Get involved in your local watershed management council. Encourage your community to conserve water and implement green infrastructure initiatives. Support a water project abroad through Water for People, Engineers Without Borders, World Vision or any of the many water-related charities. Become more actively involved in IWEA. Learn about new industry trends and current issues involving wastewater treatment, management, recovery and reuse. 3 Continued from cover... a lateral grouting and dye water flooding program for the city of Wauwatosa, Wisconsin, presented by Visu-Sewer. The second half of the conference got a little more technical. 1) The city of Joliet gave us a good look at how they use their GIS system and tools on a practical level in the field; and, 2) An electrical engineer from Greeley and Hansen spent 30 minutes discussing the importance of understanding arc flash applications in the collection system. Allison Swisher, PE, Capital Program Engineer for the city of Joliet, was the well-deserved winner of this year s Golden Manhole Award. In her time in Joliet, Allison has managed the design and construction of three large wastewater projects with a construction value of over $40 million, and initiated a multi-year sewer investigation and rehabilitation program with a rehab goal of $5 million annually. Please make note of two important events coming up in In the spring (date to be determined), we will hold our bi-annual refresher course for the Wastewater Collection Systems Operator Certification. To be held in Addison s village hall, the course will cover important aspects of the material on the Illinois EPA s voluntary Collection Systems Operator Certification. For those that wish to take the test immediately, we will have a proctor from the Illinois EPA to give the official exam. The other save-the-date is the 16th Annual Collections Seminar and Exhibit, scheduled for Thur., Nov. 10, tentatively back at the Hyatt in Lisle. 4 IWEA Annual Conference is Right Around the Corner! By Laurie Frieders, IWEA Executive Director Once again, the 2016 Annual Conference will be held at the highly reviewed ihotel and Conference Center. This year, the conference schedule is a little different. Raj Bhattarai, Division Manager of the Austin Water Utility, will be officially opening the conference with a keynote address on the hot topic of Resource Recovery. Mr. Bhattarai has over 35 years of public sector experience in water and wastewater and is currently on the Board of NACWA and WERF. He has won many awards for his contributions to the industry, including the Gascoigne Medal and Bedell award from WEF, as well as the Mahlie Award from the Water Environment Federation of Texas for significant contributions to the art and science of wastewater treatment and water pollution control. Next up will be Jackie Jarrell, PE, who is currently on the WEF Board of Trustees. Ms. Jarrell has been with Charlotte Water for over 25 years, currently serving as the Operations Chief overseeing wastewater and water. She will be speaking about current WEF initiatives supporting the membership and the industry as a whole. After the morning s keynote addresses, the exhibit hall will open, showcasing the latest in technology and equipment design. Lunch will be served there to give attendees a chance to network with the vendors as well as each other. The exhibit hall will be open through Tuesday, and lunch on both days is included in your conference registration. The exhibition will close with a reception. Technical sessions will begin after lunch on Monday and continue through mid-day on Wednesday. IWEA is continuing its tradition of bringing top speakers to its events. The biosolids lineup includes Dr. Nick Basta, a widely published professor of Soil and Environmental Science at Ohio State University, as well as Linda Lee, a professor and associate head in Agronomy at Purdue University. Jeff Eger, HDR, is a widely recognized leader in utility management and will be presenting in the wet weather track, and Rod Reardon, Carollo s National Wastewater Technology Leader, will be heading up the nutrient track. These nationally recognized speakers join more than 60 other well-regarded, technical presenters, including Marsha Willhite, Chief of Are you registered yet? The ihotel and Conference Center in Champaign, IL will host the 37th Annual IWEA Annual Conference and Exposition on Feb. 29 and Mar. 1, the Illinois Environmental Protection Agency's Bureau of Water who will be opening the Wednesday morning technical sessions. The Operations Challenge will be back for its third annual competition on Tuesday afternoon in the exhibit hall. All attendees are welcome to register for one or all of the four competitions. And don t miss the Young Professional s Reception and the Student Poster and Design Competition on Monday afternoon. There are a large number of students competing this year. Come check out the future leaders in our industry. The response has been so great that IWEA will be seeking additional volunteer judges this year; it s a great way to get involved! The annual awards banquet will be taking place in the Colonnade Club located at the U of I stadium. This wellattended event gives attendees a chance to honor fellow professionals that go above and beyond to promote and support the industry as well as network. The Colonnade Club promises to be a interesting backdrop to this fun event. See you there! 4

5 From the Shed By Dan Bounds, Gunilla Goulding and IWEA Watershed Management Committee The IWEA Watershed Management Committee has been busy planning the year s watershed management track for the upcoming annual conference. The track will take place Tues., Mar. 1 and will provide a full day of timely watershed management topics. Bob Mosher, IEPA Water Quality Standards Unit, will provide an update on water quality standards development. Amy Burns-Walkenbach, IEPA Watershed Management Section, will provide an overview of recent TMDL and Nonpoint Source Program activities. Other IEPA staff will be providing current information on the state s new MS4 stormwater permit and the Statewide Nutrient Removal Strategy. This year s track will also feature presentations on prioritizing nutrient removal with other watershed priorities and water quality trading incentives, as well as updates on the activities from several Illinois watershed management groups. All speakers will be part of an open panel discussion with conference attendees. An Update on Microbeads Photo courtesy of CBSnews.com Microbeads, which were the subject of last issue s trivia question, made news again in late 2015 when Congress passed and the President signed the Microbead-Free Waters Act of Microbeads are tiny synthetic plastic particles used as abrasives in many personal care and beauty products, such as facial scrubs, soaps and toothpastes. When consumers use personal care products containing microbeads, the tiny plastic beads, which come in many different colors and are about the size of a pen-tip, don t dissolve. They are rinsed down the drain and because of their small size and buoyancy, they pass through municipal wastewater treatment plants and are discharged into rivers and lakes. Like other plastics, microbeads absorb persistent toxic chemicals commonly found in waterways. These pollutants then enter the food chain where fish and wildlife mistake the tiny beads as edible. The new federal law phases microbeads out of consumer products over the next few years, starting with a ban on manufacturing in July 2017, followed by product-specific manufacturing and sales bans in 2018 and The language of the law, which defines microbeads as "any solid plastic particle" less than five millimeters in size and intended for use as an exfoliant, also ensures that manufacturers could not simply switch to a different type of plastic. The federal law follows similar legislation passed first by Illinois in June 2014 and later by New York, Wisconsin, Indiana and others. The Illinois ban on the manufacturing and sale of microbeads will now be superseded by the federal law, since the federal ban begins six months earlier. The web links below provide the text of both the federal and state law. asp?name= Moving forward, several major manufacturers are already working on plans to gradually eliminate microbeads from their products and replace them with natural alternatives, such as ground seeds or nuts, oatmeal or pumice. Until microbead-containing products are off the shelves, consumers who prefer not to use such products should avoid products that show polyethylene and polypropylene in their ingredient lists. 6 IWEA Constitution and By-Laws Revisions By John Lamb, Ad-Hoc Bylaws Committee Chair In 2015, an ad-hoc committee was formed to review the 18 articles of IWEA s current Constitution and Bylaws with the intent to update, change and add any language deemed necessary and beneficial to the association. These recommended changes were presented to the Executive Board for their approval at the IWEA Board Meeting on Dec. 4, I would like to thank committee members Amanda Withers, Lou Kollias, Lou Storino and Mark Halm for all their efforts in this review. These changes are required to be published before the annual business meeting on Feb. 29, at 9:30 a.m. where they will be presented to the membership for voting and approval. Recommended changes are indicated in red. To view the full version of the IWEA bylaws, please visit b_fnl_mar_2011.pdf Article II Objectives 3.2 Enhance the education and effectiveness of wastewater professionals through training. 3.9 Serve the international Illinois community of water environment professionals Said Association is organized exclusively for educational and scientific purposes, including, for such purposes, the making of distributions to organizations that qualify as exempt organizations under Section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code. No part of the net earnings of the Association shall inure to the benefit, or be distributable to, its members, trustees, officers, or any other private persons, except that the Association shall be authorized and empowered to pay reasonable compensation for services rendered and to make payment and distribution in furtherance of the purposes set forth above. No substantial part of the activities of the Association shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the Association shall not participate in, nor intervene in (including the publishing or distribution of statements) any political campaign on behalf of any candidate for public office. Notwithstanding any other provision of these articles, the Association shall not carry on any other activities not permitted to be carried on (a) by a corporation exempt for federal income tax under Section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code, or (b) by a corporation, contributions to which are deductible under Section 170(c) (2) of the Internal Revenue Code, or the corresponding section of any future federal tax code. Article VIII Duties of Officers and Executive Manager 8.5 Treasurer Make available all financial records of the Association for review engagement from an Independent accounting firm, audit, annually biennially on even numbered years and upon completion of the first year term as treasurer or as otherwise specified by the Executive Board at the expense of the Association, either by an Audit Committee commissioned for this purpose, or by a Certified Public Accountant appointed by the Executive Board. 8.6 Executive Manager Act as the liaison between the Illinois Water Environment Association and the WEF, ISAWWA, and other groups and associations for planning joint events and general coordination efforts and correspondence. Article IX Election of Officers 9.2 The Nominating Committee's selections, if approved by the Executive Board, shall be presented to the membership at least thirty (30) days prior to the Annual Meeting of the Association by newsletter, letter mail, post cards, and/ or other acceptable electronic or social media. Article X Term of Office 10.1 The term of office for all officers except the WEF Delegate(s) shall be one year as determined by the Annual Meetings of the Association, except the Secretary and the Treasurer, who shall be appointed by the Executive Board on an annual fiscal year basis. These term limitations may be waived upon a two-thirds vote of the Board in response to unforeseen and or unusual circumstances. Article XI Classification of Membership 11.6 Dual Member Shall have all the rights and privileges of an Active Member. except for voting and holding office or Committee 6

If said member is on the Board of another Member Association of the Federation, they shall not concurrently hold a Board position in this Association Affiliate Member Shall have all other rights and privileges granted by the Association, but excluding the rights to serve on the Association Nominating Committee or as an Association officer. Affiliate members may serve as Committee Chairs. Article XIV Committees 14.2 Nominating Committee Shall consist of a minimum of three eligible voting members appointed by the last living Past President The last living Past President shall be the Chair of the Committee The President shall designate the Chair and Vice Chair of the Committee. Article XVII Amendments 17.1 Initiation The Executive Manager shall mail notices and the complete text of a proposed amendment, on the instruction of the Executive Board, to each eligible voting member at least 30 days before it is to be voted upon by newsletter, letter mail, post cards, and or other acceptable electronic or social media Adoption Amendments to these Constitution & Bylaws may be made by a majority two-thirds affirmative vote of the eligible voting members present and voting at an Annual Meeting, notice of the proposed amendments having been mailed by the Executive Manager to each eligible voting member no later than 30 days in advance of the meeting at which said amendment is to be voted upon by newsletter, letter mail, post cards, and or other acceptable electronic or social media. Article XVI Meetings 16.4 Executive Board Meetings The Executive Board shall hold at least one (1) meeting at the time of each Annual Conference in addition to at least one (1) two (2) other meetings during the year. Scholarship & Charitable Giving By Carlee Scharnhorst, Scholarship and Charitable Giving Chair It is hard to believe the annual conference is just around the corner! As I write this, we are anxiously awaiting the scholarship applications. By the time you have a chance to read it, we will have scholarship winners picked and notified. We can t wait to tell you who they are at the conference. This year, we decided to make a little bit of a change in our fundraising efforts. Rather than selling scholarship pins, we are focusing on the basket raffle. Some generous sponsors have funded baskets and many committees have stepped up to the challenge of creating a basket as well. It will be fun to see the variety of baskets available. The raffle will work much like the one we did last year. You can purchase tickets individually for $1, seven for $5 or 15 for $10. You drop the tickets in the bucket(s) in front of the gift basket(s) you would like to win. Winning tickets will be drawn at the close of the exhibitor reception. There are going to be some really wonderful options this year, so be sure to check them out! 7

8 EXECUTIVE BOARD The Nominating Committee, headed by Past President Kendra Sveum, considered candidates for the Executive Board for the year Here is the slate of officers for the upcoming year to be approved by the membership at the next IWEA general meeting to be held at the annual conference. New to our board is Kam Law as our Second Vice President and Deb Ness as our WEF Delegate. President Mark Termini Mark has been employed by the village of Addison for over 39 years and served as Superintendent of Environmental Services. He is an Illinois Certified Class One Operator. Mark received the Kenneth C. Merideth Award in 2009, and William D. Hatfield Award in He is a member of the Quarter Century Operators Club, has served as the chair of the IWEA Safety Committee, and as IWEA representative on the Il-WARN committee and various other IWEA committees throughout the years. President Elect Daniel Collins Dan Collins is a Supervising Civil Engineer in-charge of Biosolids Management Division of the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC). Dan has a B.S. in Mechanical Engineering from Purdue University- Calumet. He is a registered professional engineer in Illinois. Dan has more than 26 years of engineering experience at MWRDGC. He has served on WEF s Residual and Biosolids Committee, National Biosolids Partnership Advisory Committee and is currently the Chair of the IWEA Biosolids Committee. In addition to his active role in several IWEA seminars, Dan has initiated and successfully conducted the first two IWEA/CSWEA Biosolids Seminars in 2012 and First Vice-President Eric Berggren Eric Berggren is the Illinois Water Business Group Leader and Vice President for HDR. Eric has been actively involved in the environmental engineering field for 18 years, mostly in the wastewater and water area as a project engineer, project manager and program leader. Eric has a B.S. in Biological Systems Engineering from the University of Nebraska-Lincoln and started his career working for Dale Jacobson. Since arriving in Illinois in 2009, Eric has been active in IWEA and has served as the Technical Program Committee chair since

9 NOMINEES For Second Vice-President Kam Law Kam Law is a senior project manager at Greeley and Hansen. She has more than 21 years of experience in all aspects of wastewater treatment and is a registered professional engineer in Illinois and Wisconsin. She has been active in the WEF Municipal Resource Recovery Design Committee, serving as the chair for the Leading Edge Outreach Subcommittee. She has also served as the chair for the IWEA Industrial Pretreatment Committee, as well as the chair for the IWEA Nutrient Removal and Recovery Committee. Kam has a B.S. in Civil Engineering and a M.S. in Environmental Engineering from the University of Kansas, and a Master of Project Management degree from Northwestern University. She is currently pursuing a doctoral degree in Civil and Environmental Engineering from the University of Nevada. WEF Delegate Debra Ness Debra Ness has 20 years of regulatory and supervisory experience in the wastewater industry. She currently works for Trotter and Associates on ordinance updates, local limits evaluations and pretreatment issues. Debra has a B.S. in Biological Sciences from Northern Illinois University. She has served as the IWEA Treasurer since 2007 and has been active on the Government Affairs, Industrial and Hazardous Waste and Public Education Committees for more than 15 years. Debra was the 2015 winner of the prestigious Arthur Sidney Bedell WEF Award. TRIVIA D. Nutrients. Nutrient loss and runoff is considered the major threat to water quality in Illinois ANSWER! because excess nutrients in rivers and streams impair drinking water quality, harm aquatic life, and limit recreational opportunities by fertilizing harmful algal blooms. Nutrient pollution is generally caused by excess nitrate-nitrogen and total phosphorus from diverse sources. Illinois waterways also contribute significantly to the nitrate-nitrogen and total phosphorus loads that reach the Gulf of Mexico hypoxic zone. The Illinois Nutrient Loss Reduction Strategy, which was developed by the State in 2015, describes a comprehensive suite of best management practices for reducing loads from wastewater treatment plants and urban and agriculture runoff. These practices will help the state reduce its phosphorus load by 25 percent and its nitrate-nitrogen load by 15 percent by The eventual target is a 45 percent reduction in the loss of these nutrients to the Mississippi River. 11 Capitol Currents By Nate Davis, Collection Systems Committee State News IEPA is continuing to engage stakeholder groups to work on updating the water quality standards for ammonia nitrogen and bacteria. IEPA s goal is to have language finalized for the Illinois Pollution Control Board s consideration sometime in The IEPA published the draft language for changes to the State Revolving Loan program affordability and principal forgiveness criteria in the Illinois register, and received comments Nov. 9. A copy of this publication can be obtained from the IEPA New and Proposed Rules webpage at new-and-proposed-rules/index IEPA is in the process of finalizing language to bring the state SRF program in line with changes to the federal guidelines, and hopes to have the new rule in place during the next fiscal year. The Illinois Pollution Control Board recently published a proposed rule change relating to the renewal of NPDES permits. This change will allow permit holders to apply for a waiver if they have not applied for a permit renewal within 180 days prior to the expiration date. The IEPA would then respond to the application for a waiver within a 21-day period. The rule change also clarifies that the terms and conditions of the expiring permit remain in effect if a new permit has not been issued prior to the expiration date. The Fox River Study Group released the final version of the Fox River Implementation Plan on Dec. 15. This plan was developed to identify actions to address water quality issues on the Fox River as an alternative to a traditional TMDL. This document is available for download on the Fox River Study Group s website Federal News The USEPA released changes to the MS4 general permit rule for public comment. This has been developed in response to an earlier court order requiring USEPA to address procedural issues and considerations for public feedback when granting MS4 coverage with a general permit. A prepublication form of this rule can be found on the USEPA website at The National Fish and Wildlife Foundation, in partnership with the USEPA, is currently accepting grant applications for the 2016 Five Star and Urban Waters Restoration Program. This program awards financial assistance for a variety of water quality-focused projects. Applications must be received by Feb. 3. Additional details and related documents can be obtained on the NFWF website at org/fivestar/pages/2016rfp.aspx Financial Report By Debra Ness, Treasurer During the second quarter, IWEA filed the required IRS Form 990, Return of Organization Exempt from Income Tax for the tax year ending June 30, The Association files this tax return annually under the Federal IRS statutes as a 501(c) (3) tax-exempt organization. A copy of this tax return and the Illinois Charitable Organization Annual Report was filed with the Illinois Attorney General in January.
