2 First Time Purchaser Please read this entire packet before calling as most questions will be answered within. Please do not ask for legal advice as our office is unable to advise you on collection and enforcement procedures. 3 Who must register with the KY Department of Revenue? All third party purchasers who meet any of the following conditions must register with the Department of Revenue before being allowed to participate in a tax sale: Plans to buy more than 3 certificates of delinquency in any county. Plans to buy more than 5 certificates of delinquency statewide. Plans to invest more than $10,000 statewide in any calendar year.

4 Registration Process for Third Party Purchasers with the Department of Revenue Answers about the registration process at the state level can be found on the Department of Revenue s websitewww.revenue.ky.gov. After selecting the property tax link, you will be able to obtain the most up to date information about the registration process as well as download an application form.

5 Tax Bill Sale Timeline 6/27/14 The certificates of delinquency will be published in the KY Enquirer. The ad will include bill number, owner s name and property address. The list will also be available on the County Clerk s Website at 07/18/14 Priority Lien Holders Registration Form, Department of Revenue Registration Certificate, Registration Fee, Affidavit, and Priority Bill list in the approved format with payment must be received in the Clerk s Office by 4:00 p.m.

6 Tax Bill Sale TimeLine 7/18/14 All Others Registration Form, Department of Revenue Registration Certificate, Registration Fee, Affidavit and list of desired Delinquencies in the approved format must be received in the Clerk s Office by 4:00 p.m. 7/29/14 Tax Sale will be held at 10:00 a.m. at 303 Court Street, 4 th Floor Training Room, Covington, KY

7 Priority Bills Deadline is July 25, 2014 at 4:00 p.m. Submit list in priority preference order with a copy of the prior year certificate of delinquency attached. Must include bill number, parcel identification number, amount due, owner name & address. Payment must be included with your list for the total due along with a $13.00 fee per certificate purchased to secure your lien. Please submit separate check for lien filings.

8 Registration Deadline July 18, 2014 $ non-refundable county registration fee if purchasing five or more tax bills statewide. $25.00 non-refundable county registration fee if purchasing three or less tax bills. Must submit list of bills that you wish to purchase with your registration form. List must include bill number, amount due, parcel identification number, owner name & address of property.

9 Purchase of Delinquent List There is a charge of $0.10 per record. requests to theresa.reilly@kentoncounty.org After payment is received, list will be ed or can be picked up in the Covington Clerk s Office. List also available in the County Clerk s office. List will be available online free of charge on June 27, List will be updated every Friday.

10 List of Delinquencies will be available online June 27, Go to the front page of the website. List will be under NEWS FEED Click on DELINQUENT TAX LIST List will be updated every Friday prior to the sale.

11 Tax Sale Procedures Lottery will determine the order in which you may purchase bills. May purchase 5 bills at a time. Time limit of 2 minutes per bidder.

12 Payment Options Checks, Money Orders, Visa, MasterCard, Discover, and Cash. Payment must be made the day of the sale. There will be a $13.00 filing fee added to each bill purchased to secure your lien. Please bring a separate check for lien filing fee. Liens will be mailed to lien holders by August 26, 2014.
