1 Whatcom County Official Voters Pamphlet Primary Election August 5, 2014 Dear Voters, Hopefully it s a lovely summer day as you sit down to consider who to vote for on your primary election ballot. You ve opened this pamphlet to help you make your decisions. There are many other things you could be doing, so thank you for taking the time to vote in this primary. This primary election is different than other primary elections. This is the year when the political parties ask you to consider election of Precinct Committee Officers. Only those precincts where more than two people applied for the position by any party are on the ballot. This office is unique to political parties and is provided for by the Legislature. Within the party it is an important building block of their structure. This position is intended to be elected by party members so you are required to affirm to be a member of the party you vote for. The other items on the ballot, Federal or State legislative races, the County Prosecuting Attorney, and a PUD commissioner, deserve your consideration. The top two vote getters will move on to the general election. In either situation, your vote DOES make a difference! Sincerely, Debbie Adelstein Whatcom County Auditor Who donates to campaigns? 3 U.S. Representative 1st Congressional District 3 John Orlinski Elected Experience: No information submitted Other Professional Experience: Social Worker with DSHS since 1991; Financial Planner with Metropolitan Life Insurance Company ; Assistant Professor, Political Science, Maritime University, Szczecin, Poland, Education: M.A. in International Studies, University of Washington, Seattle, 1988; M.A. in Business Administration, University of Szczecin, Poland, Community Service: Board of Directors, Lake Washington Technical College Foundation, ; Vice-President of the Polish Baseball and Softball Federation, ; King County Refugee Planning Committee. Statement: My name is John Orlinski and I am running for office as an independent populist Republican who is fiscally conservative and moderate on social issues. I am seeking office because I deeply care about our country and its future. In this race, I want to represent the silent majority of people who feel that their voices are not being heard by the establishment on both sides - people whose personal liberties, constitutional rights, and individual freedoms are under attack. Our government is expanding and behaves out of control with new mandates, intrusion, overreaching, and overspending which have caused our budget deficits to balloon and doubled our national debt over the past six years. We need to reinstate the Glass-Steagall Act and impose other restrictions on the banking system so we can avoid future crises. Audit and oversight of the Federal Reserve System should be implemented. Our unemployment levels have remained high since the current recession began. We need to do more in this area but the majority of our efforts should be concentrated on increasing private employment levels. We need to show more financial restrains, reduce the size of our government, and make it more efficient. If not done soon, we are going to face dire consequences - inflation and financial ruin. We need to continue reforming our health care, environmental protection, and welfare systems. I would urge more emphasis on technical and vocational education, and making our schools more competitive. We need more efforts made towards ending homelessness, improving mental health, disability and veterans services, and reducing abortion and teenage pregnancy rates. I would like to see a limited immigration system overhaul which would put more emphasis on our labor needs. We need to end the wars, regain control of our borders, and protect our laws, liberties, and sovereignty. (425) johnorlinski@outlook.com Suzan DelBene Elected Experience: United States Representative, 2012-Current. Other Professional Experience: Successful career as businesswoman and entrepreneur. Former Microsoft executive, led local high-tech startups. Former Director of Washington s Department of Revenue, where I led efforts to simplify the tax system and help small businesses. Education: B.A., Reed College; M.B.A., University of Washington. Community Service: I ve mentored students at UW Business School, been active in my church, serving as a board member. Volunteered with the PTA, Girl Scouts and YWCA, supporting transitional housing, job training and services to help families get back on their feet. Statement: Growing up, my dad lost his job and our family struggled. But thanks to financial aid, student loans and hard work, I was able to attend college and build a successful career as a businesswoman and entrepreneur. Today, too many middle-class families are suffering from the same financial instability my family felt. This is why I m fighting to give everyone the opportunity to succeed. Results, not rhetoric. In a dysfunctional, hyperpartisan Congress I ve worked across party lines to get things done helping write the Farm Bill to ensure it benefits Washington farmers while reducing the deficit; successfully fighting to roll back the doubling of student loan interest rates; and passing legislation to expand job-training and education programs for food stamp recipients to learn skills and become selfsufficient. When a portion of the I-5 bridge over the Skagit River collapsed last year, I worked to quickly secure emergency funds to rebuild it. Expanding Economic Opportunity. I m fighting to raise the federal minimum wage to $10.10 an hour, extend unemployment insurance to help those looking for work, and I cosponsored legislation to help Main Street businesses compete with out-of-state retailers. I m working to increase our investments in schools, roads, student aid and job creating research. Standing up for our shared values. I m fighting to protect Social Security, Medicare and a woman s right to choose. To protect our privacy, I cosponsored a bill limiting government surveillance programs and ending the bulk collection of our private data. I support reforming our tax system to make it simpler and fairer. To fix our broken immigration system, I sponsored common-sense legislation that will create American jobs, cut the deficit and provide an earned path to citizenship. Working together, we can build an economy that works for everyone, creates jobs and expands opportunity. (425) info@delbeneforcongress.com No Photo Submitted Mike the Mover (Prefers National Union Party) Elected Experience: None. But still trying after twenty-six years. Still in the hunt. Other Professional Experience: Have held the National Trademark as Mike the Mover for twenty years. Operationg as a household goods carrier for thirty-five years. Was named as NRCC Washington State Business man of the Year Education: Well, i graduated from high-school, and went to college. then I went to court. For the most part, I represented myself (pro-se), and did well. Community Service: I do it everyday, that s part of my job. Statement: 150 years ago, Abraham Lincoln was re-elected to a second term as President of the Uniteed States, then involved in a great Civil War. Not as a Republican, but by another Party of influence. The National Union Party, a Party of the people. It was a congregation of middle-class voters, both Republicans and Democrats, whom along with the soldiers of the Union Army that secured Lincoln s victory and the end of the bloody conflict. Today, Congress is at war with itself. A contingency of Millionare/Billionares who will not raise taxes on themselves. Instead, they ask you, the middle-class to support them in the form of donations, which is essentially padding their own pockets. In return, they offer food stamps to the needy and unemployed. In reality, elections have become a game for the wealthy.a balance between Congress, the wealthy, and their corporate interests. Think about it? Why are there no middle-class candidates involved. Why, because it costs to much to compete. Middle-class people don t have the resources to spend (waste) millions of dollars, while they attempt to house, feed, and educate their families. In my case, I have enjoyed with a passion, each and every run for office, not as a marketing scheme, but as a thorn in the foot to those who would use their foot to stomp on me. Very much like Lincoln did to his own Party. Whereby, I propose a moratorium on all sprawl north of the Snohomish river, both commercial and residential. To include, drilling, fracking, mining, or any proposal that derelicts the 1st District in any fashion. However,I will consent to the creation of a regional airfield in conjunction with the Tulalip Reservation, which may help the Paine Field enthusists push forward. (206) mike_the_mover@comcast.net Edwin F. Moats (Prefers G.O.P. Party) Elected Experience: Board of Trustees, Birch Bay Home Owners Association Other Professional Experience: 15 years practice of law 7 years legislative staff 13 years FTE College & Community College teaching Education: J.D. Law, Case Western Reserve University M.A. Philosophy, Colorado State University M.S. Mathematics, Western Washington University Community Service: Adult Sunday School Teacher, First Assembly of God, Jefferson City, Mo; Snohomish County Co-Chair, Koster for Congress Campaign 2012 Statement: Our nation is in deep trouble, and this election is about choices. Some say there is no difference between Republicans and Democrats. But Obamacare was passed without a single Republican vote. It is Republicans who seek energy independence, while Democrats block the Keystone Pipeline, suppress the oil industry, and destroy the coal industry. Obamacare is hammering small business, the primary engine of job creation in the American economy, forcing it to cut jobs and hours. We must rescue small business and the American worker from the clutches of Obamacare by the earliest possible repeal of this tragedy! My stance on immigration reform is First secure the border, and then we ll talk about reform! And when we talk, the principle guiding that conversation must be that the purpose of American immigration policy is to benefit America!, Over the past six years we have witnessed the USA become a nation in decline as the Obama/Democrat regime has squandered our national influence abroad and depleted our national security and economy at home. We have gone from being respected in the world to being irrelevant, from being an economic powerhouse to shedding jobs at an unprecedented rate. I say Enough of this weakness! America, let s be strong again! I possess the skill set to serve in Congress due to my 15 years in the practice of law, 7 years as legislative staff, and masters degrees in mathematics and philosophy. I am ready to hit the ground running on day one. Please join my campaign to restore strength and respect to America that we may once again be an influence for positive change and freedom in this world! Thank you for your vote! (360) campaign@moatsforcongress.com Pedro Celis Elected Experience: None Other Professional Experience: Former Microsoft Distinguished Engineer, Chief Technical Officer of SQL Division, Former Professor of Computer Science. Education: BS, Computer Engineering, ITESM (Monterrey Institute of Technology and Higher Studies), Monterrey, Mexico; MS (Mathematics) and PhD (Computer Science), University of Waterloo in Ontario, Canada. Community Service: Founder/Board Member of Plaza Bank; U.S. President s Information Technology Advisory Committee (PITAC), ; Board Member of Stronger Families, a nonprofit organization advocating a healthy environment for marital and family life; Board Member, Washington News Council; Board Member, Washington State Hispanic Chamber of Commerce; Member, Board of Regents, ITESM, his alma mater. Statement: I am running for Congress because I have lived the American Dream, and I want to preserve it for future generations. Raised in a family of 6 by a single mom, I left Mexico as an adult with one bag of clothes and a box of books. I came legally to the United States, I followed the rules, and became a naturalized citizen in I am an American by choice, and retired as a Microsoft Distinguished Engineer in Today, I see the American Dream under threat. Opportunity is diminishing and the American Dream is fading. Climbing the economic ladder has become harder, and our personal freedoms are threatened. Government is part of the problem. I will work to protect our freedoms, to encourage innovation and to promote economic growth. It is vital that we balance our budget to pave the way for a new prosperity and a rising American middle class. We must also remove obstacles that are keeping our economy locked in place the senseless regulations, the crushing weight of new mandates. We must replace Obamacare with a health care system that promotes personal choice and protects patients rights, while helping the most vulnerable among us. There is a better way. We need leaders who have tackled hard, complicated problems and found solutions, leaders who can work with people of diverse views, who have compassion, who have touched hard times, and who know how to help others rise and succeed. I will put my experience to work, helping to redirect Congress, and to fix what s not working in the other Washington. I will vote, consistently, to promote opportunity, protect individual liberty, and get our nation s finances under control. If you agree with those priorities, I ask you to Vote for Pedro. 4 4 U.S. Representative 1st Congressional District (cont.) Robert J. Sutherland Elected Experience: Snohomish County Republican Party Executive Committee, Vice-Chairman Legislative District 44. Assisted candidates Clint Didier, Elizabeth Scott, John Koster and James Watkins. Other Professional Experience: Biochemist. R&D, lung and breast cancer therapies. Developed new DNA extraction method. My research disproved claims of a new form of DNA, helping redirect valuable research funding to other cancer laboratories. Education: Biochemistry, Gonzaga University, Spokane. Community Service: Veteran, U.S. Air Force. Raised critical research money for Seattle Children s Hospital motorcycle cancer fundraising event Children s Ride. Officer, 501(c)3, Scottish-American non-profit organization. Awarded grants to children pursuing Scottish music and arts. Statement: As a biochemist I spent my career developing cancer therapies. Since retiring I was elected Republican Precinct Committee Officer, Vice-Chairman of Legislative District 44 and PCO Recruitment Committee Chairman. I m a Citizen Politician as Ronald Reagan referred to himself; someone closest to the people. That s what a House Representative is supposed to be. We ve witnessed a downturn in America s once strong economic and moral might and the decline of the U.S. dollar. We see the lowest workforce participation rate; high gasoline prices; a decline in the middleclass and an expansion of the welfare class. Necessary actions are needed to reverse this. That s why I am running for U.S. Congress: to save America for the next generation. Fix the economy. Repealing ObamaCare, lowering corporate tax rates, replacing 74,000 pages of IRS tax code with a flat tax, approving the energy pipeline and unleashing the entrepreneur spirit of American s will work. A rising tide lifts all boats. With a rising economy American s hard work is rewarded by increased workforce participation and higher wages for poor and middle-class families. Give a man a fish, feed him for a day. Teach a man to fish, feed him for a lifetime. Stop ruining people s lives by giving them unlimited free stuff without requiring them to learn how to fish. Help them become a productive member of society instead of a depressed, discouraged dependent of the State. That s how to solve income inequality. Other priorities: Balance the budget. Secure our borders. Enforce current immigration law. A free-market healthcare system that works. Education dollars following the student. Parents decide whether public, charter, private or in-home schooling is best for their child. Reign in the NSA, BLA, EPA, DOE, DHS and the ATF. Thank you for your vote. (425) robert@sutherlandusa.com Richard J. Todd (States No Party Preference) Elected Experience: No information submitted Other Professional Experience: No information submitted Education: No information submitted Community Service: No information submitted Statement: Richard Todd participated in the early development of our Nation s emergence into jet aviation, working with airlines and military facilities in the Cold War era from 1950 to America s military dominance helped other free nations resist the global advances undertaken by the Soviet Union. Richard participated in the introduction of new airliners that enabled mass air transportation across the North Atlantic, linking Europe with the Indian sub-continent as well as the full length of Africa. Political struggles in emerging nations in Africa and Asia captured Richard s attention and led to a deeper appreciation of our US Constitution. The creation of Representative Government by the Constitutional conference in Philadelphia in 1786 holds a new appreciation for Richard, with a goal of that conference to provide a government that has checks and balances between the executive, legislative and judicial branches and contains limits and clearly defined powers for the Federal government. The freedom to form factions was not limited in deference to the joyful relief of having shed the yoke of British Monarchy. the number of factions that formed was thought to be sufficient to avoid domination of our legislature by a single group. History has proven that the two major political parties have managed to bypass that objective. Today the American Electorate has increasingly become independent of loyalty to a political party. These Independents (Indies) are working to strengthen the checks and balances of power within our Federal government and to achieve the goal of the Founders of our Nation to avoid dominance of our legislature by a single faction. Richard s Independent candidacy provides representation for every resident of the First Congressional District regardless of where that person s views reside on the political spectrum and is not conflicted by the interests of a political party. (425) toddmarine@hotmail.com Indiepac.org U.S. Representative 2nd Congressional District Mike Lapointe (Prefers Independent Party) Elected Experience: No information submitted Other Professional Experience: I worked as detox staff and outpatient caseworker at Evergreen Manor chemical dependency facility and staff at The Cocoon House facility working with Homeless teens and administering the network over several locations. I am currently one of the owners of The Firewheel Community Coffeehouse in Everett. Education: Graduate of Holyoke Catholic High School in Massachusetts with an A+ Certification from WNEC and have taken additional courses in Internet Technologies at Everett Community College. Community Service: Ran meetings in the VA and other Hospitals for those with chemical addiction issues and volunteered in the point-in-time homeless count. Statement: Who are the 99%? You are the 99%: Americans just trying to get ahead. I am Mike Lapointe. I am an Independent. I am a working class American willing to go to the mat for the middle class. I have been a factory worker, Vice President of the United Electrical Workers Local 264 and an outspoken opponent of corporations dominating our political system. I have defended workers in contract negotiations and in the halls of government. I am not beholden to corporate powers. Their money will oppose my election. I am proud of that. My beliefs and political goals : Corporations are not people! Money is not speech! Government policy should benefit the majority of our citizens, not just the few. Policies that enhance corporate profits but harm average citizens are simply wrong. Banks should not gamble with their customers money. Our tax system should pay the country s bills while promoting a healthy middle-class and discouraging obscene wealth. No coal should be shipped through our state and all fossil fuels must be phased out with urgent attention placed on the development of green energy solutions. There must be a moratorium on foreclosures, forgiveness of student loan debt that threatens to economically enslave an entire generation, and development of an educational system second to none and affordable for all. Money earned through work should not be taxed at a higher rate than that gained by investment. The defense department should be used for defense, not global empire. Work should pay a living wage. Our civil rights should never be compromised in the name of security. I will focus on sustainable solutions which benefit communities, families, local businesses, and our long term future. This is who I am. This is what I will take to Congress. Thank You, Mike (425) contact@mikelapointe.org Rick Larsen Elected Experience: It is my privilege to serve as the Representative for Washington s 2nd Congressional District. I ve also served on the Snohomish County Council. Other Professional Experience: Prior to working as a public official I was employed by the Port of Everett and the Washington State Dental Association. Education: I graduated from Pacific Lutheran University in Washington state and have a masters degree from the University of Minnesota. Community Service: My parents were an important influence on me, encouraging me to be involved in my local community. Their encouragement continues to be a motivation for my service to our communities. Statement: I was born and raised in Arlington. My mom and dad raised me with the values I now teach my own children: community, service and commitment. These values guide my work and my belief in a country that creates opportunities for the middle class and expands participation in our democracy and economy. That s why I m working to raise the national minimum wage, combat income inequality, create jobs in our community, and fix our broken immigration system. Income inequality has been called the defining challenge of our time. We need to rise to this challenge and build a ladder for those seeking to break into the middle class. There s no better place to start than by raising the minimum wage. Washington state has a minimum wage that is the envy of many others, but there s more to be done. I ll work hard in Congress to increase the national minimum wage and tie future increases to inflation. I m also working to put people back to work. The best way to create jobs is to invest in our transportation systems. Building and repairing our roads, bridges and highways will grow our economy and immediately put people to work. I ve been a leader on transportation issues in Congress and will continue my strong support for investments to improve safety and spur economic growth in our communities. And I m committed to expanding opportunities for everyone to participate in our economy and democracy. We must reform America s broken immigration laws by establishing a clear pathway to citizenship, destroy any barrier that prevents people who are registered to vote from exercising that right, extend unemployment benefits to the long-term unemployed and support efforts that ensure marriage equality exists in every state. None of this will be easy, but I m up for the challenge. (425) rick@ricklarsen.org B.J. Guillot Elected Experience: Chair, Marysville Library Board. Other Professional Experience: Vice President of Product Management at multinational firm providing Public Safety solutions (EMS, Fire, 9-1-1) to municipalities. Team Lead and Software Developer at multinational energy company. Sole proprietor of computer software startup developing custom built solutions to solve specific industry problems. Education: B.S. in Computer Science and Mathematics from the University of Houston. Community Service: Manage website to inform residents about the status of Paine Field commercial flights. Advocate for electric cars. Statement: Let s face it. Many have been hurt by the lack of jobs, college debt, and too much government red tape. We all see the empty storefronts. We can now do something about it together. Listening to you will be my hallmark. I care for you, your family, and our country s future. People are hurting. The middle class is shrinking. Too many jobs from Skagit, Whatcom, Island, San Juan, and Snohomish Counties have been lost or moved out of State. (Boeing, Kimberly Clark, Penguin Windows, Visiting Nurse Home Care, just to name a few.) College graduates frequently find few or no jobs in their industry. They often face having to take two part-time jobs without benefits, just to make ends meet. I will fight hard to bring jobs and businesses into our communities, starting by working together to reduce the burden of government regulations to make our district more desirable. I will stand for reducing the debt, ending and keeping our country out of unnecessary wars, and restoring our civil liberties. The Patriot Act and domestic spying on our phone calls, s, and web usage must stop. Representing you, I will do something about it! And I will listen to you, as well as let you know how legislation will impact you and your family. One approach will be to use electronic innovations to enhance contact with your Congressman, resulting in a more responsive representative. This keeps us neighbor to neighbor, and you can provide input on the issues you care about from home, work, or public library. You will have the tools to express constructive views on creating jobs and opportunities. You are the best source of new ideas. I will bring listening, reason, and innovation to our community. I ask and thank you for your powerful vote. (425) info@vote4bj.com

I am the longest serving elected prosecutor in the State of Washington. I am presently directing a staff of fifty people including twenty two attorneys, and I handle an active caseload. One of the major accomplishments in my past 39 years in office has been the development of a team approach that combines my office and all of the law enforcement agencies in this county. With the high level of crime and dwindling resources, a team approach is vital. In addition to the prosecution of criminal cases I also represent Whatcom County and its elected and appointed officials as legal counsel. I am presently the chairman of the Forensic Investigations Council which oversees the State Toxicology Laboratory and the State Crime Laboratory system. I have served as the president of the Washington State Association of Prosecuting Attorneys, and a lecturer for the National District Attorneys Association and the Washington State Association of Prosecuting Attorneys. Other Professional Experience: Administrator for accounting and healthcare firms since 2007; options trader and compliance director for the American Stock Exchange, 1992 to 2006; mathematics teacher in the public schools of the Bronx, 1987 to Education: B.A. in Mathematics, Harvard College; currently a student at WWU working towards an M.S. in Mathematics, June Community Service: Have participated in and led a variety of community groups, with particular interest in the environment and in education.. Statement: The Public Utility District No. 1 of Whatcom County, our PUD, was born in Its parents were a grassroots movement by the Washington State Grange and a national movement, led by President Franklin Roosevelt, which shared the same goal: breaking the monopoly power of large private utilities who were refusing, for financial reasons, to provide access to electricity to rural residents. Our PUD has grown from having a single industrial customer, in 1953, to servicing a dozen facilities with electricity and/or industrial grade water. It serves two municipalities with drinking water, and about fifty agricultural businesses with irrigation water. Annual revenues for PUD No. 1 are approximately $15 million. The role of the three PUD commissioners is to ensure that financial success does not become an end in itself, but rather is used to honor and fulfill the original vision of the PUD. Our PUD was not created to turn a profit, but to promote the welfare of everyone in Whatcom County and to help develop our economy in a sustainable way with reliable sources of energy and water. The financial stability of PUD No. 1 needs to serve as a foundation for these other primary goals. (360) matthew4pud@gmail.com matthew4pud.com Bob Burr (Nonpartisan) Elected Experience: Vice Chair, Green Party of Washington State, Vice Chair, 40th LD Democrats, Treasurer, Green Party of Whatcom County, Democratic State Platform Committee Other Professional Experience: Vice President, Research and Development for Fortune 500 Company before retiring to Whatcom County in Owner of Bellingham-based national research and consulting firm from 1996 to Education: University of California and Claremont Graduate University Community Service: Police Selection Board. Numerous activist/leadership roles in environmental, human rights, civic, peace/ justice/ LGBT, women s, and government/political reform organizations. Past candidate for U.S. Senate and Bellingham City Council. Have gone to Jail for Justice. Statement: The Public Utility District (PUD) Commission has not been serving the public interest. Its chief clients are the large industries at Cherry Point. It serves their interests, not ours. The PUD plays a huge role in Water Availability-- an area of great concern to many in the County. It holds rights that are, for the most part, senior to all groups except the tribes. The PUD does not foresee a water shortage in Whatcom County; however, it has never modeled the effects of changing climate scenarios. I want to apply my research expertise to such a study, planned for Farmers and other constituencies are not so rosy in their water outlook. Last year, the PUD contracted to provide nearly 2 Billion gallons of Nooksack River water (5.33 million gallons per day) to the proposed Gateway Pacific coal terminal each year for the next 30 years. In the light of known water conflicts and potential shortages, the District was shortsighted and irresponsible to extend those rights to It is folly to waste water for the shipping of taxpayersubsidized coal to China. It s time for a change. Put a Burr in the PUD saddle. (360) bobburr@comcast.net burr4whatcom.com Jeffrey McClure (Nonpartisan) Elected Experience: President, RMC Architects, PLLC, Bellingham, for 30+ years; Commissioner, Whatcom County PUD No. 1, since Other Professional Experience: Founding partner of a 15-member architectural firm with expertise ranging from master planning to the design of large-scale projects in the commercial, institutional, and public sectors. Also partner in renovation of fire-damaged Delft Square in downtown Lynden, which will become a hotel with retail space. Education: University of Washington, BA Environmental Design, 1977; University of Colorado at Denver, Master of Architecture, Community Service: No information submitted Statement: The attributes required of a PUD commissioner are good judgment, a solid business sense, and a balanced approach to complex issues. PUD No. 1 is a public corporation with 22 employees and annual revenue in 2014 estimated to be $18 million. Many key businesses including Alcoa Intalco Works, BP Cherry Point Refinery and Phillips 66 Ferndale Refinery and their employees depend on Whatcom County PUD No. 1 to supply electricity and/or water. During the past several years, as PUD No. 1 has engaged in a large-scale effort to upgrade its critical infrastructure, I ve served as Chair of the Commission. A public utility s highest priority is ensuring the stability of the system through the uninterrupted supply of its services, provided efficiently at the lowest possible cost. Sound financial management by the Commission and staff enables us to operate without seeking property taxes from businesses and residents. I ve also insisted on making environmental stewardship a high priority. By working with our customers, we ve reduced water consumption by several million gallons per day, improving stream flow in the Nooksack River. Eager to contribute to continued success, I ask for your vote in the Aug. 5 primary election and Nov. 4 general election. (360) jeff.m@rmcarchitects.com
