3 1.1.2 The project approach is based on these facts: i) young people are the future of peace and inclusion in Rwenzori ii) a democratic system governed by laws and respecting human rights cannot exist if the 15% of the population who are PWDs (WHO 2011) is denied equal opportunity to participate in society (Article 2/EIDHR Reg.). Following the partners discussions late 2013, an in-depth consultation with the target groups took place early 2015, building on National Youth Organisation for Development s (NAYODE) and National Union of Disabled Persons of Uganda s (NUDIPU) joint projects in the region. NAYODE conducted field visits and community meetings with the leaders of the region s 4 ethnic minority groups (Banyabindi, Basongora, Bagabo, Bakigwe) on , while NUDIPU consulted their district structures in Kasese and Kabarole. These grassroots consultations identified what the beneficiaries need to participate effectively in development programmes. This was followed up by 2 consultative workshops (50 participants each, representing all stakeholders) to consolidate initial findings: one was a conflict analysis, scrutinizing context, root causes and actors, the other proposed activities and solutions to the situation. All participants expressed strong support for a peace-building project inclusive of the marginalised ethnic and other social groups. This project uses the complementary strengths of 3 organisations. ADD, active in Uganda since 1987, has experience of successful multi partner project management including for the EU. It leads the consortium assisting 2 CSOs: NAYODE, with its head office in Kasese, has implemented peace building programmes in the region since Since 1987 NUDIPU has been the umbrella federation of disabled people s organisations and has member organisations based in Kasese and Kabarole districts. The 2 latter organizations have long-term working relationships with the target groups (children and youth and disabled people, who together represent over 50% of Rwenzori society) as well as with the wider communities. The overall objective is to contribute to the building of democratic processes and development in the Rwenzori region by promoting peace. It addresses disability exclusion as a starting point and a case study for addressing social inclusion in general. There are 3 lines of action: SO1 reinforces the capacities of local structures in peace building and disability inclusion and supports achievement of SO2 and 3. SO2 builds the rights holders capacities while SO3 focuses on the roles of duty bearers, with the common objective of deconstructing conflict attitudes and building conflict sensitive and inclusive communities. The project will start with SO1 activities, and will commission (with recognized local research institution the Centre for Basic Research) and widely disseminate a learning paper exploring how the multiple identities of people (mainly ethnicity and disability) interplay with conflicts in the region (1.1). Based on these findings and together with the Eastern African Network on Disability Mainstreaming (EANDM) (of which ADD is a leading member), NAYODE and NUDIPU will design tools to mainstream disability in a conflict sensitive approach and mobilize their constituencies (1.2). NAYODE and NUDIPU will then train a pool of role model disability and human rights defenders (whose members will be identified under SO1 and 2) (2.3). The project will be disseminated using traditional, innovative and community based media to build support for the action (2.4). SO2 and SO3 preparatory activities will start directly after the project launch. This includes orientating stakeholders, and the consortium will adjust to the outcomes of the 2016 general election. The SO2 activities will train children and youth in conflict transformation skills, respect for human diversity and nondiscrimination, using innovative edutainment methods such as puppet theatres and SMS and social media contests (2.1). This will take place in school peace clubs and peace committees at local levels (2.2). The existing 10 NAYODE youth peace clubs of 40 gender balanced members each will be strengthened further. Learning from the DPOD-NUDIPU programme, respect of human rights cannot be enjoyed without rights holders economic empowerment. Business-oriented community dialogues, which have proved very popular in other areas of Uganda, will therefore be organised (2.3) to link youth and the private sector, and youth will then submit ideas for simple small projects promoting peace and inclusion and potentially raising income to youth peace for development competitions (2.4) (An approach used by ADD Bangladesh). In parallel the SO3 activities will bring together local leaders from all ethnic groups to build a common understanding of the root causes of conflicts, agreeing inclusive peace messages which will then be relayed to the wider communities (3.1). Government administrators, recently elected officials (including Local Council Court members) and police will be supported to take on their roles and duties defined by laws in a conflict sensitive manner. Playing an active role, members of local government responsible for promoting equitable distribution of resources like the District Service Commissions and Lands Boards will be encouraged to publicly disseminate their procedures and processes with citizens to help their understanding and expectations. Police will be specifically targeted as peace (or conflict) agent. These messages will be aired (radio, TV, and public broadcasting popularly known as mukarakasa ). Cultural and religious leaders will be invited to official functions and ceremonies in order to maximize their profile (3.2). The project will close by celebrating peace: inclusive sport and environment-friendly events - peace marathons, Paralympics, tree planting, will reunite all stakeholders. Children, youth, leaders, disability and human rights defenders will all peacefully manage these events (3.3). HIV/AIDS is a cross-cutting issue for NUDIPU and ADD Uganda and testing and counselling (HTC) will be organised alongside all major project events by working with an influential regional HIV/AIDS stakeholder. The consortium will document lessons learned and best practices ( ): findings, outcomes and successes will be scaled up and replicated in other areas of operation of ADD, NAYODE and NUDIPU. 4 1.2 Relevance of the action Relevance to the objectives/sectors/themes/specific priorities of the call for proposals The partners share the goal of the call in promoting local civil society. The project will be delivered by a regional youth organisation (NAYODE) and national disability rights organization (NUDIPU) and administered by a rights-based INGO which is focused on partnership with disability CSOs. The organisations share values of international and civil society collaboration to promote democracy, rule of law and respect for human rights. The consortium even goes a step further and considers that these goals cannot be achieved if a social group disabled people - is denied its political, civil, economic, social or cultural rights. The stakeholder consultation showed that the absence of social inclusion (as defined by the World Bank) is the main entry point for action in conflict sensitive environments. Conflict resolution is about accepting difference and diversity in humankind. Additionally, in the conflict areas of the Rwenzori region, the promotion of peaceful co-existence among the ethnic minorities and other social groups is a pre-requisite to establish democratic processes, respect of laws and enjoyment of human rights. So conflict sensitive methodologies will be used throughout, and both conflict sensitive and disability inclusive approaches will be instilled in the beneficiaries work. PWDs will be involved in decision-making processes while an adequate representation of all the region s ethnic groups will actively take part in delivering the activities, promoting interaction which will help heal wounds caused by previous conflicts. The combination of activities targeting multiple stakeholders is meant to systematically address the social, economic, political root causes of conflicts, which ultimately result in violence. Conflict and differences cannot be avoided, but the way men and women, girls and boys, respond to it, can, and this will be the major emphasis in the capacity building and awareness raising activities. All target groups will be sensitised and/or trained in conflict sensitivity/transformation skills. Rights holders will also be equipped with knowledge about human rights. Similarly the capacities of duty bearers will be enhanced by sensitizing them on their legal obligations (e.g. Prevention and Prohibition of Torture Act, Institution of Traditional Leaders or Cultural Leaders Act and PWDs Act). In both cases empowering the target group with conflict transformation and disability inclusion knowledge is meant to challenge negative attitudes and practices (KAP approach). In terms of inclusion, emphasis is given to disability rights for several reasons. The EU concluded the UN Convention on the Rights of PWDs (CRPD) in 2010 (Council Decision 2010/48/EC), the first time ever the EU became party to a human rights treaty. Uganda ratified the CRPD in 2008, submitted its initial status report to the CRPD Committee of experts in 2011, and is in the process of reviewing its regulatory framework accordingly, while civil society, led by NUDIPU, has published an alternative report to the State Report in This provides a conducive environment and an opportunity to realise PWDs rights. Disability mainstreaming is therefore an overarching strategy using systematic and methodical approaches that can be evaluated and that the partners can learn lessons from. This implies involving children and youth with disabilities, PWDs, Local Councillors and other members of the District Disability Councils - the local statutory body for monitoring compliance with disability inclusion. One of the focuses of the sensitisation and training activities will be on ways disability rights are violated. Finally the project emphasizes recognizing disability advocates as human rights defenders and challenges the common view, according to which PWDs are seen as proposing human rights instead of defending them. The project is deliberately designed to ensure local ownership of the action. NUDIPU and NAYODE member organisations and grassroot networks in Kasese and Kabarole districts are the ultimate implementing partners of the action. In this way the project will not stifle local leadership with an action coming from above, but assumes that duty bearers have adequate knowledge and skills and uses the symbolic and political power of their functions to build peace and an inclusive society. The peace building events closing the project will act as an opportunity to re-use the skills acquired by the beneficiaries. Finally sustainability is addressed at organisational, social and political levels. The project aims to establish or empower peace clubs and committees which are strong community support structures, as well as the 2 local CSOs. They will continue with peace building skills and attention to disability inclusion after the project ends. This can grow to another level and/or expand to other sub-county and districts. Similarly the target groups will be equipped with knowledge to continue challenging social and political attitudes and practices Relevance to the particular needs and constraints of the target country/countries, region(s) and/or relevant sectors (including synergy with other EU initiatives and avoidance of duplication) The stakeholders consultation and literature review provided clear findings. Unsurprisingly there has been a history of violence and people s grievances have not been addressed. This led to a situation of temporary negative peace held in place by unresolved economic, social and political issues. The project intends to counteract this by building on synergies between bodies at local, national, East African and international levels. The Rwenzori region has a dynamic economy and is rich in natural resources, although the recent discovery of oil and gas in Bunyoro and the north has brought tensions over who will benefit. The region also has a healthy business environment due to its proximity to the Democratic Republic of Congo; trade, transport and EuropeAid/150000/DD/ACT/Uganda Page 4 of 14

5 agriculture are vigorous. Tourism also contributes highly to the country s GDP. While poverty is a national problem, it is acute in the Rwenzori region and there is an obvious unequal distribution of wealth among its ethnic and social groups (BTC Belgium, ). The initial consultations clearly indicated that there are strong links between shared resources and viable livelihoods and a decrease in violence; in other words, linking the economic interests of various ethnic groups is a way to avoid violence (the EU s founding principle). The consortium plans to organise business-oriented community dialogues, an innovative approach that has proved very popular in the Kampala area. This will use existing capital relay structures such as the very successful NAYODE Kisongora women savings and loans scheme (which started under an EU-funded project in 2008). This would also allow the consortium to specifically target young girls and women. Strong negative ethnic stereotypes have led to excluding attitudes and behaviours, proximate causes of past violence. In the 1960s cultural institutions representing the various ethnic groups were created and are now generating another wave of violence, the latest example being the insurrections led by the Esyamango group in July Land access has been made difficult, people s homes being squeezed between Lakes George, Edward and the Rwenzori Mountains. The creation of the 2 national parks has reinforced land scarcity and many evicted families have not yet been financially compensated. The growing population adds pressure to access land, other resources, as well as services and jobs in the region. More positively, a relative religious tolerance prevails, although there is a trend of religion influencing politics and employment. Land access is a key issue; the project outcomes will add value by feeding into NUDIPU s national advocacy efforts to ensure a quick enactment of the Access to Justice Bill which is expected to help solve some of these historical injustices. We will make us of the national and African literature available in relation to ethnic minorities and the Rwenzori conflicts (e.g. Stuck in the Mist Study) in order to include the disability dimension, which has so far been overlooked by the vast majority of actors. The region s political situation is affected by serious attempts to disrupt democratic processes and respect for the rule of law. Corruption allegations have undermined confidence in the governing class. There is reported nepotism in the politics and administration of the region and tribalism is perceived to be increasingly influencing access to employment. Additionally misunderstanding of the multi-party system has led to political polarisation and division among communities already divided along tribal and ethnic lines. People tend to vote for individuals instead of political parties and politicians have made political promises which allegedly remained unfulfilled once elected. Disillusionment is therefore felt by the local population, the media and civil society, reducing trust and confidence in the leadership of local communities and public institutions. SO1 and 2 trainings and/or sensitisation will provide a direct answer to these issues. The project will also influence NUDIPU national advocacy positions, the results of which will impact the grassroots activities in return. Similarly the peace committees will influence legislation at district level. The project will support youth groups and PWDs through NUDIPU Kasese member organisation to participate in sub-county and district budget forums, and to develop issue papers clarifying their needs to be included in district development planning. This multi-layer approach is also applied to the disability dimension of the project. The EANDM will use its international expertise to feed into the design of peace building training inclusive of PWDs needs and rights. Feeding information upwards, youth with disabilities and disability and human rights defenders reached by this action will collect PWDs personal experiences to assess progress on CRPD implementation and contribute to the draft NUDIPU-led shadow report to CRPD Committee in Describe and define the target groups and final beneficiaries, their needs and constraints, and state how the action will address these needs The targeted rights holders are: adolescent children (12 to 18 years old) and youth (18 to 30 years old) proportionately representing the 4 ethnic minority groups (Banyabindi, Bakingwe, Basongora and Bagabo) and the 2 dominant groups (Bakonzo and Batooro), girls and young women and children and young PWDs. Priority has been given to children and youth because 56% of the Kasese district population is below 30 years of age. They are mostly secondary victims of torture and ill treatment, their parents having been the primary ones, and this has often led to psychosocial disabilities, which are difficult to identify, leaving these children s challenges unnoticed. Children and youth are open to the negative influence of older people (e.g. the Esyamango), but also positively to build future peace. More generally Kasese and Kabarole districts have suffered armed conflict for a long time. Currently the area is experiencing relative peace, all displaced persons camps have been closed, and there is a progressive return to normal. However, those in post conflict areas still face many challenges such as war trauma. PWDs or the many people who acquired impairments due to the conflicts (e.g. landmine survivors) face severe stigma and have extremely restricted access to services. PWDs are also denied participation due to stereotypes and lack of reasonable accommodation. There is a recognised correlation between poverty and disability (WHO/World Bank 2011). Uganda disability prevalence is estimated at 15% (UNICEF, 2014). Based on its previous projects, NAYODE reported the knowledge gaps in conflict transformation among the target groups. The conflicts were due to factors such as inability to mediate, accommodate different opinions or co-existing among different groups. This is reflected in the SO1 design. 6 The second target group, the duty bearers, include local cultural, religious leaders, traditional chiefs and elders forums that are key in mobilizing people to participate in peace building. They are popular and generally respected by a big cross-section of the people. We will also pay attention to cultural institutions which have been blamed for the recent insecurity; apparently some either mobilized their members for, or failed to restrain them from carrying out violence. There are very divergent views about whether they should be involved in peace-building but the government peace effort has focused on them and so will this project. Local government administrators will also be actively involved, as they are well placed to deal with issues which politicians would fear to address and the project will use their supposed neutrality for spreading messages. However, in some instances, they can be a tool for suppressing political opposition and could be a barrier for a project addressing the failures or omissions of government programmes. The SO2 is meant to raise awareness of duty bearers in regard to their legal obligations and professional practices. The 2016 general elections will open a window of opportunity and this should be used to induct recently elected leaders in their roles and duties highlighting the need for conflict sensitivity and inclusion. The target groups consultation started at the design stage of the action and will continue throughout the project lifespan. Indirect representation is provided via NAYODE and NUDIPU as membership-based organisations. Direct participation will also be facilitated using the various structures and processes established during the project. Peace clubs and committees will allow children and youth to express their views, while multi-stakeholder fora and community dialogue will bring out the concerns and grievances of the leadership. Duty bearers are also expected to voice their roles and duties in relation to peace building and disability inclusion Particular added-value elements The added-value of the proposed action consists of the following: - The main innovative approach of this project lies in the mix of conflict sensitivity and disability mainstreaming. This is meant as a case study for integrating social inclusion in conflict management. The selection of project districts, the choice of partners and the proposed dialogues are aimed at increasing opportunities for different minority and ethnic groups to interact. The project will achieve its stated objects and also help communities to deal with the feelings of injustice from the former conflicts. A thorough end of project evaluation will document lessons learnt and best practices with the purpose of scale up or replication. - Both NAYODE and NUDIPU have an internal gender policy mainstreaming girls and women s rights. Advocacy will be undertaken to show the importance of women and girls participation in society and their self-esteem will be built by providing them with information on how to deal with women s concerns such as reproductive health, including HIV/AIDS, leadership, gender inequality and domestic and gender based violence (1.1). - Similarly access to the rights of the most vulnerable and marginalized groups are mainstreamed throughout the project. This includes the rights of children, PWDs and people from minority ethnic groups. HIV/AIDs prevalence is high in Kasese and Kabarole districts (respectively 9.5% and 13% compared to 6.7% nationally). Building on NUDIPU s overarching strategy to make HIV/AIDS a cross-cutting issue, HIV/AIDS will be mainstreamed in all project activities. In partnership with health facilities and NGOs HTC will be organized alongside each event. The target groups will be encouraged to get tested and will receive HIV/AIDS related information and including on referral to the cascade of services. - One of the main activities consists of a partnership between 2 local CSOs to support each other to build their capacities using their own expertise. - Activities promoting both peace and the environment are important in a region at risk from environmental damage as extractive industries increase their activities. - Knowledge arising from the project will be used in national and local advocacy of NUDIPU and NAYODE. Backed up by ADD s experience in lobbying, such activities will reinforce the interventions of NUDIPU and NAYODE in engaging with local and national government Institutions with the purpose of improving conflict sensitivity and disability inclusion in wider settings.
