1 BLACK SEA NGO FORUM A Successful Story of Regional Cooperation

3 1. Introduction History Black Sea NGO Forum was first organised in 2008, by the Romanian NGDO Platform (FOND), with the support of the Romanian Ministry of Foreign Affairs, the Representation of the European Commission to Romania and the Black Sea Trust for Regional Cooperation. The event was initiated within the framework of the Black Sea Synergy, a European policy launched at the initiative of Romania, Bulgaria and Greece with the purpose of consolidating regional cooperation at the Black Sea. Vision, Mission & Objectives The vision of the Black Sea NGO Forum is that the Black Sea represents a cooperation space rather than a barrier. In this sense, the Black Sea NGO Forum aims to create an open space for debate, mutual knowledge and understanding, communication and cooperation among civil society representatives, governments, international organizations and donors active in the wider Black Sea region, with a focus on sharing good practices in various domains and success stories of regional cooperation. The Black Sea NGO Forum aims to: Increase the level of dialogue and cooperation among CSOs in the wider Black Sea Region; Strengthen CSOs capacity to influence regional policies; Increase the number and quality of regional partnerships, projects and networks. The Black Sea NGO Forum - a strategic initiative Since its first edition, the Forum has been a driver of change in the region, reuniting more than 900 participants with various backgrounds from 11 countries: Armenia, Azerbaijan, Belarus, Bulgaria, Georgia, Greece, the Republic of Moldova, Turkey, Ukraine, Romania and Russia. Over the years, the Forum has managed to build trust in the region by encouraging NGOs to develop contacts, make their projects visible, meet donors, find new partners, and offering the space for the creation and growth of new initiatives. In this respect, the Forum builds each year strategically on the objectives of the previous editions, thus contributing to the emergence of common regional goals. Since 2013, the Black Sea NGO Forum received valuable support from important partners. On the one side, the Forum gained more visibility and sustainability through the support offered by the European Commission. On the other side, the Forum developed a partnership with the global network CSO Partnership for Development Effectiveness CPDE which aims to bring the regional discussions of the Forum in the broader global context of development. -2-

4 2. The Black Sea NGO Forum over the Years Black Sea NGO Forum editions Up until now, 8 editions of the Black Sea NGO Forum have been organised as follows: 1 Time to meet! - October 31 st - November 2 nd 2008, Bucharest, Romania. The main aim of the first edition of the Black Sea NGO Forum was to increase the level of dialogue and mutual knowledge among NGOs in the wider Black Sea region. The Forum gathered more than 220 participants representing over 100 NGOs from the region. 2 NGOs in Times of Crisis October 29 th - 31 st 2009, Bucharest, Romania. This edition of the Forum included more space for discussion and participation - 2 series of 5 parallel panels, on topics such as: democracy & human rights; environment; children rights; advocacy & policy; financial sustainability; volunteering & citizen participation. Study-visits to Romanian NGOs were organized for the participants in order to help them become better acquainted with the contribution of local civil society to the process of transition and reforms before and during the accession to the EU. Over 180 participants from 21 countries attended the event. 3 Investing in Our Common Future October 21 st - 23 rd 2010, Constanța, Romania. The 3 rd edition of the Forum aimed to make an analysis on the status of civil society development in the region, discuss common issues of concern, share good practices, identify potential partners and joint action ideas. Over 140 participants from 20 countries attended the event, representing NGOs, public authorities, donor organizations and other international actors. 4 Building a common vision October 6 th -8 th 2011, Bucharest, Romania. The 4 th edition of the Black Sea NGO Forum gathered around 250 participants from various countries fromthe region. Among the topics discussed were: the European Neighbourhood Policy and the place of the Black Sea Region in the European Union s regional cooperation policy, as well as thematic issues such as civil society leadership; democratic transition; advocacy in the social field; child protection; policy thinking and shaping in the Black Sea Region, education, environment etc. The 3 rd day of the Forum was dedicated to donors perspectives on the region. 5 Participation and inclusion for responsible development, October 24 th -25 th 2012, Bucharest, Romania. This edition was focused on participation and inclusion, addressing topics such as: social entrepreneurship and social inclusion, community mobilization, and youth participation to the decision-making process. Participants included: parliamentary representatives from the region, European institutions, civil society, experts and mass-media. -3-

5 Building Sustainable and Effective Regional Cooperation, 6 September 4 th -6 th 2013, Bucharest, Romania. This edition s objective was to explore the ways in which civil society can contribute to the sustainability and effectiveness of regional cooperation in the extended Black Sea area, as well as offer the opportunity to share experience and good practices with other regional cooperation initiatives such as those of the Baltic and Mediterranean Seas. Moreover, the last day of the Forum was dedicated to the Non-EU sub-regional meeting - CSO Partnership for Development Effectiveness (CPDE). With this occasion, participants were informed about the principles of CSO Development Effectiveness, the areas of work of CPDE, its governance structure and working groups. 7 Enabling environment for CSOs: Towards a strategy of civil society in the Black Sea Region - December 8 th -10 th, 2014, Kyiv, Ukraine). The goal of the 2014 of the Forum edition was to launch the process of creating a Strategic Framework for Civil Society Cooperation in the Black Sea Region, with the purpose of transforming civil society from a beneficiary into a partner in development and strengthening civil society cooperation. A first step was to identify, througha regional consultation, the common needs and challenges for having an enabling environment in which civil society carries out its activity. Furthermore, the Forum comprised a series of thematic workshops which carried the results of the consultation a step furtherby identifying ways of improving CSO environment in specific domains, such as: democracy & human rights, local development, environment, child protection or youth. 8 Black Sea NGO Forum, November 2 nd 3 rd, 2015, Tbilisi, Georgia. This year s edition of the Black Sea NGO Forum aimed to finalise the above-mentioned Strategic Framework with the purpose of consolidating regional cooperation and providing focus and sustainability to regional initiatives. To this end, the Forum benefited from the participants valuable input and expertise to identify and prioritize the most important thematic and cross-cutting cooperation areas for civil society in the region, through a facilitated participatory process. At the end of this process, 10 working groups were created and participants voted each proposed topic, resulting in 5 priority cooperation areas (knowledge networks knownet; anti-corruption; civic engagement; youth; and education & culture) and 5 emerging cooperation areas (sustainable development; youthbank; human rights; networking; and media and communication). -4-

The Black Sea NGO Forum s Achievements in Consolidating Regional Cooperation Results of the first 4 editions According to the report Impact of the Black Sea NGO Forum in the first 4 years, from 2008 until 2011 the Black Sea NGO Forum facilitated the development of 19 regional projects and 18 bilateral projects. Apart from these, the Forum contributed to the creation and development of two regional networks: ChildPact The Regional Coalition for Child Protection ChildPact is an initiative created and systematized at the 4th edition of the Black Sea NGO Forum in 2011, when World Vision convened a special panel to discuss the situation of child protection systems in the region and strategies for sharing knowledge and expertise at regional level. Participants from 7 different countries proposed the creation of a regional network for child protection NGOs to respond to a common need for better care for children. Since 2011, the Forum continued to offer a space for debating child protection issues and a platform for Child- Pact s growth. Today, ChildPact has 10 member coalitions from 10 different countries and represents 600 NGOs which work with 500,000 vulnerable children. ChildPact has developed a strong policy-advocacy work for child protection in the region, for example by calling on the BSEC leaders to create a special working group for children within this institution and developing a brief about the strategic benefit and potential impact that can be harnessed through regional cooperation. -5-

7 Moreover, ChildPact worked towards developing a Child Protection Index in the Black Sea Region, an innovative initiative which makes it possible to compare and contrast between child protection systems from all countries in the region and measure the role of the governmental sector in this area, as well as identifying common challenges, best practices and making recommendations. Report on Youth Policies in the Region Another example of the impact of the Forum is the contribution to the project Strengthening cooperation in the field of youth policy in the Black Sea region, developed from by the National Youth Council of the Republic of Moldova (CNTM). CNTM and an important part of its partners wished to continue developing their common activities. The Black Sea NGO Forum provided them with the space for discussion, allowing them to identify opportunities and continue their partnerships. Following the exchanges made with the occasion of a workshop dedicated to young people at the 2010 edition of the Forum, several organisations became aware of their common goals concerning the Black Sea region. Therefore, during 2012, at the initiative of the National Youth Council of Moldova, a new regional project was launched, continuing the previous efforts. The project involved 9 national youth councils (NYCs) in the region (coming from Moldova, Romania, Ukraine, Belarus, Russia, Armenia, Georgia, Azerbaijan and Turkey) and aimed at fostering cooperation and exchange in the field of youth among the NYCs through study visits, a contact-making seminar and a research on youth issues in the Black Sea Region. Starting a strategic process of re-designing the Black Sea NGO Forum Brussels Follow-up Meetings June 2013, June 2014 and September In June 2013, in Brussels, the Romanian NGDO Platform FOND organized the debate Opportunities for Regional Cooperation at the Black Sea with the support of Mr. Ioan Mircea Pașcu, at the time Vice-Chair of the Committee on Foreign Affairs (European Parliament), and financial support of the Romanian Ministry of Foreign Affairs. With this occasion, the results of the report the Impact of the Forum s first four editions ( ) were presented. The impact study showed that, while appreciating the current approach of the Forum and recognising its merits, the participants felt the need for a common cooperation framework with medium-term objectives and a permanent structure that would allow the Forum become a -6-

8 resource facilitator for CSOs in the region and engage more actively in policy and advocacy work at regional level. A Strategic Consultation Meeting on the future of the Black Sea NGO Forum followed in June 2014, organized by FOND at the Permanent Representation of Romania to the EU in Brussels. The main objective was to initiate a stakeholders consultation process on setting the strategic vision and broad agenda of the forum for the next three years. Based on the participants input, the future of the Forum should focus on: its role of resources facilitator in the region; promoting an enabling environment for CSOs; providing the participants and Forum alumni with tangible cooperation and partnerships incentives in the region; allowing for an increased regional ownership of the Forum; developing a more sustainable institutional framework of the Forum. In September 2015, a Working Meeting for the Preparation of the VIIIth edition of the Black Sea NGO Forum took place in Brussels. Its main objective was to present the conclusions of the Draft Report on Enabling Environment for CSOs in the Black Sea Region and initiate a debate with the main European stakeholders on the most important cooperation areas for civil society in the Black Sea region, as well as gathering input and recommendations for the agenda of the 8th edition of the Forum. Developing research Enabling environment for Civil Society Development in the Black Sea Region A result of the 2015 edition of the Black Sea NGO Forum was the official launch of the Report on Enabling Environment for Civil Society Development in the Black Sea Region, developed during May-July 2015 by a team of experts from the Balkan Civil Society Development Network Ms. Tanja Hafner Ademi and Ms. Milka Ivanovska, with the support of the Romanian NGDO Platform FOND, as part of the follow-up activities of the 2014 edition of the Black Sea NGO Forum. The report found that all countries in the region are affected to a certain degree by limitations to an enabling environment for CSOs, confronting with key challenges related to: restrictions of freedom of association and peaceful assembly; burdensome reporting requirements; absence of systematic tax/fiscal framework for CSOs; absence of comprehensive and mandatory legal framework for CSO involvement in policy-making; involvement of CSOs mainly in politically non-sensitive -7-

9 issues; partial access to public information; barriers to access foreign funding; most foreign funding is project-based, and not core-funding. The respondents concluded that enabling environment for CSOs is a common regional issue and should be made a cross-cutting priority for civil society cooperation at the Black Sea. Moreover, when questioned about the key roles that the Forum should perform, the respondents recommended the following: further structuring and institutionalization of the Forum; facilitating information-sharing (website, alerts, CS factsheets); carrying out advocacy for foreign donors support & initiate a funding hub for joint initiatives; developing research on enabling environment issues and thematic network cooperation (hub of hubs). Elaborating the Strategic Framework for Civil Society Cooperation in the Black Sea Region Following the Strategic Meeting organised in June 2014, in Brussels, the process for creating a Strategic Framework for Civil Society Cooperation in the Black Sea Region was launched at the 7 th edition of the Black Sea NGO Forum (8 th 10 th of December 2014, Kyiv, Ukraine), which focused on enabling environment for civil society, as a cross-cutting issue for CSOs in the region. Initially, a regional multi-stakeholder consultation was organized, in order to identify the common needs and challenges for having an enabling environment for civil society in the region. Following this, during the period of May-July 2015, a desk and field research was conducted by two experts from the Balkan Civil Society Development Network, the support of the Romanian NGDO Platform FOND. The research was conducted in 8 Black Sea countries and analysed 4 areas and 10 core dimensions related to: basic legal guarantees of freedoms, the framework for CSOs viability & sustainability, public institutions/state CSOs relationships and donor CSO-relationship, looking at both the legal dispositions and aspects of the state of play in practice. A second aim of the research was to gather proposals from participants on the main cooperation areas that should be included in a future strategic framework for civil society cooperation, as well as recommendations on the role of the Black Sea NGO Forum in supporting the elaboration and implementation of such a strategic framework. Establishing the Black Sea NGO Forum Working Groups in line with the Strategic Framework and supporting regional thematic meetings. In the light of implementing the Strategic Framework and with a view to further support regional thematic meetings, ten Working Groups have been formed, each one of them tackling relevant topics (in accordance with the top priority cooperation areas) as follows: knowledge network, anti-corruption, citizen participation and volunteering, youth, education and culture, sustainable development, youthbanks, human rights and freedoms, networking, and last, but not least, media and communication. -8-

10 As a follow-up activity of the 8th edition of the Black Sea NGO Forum, 5 thematic regional meetings were organised in the period September October 2016 for the following working groups: Youth (12 September), Civic engagement (17 September), Culture & Education (11 October), Anti-corruption (13 October) and YouthBanks (15 October). Acknowledgements from the Romanian Government & the European Commission / European External Action Service. The Black Sea NGO Forum is considered a story of success of the Black Sea Synergy, with an added value in the region, which enables and supports CSOs in fulfilling their role. The crucial importance of the Black Sea NGO Forum was emphasized both by the Romanian Ministry of Foreign Affairs and the European Commission. At the 5th edition of the Black Sea Summit (3 October 2014, Bucharest), the Romanian Minister of Foreign Affairs highlighted in his speech the importance of CSOs in fostering regional dialogue, contributing with their experience at the elaboration of regional initiatives and holding governments accountable. In this context, the Romanian Minister mentioned the importance of the Black Sea NGO Forum for regional cooperation in the framework of the Black Sea Synergy. In January 2015, the European Commission together with the European External Action Service published a Joint Staff Working Document, evaluating the implementation of the Black Sea Synergy policy between The report mentions the Black Sea NGO Forum as the main success of the Black Sea Synergy policy in the field of Democracy, Civil Society and Youth, highlighting its results. -9-

The Black Sea NGO Forum Strengthening Partnerships CSO Partnership for Development Effectiveness CPDE The CSO Partnership for Development Effectiveness CPDE is an open platform that unites civil society voices from around the world on the issue of development effectiveness (www. csopartnership.org). CPDE s mission is to promote development effectiveness in all areas of work, both our own and the work of others, including through active engagement with the GPEDC, we will be guided by a human rights based approach. In order to develop a strong basis for CSO participation, CPDE works with a strong focus to support country, sub-regional and regional, and sectoral civil society, combining this with the coordinated regional and global work on development effectiveness. To achieve this, CPDE adheres to the following values: mutual respect, equity and gender equality; accountability to members and peers; and transparency in all decision-making processes and actions. Also, CPDE adheres to the Istanbul Principles for CSO Development Effectiveness. Since 2013, the Black Sea NGO Forum developed a partnership with CPDE which aims to bring the regional discussions of the Forum in the broader global context of development. In 2013, the Black Sea NGO Forum hosted the election of a Non-EU sub-region representative within CPDE. In 2014, the Black Sea NGO Forum also benefited from CPDE s support in organising a regional consultation on enabling environment for CSOs in the Black Sea Region. Beginning with 2015, the collaboration between CPDE and the Romanian NGDO Platform FOND has been strengthened to include annual collaboration for the Black Sea NGO Forum. Moreover, FOND has become a focal point for the Black Sea and the Balkans sub-region (part of the European region within CPDE). -10-
