Key Qualifications I have led, originated, designed, processed and administered country-specific and regional projects and programs on traderelated technical assistance on WTO and regional integration agreements in Asia, Africa and Latin American regions. By developing a multi-disciplinary approach, I have gained strong capacity to analyze issues related to trade and integration policies and agencies, make policy reform recommendations and provide advice on technical discussions related to trade integration issues, at the regional, sub-regional and multilateral levels.

3 I have led and conducted research and diagnostics at operational level on policy, legal/regulatory and institutional issues on regional trade, to asses the capabilities and identify the main restrictions of developing countries with regard to their capacity to conduct trade negotiations, implement trade-related reforms and adjust to compete in the global economy. I have written and researched extensively on WTO issues, trade in goods and services, subsidies, preferences and Customs laws such as rules of origin and related industrial policies issues with focus on tariff reduction, agriculture, trade laws/rules governing market access in goods and services, including regional trade agreements that the EU has been negotiating with Developing countries. I have led and contributed to country and regional policy dialogues on trade and regional integration in different regions: I originated with my technical advise and inputs and in consultation with IADB staff the establishment of a cooperation among IADB and DFID to finance the adaptation of the IADB software programs on rules of origin to the EU-Cariforum Economic Partnership Agreement with the EU and to develop a version of these softwares that could be used in the African region, I have organized and conducted training programs/courses with regional institutions and local universities. Designed training courses on WTO and EU regional trade agreements with Latin American countries held at the University of Bologna Branch in Buenos Aires, Argentina since Participated as resource person in the training courses on WTO and regional trade integration trade held to train government officials on WTO and customs issues in Colombia and Mexico. Contributed as teacher and in the elaboration of training materials to the course on the Economic Trade agenda held at the University of Campinas, Sao Paulo, Brazil. In the sub Saharan African region (SADC) region, I am currently assisting the SADC/EAC/COMESA Task force to design and implement coordinated trade and customs policies among the three regions in order to rationalize their overlapping regional integration programs and trade policy objectives. I assisted the South African Government on the negotiations with the EU of the Trade,Development and Cooperation agreement in their negotiation with the EU. I designed and managed and raised from Donors the necessary funds for a large project to support the SADC secretariat and its member states in establishing the SADC Free Trade Area Agreement in Goods and Services. Assisted SADC secretariat and SADC countries to conduct assessment of trade in services, schedule their commitments and prepare for negotiations at WTO and regional level. Drafted papers and material supporting the negotiations together with SADC secretariat (i.e. preparation of negotiating agendas, tariff offers and schedule of services discussion papers and negotiating documents with the SADC secretariat).assisted ACP secretariat to develop negotiating positions on the negotiations of Economic partnership agreements Managed the UNCTAD component of the Joint Integrated Technical Assistance Programme (JITAP), a capacity building program jointly implemented with WTO and ITC in the African region. Managed the UNDP /UNCTAD global program for Africa to assist African countries to better participate in WTO and regional trade negotiations.; Originated and managed UNCTAD technical assistance in the Mediterranean region to assist Mediterranean countries in their negotiations of the Euro-Mediterranean Free trade Areas with the European Union and their intra- regional integrations efforts.conducted a series of capacity building activities and training activities and studies including a comprehensive study on modalities and roadmap to strengthen regional integration in the Maghreb region

4 In Asia, carried out advisory missions in Greater Mekong Sub-region (GMS) to assess their regional integration strategy, especially in Vietnam, Thailand and Cambodia,Laos and to advice on trade reforms and review legislation on the WTO accession/ implementation (i.e. tariff reduction, Trade in services, customs legislation, and trade contingency measures). Contributed to the ESCAP (Economic and Social Commission for Asia and Pacific) and ADB (Asian Development Bank) meetings and missions on WTO accession and preparation for the WTO ministerial meetings for Asian countries. Carried out studies on rules of origin and advisory missions in China on antidumping and rules of origin. Developed material and a series of intensive training sessions to assist the Chinese and ASEAN negotiators for the ASEAN-China Free Trade Area negotiations on rules of origin and customs legislation.. Developed cooperation on specific issues with the WTO, the World Bank and IADB and ADB, liased with WTO Technical Cooperation Division; workeds with the Asian Development Bank on developing research and training capacity on the WTO issues in the Mekong region, through assisting the International Institute for Trade and Development, Thailand. My academic background on international trade, strong conceptual and interpersonal skills, and practical experiences on trade capacity building programs and the WTO issues matches the required selection criteria. I think one of my strongest assets lies in the combination of extensive field experience, demonstrated research capacity and technical competence on trade issues.
